Sept. 22. William Lowndes to the Commissioners of the Lottery [anno 1710] to report on the enclosed bill [missing] of Samuell Edwin, Usher of the Receipt, for necessaries delivered by him for the service of said Lottery and the workmen's bills for repairing the Office for same. Out Letters (General) XX, p. 277.
Warrant by Treasurer Oxford to the Customs Commissioners to cause John Long (who formerly acted for the Comptroller and Searcher of Shoreham and Brighthelmstone and was employed in the wool business) to reside as a riding officer for the wool business at Brighthelmstone with the salary of 90l. per annum.
Prefixing: two reports by said Commissioners dated July 24 last and Sept. 16 inst. We received complaints from the Collector of Shoreham of Long's non-attendance of his duty as Deputy Comptroller and Searcher there. On the 26 Jan. 1709–10 he was charged therewith and owned in writing that he was obliged to reside at Bright-[helms]ton to execute the duty of riding officer in the wool business, his station being four miles to the eastward and Shoreham being five miles to the westward he could not constantly attend his said duty at Shoreham, and that he was informed by Capt. Baker, Surveyor General of the riding officers of the wool business, that it was absolutely necessary he should reside at Bright[helmst]on. We then directed him to reside there, but to go over to Shoreham at least once a week and to be careful of his duty of Comptroller and Searcher: but finding no result thereof we directed Mr. Haslen, Controller of Sussex, to appoint another Deputy at Shoreham, the duty of a Deputy Comptroller being inconsistent with that of a riding officer and searcher. Mr. Haslen has appointed John Pelham accordingly. We propose that Long be no longer continued on the Establishment as Deputy, but that he be appointed riding officer for the wool business only, to reside at Brighton with 90l. per an., being the same that is allowed to the rest of the riding officers on that coast to enable them to keep a servant and two horses. Sept. 23. Royal warrant dated Windsor Castle to the Clerk of the Signet for a privy seal for paying out of Civil List money 525l. to Thomas, Visct. Weymouth, Constable of Dean Forest, for 2½ years' arrear 1709 Xmas to 1712 June 24 on the several allowances (as granted by the privy seal of 1703 July 23) of 100l. per an. to the Conservator or Supervisor of said Forest and 80l. per an. for the Keepers there and 30l. per an. to the said Keepers for their inclosures: the said allowances being heretofore accustomed to be paid to the Constable to be by him paid over to the Conservator and Keepers. Further the said allowances are hereby to be paid to the said Constable as above to be by him paid as above, "it being our royal intention that the said allowances shall for the future be received and paid according to the said former method." Sept. 23. William Lowndes to the Transports Commissioners to report on the enclosed letter [missing] concerning a debt of 1,950l. due to Mr. Hoar of Cork for transporting soldiers to Portugal. Ibid., p. 279.
Same to Sir William Wyndham, Secretary at War, to report on the enclosed paper [missing] relating to a contract for provisions to be supplied to a Garrison of 4,000 men at Minorca and another of 2,000 at Gibraltar.
Is there any sum inserted in the Establishment of Minorca for the contingencies of that Garrison, and what care is taken as to the clothing to be sent them ?
Please also consider the enclosed draft [missing] of an Establishment for a Hospital at Dunkirk. Ibid.

Sept. 24. Warrant by Treasurer Oxford to the Board of Ordnance to make forth debentures for adjusting and passing to account the negociation with the Bank of England for the principal sum of 38,000l. by them lent and the interest thereon as follows.
Prefixing: Letter from said Board to Mr. Eversfeild [Treasurer of the Ordnance]. We desire you will procure my Lord Treasurer's warrant for making out a bill and debenture to Mr. Harry Mordaunt, the late Treasurer of the Ordnance, for his depositing 20,000l. in a tally on the fifteenth 4s. Aid payable in Course after 1,813,320l. 8s. 5½d. My Lord Treasurer has considered a representation dated 1 May 1710 from the Commissioners for Trade touching the Royal Lustring Company and the Customs Commissioners' report thereon dated 24 Sept. 1711. My Lord is of opinion that as at this time a peace is presumed to be near approaching, the affairs of the said Company will need to be revised and again considered. Please lay the said representation and report before the Commissioners for Trade. My Lord thinks they should inform themselves what sums the said Company have already had from the Crown for their assistance and how same have been employed. In my Lord's opinion the granting of penalties and forfeitures to the said Company before any conviction or judgment against the persons forfeiting is illegal. Out Letters (General) XX, p. 280.

Treasury reference to the Excise Commissioners of the petition of the merchants, linen drapers et al., dealers in linens and lawns imported from Hamburg, relating to the striped and chequered linens and calicoes, desiring to be heard before my Lord Treasurer in relation to the exposition of that point in the Act [10 Anne, c. 18, for Duties on said goods] and that the Excise Commissioners may be directed not to proceed upon any information against petitioners in relation to the said Duty. Same to same of the petition of the linen drapers proposing that all calicoes have their lengths admeasured and ascertained at the Custom House upon payment of the Duties there, which lengths being certified from the Custom House they propose should be the lengths for which the Duties thereon should be paid, to prevent new admeasurement: and that the Commissioners proceed accordingly: and that as to all other goods besides calicoes and as to those [calicoes] also (if the [present] proposal be rejected) the lengths may be ascertained by [one and] the same way of admeasurement, viz. to the allowance of the breadth of a thumb on every yard, which [allowance] they are obliged to make upon a sale. Treasurer Oxford to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Francis Peirobe, John Gorbet and Peter Cavalier, Captains in Col. Cavalier's late Regiment, shewing that being effectual Captains in said Regiment they were by mistake placed on the list of pensioners in the kingdom of Ireland as Lieutenants only; therefore praying to be placed thereon as Captains according to the dates of their commissions. William Lowndes to Visct. Fitz-Hardinge, Treasurer of the Chamber. My Lord Treasurer has this day directed to you 2,149l. 16s. 3d. in part of the arrears of the weekly sum of 750l. intended for your Office. Treasury reference to the Customs Commissioners of the petition of Richard Mead, junr., shewing that he sent a ship to the Canary Islands laden with English manufactures and she returned with 260 pipes of wine and some silver, the produce of the said English manufactures, but was taken by a French privateer and condemned as prize at St. Malo; that the Queen permitted petitioner to buy said wines in France with liberty to bring them into England, which he accordingly did; but upon their arrival in the Thames they were seized and on a writ from the Exchequer Court the ship and wines were appraized: therefore praying that the said writ of appraizement may be returned and that he may have a writ of delivery on "giving security for the value of the appraizement." Sept. 30. Warrant by Treasurer Oxford to Spencer Compton to pay 200l. to Emanuel Manasses Gilligan, whom her Majesty is sending into Spain about some affairs concerning trade: as bounty for and towards defraying his charges in that service. Money Book XXII, p. 62.

William Lowndes to the Customs Commissioners enclosing Secretary Dartmouth's letter with an extract from Mr. Prior's letter relating to the carriage of Dutch effects in English bottoms and "the freedom of trading with provisions of the mouth to Lisbon and Barcelona." Same to the Transports Commissioners. The prisoners in Spain are on their march to Bayonne in order to embark for England or Ireland, and the last of them will be at that place by the end of next month. My Lord Treasurer directs you to give immediate orders that the transports which are to bring them over make all possible haste to Bayonne, that the said Troops may not be detained there for want of them. Same to the Secretary at War to let my Lord Treasurer know how many of the above prisoners are to be carried to Ireland so that the Transports Commissioners may give the proper directions and that a warrant may be prepared to the Lord Lieutenant of Ireland to pay them from the time they are to be placed on the Establishment of Ireland. Same to the Customs Commissioners to report on the enclosed petition [missing] of William Mowld and William Crowl, merchants, for discharge of several ships [not named] from quarantine. Ibid.
Same to Sir William Wyndham [Secretary at War]. I have read to my Lord yours of the 27th inst. enclosing Mr. Burchett's letter acquainting you that her Majesty's ship Greenwich will probably be going in about a month's time with some victualling ships to Port Mahon and will carry some part of the clothing for that Garrison. Let my Lord know how much of the said clothing the men of war will take and send him an estimate for the charge of hiring transport for the residue. Ibid., p. 284.
Warrant by Treasurer Oxford to the Customs Commissioners to permit a bell weighing 10 hundredweight to be shipped on the Hambleton galley for export to Jamaica for the parish church of Leganee [Liguanea] in that island, on payment of Duty. Out Letters (Customs) XV, p. 450.

Treasury reference to the Customs Commissioners of the petition of John Knight, shipwright at Plymouth, shewing that since he has been discharged from the Queen's Yard he has been employed to build several vessels for divers persons in and near the said place in order (as they declared) to carry sheeps' wool, tin &c. into France: that since the cessation [of hostilities] many hundred packs of wool have been carried into France, with many other evil practices committed on that coast: therefore praying a power to make seizures.
