Royal warrant dated St James's to Treasurer Godolphin to pay 20000l. to John Tailer, Deputy Surveyor General of Crown Lands, towards defraying the charge of building the fabric or mansion house begun in Woodstock Park by the Duke of Marlborough. Treasury reference to William Blathwayte [as Auditor General of the Plantations] of the petition of Micajah Perry on behalf of William Bird, Receiver General of Virginia, setting forth his being allowed only 3 per cent for the money of her Majesty's revenue which he received, that he stands bound to make good all bills [of exchange] taken for the [return to London of the] said revenue, which [traffic of bills] depending upon the return [trade] from England is a great hazard to him: that in like cases the merchants have 1½ & 2 per cent allowance: therefore praying some further allowance to enable him to execute said office. Treasury reference to the Customs Commissioners of the petition of the merchants trading to Portugal, Spain & Italy, shewing that being informed that the Virginia & Maryland merchants have offered reasons for a liberty to export tobacco & other Plantation goods in neutral ships for France & in return to import wines, they allege [such liberty] will in a great measure prejudice the woollen manufacture & be attended with pernicious consequences. Treasury reference to Mr. Walpole, Secretary at War, of the petition of Thomas Code shewing that by direction of the Lord High Admiral signified by the Commissioners for Sick & Wounded he in August 1705 took under his care such land soldiers as were from time to time set sick ashore at Falmouth being brought from Lisbon by packet boats; that the Lord Admiral agreed he should have 20l. a year allowed out of Army Contingencies; that upon the representation to his Royal Highness [George, Prince of Denmark as Lord High Admiral] from Mr. Vernon, the [Sick & Wounded] Commissioners & Mr. St. John that 20l. was too little to answer the charge his said late Royal Highness agreed he should have 50l. which [promise] though not minuted is remembered by Mr. Vernon & three of the said Commissioners; & he has ever since performed that duty with a great deal of trouble & charge & never been paid any part of said allowance: therefore praying to be paid. Treasury reference to the Customs Commissioners in North Britain of the petition of John Gordon et al, merchants concerned in the cargo of the ship Antelope of Aberdeen which arrived at Aberdeen 5 Sept 1707 laden with fruits & wine & by accident fell over in that harbour whereby most of the cargo was damnified: therefore praying a proportionable abatement of the Customs. Dec. 29. Royal warrant dated St James's to Sir Isaac Newton, Master & Worker of the Mint, to cause all such silver as shall be brought into the Mint, extracted from lead by the art of smelting & refining, to be coined into the current coins of the realm with a mark of distinction on each respective piece as desired by the Governor & Company for Smelting Lead with Pitcoal & Seacoal who have prayed that upon the occasion of the Union the Queen would renew the royal warrant of 29 April 1706. [The warrant here referred to is dated 20 April 1706 in Queen's Warrant Book XXIII, p. 22, and is calendared supra Treasury Books, Vol. XX, p. 627. Royal sign manual for 20000l. to the Duchess of Marlborough, Keeper of the Privy Purse: for the service of the Privy Purse & for Healing Medals, “and our pleasure is that the acquittance or acquittances of the said Duchess of Marlborough or her assigns shall be a good & sufficient discharge or discharges notwithstanding the coverture of the said Duchess.” (Money warrant dated 1708–9 Jan 3 hereon.) William Lowndes to the Auditor of the Receipt. It is represented to the Lord Treasurer that it is to be feared the moneys in the Exchequer of the fond for paying the Annuities purchased anno 1707 (which fond chiefly consists of overplus moneys arising from other fonds to be computed at stated times) will not extend to pay all persons who may call for the payments due thereon at Xmas last. His Lordship therefore desires that in case of necessity you will please to issue & apply any moneys that are or shall come into the Exchequer upon the following taxes, Duties or revenues to aid the said fond, that is to say any moneys arising by arrears of such taxes &c in the late war not applicable to the repaying of loans or the interest thereof, and by the rent of Hackney Coaches, the Plantation Duty, the 25 per cent on French goods, the 5s. per ton on French shipping, the 5s. per piece on white woollen cloth and the moneys arising by brewers' forfeitures. Care is to be taken that all former directions [for issues] out of the said taxes & revenues be first satisfied.

Letter of direction for 30000l. to John Howe, Paymaster of Guards & Garrisons: out of loans on Land Tax anno 1709: & is to be applied to the service of the Guards & Garrisons anno 1709 in such manner as the Lord Treasurer shall think fit to direct. (For the directions for the disposition hereon see infra under date 1708–9 March 24.) Ibid.
William Lowndes to the Salt Commissioners. The fund for 160000l. to the East India Company (of which the 28 pence per bushel on salt is part) was computed by a medium of the produce for several years before Michaelmas last to make an overplus of 12000l. per an at least. But by the accounts from the Exchequer for the year ended at Michaelmas last it appears that the said surplus amounts to no more than 93l. 11. 0½ and that it [this shrinkage of revenue] altogether arises from the decrease of the [yield of the] said Duties in that year (the Additional Stamp Duties which is the other part of the said fund having kept up to the produce of former years). You are to acquaint the Lord Treasurer with the reasons for this decrease & to lay before him an account of the debts on the Salt Duties at Michaelmas last & the cash balances then in the hands of the several collectors. Dec. 29. Treasury reference to Robert Walpole, Secretary at War, of the petition of Lieut. Andrew Pope shewing that he was sent express from Major Gen. Stanhope to the Duke of Marlborough, that in his passage he was taken prisoner near Courtrai & was carried to the Duke of Vendome; that by his industry he got his liberty & safely conveyed the letters to the Duke of Marlborough & brought others safe to England: that he has been at great expense & charges, having travelled above 1500 miles: therefore praying a reward for same. Warrant by Treasurer Godolphin to Edward Wilcox, Surveyor General of Woods, Trent South, to fell 16 old elm trees in Windsor Great Park which are standing in the outward fence of said Park & cross a new riding which is now making there.

Robert Saville, late of Lord Mordaunt's Regiment, shewing that his pay is stopped on account of money which he received for raising recruits & subsistence of his Company; “that he is ready to make appear the raising & subsisting of several men who deserted in their long marches from London to Leeds & Carlisle”: therefore praying that the stop may be taken off & that the agent may be obliged to account for what is due to him [petitioner] in the said Regiment.
