PRAYERS.

Irish Commanders.

ORDERED, That the Lord Admiral be desired, that the Expences and Charges of the Irish Commanders and others, taken and stayed at Saltcomb in Devon, may be borne and defrayed out of the Ship and Goods which they brought, and in which they came; and that he will give Directions, that the Parties that have been at any Charge with them, either in the time whiles they tarried there, or in their conveying hither, may be satisfied out of the Sale of the said Ship and Goods.

The Protestation.

Ordered, That the Knights and Burgesses respectively, may be required to peruse the Returns of the Protestations from their several Counties, Cities, Towns and Boroughs; and, if they shall find any thing in them material, either for the Quality of the Men that refused it, or the Number, or the Manner of the Refusal, and that they present it to the House: And Sir H. Vane, and the Burgesses of Newcastle, are appointed for the Bishoprick of Durham: And the Knights and Burgesses respectively are likewise to peruse the Certificates of the Poll-money; and to present their Opinions upon them, by Saturday come Sevennight.

Durham Franchise.

Ordered, That Sir Tho. Widdrington report the Bill for Knights in the Bishoprick of Durham, on * * * *

Billet money.

Ordered, That the Lord Mayor of the City of Yorke shall pay unto Willoughby Hickman, of Gainsborough in the County of Lincolne, Esquire, or to such Person or Persons as he shall nominate and appoint, the Sum of Two hundred and Nine Pounds Ten Shillings and Ten-pence Three Farthings, being part of the Money ... remains in his Hands upon the Poll-bill; to be distributed to the several Inhabitants of the County of Lincolne aforesaid, in Discharge of Part of the Billet-money due unto the several Inhabitants of the said County: For which this shall be a sufficient Discharge to the said Lord Mayor, and the Commissioners appointed by the said Act.

Book of Rates.

Mr. Green, according to the Order of Yesterday, proceeded in his Report of the Book of Rates: And thereupon it was as followeth,

Resolved, upon the Question, That the Value of Six Pound the Hundred Weight, shall be laid upon Currans, to continue till the First of August next.

Resolved, upon the Question, That there shall be a Clause in the next Bill for Tonage and Poundage, for the absolute Debarring the Importation of Currans after August next.

This Question was propounded, That all Sugars, brought into this Kingdom, by any Merchant, Denizen or Alien, saving from the Plantations of Sugar or Portugal, shall pay double Custom:

And then it was put to the Question, whether this Question should be now put:

It went with the Affirmative.

And then the Question was put: And

The House was divided: And

The Yeas went forth.

Resolved, upon the Question, That there shall be no such Clause, touching double Customs upon Sugars, added to the Book of Rates, as was brought from the Committee.

Resolved, upon the Question, That the Value set upon Muscavodoe Sugars, in this Book of Rates, shall be Four Pounds the Hundred Weight; and, upon Panels, and St. Thoma, Forty Shillings; and, upon white Sugars, Nine Pounds Six Shilling Eight-pence.

Resolved, upon the Question, That the Value set upon Holland and Flanders Cloth shall be Five Shillings an Ell.

Resolved, upon the Question, That the Value set upon Greenland Oil shall be Eight Pounds per Ton.

Resolved, upon the Question, That a Fourth Part of the Rate set upon the Manufacture of Silks brought into this Kingdom, by this new Book of Rates, shall be taken off; and the Book amended accordingly.

Resolved, upon the Question, That Spanish Tobacco brought into this Kingdom before Michaelmas next, shall be rated, in this Book of Rates, at Forty Shillings the Pound; and afterwards at Three Pounds the Pound.

Resolved, upon the Question, That the Rate set upon French Wines, Spanish and Sweet Wines, shall be Four Pounds Ten Shillings per Ton; and the Out-ports to pay a Third Part less, according to ancient Custom.

Resolved, upon the Question, That the Rate set upon Train Oil shall be Six Pounds per Ton.

Resolved, upon the Question, That half the Custom set upon Stockings of all Sorts of Woollen or Worsted in the new Book of Rates, shall be taken off, according to the Vote of the Grand Committee; and the Book mended accordingly.

Resolved, upon the Question, That the Rate set upon Tiffany shall be Twenty-pence per Yard.

Resolved, upon the Question, That there shall be no Exportation of Calves Skins; and that the Customers, Comptrollers, and other Officers of the Ports, shall make Stay, and seize all such, as of Goods confiscate.

Resolved, upon the Question, That there shall be a Clause in this Bill to that Purpose.

Resolved, upon the Question, That the Rate set upon Sea Coal, exported by Englishmen in English Bottoms, shall be Eleven Pounds Six Shillings Eight-pence per Chaldron: if exported by Strangers, in Strangers Bottoms, double the Value; if by Strangers, in English Bottoms, Eighteen Pounds the Chaldron.

Resolved, upon the Question, That if any of his Majesty's Subjects shall freight any Strangers Bottom with Sea Coal, he shall pay double Custom.

That the Value set upon a Short Cloth shall be after the Rate of Five Shillings a Cloth. This Question was propounded:

And the Question was put, Whether it should be now put, or no: And

It passed with the Negative.

Resolved, upon the Question, That the Value set upon a Short Cloth shall be after the Rate of Six Shillings Eight-pence the Cloth.

King's Advisers.

Resolved, upon the Question, That these Words, "justly to be suspected to be Favourers of the Rebellion in Ireland," shall be struck out of the Vote concerning the Advisers of his Majesty to the Message he sent Yesterday.

Votes concerning the Militia.

Ordered, That the Printing of these Votes, concerning the Militia before they were carried up to the Lords, be referred to the Committee for Printing; and that the true Copy be printed; being, a false Copy of them is gone forth in Print: And that the Lords be moved, that, if they shall concur in the Votes, that they will likewise agree in ordering the Printing of it.

Book of Rates.

Resolved, upon the Question, That all other Cloths of the Old Drapery, shall be rated according to the Rate set upon a Short Cloth, proportionably.

Resolved, upon the Question, That all Serges and Perpetuanas shall pay after the Rate of Peny Halfpeny the Pound.

Resolved, upon the Question, That all other New Draperies shall pay after the Rate of Two-pence the Pound.

Ordered, That the Lords be desired to join with this House, to move his Majesty to give Directions to his Ministers of Estate beyond the Seas, to take notice of this Vote here, of taking off such Value from the Customs of the new Draperies; and to take their best Care to prevent, that no new Imposition be set upon these Commodities; and to take some convenient Time to move the States where they reside, that the Impositions set upon the Commodities of those Places, and consumed here, may likewise be abated.

Ordered, That the Book of Rates be forthwith printed; and that a Committee be appointed to overview the Printing of it; And that the same Committee do order, That the Advantage and Benefit that comes by the Printing, may be distributed by them to the Clerk of this House, and Mr. Green's Servants employed in the Writing of this Book; in such Proportions as they shall think fit.

Ordered, That Mr. Solicitor do bring in a Bill of Subsidy of Tonage and Poundage, To-morrow Morning, with a Blank for the Time.

Mr. Greene, Sir Jo. Harrison, Mr. Rolle, Mr. Mathewes, Mr. Hoyle, Mr. Vassall, are appointed to overview the Printing the Book of Rates, &c.

Leave of Absence.

Resolved, &c. That Mr. Ellis and Sir Humphry Tufton shall have Leave to go into the Country.

Deputy Lieutenants.

The Order of the Day, for the Reading and Receiving of the Names of the Deputy Lieutenants, concerning the Militia of the Kingdom.

Resolved, upon the Question, That this House doth approve of the Names of the Deputy Lieutenants presented for the Counties of Bedford, Bucks, and Berks.

Deputy Lieutenants.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants, presented for the County of Cornewall; and do Order, That it be recommended to the Lord Lieutenant of that County, to add Alexander Carew, and Fra. Buller, Esquires.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants, presented for the County of Cumberland; and doth Order, That Mr. Glyn, do recommend Sir Patricius Curwen to the Lord Lieutenant of that County.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants of the County Palatine of Durham.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Dorsett, and the Town of Poole, and for the Isle of Purbeck in the County of Dorsett.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants presented for the County of Essex; and doth Order, That Mr. Lisle do move the Lord Lieutenant of that County, to add Sir Hen. Mildmy.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of York, now presented; and Orders, That Mr. Bellassis, Sir Fra. Fane, and Mr. Jo. Hotham, be recommended to the Lord Lieutenant, to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Devon, now presented; and doth Order, That the Lord Lieutenant be moved, That Mr. Arthur Ashford be recommended in the Place of Mr. Hen. Ashford; and that Sir John Bamfeild be also recommended.

Resolved, &c. That the Names of the Deputy Lieutenants for the County of Huntingdon, now presented, be referred again to the Consideration of the Lord Lieutenant of that County.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Hartford; and doth Order, The Lord Cramborne be recommended to the Lord Lieutenant of that County.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Kent; and that Sir Edw. Boys be recommended to the Lord Lieutenant of that County, to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants presented for the Parts of Lindsey in the County of Lincolne.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants presented for the County of Leicester; and doth Order, That Sir Martyn Lister be recommended to the Lord Lieutenant of that County, to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants presented for the County of Midd'; and doth Order, That Sir Robert Pye and Mr. Glyn be recommended to the Lord Lieutenant of that County, to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Monmouth.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Northampton; and doth Order, That Mr. Knightley and Mr. Edw. Montague be recommended to the Lord Lieutenant of that County; to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Norfolke, and City of Norwiche; and doth Order, That Sir Miles Hobart, Sir Thomas Richardson, Mr. Gawdy, and Mr. Hinningham be recommended to the Lord Lieutenant for the County of Norfolke, to be added.

Resolved, &c. That this House doth approve of the Names of the Deputy Lieutenants for the County of Northumberland, and Town of Newcastle; and doth Order, That Sir Tho. Widdrington, Mr. Jo. Fenwicke, and Mr. Middleton of Belsey, be recommended to the Lord Lieutenant of Northumberland, to be added; and that his Lordship be desired to make no Deputation of Lieutenancy to the present Mayor of Newcastle.

Ordered, That To-morrow, at first Sitting, the House do resume this Business of the Deputy Lieutenants.

Answer from Lords.

Mr. Hollis reports, That the Lords do agree with this House in the Votes he carried up, except in the Third Vote, where they have made it, "when the Parliament shall declare," instead of "when the Lords and Commons, &c. shall declare;" and have named a Committee of Ten to take into Consideration the last Message, and where it was framed: And are to meet To-morrow, at Ten a Clock, in the Painted Chamber.

Ordered, That this Report now made by Mr. Hollis be resumed again To-morrow Morning.

Charge against the Recorder of London.

Ordered, That Mr. Browne, Serjeant Wilde, and Mr. Glyn, do peruse the Examinations and Informations against Mr. Recorder of London; and do abbreviate the same; and put it into the Form of a Charge fit to be presented to this House.

Loans for Ireland.

Ordered, That such Members of this House, as have given up their Names to be Security for the Thirty thousand Pounds, according to each Proportion, to be lent by divers Merchants, for the Affairs of Ireland, do deliver their Bonds, when they have sealed the same, into the Hands of Mr. Nicholas Loftus, Deputy Treasurer to Sir Ada. Loftus, Treasurer at Wars, for Ireland: And he is not to part with those Bonds till he receive the Monies to be advanced upon the several Bonds: And he is hereby authorized to receive the same accordingly: and the Lenders to pay the same unto him.

Ordered, That Sir Edward Hales and Sir Tho. Dacres do pay the Five hundred Pounds, voluntarily lent by them for the Affairs of Ireland, unto Mr. Nico. Loftus, Deputy to Sir Adam Loftus, Treasurer at Wars for Ireland: And his Receipt of the same shall be a sufficient Discharge to them for the Payment thereof.

The Guard.

Ordered, That the Committee for the Guard be revived; to meet To-morrow, at Eight... Clock, in the Court of Wards.
