Oct. 17.	William Lowndes to Mr. Brydges, Paymaster of the Forces Abroad, to report on the enclosed memorial [missing] of Mr. Medina on behalf of Sir Solaman D'Medina, praying payment of 15,000l. The Treasury Lords have desired the Bank to advance 40,000l. to you (in part of the last 100,000l. agreed to be lent by them on Sept. 28 last) on security of a deposit of 46,000l. tallies and orders on the General Mortgage anno 1710. You are to make said deposit accordingly and to apply said sum as follows: viz.

	Treasury warrant to the Secretary at War to prepare a royal warrant for allowing or paying to the Regiments of Brigadier Handasyde and Brigadier Livesay 568l. out of the savings or respits on said Regiments in 1706 to enable them to pay for arms delivered out of the Ordnance Stores upon the augmentation of the private men in each of their Companies.
	Prefixing: report by R. Walpole dated July 24 last on the memorial of Capt. Robert Gardner in behalf of said Regiments. After delivery of the arms as above the Regiments were reduced in Ireland by the late King's orders and the supernumerary arms were delivered into the Ordnance there, otherwise the said arms would have been charged upon their clearings at the General Reduction of the Army. The two Regiments being [afterwards] commanded to Jamaica and the Officers not thinking the certificates received from the storekeepers to be of any kind of use, the same were all lost. Capt. Gardner, agent to the said two Regiments, has not made any charge on the Officers for the 568l. stopped in 1706 for the said arms, for fear it should create a mutiny if the Officers should stop the same from the private men. By the very strict musters made by Governor Handasyde of Jamaica there is great moneys by respits on the two Regiments and the said savings have not since been employed in recruiting the Regiments and therefore ought to bear the above charges rather than the soldiers' pay. The charge on the pay is contrary to the practice of the Army in regard that at the end of the last war these two Regiments were ordered from Flanders to Ireland and there reduced from 60 to 38 privates per Company and delivered in their supernumerary arms pursuant to the King's warrant of 9 Dec. 1697 directed to the Lords Justices of Ireland. Oct. 28.	The like warrant and certificate, ut supra, p. 454, for tallies for the rent for the year 1708 of the farm of the Post Fines. Money Book XX, pp. 417–18.
	William Lowndes to the Principal Officers of the Ordnance. By yours of the 6th inst. you represent that the value of the 4,000 barrels of powder which the Queen has ordered to be paid to certain persons for the King of Portugal amounts to 11,933l. 6s. 8d. at the rate of 2l. 19s. 8d. per barrel (being the ready money price) and you propose that same should be paid out of tallies and orders on Low Wines anno 1705 in your Treasurer's hands. The Treasury Lords agree thereto and direct you to make such assignment accordingly with accrued interest from date of same and as in lieu of said 4,000 barrels which are to be accounted to said King as part of the powder which her Majesty is to furnish to said King by treaty. The Treasurer of the Ordnance is to be charged in his account with the said interest. On his sending to the Treasury the said orders with his assignment thereon my Lords will give warrant to the Exchequer for such interest. (see infra, Vol. XXV, under date 1710–11 Feb. 21). Oct. 28.	Same to the Customs Commissioners to continue the stop on the proceedings against Samuell Shepheard et al. for non-payment of certain bills of exchange drawn on them from Penryn for the Custom of wine bought there which in its passage to London from thence was taken by the French, to the end they might apply to Parliament for relief the next Sessions if they think fit. Oct. 30.	Same to the Salt Commissioners. In yours of the 26th you desire to know what resolution was taken at your attendance on the late Lord Treasurer in 1708 concerning the passing of your incidents. I find that on the 20th Aug. 1708 the Lord Treasurer (upon your representation that it was impracticable that the said incidents should be allowed by the Treasury before the payment thereof in the country) did intend that in the next Salt Commission the words "to be approved by the High Treasurer" should be left out.
