Aug. 1. Money warrant for 2,000l. to Hugh, Earl of Loudoun, for one year 1711 Lady day to 1712 Lady day on his allowance as Keeper of the Great Seal of Scotland. (Money order dated Aug. 2 hereon.) (Letter of direction dated Aug. 6 for same to be paid by 1,000l. this week and 1,000l. next week out of Civil List moneys.) Out Letters (North Britain) II, p. 378. Order Book VIII, p. 218. Aug. 1. J. Taylour (in the absence of the Treasury Secretaries) to the Comptrollers of Army Accounts enclosing a letter [missing] dated Barcelona 1712 July 13, new style, sent to the Lord Treasurer by the Commissioners for Examining the State of the War in Spain, with copies [missing] of letters that have passed between them and Admiral Jennings. As the matter thereof relates chiefly to the Agent for Transportation and the affairs under his care in those parts, "my Lord Treasurer is pleased to direct you to signify so much thereof as is necessary for their information, and add these to other the letters and papers which have been already sent you, after you shall have perused the same, and make such observations as shall occur to you thereupon." Same to the Secretary at War enclosing the report [missing] from the Comptrollers of the Army Accounts on the petition of the Officers of the three Companies of Invalids doing duty at the Tower with a state of the sum due to them from the dates of their commissions to July 8 last. My Lord Treasurer believes that the charge of these Officers is an expense which Parliament has not provided for and he desires you to consult Mr. How, Paymaster of Guards and Garrisons, thereupon and to consider how they may be paid for the time past and the charge of maintaining them [may be] ceased for the future. Ibid.
Same to the Customs Commissioners to report on the enclosed complaint [missing] of Capt. Graves against the Custom House officers at Lydd for assisting the escape of the men of a French privateer taken by the Dunwich of which said Graves was Captain. Ibid.
Same to Lord Bolingbroke enclosing a letter [missing] received by Treasurer Oxford dated Copenhagen 26 July 1712, new style, and signed John Welbe, who seems to be one of her Majesty's subjects, desirous of returning from Copenhagen to his own country, but refused the liberty of so doing. Your Lordship may take notice thereof in your letters to her Majesty's Minister at Copenhagen. Ibid., p. 240.
Same to the Auditors of Imprests. My Lord Treasurer has received from Col. Hunter, Governor of New York, a letter transmitting the general accounts of the late Expedition against Canada. My Lord desires you to peruse said accounts enclosed herewith [missing] and to report a true state thereof with your opinion what directions are proper to give therein.
Likewise to report on the enclosed report [missing] from Mr. How, Paymaster General of Guards and Garrisons, on the petition of several merchants touching the payment of the bills of exchange drawn by Col. Vetch on account of the Garrison of Annapolis, and also an account of what money has been paid to the said Garrison and for the Expedition thither. Ibid., p. 241.
Treasury reference to the Customs Commissioners of the petition of Richard Warner, Queen's waiter, London port, desiring to resign his office to Babington Stavely of the City of London, drysalter, a well affected person and of the same age with petitioner. Reference Book IX, p. 84.
Aug. 2. Warrant by Treasurer Oxford to Spencer Compton to pay 200l. to William Jones, gent., as royal bounty. Money Book XXII, p. 21.
Aug. 2. Letter of direction for 23,374l. 1s. 4d. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the Lottery anno 1712: and is intended to be applied to the subsistence to the 7th August inst. of the commissioned and non-commissioned Officers and such privates of the several Regiments under orders to be broke that are now in Britain: and for 14 further days' same to them and allowance of 3s. each for his sword. The said sum is to be placed to account as follows, viz. 7,304l. 10s. 4d. as in further part of 475,385l. 7s. 8¼d. for the war in Spain anno 1712; and the remaining 16,069l. 11s. 0d. as in further part of 196,452l. 14s. 10d. for the war in Portugal anno 1712. Taylour to said Brydges to take care that the said allowances be made to such as shall be actually disbanded and not to any who upon disbanding may be incorporated or taken in to fill up other Regiments here not under orders to be broke.) J. Taylour (in the absence of the Treasury Secretaries) to Sir John Lambert. It is necessary that 30,000l. be remitted between this and Xmas next for her Majesty's Troops in Garrison at Port Mahon. My Lord Treasurer desires you to make a proposal for making this remittance by equal monthly payments. (The like letter to Mr. Milner.) Out Letters (General) XX, p. 240.
Same to the Auditors of Imprests to report on Mr. Brydges' desire relating to his accounts for the year 1707 and likewise his desire for a privy seal for [authorising his] making the transfers or deposits of the public [South Sea Stock] securities in his hands which he is frequently obliged to do, [in cases] of money borrowed thereupon. Taylour (in the absence of the Treasury Secretaries) to Henry Watkins to send to my Lord Treasurer an account of the quantity and value of the bread which was delivered to the Troops in her Majesty's pay in the Low Countries by the present Contractors to the time that directions were given not to deliver any more to such of the Foreign Troops as refused to obey the Duke of Ormonde's orders: as also of what has since been issued to the British and other Troops now under the said Duke's command: with the sums that have been paid to the said Contractors both for the bread and bread waggons by advance and otherwise. Be as particular as you can so that my Lord may see how both these accounts stand between her Majesty and the said Contractors. Out Letters (General) XX, p. 243.
