July 1. Present: Lord Treasurer, Chancellor of the Exchequer.
[My Lord directs] one month's subs[idy] to be paid to the King of Portugal: on the head of Deficiencies of last year.
[Likewise] 3,700l. to the Elector of Hanover for extraordinaries and as in part of 886,223l. 18s. 6d. [voted by Parliament] for the 40,000 men in Flanders anno 1712.
Mr. Merryll [is] called in [on behalf of Mr. Howe, Paymaster of Guards and Garrisons]. His memorial for 57,040l. 14s. 6¼d. for the Guards and Garrisons is read and my Lord orders that it be issued to Mr. Howe for those services out of the first money coming in on the Classis Adventure. July 2. Present: Lord Treasurer.
[Write] the Auditors of Imprests to be here on Friday next at 12 of the clock in relation to accounts: particularly those of Mr. Harbert [James Herbert], late Receiver General of Prizes.
[Send] "to Mr. Meriel to send my Lord an account presently how far..."
The Customs Commissioners [are] called in. Their report of this day for Mr. De Langle et al. and to prosecute Whiting et al. is read and approved.
Also the presentment for John Hicks to be waiter and searcher at Gosport.
Also a report concerning the ship White Elephant. Ibid., p. 225.
July 3. Present: Lord Treasurer, Chancellor of the Exchequer.
[My Lord orders a direction] letter for paying 7,684l. 11s. 6d. to Lord Strafford on the warrants and orders signed for his allowances as Ambassador &c. in Holland, viz. 4,730l. 4s. 9d. thereof to be paid by 300l. a week from this day and 2,954l. 6s. 9d. out of loans to be made by said Lord Strafford on [the Queen's] tin.
[My Lord likewise orders a direction] letter for paying 1,300l. to the Lord Privy Seal [bishop Robinson] as Ambassador [for the Treaty negotiation]: to be paid by 300l. a week. Treasury Minute Book XIX, p. 226.
July 4. Present: ut supra.
Mr. Milner [is] called in. His proposal dated the 1st inst. for remitting 50,000l. for the Troops in Flanders is read and agreed to as follows, viz. two-thirds thereof in bills on Amsterdam, and one-third in bills on Antwerp: to pass the bills [on Amsterdam] at two months' date: the price 10 guilders 3 stivers current money: [in repayment he] to be paid out of the first payment of the Classe Lottery: the bills on Antwerp at sight.
My Lord orders a letter [of direction] for issuing 20,000l. to the Cofferer of the Household by 2,000l. a week, to be reckoned from the time that a former sum of 20,000l. (ordered by 2,000l. a week) shall be satisfied.
The Treasurer of the Navy proposes (for the purpose of answering several pressing demands in the Offices of the Navy and Victualling) to borrow 30,000l. of the Bank of England to be repaid with 6 per cent. interest within two months from the time he receives the same; and to deposit with the Bank as a collateral security 33,000l. in tallies and orders on the funds following, viz. 20,300l. on the fourteenth 4s. Aid and 12,700l. on the Duties on hops anno 1711.
My Lord agrees thereto and upon the Bank's making the said loan my Lord will take care the same shall be repaid with interest in two months accordingly. Ibid., p. 227.

[My Lord directs] 10,000l. out of the Lottery money in the Exchequer to be issued to Mr. Brydges: to be by him paid over to Mr. Milner in part of 50,000l. for which he gave his bills last Friday for the Troops in Flanders.
[My Lord orders that] Mr. Brydges is to make a computation for reduction of all such Forces upon the Spanish or Portugal Establishments for which no provision is made by Parliament [to wit] how much thereof is necessary to be supplied at present and how much by monthly payments. Ibid., p. 228.

Write to the Lords Justices in Ireland that it is the Queen's pleasure that the Commission for the Revenues there do not pass under the seal (upon the warrant lately sent) until they receive further order.
Mr. Bridges and Sir William Windham, Secretary at War, [are] called in. [My Lord gives them instructions that] directions are to be sent to Catalonia to dispose the horses of Lepel's Dragoons to the Queen's best advantage. All the men are to be carried from Catalonia to Port Mahon and upon forming the Regiments there, care must be taken of the supernumeraries.
[Write] Sir John Lambert to attend next Thursday.
Write Mr. Pelts to be with Mr. [the] Chancellor of the Exchequer, next Thursday morning.
[My Lord orders] the arrears of the weekly money [payable] to the Privy Purse to be now paid.
[My Lord directs] 1,075l. to Mr. Brydges out of the money of this year's funds: to be [by him] paid over to General Hill upon account of Contingencies of the Forces sent under his command to take possession of Dunkirk. Ibid., p. 229.

The Customs Commissioners [are] called in. Their papers are read and the minutes [of my Lord's decisions thereupon] are [endorsed] on them.
[Write] Mr. Brydges to hasten his demand for the money necessary for the reduction of the Troops in Spain and Portugal for which no provision is made by Parliament. Ibid., p. 230.
July 10. Present: Lord Treasurer.
The Duke of Leeds comes in. [My Lord Treasurer orders] the [Imprest] Auditors' last report to be referred to the Chancellor of the Exchequer to enquire and report according to the minutes written thereupon.
My Lord Treasurer directs an account to be taken of what money is due to the Bank from the several [public] Offices and how much [by way of repayment] they [the Bank] have received upon the first Lottery for 1712 [by the Act 10 Anne, c. 18].
My Lord will endorse the orders for one year's interest to the proprietors of Army and Transport debentures [on the back of the said debentures] and they are to be brought here [to the Treasury] for that purpose. Ibid., p. 231.
July 11. Present: Lord Treasurer, Chancellor of the Exchequer.
Mr. Brydges [Paymaster of the Forces Abroad is] called in. His memorial for 338l. 11s. 0d. is read for the pay of Mr. Conduit as Secretary, Judge Advocate and Provost Marshal. [My Lord Treasurer orders it to be] respited till my Lord directs [money] for the Staff of [the British Forces in] Portugal for which no provision is made [by Parliament] beyond the first quarter.
Another memorial [from the said Brydges] is read for 2,026l. advanced by Major General Pepper for the Troops in Spain. [My Lord ordered same] to be paid out of the third payment of the first Lottery for this year 1712.
[My Lord directs] 1,000l. to the heirs of the Duke of Newcastle for one year on the allowance for officers of Sherwood Forest and hay for the deer in said forest and in the park there.
Mr. Milner [is] called in. He agrees to give letters of credit on Barcelona for the value of 15,000l. sterling in pieces of Eight at 4s. 9d. per piece of Eight; the bills to be drawn from thence at 30 days' sight and a sufficient deposit in South Sea Stock to be in the meantime transferred to him [as collateral security. My Lord Treasurer orders] the letters of credit to be sent by this post.
Mr. Milner [agrees with my Lord Treasurer that he] will give bills of exchange on Port Mahon by this night's post for 10,000l. payable at sight at 4s. 9d. per piece of Eight. My Lord orders the said 10,000l. to be issued to Mr. Brydges to be paid over for the said bills of exchange. Ibid., p. 232.
July 12. Present: Lord Treasurer, Chancellor of the Exchequer.
Sir Thomas Frankland and Mr. Evelyn [Postmasters General] are called in. Several of their reports are read and minutes [are] taken thereupon [and are endorsed thereon].
[My Lord Treasurer orders a royal] warrant to be prepared for 1,200l. a year to Edward Conway of Soughton, Co. Flint, Esq.: during pleasure: on the Establishment of Ireland.
My Lord Bolingbroke's letter of the 12th inst. complaining of Mr. Vanderpoole's misbehaviour in sending away the Dutch letters of the 3rd of June without staying for her Majesty's [letters] as he ought to have done, is read, the Postmasters [General] being present; and upon hearing them my Lord Treasurer orders that they take care Mr. Vanderpoole be severely reprimanded for this mismanagement and that they consider of reducing the charge of this [Dutch postal] agency upon [the re-establishment of] a peace, to the former allowance of 20l. a year. July 14. Present: ut supra.
[Write] to the Commissioners of Hackney Coaches to give warning to the [Hackney] coachmen of the Queen's order that none of them presume to drive through Hyde Park, where several disorders have been committed.
Mr. Brydges being called in, [my Lord] ordered, on reading his memorial for that purpose, 5,563l. 14s. 2d. out of Contributions on the Lottery Act 1712 for 61 days' subsistence to June 23 last to the Regiments of Clayton, Wyndress and Grant: as in part of 475,385l. 7s. 8¼d. for the war in Spain.
Likewise 2,670l. 10s. 0d. as in part of 589,839l. 17s. 4d. to make good the Deficiencies anno 1711 according to the particulars noted in his [Brydges'] memorial.
Likewise that out of the money of the Classes Lottery 40,000l. be issued to Mr. Brydges for Mr. Milner to complete 50,000l. on his bills for Holland according to a proposal agreed to on the 4th inst.
Mr. Brydges' memorial for subsistence for several reduced Regiments and for proper Establishments and Regulations for paying the same is read: and [my Lord] ordered that Sir William Windham be desired at his attendance on the Cabinet to hasten the Regulation of these matters by moving the same to their Lordships at all fitting opportunities.
And that Mr. Commissary Crawford be wrote to to return to Mr. Brydges a copy of the list which he or his Deputy hath taken of the names and numbers of the commissioned and non-commissioned Officers of the lately reduced Regiments of Stanwix, Franks, Tirrell, Price, Rooke, Slane and Feilding.
Another memorial [of Mr. Brydges] dated the 14th inst. for paying the subsistence of the English and some Foreign Troops to the 23rd August 1712 is read and approved. But my Lord orders as to the Foreign Troops that Mr. Brydges confine his direction to such as the Duke of Ormonde or Lord Strafford shall sign orders for, for their payment.
Another memorial [of Mr. Brydges] of the same date is read, mentioning Sir John Lambert's disappointment in the provision expected from him for the prisoners in Spain; and praying a remittance for that service. The Chancellor of the Exchequer will speak to Mr. Pelts about a credit and [will] acquaint my Lord [thereon] for his further orders therein. Ibid., p. 234.
July 15. Present: ut supra.
Direct Sir John Lambert to give a letter of credit to Mr. Bridges payable at Madrid for so much money not exceeding 30,000l. as will be necessary to pay off the subsistence of the effective Officers and soldiers of her Majesty's Subject Troops, prisoners of war in Spain, to the time of the embarcation for Great Britain. And Mr. Bridges is to accept the bills [to be drawn from Madrid on him by way of repayment to the said Lambert], for payment whereof (as they shall become due) provision will be made by my Lord Treasurer.
Notification is to be inserted in the Gazette from time to time what sums are issued (struck through) how far the money now issued for Guards and Garrisons doth carry their subsistence and pay: and the like for the three Regiments in Great Britain which are under Mr. Bridges' care [of pay].
[My Lord directs the] issue (out of the Classes Lottery Contributions) of 24,901l. 2s. 0d. to Mr. How [Paymaster of Guards and Garrisons] for carrying on to July 22 inst. the subsistence of the Troops under his pay and other uses mentioned in his memorial of the 7th inst.
Likewise 80,000l. to the Treasurer of the Navy: out of the like Contributions: and direct the said Treasurer out of that sum and 14,645l. (part of the 30,000l. last advanced by the Bank) to pay 94,645l. to the uses mentioned in his memorial of [this day] the 15th inst.
Mr. Brydges is called in. [My Lord directs the] issue to him (out of the like [Contributions] and as part of the moneys [voted by Parliament] for Spain), of the sum of 2,736l. 5s. 0d. to carry on to the 23rd inst. the subsistence of the Regiments of Clayton, Windress and Grant: [and further] as part of the money [voted] for Flanders the sum of 100l. to answer a contingent warrant to Lieut. Calder: and [further] as part of the moneys [voted] for extraordinaries [of the war] the sum of 1,000l. on the allowance to the Commissioners for Inspecting the war in Italy &c.
Mr. Brydges' memorial of the 15th inst. for the advance due to Mr. Beaumont on his contracts for forage anno 1711–12 is read and ordered to be sent to Mr. Watkins to examine the whole by [comparing with] the contracts and to report a state thereof, with what remains of the magazines and how the same may be accounted for.
Another memorial of the same date [from Mr. Brydges] for money to answer interest to the Bank on their advances is read and ordered to be sent to the Comptrollers [of Army Accounts] to examine and adjust the accompt.
Another memorial [from Mr. Brydges] of the same date is read relating to the Officers of the reduced Regiments of Dragoons who remain in Portugal. My Lord Treasurer orders that upon the Earl of Portmore's warrant Mr. Brydges do write to Mr. Morrice to supply them with a month's subsistence more, from the time they were last paid, and that the said memorial be sent to the Secretary at War to move the Lords of the Cabinet on the subject matter thereof as he shall find opportunity. July 16. Present: ut supra.
[My Lord orders a direction] letter for paying to the Cofferer of the Household 10,000l. in part of what is in arrear on his weekly sum of 2,000l., viz. by 5,000l. this week and 5,000l. next week: which [sum] will pay the Household up to Midsummer 1711 and is represented as necessary to be paid forthwith, more especially on occasion of her Majesty's progress to Windsor.
[My Lord directs] 7,000l. to the Treasurer of the Chamber on his arrear of the weekly sum of 750l.; whereof 3,000l. to be paid this week and 4,000l. next week.
[My Lord directs the issue to William Lowndes of] 1,250l. on the order in his name for secret services. Treasury Minute Book XIX, p.236.
July 17. Present: Lord Treasurer, Chancellor of the Exchequer.
Sir William Windham's report for reducement of several Regiments is read (himself being present) and several minutes are [taken and margined or endorsed] upon it.
Memorandum: that proper directions be given for taking an exact account of the revenue in Minorca that it may be settled towards defraying the Establishment there.
Mr. Penn [is] called in. His proposal is considered for surrendering and transferring to her Majesty the several powers of government granted to him in Pennsylvania and other places in those parts by letters patent of Charles II. and by deeds from James II. when Duke of York, [to wit to surrender same in consideration] for a sum of 20,000l. Also the several reports of the Commissioners for Trade and of the Attorney General concerning the same are considered. "And my Lords debating the matter with Mr. Penn (and he consenting thereunto) his Lordship resolves to move her Majesty to accept of the said surrender and conveyance and to allow to Mr. Penn for making thereof a sum of 12,000l. to be paid in four years' time from the date of such surrender and conveyance: and that the produce of the Queen's part of the two ships lately seized at Newcastle upon Delaware River be applied and accepted as part of the said payment." July 18. Present: Lord Treasurer.
Mr. Gold and Mr. Rudge [are] called in [on behalf of the Bank]. They desire their [the Bank's cashiers as] Receivers may receive the three last quarter parts of the Classes Lottery. My Lord [tells them he] will consider of it.
[Write] to the Commissioners of Stamp Duties to transmit to my Lord an account of what new offices or charges they intend to propose for the management of the new Stamp Duties granted in the last Session of Parliament.
Mr. Bridges is called in. [On reading his memorial my Lord Treasurer] ordered 48,593l. 1s. 10d. upon his memorial for [the service in] Spain.
Likewise 168l. 7s. 0d. to him for Mr. Conduit upon another memorial.
[Write] to Mr. Meriel to certify how the payments stand on the last contracts for forage in Scotland.
My Lord will give warrant for [deposit of] a sufficient [collateral] security of South Sea Stock for [cover of] 30,000l, for which Sir John Lambert gives his letter of credit payable in Madrid for the use of the prisoners: according to a letter of the said Lambert of the 16th inst.
[My Lord directs the] issue of 50l. to Mr. Brydges: as part of the 475,385l. 7s. 8¼d. for [the service] in Spain anno 1712 and is to be by him paid over to Capt. Price towards his service and expense in coming express from the Earl of Barrymore.
Likewise 3,195l. 5s. 5d. (as in part of 243,020l. 17s. 6d. for Extraordinaries anno 1712) and is to pay Officers en second to 1712 June 23.
Likewise 40l. for Mrs. Fox and Mrs. Pidgeon, being the wives of two of the Serjeants made Lieutenant, that went with Col. Nicholson.
Send Mr. Brydges' memorial about deductions from the Foot and Dragoons in Portugal for bread and forage, to the Secretary at War to examine and inform himself what has been practised on the like account and to signify her Majesty's pleasure therein to the Earl of Portmore. Ibid., p. 238.
July 19. Present: Lord Treasurer, Chancellor of the Exchequer.
[Write] to Mr. Cæsar [the Treasurer of the Navy] to send my Lord an account of what bills [are] due from the Navy or Victualling where the rates of exchange are settled by contract. Ibid., p. 239.
July 21. Present: ut supra.
The draft of the instructions for the Duke of Argyll concerning the reduction of the Forces in Spain is read. It will be considered to-morrow at the Cabinet when the Duke of Argyll will be present. Ibid., p. 240.
July 22. Present: Lord Treasurer.
[My Lord directs the issue of] 45,171l. to the Ordnance: out of the money in the Exchequer on the Classis Adventure: one moiety thereof to be for land service of the Ordnance and the other moiety to be placed to the account of sea service of the Ordnance: out of which moneys the Treasurer of the Ordnance is to redeem the tallies which have been deposited with the Bank for 38,000l. borrowed of them for the service of that [the Ordnance] Office.
The Treasurer of the Navy [is] called in. His memorial for 91,402l. 10s. 5d. for such uses as are therein mentioned is read and agreed to and ordered in manner following: to wit 50,000l. thereof out of a loan to be this day made by some members of the South Sea Company and 41,402l. 10s. 5d. out of the money in the Exchequer arisen by the Classis Adventure for the service of the year 1712.
[My Lord further directs] 142,869l. 17s. 6d. to the said Treasurer of the Navy: out of any money in the Exchequer of this year's funds: and is to complete a quarter's interest to the South Sea Company due at Midsummer last.
[Write] the Commissioners of Sick and Wounded to attend on Thursday morning.
[My Lord directs an] issue to the Treasurer of the Navy of 50,010l. 4s. 3d.: out of the Classis Lottery Contributions: to be issued by 5,000l. a week commencing on Friday next: [and is] to answer foreign bills of exchange drawn on the Victualling.
Mr. Brydges is called in and on his memorials [my Lord] ordered the sums following out of Contributions on the Lottery anno 1712 and as in part of 475,385l. 7s. 8¼d. for the war in Spain: viz.

His [Mr. Brydges'] memorial dated the 22nd inst. for subsistence of the Officers in Britain belonging to the Regiments [which are] prisoners in Spain, is read but respited till the [draft of the scheme of] reduction is framed and it be determined what Regiments shall be transferred to Ireland [to be put upon the Irish Establishment]. July 23. Present: Lord Treasurer, Chancellor of the Exchequer.
The Customs Commissioners are called in. Their papers are read and the minutes [of my Lord's directions thereon] are [endorsed] upon them.
Write to the Excise Commissioners to send my Lord an account containing the names of all the soap makers, paper makers and starch makers in Great Britain and the places where they work: as the same are returned to them [the said Excise Commissioners]. Ibid., p. 242.
July 24. Present: ut supra.
The Commissioners for Sick and Wounded are called in.
Mr. Griffith is called in. He is asked who surveyed the new Hospital at Port Mahon. He answers Mr. Paul Stiggins. He says it is 19 foot high: in bloody Island in the middle of the harbour: that it is for the Navy and 120 men were in it when he left the place.
My Lord will advise with the Admiralty Lords about the charge [thereof] which amounts to about 3,600l.
The Commissioners [for Sick and Wounded and Prisoners at War] say they have about 140 French prisoners.
[Write] to the Treasurer of the Navy on Tuesday [to bring on Tuesday] with him a list of all the bills of exchange unpaid [? relating to the said Hospital], with an account when they became due and at what rates drawn and other circumstances relating thereto.
They [the Commissioners for Sick and Wounded] are to draw out the state of their Office and to make a proposal for reducement of the growing charge.
Likewise an estimate of the charge of the Hospitals at Port Mahon and Lisbon for the last twelve months. Ibid., p. 243.
July 25. Present: ut supra.
[Write to the] Customs Commissioners to enquire upon complaints made against Charles Gibs of Gloucester, who is said to have two places both executed by an almsman and that he is concerned in run goods to Isle Aldney [Alney] from whence they are privately brought to the town [of Gloucester].
[Write] to the Commissioners of the Privy Seal to hasten their examination of the privy seal relating to the account of Mr. Bridges. Ibid., p. 244.
July 29. Present: ut supra.
[Send notice to the] Customs Commissioners not to attend tomorrow.
[My Lord directs] a commission for the Receivers of the last three payments of the Classis Lottery to be prepared against Thursday.
Mr. Howe's memorial [as Paymaster of Guards and Garrisons] is read and the sum therein demanded for subsistence to the 24th August next and for several other particulars therein expressed amounting [in all] to 36,668l. 5s. 11¼d. is ordered.
Mr. Brydges is called in. His memorials are read; [and my Lord Treasurer thereupon] ordered issues as follows out of Lottery money in the Exchequer, viz. 25,000l. to redeem from the Bank so much in Land Tax tallies [which are now] to be assigned to Mr. Milner in satisfaction of his bills on Lisbon given for the like sum on the 17th June last as per minute then entered, supra, pp. 45–6.
On reading his [Brydges'] memorial for directions to pay up the Contingencies of the Forces in Portugal to June 23 last, my Lord agrees that Mr. Morrice be ordered to apply 800l. to that head out of the moneys in his hands at Lisbon. Ibid., p. 245.
