Oct. 21. Royal warrant dated Windsor Castle to Spencer Compton to pay the following pensions or annual bounties during pleasure, viz. 15l. each to Margaret Le Mar, Jane Walter, Margaret Simpson and Sarah Simpson, being the sister and nieces of Martha Simpson, deceased, to whom the Queen allowed a pension of 60l. per an.: to be paid as from June 24 last, the time to which said Simpson was last paid. Warrant by same to the Attorney General to enter a noli prosequi to the information against the Russian ship Demetrius for importing hemp and other goods from Muscovy in a ship not manned in accordance with the Act of Navigation.
Prefixing: report by the Customs Commissioners shewing that she was navigated out of Archangel with 22 men, viz. 10 Muscovite, one English and 11 Dutch, Danes and Swedes, but it appearing from the letter of Monsieur Lille [Lieth], the Muscovite Envoy, that although there may be but half of the seamen Russians by nation, yet the rest are nevertheless his Czarish Majesty's subjects who, after their having been married and established in his dominions, enjoy the same privileges and rights as do born Muscovites: "upon which matter of law we directed Stephen Scot, Surveyor of the Act of Navigation, to advise with her Majesty's Attorney General, who is of opinion that if the English or Dutch are settled inhabitants in Russia and naturalised there they are of that country within the [meaning of the] Act of Navigation: and who is likewise of opinion that the navigation of [the] ship from Ireland to London with English and Dutch in lieu of those Russians who died or deserted during the voyage, being an act of necessity, did prevent any forfeiture of ship or goods on account of that Act." Oct. 22. Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland to remit to James Brydges, Paymaster of the Forces, the 11,998l. 18s. 6d. (commanded to be remitted to him Sept. 9 last, supra, p. 441) not only clear of all deductions of exchange as therein directed but also clear of all deductions of poundage, hospital, Pells' fees or otherwise howsoever. William Lowndes to Mr. Brydges. My Lord has read the report by the Comptrollers of Army Accounts on your memorial and Mr. Watkins' report relating to advance money due to Monsieur Beaumont for forage in Flanders. Please send my Lord a certificate of all the money you have received for forage in Flanders for the winter of 1711 and spring of 1712 and to whom you have paid same: and whether there be any exceeding on that head. Same to Mr. How [Paymaster General of Guards and Garrisons]. A petition has been presented to the Queen on behalf of a great number of soldiers lately disbanded, that they may have the relief of the Royal Hospital of Chelsea. Her Majesty has directed that there should be an immediate meeting of the Commissioners for the said Hospital. Please notify the Commissioners accordingly and that they do examine the qualification of every one of the said soldiers and send my Lord a certificate of the Regiments to which they belonged. Ibid.
Oct. 23. Same to Sir William Wyndham [Secretary at War]. My Lord desires you to consider what is proper to be allowed for sending home such of the above soldiers as upon examination shall not be found fitly qualified for relief from Chelsea Hospital: also to write by this night's post to the General of her Majesty's Forces in Flanders that the men sent over hither from the Regiments there must be a charge to the said respective Regiments till there be room in the said Hospital to receive them, and therefore they are not to raise any recruits in their stead [i.e. in place of the invalid men sent over]. Same to Secretary Dartmouth enclosing a letter [missing] from John Sherwood, Register of Certificates in Guernsey, concerning an illegal trade between that island and France. My Lord Treasurer is informed the said ships do trade without any licence. Ibid., p. 293.

Oct. 24. Letter of direction for 50l. to the executors of the late Earl of Bradford [Cofferer of the Household to Wm. III.] and 100l. to the Paymaster of the Works: out of the arrears of the Civil List revenues of Wm. III.: and to be paid over by them to such persons [as follows] as her Majesty has directed, in part of arrears due to them from Wm. III.
Followed by: (1) William Lowndes to the said executors to pay said 50l. to James Vezian in further part of a debt owing to him in the Office of the said Cofferer.
(2) Same to the Paymaster of the Works to pay said 100l. to Alexander Carleton in further part of a debt owing to him from Wm. III. in the Office of the Works in right of his wife, who was relict of William Bache, late blacksmith to Wm. III., which debt is comprehended in the 1,960l. 4s. 6d. stated by William Vanburgh as due to the said Carleton in that and other Offices.
(3) Report by said Vanbrugh dated 2 June 1712 in reply to William Lowndes's letter of 27 Nov. 1711 for a statement of said Carleton's demands. The statement sets out in full detail three separate accounts for 690l. 15s. 6d. for work done in the reign of Charles II. for locksmith's work, travelling charges and blacksmith's work; 373l. 18s. 6d. for the like in the reign of James II. and 1,125l. 10s. 6d. for the like in the reign of Wm. III. for Windsor, the Horse Guards, the Queen's lodgings at Kensington, the Savoy Prison, Windsor Park. The warrants for the work done for James II. have been in the Office of the Treasurer of the Chamber, but nothing thereof paid by him. Parts of the bill for work for Wm. III. are not included in the accounts of the Civil List stated by the Commissioners for King William's debts, the same not being entered in the account of the Office of Works, nor the vouchers produced till the said account of the Commissioners was closed and delivered, which omission Mr. Carleton alleges happened by reason of his long sickness mentioned in his petition, but the service does appear to me to have been performed by certificates of the Housekeeper at Kensington and the affidavits of Richard Varley (who was servant to Bache 17 years before his death and since hath been servant to his successors who have executed the place of Smith [Blacksmith] to the Crown to this time), to wit that much the greatest part of the work for which this debt in all the three reigns is due does remain to this time in the use and service of her Majesty. The petitioner has received at sundry times 230l. on account of the said debts: thus leaving 1,960l. 4s. 6d. due. Disposition Book XXII, pp. 48–50.
Oct. 24. William Lowndes to Matthew Prior. By my Lord Treasurer's order I wrote you on Sept. 11 last concerning postal regulations to be agreed before the intercourse of letters be again opened with France. I have received no return to that letter. My Lord apprehends it may have miscarried. I send other copies [missing] of the papers enclosed therewith. Please let my Lord have some account of this affair as soon as possible. Out Letters (General) XX, p. 292.
Same to Mr. How [Paymaster of Guards and Garrisons]. Col. Vetch from Annapolis Royal wrote to my Lord Treasurer Aug. 8 last with a copy of a letter of the same date sent to Secretary Dartmouth. I enclose the said letters [missing]. Please report thereon what is fit to be done for the regulating and settling so distant a Garrison. As the Garrison has been under your pay my Lord desires you to correspond with the Governor thereof and let him know the provision which the Parliament has made for the same, and what my Lord has ordered thereupon and what is fit for him to do so as the public may have an account rendered of the moneys paid for the said Garrison. Same to the Auditors of Imprests enclosing a list [missing] of the bills of exchange drawn by Col. Hunter, Governor of New York, alleged to be for the service of the Expedition to Canada, which have been and are to be brought to the Victualling Office; and a letter [missing] from the said Office accompanying said list. Oct. 24. Same to Mr. Baker and Mr. Gosling. By a prosecution before the Commissioners of Appeals against Sir Nicholas Trevanion, Captain of the York man of war, the Queen is entitled to the forfeiture of a prize. The Commissioners [of Appeals] have represented that the prosecutor is a great object of compassion and has been at great pains in the prosecution. Please certify what may reasonably be allowed him. (In the margin: this letter cancelled and another sent Dec. 1 to Mr. Dodd and Mr. Waters.) Ibid.
Same to the Auditors of Imprests to report on the enclosed letter [missing] from the Victualling Commissioners with the account of six months' provisions by them sent to Gibraltar for 2,000 men, amounting to 8,054l. 3s. 5d. You represent to my Lord Treasurer that it is necessary to give directions to the tradesmen for the making of clothes for her Majesty's livery servants and that you are much importuned by them for a sum to be advanced to them, they being incapable without it to carry on that service; therefore desiring an imprest of 3,000l. for them "and to fill up such sets of her Majesty's coach and chaise horses so as to make them complete for her Majesty's immediate service." My Lord desires you to let him know what number of liveries are intended, with an estimate for same and for the said other expenses; "and that you will be as particular as you can in your answer hereunto."
