Sept. 1. Money warrant for 402l. 3s. 10d. to Samuel Travers, late Surveyor General of Crown Lands; 350l. thereof for 1¾ years from 1700 Lady day to 1701 Xmas on his allowance of 200l. per an. payable at the Exchequer for travelling charges; and the remaining 32l. 3s. 10d. for one quarter and four days thereon from 1710 June 24 to Oct. 4 following, being the day on which Mr. Manley's patent for said office commences. (Money order dated Sept. 5 hereon.) (Letter of direction dated Sept. 6 for payment of 504l. 7s. 8d. to said Travers, whereof 350l. is to be out of loans to be made by himself on credit of her Majesty's tin: and the remaining 154l. 7s. 8d. out of Civil List moneys in the Exchequer. Sept. 3. Royal warrant dated Windsor Castle to Spencer Compton to pay to Charles Seymour (who some time past did serve our late dearest Consort the Prince in the quality of one of the Grooms of his Bedchamber) an annuity, yearly pension or allowance of 400l. as from 1711 Sept. 29 "in like manner as we have been pleased to allow the same to the respective persons who actually served our said late dearest Consort in that quality at the time of his decease." Same dated same to. Treasurer Oxford to pay (out of Civil List moneys) 1,647l. 10s. 0d. to the Africa Company by way of loan from the Queen for enabling them to secure their settlements on the Coast of Africa and to preserve their trade there until some more effectual provision shall be made in Parliament for that purpose: and is to defray the charge of entertaining and fitting out 100 soldiers and artificers which they are to send to the said settlements with the first convoy and providing them with six months' provisions for their subsistence. In order to the recovery of said loan same is to be inserted by way of memorandum on the half yearly imprest certificates which are to be transmitted half yearly to the Office of the Queen's Remembrancer and to the Auditors of Imprests until the said Company repay same. Same dated same to the Lord Lieutenant of Ireland to place on the Civil List of the Establishment of Ireland an allowance of 3s. a day to Mary Darzilliers, widow of the late Marquis Darzilliers, her said husband having had a pension of 6s. a day on the said Establishment and did reside at Geneva and did good service to the Crown of England: and his said widow "is become a real object of our bounty." Same to same for a new Commission of the Revenue, Ireland, including Stephen Ludlow in place of William Strickland: the new Commissioners to be Thomas Keightley, Sir Thomas Southwell, Samuel Ogle, Sir William St. Quintin, and Francis Roberts as Commissioners of Excise; and the said Keightley, Southwell, Ogle, St. Quintin, and Roberts with Sir Henry Bunbury and said Ludlow as Commissioners of the Revenue ("Chief Commissioners and Governors in Ireland of all our Revenues"): with 1,000l. per an. each. Sept. 4. T. Harley to the Victualling Commissioners for an account of the charge of provisions furnished to the Garrison of Gibraltar since the same hath been in the hands of the Allies, distinguishing therein how much to the English Troops and how much to the Dutch. Royal letters patent granting to Sir Roger Mostyn, bart., the office of Paymaster of the Marine Regiments: to hold by himself or deputy during pleasure: all loco Walter Whitfield, thereto appointed by patent dated 1702 May 16, which patent is hereby revoked. William Lowndes to Mr. Brydges. The Bank of England has agreed with my Lord Treasurer to advance 200,000l. to you on the terms of a minute of Aug. 23 last, supra, p. 91: of which sum you have already received 50,000l. in their bills on Amsterdam. You are to take care that 50,000l. in bills on Amsterdam in further part of said 200,000l. be had of the Bank so as to be sent away by next Friday's post: being intended to be applied to the subsistence of the Subject Troops and full pay of the Foreign Troops in her Majesty's pay in Flanders. Sept. 5. William Lowndes to Mr. Dod and Mr. Warters. My Lord Treasurer has read your report on the petition of Ellis Tyrrell, but before he determines on said Tyrrell's demands he desires to know whether Tyrrell has duly accounted and what the amount of his accounts hath been as Agent for Prizes and Perquisites of Admiralty, what allowances have accrued to him thereon and how same may be satisfied. Tho. Harley to Mr. Borrett to observe the opinion of Sir Edward Northey, Attorney General, as below touching the prosecution ordered against Thomas Waples for forging Lottery tickets: with which letter the Lord Treasurer agrees.
Appending: said letter dated Sept. 4 to Treasurer Oxford. Tho. Waples being committed for forging one of the tickets of the 1710 Lottery and having lain two months in prison, and the Sessions at the Old Bailey beginning this day, he must be either indited or bailed. On discoursing the persons concerned in managing that Lottery and considering the evidence there is against him, I am doubtful that we cannot convict him of felony, the Act of Parliament having made the forging only of Benefit Tickets and delivering such forged tickets to the Managers (who had 70 days after the drawing of the Lottery to receive them and determine to whom they did belong) to be felony. Waples hath confessed he forged one of those tickets but not where he did it; which is necessary to be proved (all crimes being to be laid in the county where committed) and this forged ticket (which was changed by altering the number) was never delivered to the Managers. I submit to your Lordship's consideration whether it will not be better to suffer Waple to be bailed and let the prosecution fall than to proceed and suffer him to be acquitted, the noise of which may draw some discredit on the Lottery tickets. Treasury reference to the Taxes Commissioners of the petition of John Scriverner (Scrivner) shewing that he was appointed Surveyor of the Duties on Houses for part of Sussex by the late Treasury Lords, but not knowing of his appointment by reason of his being at that time out of England, their Lordships ordered Hugh Walford to supply his place till his return from Lisbon: therefore being now returned he prays his commission. Sept. 6. Warrant by Treasurer Oxford to the Excise Commissioners to pay the assessments to the 4s. Land Tax anno 1711 on Excise Officers whose salaries do not exceed 100l. per an.
Prefixing: presentment by said Commissioners in favour of said officers in view of the smallness of their salary and the charge they are forced to be at in keeping horses. Money Book XXI, p. 185.
T. Harley to the Comptrollers of Army Accounts enclosing all the papers [missing] which have been before my Lord Treasurer concerning the several claims of the Earl of Clarendon and Mr. Champanty to the sum of 1,712l. 11s. 5d. remaining in the hands of Mr. Thrale's executors as money belonging to the Forces now or lately at New York. Please report to my Lord if the said money is legally due to be paid and whether it is easy to be recovered. Out Letters (General) XIX, p. 430.
William Lowndes to the Attorney General. The captors of several of the enemy's ships of war have applied to the Lord Treasurer for the moneys due to them at the rate of 10l. for each gun taken in such ships according to her Majesty's Declaration: and the Commissioners for Recovering Arrears of Prizes have proposed to my Lord that the said gun money may be satisfied out of captors' shares of prizes which has lain for many years uncalled for. Please give my Lord your opinion whether such money can be legally touched and so applied to gun money. Ibid., p. 431.
Same to the Commissioners for Taxes to report on Mr. Chute's petition proposing how Mr. Austin's debt as late Receiver General for Co. Southampton may be paid and said Austin released on the surety of said Chute and John Basket. Ibid.
Same to Secretary Dartmouth. My Lord Treasurer is very pressed by Sir John Lambert et al. to pay 4,446l. 19s. 0d. out of the King of Spain's subsidy to repair the loss they sustained when Alicante was besieged, to wit by the embargo which was then laid on their effects there. I enclose a copy [missing] of Count Gallas's letter [of Feb. 20 last] and a letter [missing] from Lieut. Gen. Stanhop touching that affair. My Lord desires you to discourse Count Gallas thereupon to know whether he has had any answer or orders from the King of Spain about that matter since the said letter of Feb. 20 last "to the end her Majesty's subjects may have some speedy determination and relief therein." Ibid.
Same to Mr. How [Paymaster of Guards and Garrisons] to report on the enclosed petition [missing] of sundry private soldiers and widows of soldiers who belonged to the Detachment of Foot Guards in Spain [praying payment of the moneys] due to them without staying till the accounts of the whole Detachment are made up. Is this practicable with respect [having regard] to the several charges for recruits &c. [which are] to be made good out of deductions? Ibid., p. 432.
Same to the Bishop of London. My Lord Treasurer takes notice of the number of chaplains and schoolmasters recommended by you for the 20l. bounty to carry them to the West Indies. Please let him know what assurance you have that the persons receiving the said bounty do go to the places assigned them by your Lordship. Ibid.
Sept. 6. Same to Mr. Brydges [Paymaster of the Forces Abroad] to report on the letter dated the 2nd inst. from Mr. Stanyan, her Majesty's Envoy to Switzerland, in which he lays before the Lord Treasurer a demand of the Canton of Berne for interest on 50,000l. with which they accommodated Lieut. Gen. Stanhop [to wit] from the time his bills [in repayment] became due to the time they were paid. Please inform my Lord at what times her Majesty availed herself of the loan of 150,000l. from the said Canton and from what time the orders on the General Mortgage anno 1710 (which were the security for their repayment) do commence [to bear] interest. Ibid.
Same to the Comptrollers of Army Accounts enclosing from the Lord Treasurer a book containing the names, qualifications and allowances to the outpensioners of Chelsea College, also two memorials concerning them, one from the Governors of the College, the other from Mr. How [all missing]. My Lord Treasurer observes how great a burthen the said outpensioners are become to the public and that they are still daily increasing. He desires you to inform yourselves of the conditions and qualifications of those named in the said book and of the methods used in procuring persons to be entertained as outpensioners and to report on the whole matter. Same to the Board of Ordnance enclosing an extract [missing] of Mr. Brydges' account containing very considerable sums issued by his Deputies or others for fortifications at Gibraltar and Port Mahon, as also for the Train of Artillery in Spain and the Pontoon service, amounting in all to 109,001l. 4s. 3¼d., besides many other great sums of which he has yet received no perfect account. My Lord Treasurer observes that those services ought properly to be under the government of your Board and desires to know what care or knowledge you have had of the said services and whether the persons who have received the said moneys have given their accounts to you of the expenditure thereof. Same to the [Principal] Officers of the Works returning their report on the petition of Thomas Morphey, Marshal to the First and Second Regiments of Foot Guards, relating to his disbursements in repairing and keeping in order her Majesty's Marshalsea in the Savoy and for the recruits kept there in the years 1707, 1708 and 1709. Please report whether any of the said repairs were for the benefit of the edifice and reasonable to be made in case the prison had not been [kept] there. Ibid., p. 434.
Same to Mr. J. Brydges [Paymaster General of the Forces Abroad]. My Lord Treasurer directs you to accept the bills as follows, acquainting the persons interested that they will be satisfied according to the scheme approved by my Lord Aug. 22 last and not otherwise [see supra, pp. 416–7.]
Prefixing: memorial from said Brydges dated Pay Office, Whitehall, Sept. 6, enclosing a list [missing] of bills amounting to 344,485l. 10s. 0d., the greatest part whereof are not accepted and the persons concerned being "very pressing to have me accept them alleging that they cannot answer the not sending them back protested." The Lord Treasurer directs you to accept William Chetwyn's bills for 14,923l. 7s. 0d. on account of the corn contracts: to be paid in Course after the bills already directed (which will be about the end of February next). This sum as well as 24,000l. already paid on account of the said contract is to be charged to the Troops and deducted out of their subsistence anno 1711. My Lord also directs you to write to Mr. Chetwyn not to draw any more bills without order, and [you are] to show my Lord Treasurer the letter you shall prepare for this purpose before you send it to him.

Please adjust what reward is proper for Priscilla Laycock, widow of Richard Laycock, who was killed on board the Greyhound packet boat in an engagement with the enemy. Prefixing: order of the Privy Council dated Whitehall Sept. 6 for the performance of 40 days' quarantine in regard that several places in the Baltic and other places in or near Altona, Gluckstadt, the Little East [Juist], Hamburg on the Elbe, Bremen on the Weser and Emden on the Ems have been for some time and yet are infected. The places for performing quarantine by ships coming from the Baltic or any of the said places to be (for ships bound to the Thames and Medway) Standgate Creek on the south shore of the Medway opposite to the Isle of Grain, Sharp Fleet Creek and the lower end of the Hope: and (for other parts of Great Britain) such places as have been or shall be appointed by the Customs officers. Order of the Queen in Council dated Windsor Sept. 3 inst. touching the great quantities of prohibited and customable goods brought from Holland by the Commanders of her Majesty's yachts; and ordering the Admiralty Lords to charge the Captains &c. of her Majesty's ships of war and other vessels to take care that no goods be imported in their ships or vessels upon any account whatsoever otherwise than according to law and that the Attorney General do prosecute Capt. Guy of the yacht Mary, lately arrived from Rotterdam, it appearing by the report of two tidesurveyors of London port that they found in her wine, brandy, linen and hams of bacon "which they took with great hazard, being affronted by the sailors on board and obliged to cut up the greatest part of the floors in the middle room to get at some of the goods."

The Lord Treasurer directs you to certify him once a month what persons (as well of your own number as of the officers under you) are from time to time absent from their duties and for what time and upon what occasions. Royal warrant dated Windsor Castle to Spencer Compton to pay 800l. to Archibald, Earl of Forfar: to be reckoned as four years from 1707 May 1 (the commencement of the Union) to May 1 last on the pension of 200l. per an. granted to him by letters patent under the privy seal of Scotland towards the education of his son commonly called Lord Archibald Wandell, to wit for nine years from 1704 Whitsuntide "and longer until we should think fit to discharge the same."
