Treasury reference to the Agents for Taxes of the petition of William Andrews, a surety of William Kent late Receiver General of Taxes for Co Lanes for the third quarterly poll anno 1698, upon which [said Receiver's account] there is standing out 1333l. 15. 0; the said Receiver being deceased insolvent & petitioner having paid 200l. but has 8 small children unprovided for: therefore praying consideration to prevent his utter ruin. Same to the Stamps Commissioners of the petition of Katherine, Countess Dowager of Bellomont, shewing that 1289l. 15. 5¾ is due to her late husband the Earl of Bellomont upon account of his government of New York: & that her said husband was bound in 300l. in 1694 as surety for one Collins, an under distributor [of stamps] at Worcester, who has since failed & petitioner is prosecuted for same: therefore prays stay of process. ibid.
Same to the Surveyor General of Crown Lands of the petition of James Saunders praying to succeed his father, lately deceased, in his office of bailiff & collector of the manor of Shippon Co Berks. ibid., p. 299.
Same to same of the petition of Robert Steyner of Droitwich Co Worcester shewing that the manor of Droitwich belongs to the Crown & that upon the waste ground thereof some of the burgesses of the town have within the last 6 years sunk several salt pits to their own advantage “but much to the prejudice of those who have salt pits upon their freehold lands [such encroachments being] contrary to the charter granted in King James the 1st's time relating to those salt pits”: therefore praying that same may be stopped up or that he may have a lease of them. ibid.

Same to Mr. Brydges, Paymaster of the Forces Abroad, of the petition of the General Officers that went with the Earl of Rivers into Spain, setting forth their losing 12d. per £ by their payments which were made [to them] in pistols, dollars & moydas [moidores to wit to a loss] to the amount of 1130l. 6. 7 sterling: therefore praying satisfaction of said loss. ibid., p. 314.
Same to Mr. Howe, Paymaster of Guards & Garrisons, of the petition of the Marquess of Lothian praying that 8 months' clothing (part of 15 months' clothing) due to her Majesty's Regiment of Foot Guards under his command from 1707 May 1 to Dec 31 may be paid towards discharging the engagements he lies under by providing them with necessaries. ibid.
William Lowndes to the Customs Commissioners in North Britain to report on the memorial of the Duke of Argyll to Treasurer Godolphin in relation to the reasons which are given why Mr. John Muir, Provost of Ayr & late collector of Ayr, was not continued collector.
Appending: said memorial. Mr. Muir & his sons were the chief merchants in the town of Ayr but he could not have been removed last year from the collectorship for monopolising the trade of that place because neither he nor his sons have traded these several years & the place is of late so decayed that there is no imaginable trade there & were it not to encourage the town & prevent embezzlements there would be little use for any collector there. He is Provost of Ayr, a royal borough, & has been Member of Parliament ever since the Revolution & assiduous in supporting the Government. It is thought strange that his long experience should be neglected whilst 4 of the most considerable ports in Scotland are supplied by collectors wholly strangers to their employments viz Port Glasgow, Borrowstounness, Preston Pans & Dundee. Treasury reference to Mr. Borret of the petition of Hen. Washington shewing that 1300l. has been paid upon a Treasury order of 1700 July 11 for 1890l. recovered by one Bass & Loftin against the late Earl of Bellomont then Governor of New York: & that the said order and the remaining 590l. due thereon is vested in petitioner: therefore praying payment. William Lowndes to the Excise Commissioners in North Britain. All the Excise cash in the hands of you or your Cashier is to be immediately paid to the Earl of Leven, Commander in Chief of her Majesty's Forces in North Britain, or to his order, for providing magazines of corn at Edinburgh and Stirling and other the most pressing uses for the public service there. On your sending up the said Earl's acquittances the equivalent sum shall be forthwith paid into the Exchequer on your account, distributed to such heads of the Excise as you shall certify. Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against George Dodington: he having contracted together with James Cresset & Richard Acton (now deceased) with the then Treasury Lords on the 28 Feb 1690–1 to clothe 18 Regiments of Foot then in Ireland & delivered same pursuant to contract & received certificates thereof from Col. Cha Godfrey & Col. William Selwyn who were appointed to supervise & receive the said clothing, & they received 21757l. 10. 0 thereon by Treasury warrant dated 1690–1 Feb. 24 & 6059l. 14. 0 on the 3 March 1690–1: which sums appear as set in super upon them in the accounts of Charles Fox & Lord Coningsby as Paymasters of the Forces in Ireland & process is now about to be issued against them, although Auditor Dove in drawing up the said accounts was fully apprised of the said clothiers' case. The like for stay of process against Henry Baker on his accounts to Michaelmas 1703 as Solicitor of the Treasury: the same being only delayed for want of the preceding accounts & he being ready to deliver his accounts to Michaelmas 1705 “as soon as the auditors will receive them” & since that time no money has been imprested to him. ibid., p. 143.

March 18. Treasury reference to the Commissioners of Transports of the petition of Sir James Eyton, Richard Russell & John Harman, bankruptcy assignees of Samuell Wickins sole owner of the ship Robert & James, and similarly of Joshua Hasell administrator of John Sneeton deceased master of the ship John's Adventure; petitioners setting forth that in 1693 the said ships were hired for Transport service and the late Commissioners for Transports made out 2 debentures for the freight thereof viz for 466l. 11. 9 & 128l. 6. 2 principal money & 54l. 19. 4 for interest: but as the said Captain died at sea and the said Wickins became bankrupt no person had power to demand the debentures before the expiry of the late Transport Commission & the said debentures remain unsigned in the custody of Mr. Langton and the counterparts thereof remain in Mr. Jett's office and the same cannot now be signed without the Lord Treasurer's order: therefore praying that same may be signed by the late [Transport] Commissioners as if done before the expiration of their Commission. Same to the Agents for Taxes of the petition of Geo & Joseph Newell, late of Lombard Street, goldsmiths shewing that they were security for Geo Dixon, late Receiver General of Taxes for Co Somerset, whose money was lodged in their hand; that upon a great draft of cash from them the said Dixon required an immediate payment of a great sum of money into the Exchequer & afterwards seized their goods, effects & books & confined them close prisoners: that for want of their liberty they are like to lose some of their effects: therefore pray a release of their persons on security for their surrender. ibid., p. 314.

Dormant warrant by Treasurer Godolphin to the Receipt to pay the fee of 40l. per an to George Montagu, grandson of George Montague of Horton Co Northampton, for his office of Warden, Governor & Chief Forester of Salcey Forest Co Northants granted to him & his heirs male in 1660 by Charles II, to wit for the salaries of a Lieutenant, 4 keepers & a page belonging to said forest & for hay &c for the deer: the said fee having been paid during the life of the late Queen Dowager out of a rent of 200l. per an reserved on a lease of the woods & coppices in the forests of Whittlewood & Salcey; but the said woods and coppices being granted away to the Duke of Grafton there seems to be now no certain revenue or profit arising to the Crown out of which to pay the said fee. (This warrant was cancelled & replaced by a warrant to the like effect on March 23. This latter warrant is marked in the margin with the entry of two later Treasury confirmations viz one of 1710 Dec 5 by the Treasury Lords & one of 1711 June 14 by Lord Treasurer Harley.)
