Sept. 11.	Royal warrant dated Kensington to the Attorney or Solicitor General for a great seal for a grant to Henry, Duke of Beaufort, of the office of Bailiff of Burley in New Forest, Co. Southants, with the fee of 9l. 2s. 6d. per an.: during pleasure: and with a clause granting him the herbage and pannage of hogs, windfall wood, lops, tops and shrouds, pasturage, Swainmote Courts, rents and other things heretofore granted with the said office of Bailiff; at a rent of 5l. 3s. 4d. to the Crown for same. This grant is to revoke the like grant to Charles, Duke of Bolton. Queen's Warrant Book XXIV, pp. 338–9.
	Same to the Clerk of the Signet for a privy seal for payment to said Duke of Beaufort (out of wood sales in said forest) of the yearly sums of 30l. for the repair of her Majesty's house at Lindhurst and 40l. for repair of her Majesty's stables there: as hitherto payable to the Duke of Bolton, which payments to the latter are hereby revoked. 	William Lowndes to Mr. Savery. I read to my Lords your letter dated from Gosport. You are to hasten in your accounts and to diligently attend the passing of same when they are there [in the Audit Office]. Out Letters (General) XIX, p. 224.
	Same to Josia Burchett [Secretary of the Admiralty]. I have read to my Lords yours of the 8th inst. with the copy of one to you from the Victualling Commissioners representing the great difficulties they shall be under in carrying on the service unless some speedy and effectual measures be taken "for preventing thereof." The Treasury Lords desire you to acquaint the Admiralty Lords that the Victualling have received very considerable sums during the war more than has been allowed for the same on the estimates given in to the House of Commons; and that 'tis plain the difficulties in that Office must have arisen by exceedings in the expense beyond what was given or provided for by Parliament. Nevertheless my Lords will use their endeavours to procure credit in the best manner they can for supplying the pressing services of that Office. Ibid., p. 225.

	Prefixing. (a) Order of the Queen in Council dated Kensington Sept. 10 to clear from further restraint on account of quarantine the ships Henry, Richard Raven master; Crown Prince, John Saunders master; and Hedwick Sophia, Marcus Godberson master, laden with hemp, flax, linen yarn, potashes, a cask of hogs' bristles and firewood from Konigsberg and Ecclefear [Eckernförde]: all on the petition of Sir Randolph Knipe and others, merchants, shewing that they have lain so long under quarantine owing to the masters' mistake in bringing them up the river without leave: and the Customs Commissioners having thereon reported that the said masters have now been sufficiently punished for their contempt. Sept. 11.	William Lowndes to Baron Scrope. On the memorial of the officers of the Mint at Edinburgh for the charges of their journeys from Scotland to London and back and for their expenses in their attendance at the Trial of the Pix the Treasury Lords think fit to allow the Warden and Comptroller 15s. a day for 60 days and the other four officers 10s. a day each, which will reduce their demand of 322l. 6s. 0d. to 252l. 6s. 0d. My Lords think this expense is most proper to be defrayed out of the money arising in Scotland. Please advise the easiest and speediest way for their satisfaction "so as the said officers may not be detained here any longer on pretence of soliciting for their charges." Sept. 12.	Same to the Customs Commissioners to report on the enclosed letters [missing] concerning the running of goods from the Isle of Wight. Out Letters (General) XIX, p. 225.
	Same to Monsieur Vryberg. By order of the Treasury Lords the Auditors of Imprests have reported the state of Monsieur De Wilt's [Wildt's] account in relation to the public money which he received and paid for transporting Forces from Holland to Ireland in 1690 and 1691. I enclose a copy [missing]. My Lords desire you to be a means that the balance appearing thereby to be due to the public may be paid by the heirs of the said Monsieur de Wilt into the Exchequer and thereupon they will be ready to obtain a discharge for the said heirs by an effectual privy seal. 	William Lowndes to the Barons of the Exchequer, Scotland, to report on Baron Scrope's report and papers enclosed [missing] on the case of the ship Catherine of Rotterdam taken as prize by her Majesty's subjects of Scotland before the Union, which is reclaimed by Monsieur Vrybergh, Envoy Extraordinary from the States General, on behalf of the subjects of those States. Sept. 13.	Royal warrant dated Kensington to the Clerk of the Signet for a privy seal for 40,000l. to Charles Dartiquenave, Paymaster of the Works: as imprest for the service of the Works. (Money warrant dated Oct. 10 hereon. This warrant quotes the privy seal as dated Sept. 19.) 	Same to the Postmaster General to remove the stop on the last quarter's payment to Edmund Dummer, contractor for the pacquet boats to the West Indies, and to pay him the sum of 1,052l. 1s. 1d., being the proportional deduction from the sum of 3,000l. quarter's allowance due July 25 last for the number of days during which two boats of the said service were not in service; by reason that two of his boats were taken by the enemy near the same time, one called the Pearl in the West Indies on Oct. 1 last (of which loss he had notice Jan. 13 following), the other called the King William [taken] in the Soundings Oct. 23 last (of which he had notice Nov. 24 last), and he did not provide other boats in their room till May 8 last whereby (over and above the 60 days allowed him by his contract after notice received of such loss) he was 105 days without a boat in place of the King William and 55 days without one in place of the Pearl.
	Further in accordance with his petition, ut supra, p. 387, it is the Queen's pleasure that during the present war that part of his contract be dispensed with "which obliges him to sail with his pacquet boats from Plymouth and to return to Falmouth and that he be at liberty to proceed from Bideford and return to such port as he shall judge most secure and free from the course of privateers." Sept. 13.	Royal warrant to Spencer Compton to pay to John Hill and Samuel Masham (who were Grooms of the Bedchamber to our late dearest Consort the Prince of Denmark) so much as the 400l. per an. each (ordered them by the royal sign manual of 1709 Aug. 8) comes to from the date of the last payment thereon up to the date hereof: the Queen having resolved that the said yearly sums or allowances shall henceforth cease and determine and they are hereby annulled accordingly. 	Treasury reference to the Commissioners for Sick and Wounded of the petition of Isaac Rider shewing that after the taking of Port Mahon (which was in January 1708–9) he was appointed to take care of the sick seamen put on shore from the Fleet and he continued in that service until 1 June 1709; that he has expended therein 2,774l., of which sum he has received 1,381l. 12s. 0d.; that he has passed his accounts ever since January 1709–10; that he continues paying interest for part of the 1,392l. 8s. 0d. remaining due: therefore prays payment thereof. Sept. 14.	Letter of direction for 6,000l. to Francis, Visct. Ryalton, Cofferer of the Household: out of Civil List moneys: as in part of 17,919l. 1s. 0¼d. for wages, board wages and emptions due in the Office of the Cofferer for the quarter ended at Xmas 1710 [sic ? for 1709]. 	William Lowndes to the [Principal] Officers of the Works. The Treasury Lords desire you to transmit to them an account or estimate of the annual charge of the Office of Works and for the Gardens &c. payable by the Paymaster of the Works here and at Windsor, distinguishing therein the constant charge from the casual repairs. 	The like letter to the Treasurer of the Chamber for an account of her Majesty's annual charge in your Office; that is to say a copy of all the yearly salaries, allowances and pensions payable by you which are established or settled: and also an estimate by a medium of seven years last past of the expense [arising] by bills of the Messengers [of the Chamber] by Lord Chamberlain's warrants and by all other extraordinary occasions: also an estimate of what will be due to your Office by Michaelmas next, distinguishing how much in each respective quarter. 	The like letter to the Cofferer of the Household for an account of her Majesty's annual charge in your Office; that is to say a copy of the Establishment of the Household expense as it now stands and an estimate by a like medium of seven years of all extraordinaries and a like estimate of what will be due to your Office by Michaelmas next &c., ut supra. 	The like letter to Mr. Dummer, Deputy to the Master of the Great Wardrobe, for the like account of constant annual charge of the Great Wardrobe for fees, salaries, pensions and liveries, and an estimate of the yearly charge for furniture and all other emptions; and also that you send by this bearer as soon as possibly you can an account of what is due at this time in the said Office and to distinguish therein how much will clear it to Xmas last. 	Treasury warrant to the Customs Commissioners to permit William Taylour to execute his office of Usher of the Custom House in all the parts of it and particularly with respect to the furnishing of stationery ware and other necessities and appointing all subordinate officers requisite for looking after the Custom House and the messengers and doorkeepers thereof in like manner, mutatis mutandis, as is and has constantly been practised by the Ushers of the Court of Exchequer and Receipt of the Exchequer and at the like salaries and allowances for keeping the house and for doorkeepers and messengers as are at this time payable for the same either on the Establishment or by way of incidents "all which you are herafter to insert for him on the [Customs] Establishment to be paid quarterly and at the present prices allowed by you for stationery ware, which you are to take care be not exceeded on any account whatsoever" without special warrant from us. The bills for the said stationery ware and other necessaries are to be examined and paid quarterly as heretofore. "And lastly we do hereby annul, determine and make void all appointments, constitutions or other authorities by you made or given to any persons to be housekeeper, doorkeepers and messengers of the Custom House which [appointments] properly and of right belong to the said [Usher's] Office": all by reason that said Taylour has petitioned shewing that he holds said office upon a surrender made by him of the office of Comptroller of Bristol port where he had been the occasion of putting the comptroll of the Customs in all the outports upon such a foot as that the revenue of the Customs cannot hereafter suffer by the failure of any collectors thereof. And further setting out the rights of his office as above and that his salary is no more than 6l. per an. with a small fee due upon affidavits on goods exported which ceaseth upon Aug. 1 next except only as to goods re-shipped, which [cessation] will render his employment as he verily believes not a third part of the value of that which he surrendered, he being the only officer of the Customs who suffers by the taking away of the Outward Duties.
