May 1708

May 5, forenoon. Present: Lord Treasurer.
Mr. Medina is called in. At his request my Lord is pleased to order the issue of 9651l. 3. 2 to Mr. Brydges out of loans to be made by said Medina on the Half Subsidies &c anno 1708, whereof 4720l. 18. 7 is to be in part of the order for 894272l. 3. 6 for the 40000 men and the remaining 4930l. 4. 7 is in part of the order for 177511l. 3. 6 for the 10000 additional men: the said total sum being to be paid over to Medina to complete the advance on his contract for bread & bread waggons in Flanders anno 1708: & is in lieu of the like sum which is to be detained by Mr. Brydges viz 7186l. 0. 10½ in tallies on Malt anno 1708 & 2465l. 2. 3½ in tallies on the Land Tax anno 1708 which tallies were lately issued to Mr. Brydges for this service; & which are now to be reserved for such other uses relating to the said 40000 men and 10000 men as my Lord shall direct.
My Lord directs the issue of 1715l. 10 to Mr. Brydges on the order in his name for the extraordinary charges relating to the defence of Gibraltar; & is to clear the pay of the Officers belonging to that garrison from 24 Dec 1704 (according to an Establishment intended for them by the Earl of Galway) to 24 Dec 1706 (being the commencement of the Establishment of the said garrison); one moiety thereof to be placed to the account of extraordinaries anno 1705, the other moiety to the same of the year 1706: & is to be issued out of the Duty of 5s. on exports of white woollen cloth.
Likewise 185l. 10. 8 to Mr. Howe [Paymaster of Guards & Garrisons]: out of Malt anno 1706: on the unsatisfied order in his name for Guards & Garrisons anno 1706: & is to satisfy respited pay of 46 men of the four Companies at New York from 25 Aug 1706 to 23 Dec following, which respite was removed by the royal warrant of 1706–7 March 24.
Likewise 17191l. 10. 4 to said Howe on his [weekly demand] memorial: out of Contributions on the first Act [6 Anne, c. 39] for sale of Annuities for the year 1708: & is for services as follows

Likewise 26000l. to the Navy Treasurer: out of [Annuity] contributions to wit the second payment on the first Annuity Act passed the last Session: 20000l. thereof for wages to seamen & 6000l. for bills of exchange under the head of Wear & Tear: and is in lieu of the like sum [of 26000l.] advanced to him [the said Treasurer of the Navy] by the Bank of England on April 17 & 22 last on Land Tax tallies anno 1708 at 5 per cent per an.
General Erle is called in and Mr. Sloper & a memorial is read containing a demand of several sums amounting to 18779l. 13. 4. But in regard there is no money at present in the Exchequer applicable thereunto my Lord is pleased to direct that the Bank be desired to lend Mr. Brydges, on a deposit of Land Tax tallies, the sum of 10000l. at 5 per cent per an interest: the repayment to the Bank to be out of the money that shall arise at the Exchequer by the second payment to the first Annuity Act anno 1708: the said sum to be applied as follows as in part of the order for 586671l. 12. 6 for the established Forces in Spain & Portugal anno 1708 viz

for the subsistence of all the commission Officers & their servants of the 7 Regiments broke at Almanza, to wit from March 5 last at which time they had Officers in Second to complete the full complement of their Establishment to April 23 following 3745
for subsistence upon account for the same time for private centinels of the said 7 Regiments at 800l. each Regiment, chargeable upon the effectives that shall appear on the muster rolls from the said 23rd April or respective days of raising after that time 5600
for subsistence upon account for such other of the Forces here in England borne upon the establishment of the Forces in Spain & Portugal as shall be found to stand most in need of it 655

Sir Theodore Janssen's proposal is read & agreed to by my Lord as follows for remitting 100000 Crowns to Turin (being for an extraordinary subsidy): to wit to give his bill for Turin for said sum at 60 days at 59 pence sterling per Crown & to take in payment half in tallies on the General Mortgage [Deficiencies Act, 1 Anne, c. 7] & half on the next [Contribution] payment for Annuities.
[A letter of direction is ordered for] 3000l. to the Cofferer in further part of 1707 Michaelmas Quarter [for wages & board wages &c of the Household]. Treasury Minute Book XVI, p. 198.

May 14, forenoon. Present: Lord Treasurer, Chancellor of the Exchequer.
The Customs Commissioners are called in and the merchants about the [employing of Customs] officers for passing their [the merchants' drawback] debentures. The merchants are to have from the Commissioners an extract of their presentment [which the said Commissioners submitted this day to my Lord]. Ibid., p. 201.
May 18, forenoon. Present: ut supra.
[A letter of direction is ordered for] 3000l. to Mr. Hodges for the Robes.
Upon reading a memorial from Sir Thomas Littleton, Treasurer of the Navy, representing the great occasion there is for 20000l. for the following uses, to wit, 5000l. for bills of exchange & 15000l. for carrying on the pay to the lost ships my Lord Treasurer agrees that if the Bank will lend this sum upon a deposit of Land Tax tallies [anno 1708] my Lord will take care to repay the same, if desired, at the end of 3 months from the time of advancing thereof: with 5 per cent interest. Mr. Howe's memorial dated this day [for money for the Guards & Garrisons] is read & amounts to 34305l. 17. 10¼ which “his Lordship” orders according to the [service details as in the] minutes taken [& endorsed] thereupon.
[Send] to the Agents [for Taxes] to be here on Friday morning.
[Write for] some of the Commissioners of the Navy to be here on Friday morning.
[Send to] Mr. Brydges or Mr. Slooper to be here next Friday morning about the letter from Mr. Chetwynd. Ibid., p. 203.
May 28, forenoon. Present: Lord Treasurer, Chancellor of the Exchequer.
Lord Halifax & other officers of the Exchequer are called in.
Sir Henry Furnese agrees that for the supply of the King of Spain & Forces in Catalonia he will furnish his bills or letters of credit for Genoa & Leghorn to the value of 40000l. at 60 pence sterling per crown, the value to be [re]paid [to him] out of the second payment by the East India Company; and the Paymaster [of the Forces Abroad or his deputy] is to be directed to take care that whatever these crowns make out in Catalonia [by way of exchange into Spanish currency] the advantage is to be charged [reckoned] for the Queen's benefit.
[My Lord directs] 50000l. to be raised by the Treasurer of the Navy on the Land Tax tallies in his hands for this year's service, at 5 per cent interest [the tallies] to be assigned to the persons advancing the money [& the interest to accrue] from the day they actually pay same to his hands: and the said money is intended to be applied to the payment of wages to ships now under sailing orders & to the Marines. May 31, afternoon. Present: Lord Treasurer.
The Commissioners of Sick & Wounded & Dr. Morley are called in. They are to attend again this day week in the afternoon [see infra 255].
Summon Mr. Savery, Peter Standly & Dr. Haviland to be here then: and in the mean time he [Morley] is to have recourse to the books in the Office of Sick & Wounded, & to such papers there as concern the matter to be heard, as freely as if he were a Commissioner. Treasury Minute Book XVI, p. 205.
