Oct. 1. William Lowndes to Mr. How [Paymaster of Guards and Garrisons] to report on petitions &c. as follow: viz. (1) Lieut. Gen. Seymour's memorial about clothing provided by him for the drummers of his Regiment to the amount of 800l.; (2) report by Mr. Brydges on the petition of Charles Grismond, an Ensign in Sir Charles Hobby's Regiment in New England, for payment of a bill of 38l. drawn by Col. Vetch on Mr. Duglas and payable to said Grismond; (3) petition of Henry Bierly and Catherine Farrer praying payment of arrears due to David Pigeon; (4) petition of Jane Hall relating to a debt of 40l. owing to her in the Office of the Paymaster of Guards and Garrisons. Same to Mr. Brydges. On your memorial of April 24 last laying before my Lord Treasurer a list of the bills drawn on you by Mr. Hammond from Spain, my Lord has directed 16,323l. 6s. 11¼d. to answer same, notwithstanding the order formerly given by which the practice of drawing bills by your Deputies was to be restrained. But my Lord does not mean by this direction to supersede the said orders, but directs you to repeat the same to your Deputies in the strictest manner as may be and not to apply to my Lord for the satisfying any more bills that shall be drawn by any of them save in cases where my Lord's special directions shall have been given for same. William Lowndes to James Brydges, Paymaster of the Forces Abroad, to pay a further 80l. 8s. 0d. as follows to the wives of certain of the 30 Lieutenants who were sent to America on Ensigns' pay: out of money stopped out of their pay: viz. 6l. 14s. 0d. each to the wives respectively of Lieutenants Waters, Mathews, Buckhurst, Bankes, Price, Kitchiner, Low, Garland, Ellis, Bennet, Gee, Ogilvie. "But you are to be careful when this payment is made not to make any further payments to the said wives or any of them till you have an answer from Col. Hunter to the letter you some time wrote to him, as my Lord is informed, about making regular stoppages from the pay of the said Officers to answer the allowances of their wives." Oct. 3. William Lowndes to Mr. Brydges [Paymaster General of the Forces Abroad] to report on the following papers: viz.
(1) the Duke of Ormonde's letter dated from Gand the 2 Oct. 1712 [new style] enclosing a memorial from the Officers of the Earl of Stair's and Mr. Ross's Dragoons about their account for forage for the year 1712 and the payment of unsatisfied royal warrants for forage and horses lost.
(2) a representation from the Bailiffs of the Chatellany of Lille for her Majesty's part of a liquidated [arbitrated] sum payable by the Allies for the corn furnished by the inhabitants of that Chatellany to the Troops of the Allies during the siege of the town of Lisle [Lille] in 1708.
(3) a petition in the name of the Officers of Stanwix's Regiment, lately disbanded, praying an arrear of subsistence. [None of the said papers are here entered.]

Treasury reference to same of the petition of Major Gen. Thomas Whetham praying payment of 230l. for 92 days' pay of himself and his Aide de Camp from 1711–12 March 24 to June 23 following. Reference Book IX, p. 94.
Same to Mr. Howe of the petition of William Green, brewer, and William Bancks, butcher, shewing that they sustained several losses in serving Chelsea Hospitals with provisions, whereupon the Commissioners [for said Hospital] granted Banks a warrant for 400l. and Green a warrant for 50l., but Mr. Howe, the Paymaster General of Guards and Garrisons, objects to the payment thereof without my Lord Treasurer's direction. Oct. 4. Same to the Customs Commissioners of the petition of Thomas Hammond, a prisoner in the Fleet at the Queen's suit, shewing that he has been a considerable trader in the wine trade for 16 years, but has lately met with great losses: and upon his first misfortunes gave a just account of his estate to the said Commissioners: therefore praying his liberty on security to surrender. Same to same of the petition of Thomas Coutts, merchant, shewing that he did on July 15 last enter out at the Custom House 80,332 pounds of tobacco in order for exportation and that he did on the 30 and 31 July last ship off 69,330 pounds of the said tobacco and is entitled to the drawback for the same being then in time, but not being shipped on board the ships first intended the endorsed cocquets for the said tobacco were not made out till the 25th Sept., being [then] out of time, for which reason the said Commissioners refuse to make debentures for the drawback notwithstanding the goods were actually on board the last intended ship before the expiry of the time allowed by law for shipment: therefore praying relief. Oct. 5. Same to the Comptrollers of the Accounts of the Army of the petition of Brigadier Munden for an arrear of subsistence due to the Officers of his Regiment for their service in Spain in 1710, being 529l. 6s. 0¼d. Ibid.
Oct. 6. Money order for 875l. to Henry Bertie, George Lockart, Salway Winnington, Francis Annesley, Thomas Lister, William Shippen and Henry Campion, the seven Commissioners of Accounts, for 1712 Sept. 29 on their salaries. [This money order would appear to have been drawn by the Auditor of the Receipt without the authority of a warrant from the Lord Treasurer. It is repeated under date Oct. 20 on the authority of a money warrant dated Oct. 17. See infra, p. 479.] Order Book VIII, p. 235.
[?] Entry of a pro forma annuity order drawn on the 32 years' annuities commencing from 1710 Sept. 29 in accordance with the Act of 10 Anne, c. 19, for Additional Duties on hides establishing a fond on 1,800,000l. Contributions. The order is purely nominal, viz. of date 28 June 1712, No. 2997, for 18l. per an. to Mary Ravenol in consideration of 200l. paid by four instalments. Ibid., p. 236.

Oct. 6. William Lowndes to the Secretary at War. By yours of the 25th ult. you acquaint my Lord that you have no objection against the Establishment proposed by the Duke of Ormonde for an Hospital at Dunkirk, being 6l. 6s. 8d. per diem, taking it for granted that the charge thereof is to be defrayed out of the Poundage of the Forces and that the number of the Officers employed in the Hospital belonging to the Army in Flanders is to be lessened in proportion. My Lord agrees, on those terms, to the forming of the said Establishment accordingly and desires that your draft may be prepared for the Queen to sign, to commence as from Oct. 11 inst.
I enclose a letter [missing] sent to Mr. Brydges from Mr. Morrice [dated] at Lisbon about a Regulation for half pay to the reduced Officers there; which you will please to consider. Out Letters (General) XX, pp. 285–6.

Money warrant for 305l. 14s. 0d. to the officers and clerks of the Tally Court for 3,057 tallies of loan on the several Aids and Lotteries between Easter and Michaelmas 1712, for which they have taken no fees for the preparing, entering, levying and examining thereof. Money order for 160,000l. to the East India Company for one year to 1713 Sept. 29 on their fund and out of the several Duties granted therefor as by three Acts of Parliament of 9 Wm. III, c. 44, the Two Million Act, and 9 Wm. III, c. 25, for further Duties on Stamped Vellum &c., and 6 Anne, c. 71, for assuring a longer time to the East India Company's Fund. In the margin: a later entry by Treasurer Oxford dated 24 July 1714. "By virtue of a clause [No. 69] in an Act [13 Anne, c. 18] past in the last Session of Parliament for laying additional Duties on soap and other things therein mentioned, let the sum of 42,576l. 6s. 4d. remaining due [and unpaid] on the within written order be satisfied out of Contributions on the said Act [13 Anne, c. 18] for the Lottery anno 1714."
