Treasury reference to the Customs Commissioners of the petition of Eliza[beth] Smith, relict of Edmund Smith, late collector of Chester and Liverpool, shewing that his accounts have been settled and adjusted and show a surplus on the Chester collection and a debit of 19l. 13s. 9¾d. upon the Liverpool collection, which she is ready to pay in order that the accounts may pass and her husband's securities may have up their respective bonds. T[homas] Harley to the Secretary at War. On Aug. 27 last my Lord Treasurer directed 2,890l. 3s. 0d. to Mr. Brydges to answer her Majesty's share of the charge of maintaining the Battalion of Ottingen to 1712 Aug. 23, from which time it was meant that her Majesty should be at no further charge in relation to the said Battalion. By a memorial of the 7th inst. Mr. Brydges represents as if the said sum would exceed what was payable to the said 23rd August. My Lord is pleased nevertheless to direct you to prepare the necessary warrant for her Majesty's signature to authorise Brydges to pay said sum in full of all pretensions and demands whatsoever from the said Battalion for extraordinaries or otherwise whatsoever and that you will please acquaint Baron Leutrum, who commands the said Battalion, that this is the most that can be expected from her Majesty and that he must be satisfied therewith.
Mr. Brydges (notwithstanding her Majesty's orders that none of the Officers of the Garrisons of Port Mahon and Gibraltar should be allowed to receive any part of their subsistence but upon the place) desires orders to you to return into his Office a list of all such persons as are on this side by leave from her Majesty or from the Commanders in Chief to the end he may make a demand for money for carrying on their subsistence to Dec. 22 next. My Lord Treasurer desires to know how the former directions came to be broke into, since the paying all Officers on the place was a matter agreed on to the good liking of the Duke of Argyll before he went hence. Please send my Lord a list of the Officers in whose favour those other orders have been given, with the time they have been here.
Mr. Brydges has likewise made a demand for the support of the Hospitals in Spain. My Lord desires to know whether there be any account in your Office of the state and condition of the said Hospitals and what has been or ought to be the fund for defraying their maintenance. I am also to desire you to let my Lord know what directions have been given about the unmounted Dragoons in Catalonia. Ibid., p. 304.
Nov. 12. Subscription by Treasurer Oxford of a Lord Chamberlain's warrant dated Aug. 30 last to the Master of the Great Wardrobe for the delivery to Grey Maynard [Yeoman of the Removing Wardrobe] of furniture [not detailed] for her Majesty's Chapel at Hampton Court: to an estimate of 680l. Warrants not Relating to Money XXII, p. 3.
The like of a same dated Sept. 25 last to same to deliver to said Maynard silk line, tacks and tenter hooks to put up the Hangings at St. James's and the House of Lords: to an estimate of 8l. Ibid.

Warrant by Treasurer Oxford to William Borrett to pay the bill (detailed, amounting to 50l.) for the fees for the exemplification of the Act [7 Anne, c. 12] for preserving the privileges of Ambassadors: and for the Exemplification of the Act for settling the precedence of the Princess Sophia [10 Anne, c. 8]: as certified by J. William Lowndes to same to report on the enclosed memorial [missing] of Sir James Montague's clerk relating to 100 guineas due to Sir James when Attorney General and 10 guineas to himself for a year's business concerning the Commission for Trade. Upon what is this grounded, when did this allowance begin and is it now demanded by or allowed to the present Attorney General and his clerk for the business of [the Commission for] Trade? Nov. 14. Royal warrant dated Windsor Castle to the Clerk of the Signet for a privy seal for making allowances as follows in the account anno 1707 (for one year ended 1707 Dec. 23) of James Brydges as Paymaster of the Forces Abroad: all by reason that Arthur Maynwaring, one of the Auditors of Imprests, has represented that in the said account several payments were made by Brydges or his agents for which royal warrants are wanting and that the payments made for her Majesty's proportion of the pay to the Foreign Forces [in the Netherlands] as well those on the Establishment of 40,000 men as those on the Establishment of 20,000 men of Augmentation and other Additional Forces, amounting to 580,826l. 17s. 7¼d., have been made for the full numbers according to our Establishments under our royal sign manual, countersigned by our late High Treasurer and by one of our Principal Secretaries of State, made in pursuance of the Treaties with the several Princes and States, our Allies; but that the pay of the said Foreign Forces, being without [the vouchers of] muster rolls, cannot be allowed without our privy seal; and further that the sum of 27,278l. 2s. 2d. as our moiety for Forage, Waggon Money, Recruits and other Extra-ordinaries for the aforesaid Foreign Troops appears by acquittances to have been made pursuant to the Establishment and Treaties, but upon examining the same for the said year 1707 our said Auditor finds the said payments to exceed the Establishment by the sum of 5,217l. 5s. 11d. Yet the Treaties stipulating that the charges thereof should be borne by us and the States General, and the same being paid pursuant to Mr. Slingerlandt's certificates that they [the Dutch] had paid the like sum for their moiety, the Auditor conceives the same may be provided for by our privy seal: further that the sum of 21,371l. 1s. 4d., being our moiety payable for Recruiting Horses lost by the Foreign Forces in the service or by distempers for the said year 1707 and paid pursuant to accounts adjusted by the said Slingerlandt and his certificates of the Dutch paying their moiety, the Auditor is of opinion that the same may be similarly allowed by privy seal: and further that the sum of 109,823l. 15s. 6¼d. paid as her Majesty's proportion of subsidies paid to the King of Prussia, Landgrave of Hesse and Elector of Treves, and the Elector Palatine is pursuant to Treaties with each of those Princes, and acquittances being brought by the said Paymaster General, the Auditor is of opinion they may be similarly allowed: and further that the sum of 32,821l. 16s. 10¼d., being paid as her Majesty's proportion of the agio (or difference of the current coin of the Empire from the coin of the Country whither they went), and for bread and forage between the 16 November 1706 and the 9th November 1707 for the Prussians pursuant to a Treaty in that behalf dated the 9th Jan. 1701–2, and Mr. Slingerlandt's certificates and acquittances for payment being produced the Auditor is of opinion it, the said sum, may be inserted in the said privy seal: further that the sum of 9,386l. 15s. 0d. appearing by the General's (the Duke of Marlborough's) receipt as Commander in Chief to be paid to himself for sundry Contingencies during the campaign anno 1707 may be allowed to the said Paymaster and the General discharged thereof (of all accountability therefor) by the said privy seal: and further that the sum of 10,837l. 11s. 8d. for fees paid at the Exchequer upon receiving several sums amounting to 2,601,020l. 2s. 7¾d. for the use of the Forces [in the said year] being at 1d. per pound, the rate settled by Act of Parliament; as likewise the sum of 172l. 19s. 7d. for fees at the Treasury and Exchequer for warrants and orders and entries thereof, and 60l. for this year's Imprest Roll (being the usual rates for such matters and in proportion to what has been formerly allowed to this accomptant and his predecessor) may be similarly provided for in the said privy seal:
it is hereby directed that all the above said sums be allowed in the said account;
the details of the principal items being as follows, to wit: in the payments to the Foreign Forces on the Establishment of the 40,000 men the sum of 116,265l. 1s. 10¾d. paid to the Danes for their pay from 1706 Dec. 24 to 1707 Dec. 23 in pursuance of a Treaty dated 1701 June 15 between Wm. III. and the King of Denmark and the States General; 43,018l. 18s. 8d. to the Prussians for their pay for the same time pursuant to a Treaty dated 1701–2 Jan. 9 between Wm. III., the States General and the King of Prussia; 171,330l. 8s. 1¼d. to the Troops of Hanover and Zelle for their pay for the same time pursuant to a Convention Act dated 1706 November 18 between Queen Anne and the Duke of Brunswick and Luneburg; 53,676l. 14s. 2¼d. paid to the Hessians for their pay for the same time pursuant to a Convention Act dated 1701–2 Feb. 13 between Wm. III, the States General and the Landgrave of Hesse Cassel: making all together 384,291l. 2s. 10¼d. for the Establishment of the 40,000 men: and further on the Establishment of the 20,000 men 27,331l. 12s. 5¾d. paid to the Troops of Holstein Gottorp for their pay for the same time pursuant to a Convention Act dated 1703–4 March 15 between Queen Anne, the States General and the Duke of Holstein; 23,251l. 3s. 0½d. to the Troops of Saxe-Gotha for their pay for the same time pursuant to a like Convention Act dated 1703 March 27; 10,855l. 1s. 1¾d. to the Regiment of Foot of Hesse Cassel for their pay for the same time pursuant to a like Convention Act with the Landgrave of Hesse Cassell dated 1703 March 31; 14,614l. 4s. 10¼d. to the Regiment of Dragoons of Waleff for their pay for the same time pursuant to a Convention Act with Baron Waleff dated 1703–4 Feb. 24; 15,348l. 13s. 2¾d. to the Troops of the Elector Palatine for their pay for the same time pursuant to a like Convention Act dated 1703 May 17; 8,321l. 11s. 0½d. to the 520 men excess of the 12,000 Danes stipulated for by the Treaty of 1701 June 15: amounting together to 99,722l. 5s. 9½d. on the said Establishment of the 20,000 men: and further on the Establishment of other Additional Forces 34,209l. 3s. 9¾d. to the Palatine Troops for their pay for the said time pursuant to a Treaty dated 1706 May 26 between Queen Anne, the Elector Palatine and the States General; 4,952l. 7s. 6¼d. to the Hanover Regiment of Dragoons called the Regiment of Bothmar [for their pay for the same time] pursuant to a Convention Act dated 1707 Aug. 27 between Queen Anne, the States General and the Elector Hanover; 57,651l. 17s. 7½d. to the Saxon Troops for their pay from the 29th Sept. to the 23 Dec. 1707 pursuant to a like Convention Act: amounting in all to 96,813l. 8s. 11½d. for the said Additional Forces: the three totals making together 580,826l. 17s. 7¼d. Similarly the details of subsidies to Foreign Princes are set out as follows, to wit: 50,238l. 1s. 10¾d. to the King of Prussia by way of advance for 12 months' subsidy ending 1707–8 Jan. 15 pursuant to a Treaty dated 1706 Dec. 24; 5,952l. 7s. 7½d. to the Prince of Hesse for the old subsidy due to him for 12 months ended 1707 Dec. 23 pursuant to a Treaty dated 1701–2 Feb. 13; and 11,846l. 4s. 9d. to same to complete his additional subsidy from 1706 May 20 to 1707 May 20 granted by Treaty dated 1706 May 20; 33,453l. 14s. 7d. to same for a further subsidy to him due from 21 May 1707 to 30 Nov. following pursuant to a Treaty dated 1707 March 27; 5,952l. 7s. 7½d. to the Elector of Treves for a subsidy due to him for one year ending the 23rd of Dec. 1707 pursuant to a Treaty dated the 7th of May 1702; 2,380l. 19s. 0½d. to the Elector Palatine for his subsidy for six months ending the 23rd December 1707 pursuant to a Treaty dated 17 May 1703 (the preceding six months being allowed by warrant under our sign manual): amounting in all for the foreign subsidies to the sum of 109,823l. 15s. 6¼d. Nov. 14. Letter of direction for 12,000l. to James Brydges [Paymaster of the Forces Abroad]: out of Contributions in the Exchequer on the Class Lottery anno 1712: and is intended to be paid over to Sir John Lambert to answer Col. Nevill's bills of exchange drawn upon Mr. Brydges for the use of her Majesty's subjects, prisoners in Spain, which bills fell due Oct. 27 last. This sum is in further part of Sir John Lambert's letter of credit for 30,000l. to said Nevill: and is in further part of 475,385l. 7s. 8¼d. [voted] for the war in Spain anno 1712. Nov. 14. Thomas Harley to the [Principal] Officers of the Works for an account of the charge the Queen has been at for buildings, alterations, repairs in each year since her Accession with respect to Somerset House. Out Letters (General) XX, p. 305.
Same to the Duke of Argyle enclosing Mr. Brydges' answer [missing] to that article of your letter concerning Mr. Hammond having paid upwards of 20,000l. to the Portuguese Troops without first having the order of the Commander in Chief. Ibid.

Nov. 14. Warrant by Treasurer Oxford to the Receiver General of Crown Revenues of South Wales to pay 64l. to Henry Price, Undersheriff of Carmarthen, for the charge of convoying two persons from Carmarthen County Gaol to Newgate on Oct. 27 last, being a guard of six men and horses besides the petitioner and the prisoners' horses, being in all nine horses.

Treasurer Oxford to the Lord Lieutenant of Ireland to report on the Earl of Portmore's letter enclosed [missing] recommending Lieut. Col. Du Puy, late of Col. Hum. Withers' Regiment of Dragoons, for a pension on the Irish Establishment as Lieut.-Col. Out Letters (Ireland) IX, p. 296.
Nov. 15. Thomas Harley to the Navy Commissioners to make out a Navy bill to authorise the Navy Treasurer to repay "to yourselves, assistants, clerks and officers of the Navy [Office]" the assessments on them for the 4s. Aids for the years 1710, 1711 and 1712: her Majesty having graciously condescended thereunto. Disposition Book XXII, p. 61.
Treasury reference to the Customs Commissioners of the petition of John Bowen, late a tidesman in London port, shewing that he detected John Kiffett, one of the officers for the discharge of timber ships, in a notorious fraud which caused the impeachment of above 40 merchants and masters of ships who have compounded for thousands of pounds, but petitioner has received only 40l. for said service: therefore praying further reward and to be restored to his place, being deprived of it by being convicted illegally for killing a man. Reference Book IX, p. 97.
Royal warrant dated Windsor Castle to the Clerk of the Signet for a privy seal for passing accounts in Scotland by the Barons of the Exchequer there, notwithstanding immaterial clerical irregularities and defects therein: the present warrant being in replacement of the warrant of May 26 last, supra, p. 294. This later warrant inserts the clauses "by any person or persons accountable to us for any our revenue in Scotland" and "nor any misapplication has been made of any of our said revenues appropriated by Act of Parliament to particular uses" ... and "the reasons for allowing each article not warranted by a regular voucher being entered in the Auditor's books and referred to in the allowance of such article."

Nov. 16. Money warrant for 20,000l. to Lionell Herne and Samuell Edwards, gent., Paymasters appointed thereto [of interest on Exchequer Bills]: as imprest for paying interest on Exchequer Bills, to wit to the Tellers of the Receipt for so much as they shall allow for interest at the rate of 2d. per cent. Same dated same to the Master and Worker of the Mint in the Tower to pay 40l. per an. to the Smith of the Mint as from Xmas last: by reason that in the last two indentures of the Mint it was declared that the salary of 50l. per an. payable to Thomas Silvester, then Smith of the Mint, should upon the next avoidance of that place be discontinued, but Sir Isaac Newton, Master and Worker of the Mint, has desired power to pay (in lieu of said salary) an allowance of 40l. per an. from Xmas last as an encouragement to such officer to perform the duty of his employment.
