Money warrant for 26l. 0s. 6d. to William Baines, one of the land surveyors, London port, for the third part of the prohibited East India goods seized and condemned by himself as is certified by the Inspector of Prosecutions in the Exchequer Court to have been incorrectly paid into the Exchequer. T. Harley to the Taxes Commissioners. The Bank of England have desired (in order to their being the better enabled to serve the public) that my Lord Treasurer would give effectual directions so as the Receivers of the public taxes might be brought to transact their affairs in the Bank. I enclose the representation [missing] of the Bank about that affair, as also a list of those few Receivers who correspond with them. The Lord Treasurer directs you to consider the same and to inform him (when you next attend) why the rest of the Receivers do not fall into the same correspondence. Out Letters (General) XX, p. 58.
Same to Mr. Brydges [Paymaster of the Forces Abroad]. The Bank of England have represented to my Lord Treasurer that by agreement with the late Treasury Lords in the beginning of this year they were to have a like allowance or discount on Land Tax tallies then accepted by them in part of a debt as their Lordships should make to the [private firms acting as exchange] remitters on the tallies delivered to them in payment for remittances. Please report on the said representation of the Bank as here enclosed [missing]. Ibid., p. 59.
Same to the Taxes Commissioners. Mr. Weston, the late Receiver General of Taxes for Co. Surrey, has desired that certain Navy and Victualling Bills now in the hands of Mr. Mathew Foxhall, undersheriff of Co. Middlesex (and seized on an extent in aid of said Weston), may be subscribed into South Sea Stock so as Weston may be thereby enabled to raise money in further discharge of his debt. I am to enclose Weston's petition. You are to consult the Attorney General and report how this may best be done.
I also enclose a representation from the Land Tax Commissioners for Dursley Division in Co. Gloucester in which my Lord Treasurer takes notice that a letter directed to the said Commissioners and dated from the Treasury August 28 last [see supra, pp. 423, 425] was not delivered to them by Mr. Longdon, the Receiver General of that county, till about Oct. 10 following. Warrant by Treasurer Oxford to the Customs Commissioners to deliver up the Customs bonds of Richard Scarborough, merchant, living at Halifax in Yorkshire, on payment of principal thereon without demanding interest: he having had great dealings both by land and sea, but having failed in his credit in 1702 because of great losses by his ships being taken by the enemy, but having reduced his debt to the Queen from 1,441l. 14s. 4d. for tobacco imported at Liverpool to 429l. 16s. 3d. and is now ready to pay the remainder.

Dec. 3. Warrant by Treasurer Oxford to the Customs Commissioners to give debentures to Daniel Jameneau of London, merchant, for the drawback on 1,902 pounds [weight] of Bugles, part of 10,000 weight of Great Bugles which he entered inwards 21 July 1705 and sent the said 1,902 weight to Bristol by land carriage 2 Nov. 1706 by a certificate coquet in the name of William Franklyn, which were shipped 19 Nov. on the Union, Phillip Sommers master, for Africa, which ship sailed in Dec. 1706, but on the 3rd Jan. following was drove on Prembray Sands on the coast of Wales and there stranded, but the Bugles were salved and brought back to Bristol and put under the care of the Customs officers and again shipped 17 Feb. 1707–8 on the Joseph, Robert Mullington master, for Africa, which was taken by a French privateer but afterwards re-taken and brought into Plymouth, where the Bugles were all landed and put under the care of the Customs officers: and on 21 July 1708 they were by consent of the Customs Commissioners brought to London and put into the Queen's warehouse: and on 2 Nov. 1709 they were bought by Holditch and Brooks of London, merchant, who entered 1,761 weight thereof for which they paid the Subsidy and bonded the Impost, the said 1,761 pound being all that remained of the said 1,902 pound, the rest being lost by the accidents before related.
Prefixing: report by said Commissioners on the petition of said Jémeneau. We think he is legally entitled to the drawback of the full 1,902 pounds, "he having performed his part by fairly exporting the same twice from Bristol." Out Letters (Customs) XV, pp. 368–9.
Same by same to Sir Edward Northey, Attorney General, to enter a noli prosequi to the informations in the Exchequer Court against James Hollidge, merchant, of Bristol, touching a parcel of malt which his correspondent in Ireland (on the dearness of corn in the beginning of the year in England and the great want of the poor in Bristol) shipped for Bristol, "her Majesty by order in Council dated 26 Jan. 1709–10 having given permission for the importation of corn from Ireland and his correspondent taking malt to be under the denomination of corn and not knowing the same was prohibited": but same was seized by Mr. Elbridge, an officer of Bristol port.
Prefixing: report, ut supra, the Act of I Anne, st. 2, c. 3, for granting the Duties on malt &c. provides that after 23 June 1703 no malt shall be imported from any foreign part. The petitioner's malt on seizure was appraised at 2s. to 2s. 4d. a bushel as Irish malt. Ibid., pp. 370–1.
Same by same to same to deliver up the bonds of Ezekiel Hall of London, merchant, and his brother John Hall, partners, for 9,460l. impost bonds on wines without demanding interest thereon, John being dead and Ezekiel a bankrupt, but his creditors having paid off the principal on the said bonds, but the bankrupt's estate being so poor that the creditors cannot expect more than 2s. in the £.

Treasury reference to the Surveyor General of Crown Lands of the petition of Sir William Gifford et al., Commissioners for Greenwich Hospital, shewing that there are 400 pensioners provided for therein with all necessaries besides nurses in that part of the building already finished; that other parts of the building are considerably advanced; that the ground already granted is very scanty for a design so general: therefore praying a grant from the Queen of a piece of ground (excepted in the present grant) which divides the premises from the Thames up to the Queen's house into two distinct slips; also a small parcel of ground with a crane thereon, a store yard and edifices now used for an Office of the Works, the reversion of Sir John Morden's lease of several tenements, lands and hereditaments on the east side and the ground called the Tilt Yard on the south side containing about two acres, the Queen's house and the park of about 206 acres; "the annexation whereof will make a complete scite for an Hospital of the nature and extent designed and induce (as they conceive) the Queen's subjects more readily and largely to contribute thereto on beholding a situation and space capable of accommodations necessary for such an hospital." Dec. 3. Same to same of the petition of Lieut. Gen. Morgan, "entitled to the greatest part of the town of Ew Elm [Ewelme] in Co. Oxford in the Queen's Honor and manor of Ew Elm, prays a lease of 30 years." Ibid., p. 30.
Same to Sir Philip Meadows and James Bruce, Comptrollers of the Accounts of the Army, of the petition of William Andrews, a japanner of Foxhall, praying that Mr. Charles Le bas may be ordered to pay him 27l. 14s. 2d. due from Lieut. de Ribau Court of Col. Deborde's [Desbordes'] Regiment. Ibid.
Same to Sir Edward Northey, Attorney General, of the petition of John Sansom, a debtor to the Crown, shewing that Goldney, a merchant of Bristol, is debtor to him 8,000l. for money furnished to be remitted to the Receiver General of Customs; that Goldney has considerable effects on board the ship taken by the Bristol privateers returned from the South Sea; therefore praying leave to apply the Crown extent to vest the Crown's interest in these effects so as to prevent any other claims to them. Same to the Comptrollers of Army Accounts of the petition of Anne Ribaucourt, wife of Daniell Ribaucourt, shewing that she is informed by Mr. Le Bass, Agent to the en second Officers in Portugal, that a petition was some time ago laid before the Lord Treasurer by one William Adrews [Andrews] against the said Agent, alleging that he promised to pay him 20l. for which he had an assignment from her husband, so that by reason of said Andrews' petition the Agent refuses to pay her any money although settled upon her, which she is in great necessity of: therefore praying that the stoppage may be taken off and that Andrews may wait for his money till her husband comes to England; he [Andrews] being in good circumstances. Dec. 3, 6. Commission by Treasurer Oxford to John Scrivener as a Surveyor of the Duties on Houses: and warrant to the Receiver General of said Duties for Co. Sussex to pay him the salary of 50l. per an. as from 1711 Aug. 11.

Warrant by Treasurer Oxford to the Auditors of Imprests et al. to allow in account to Thomas Madocks, Josua Odams, William Stubbs and Conrade de Gols, as Receivers of the Contributions to the 1,500,000l. Lottery anno 1711, the sum of 2,380l. 12s. 9d. for their pains and service therein and all charges and expenses therein.

T. Harley to Mr. Brydges [Paymaster of the Forces Abroad]. The Lord Treasurer directs you to take care that none of the Queen's money remitted to Spain be applied to the subsisting any prisoners but such as were in the Queen's pay when they were taken.
I enclose the memorial [missing] of Sir William Hodges and Sir John Lambert for payment of 46,687l. 16s. 3d. due to them on bills drawn for the subsistence of prisoners in Spain. Please report to my Lord thereon. Out Letters (General) XX, p. 60.
Same to the Victualling Commissioners enclosing a copy [missing: but for the minutes in question see supra, p. 113] of the minutes taken before my Lord Treasurer yesterday (yourselves being present) about the affairs of the Victualling. In case it be not already part of your instructions for the government of your Office my Lord directs that neither yourselves nor any of your clerks or officers be interested in any contracts or be solicitors for any that shall be so [interested]; and that you form an effectual Instruction for that purpose and submit it for his approval. Same to the Customs Commissioners enclosing Mr. Burchett's letter [missing] to the effect containing the answer of the Admiralty Lords [to the letter, supra, p. 572] that the stopping the pay of Capt. Wade is altogether disagreeable to the methods and practice of the Navy. Ibid.
William Lowndes to Mr. Brydges to send to the Lord Treasurer to-morrow an account of all the moneys that have been issued out of the funds of this year for the service of [the war in] Spain. Ibid., p. 61.
T. Harley to the Salt Commissioners. There remains in the hands of the Treasurer of Christ's Church in Oxford some money belonging to Dr. Woodruffe, who died lately in the Queen's debt. Please report the best means for recovering the same or any other of the Doctor's effects. Ibid.

Treasury reference to the Barons of the Exchequer in Scotland of the petition of John Stewart, shewing that at the late Revolution his estate bordering upon the Highlands suffered much by the transient marches of the armies, the corn, cattle and moveables of him and his tenants were entirely destroyed and his lands laid waste and his dwelling house burned down, "which loss he has not hitherto been able to retrieve, but he has had the honour ever since to be employed in the service of the Government as Keeper of the Signet, the Great Seal and last of the Exchequer which enabled him to support himself and family without applying for his former losses till the happy Union of the two Kingdoms laid him aside so that by the ruin of his private estate and loss of his public employments he is rendered altogether miserable": therefore praying relief. Money order for 1,152,549l. to the South Sea Company, being 1,136,559l. for two years from 1711 Dec. 25 to 1713 Dec. 25 on the yearly fund of 568,279l. 10s. 0d. as interest on the principal sum of 9,471,325l., being the public debt as computed by the Act of 9 Anne, c. 15, for making good Deficiencies; and the further sum of 16,000l. for the same two years' charges of management at 8,000l. per an.: all to be payable quarterly. As the moneys of the appropriated Duties come into the Exchequer they are to be paid out forthwith towards discharging the present order, but the weekly payments are not to exceed the [weekly fraction of the] sum due for any one quarter.
