April 1. Money warrant for 200l. to Henry Portman, keeper of Hyde Park, for one year to 1708 Xmas for the wages and salaries of the underkeepers and gatekeeper of said park and for hay and beans for the deer. (Money order dated April 18 hereon.) Money Book XIX, p. 468. Disposition Book XIX, p. 280.
Money order for 5l. to John Broadhurst, porter attending at the Exchequer Gate, for 1709 Lady day on his allowance for the better securing her Majesty's treasure. Order Book VII, p. 242.
Letter of direction for 5,500l. to Thomas Micklethwait on his unsatisfied order as Treasurer and Paymaster of Transports: out of loans on Malt anno 1709: and is intended to be applied towards paying bills of exchange.

William Lowndes to the Auditors of Imprests to inspect carefully all accounts lying before you in any way relating to the accounts of the Spanish Expedition under the Earl of Peterborough and to abstract from same all items chargeable on said Earl and for which he may be accountable: he having desired same in order to his giving satisfaction for such items. April 1. Warrant by Treasurer Godolphin to the Queen's Remembrancer to issue process from time to time at the request of the Agents for Taxes against Receivers General of Taxes as they shall specify; this being very much for her Majesty's service in regard the said Agents will in all probability have earliest notice when the money arising by taxes [and in the hands of any such Receiver] is in danger of being lost. William Lowndes to Mr. Burchet to lay before the Lord Admiral the enclosed extracts [missing] of letters sent to the Lord Treasurer from the Customs Commissioners in North Britain about privateers infesting that coast. The Lord Treasurer observes therefrom that the Glasgow and Sheerness men of war are now lying in the Firth of Edinburgh and therefore desires that any necessary further instructions may be given them for the better security of that coast. April 2. Royal sign manual for 500l. to Fra. Palmes, Envoy Extraordinary to the Duke of Savoy: for the charges and expenses of providing his field equipage for the next campaign, during which he is to attend the said Duke of Savoy. William Lowndes to the Customs Commissioners. As you are in doubt whether your directions to the outports collectors will be sufficient to warrant them in refusing to clear such merchant ships outward bound till furnished with passes from the Admiralty for their going to the Mediterranean, the Lord Treasurer directs that in this and in all other cases where you are in doubt in point of law you take the opinion of the Queen's Counsel for your guidance. April 4. Royal warrant dated St. James's to the Clerk of the Signet for a privy seal for 300,000l. to Harry Mordaunt, Treasurer of the Ordnance: as imprest for land and sea service of the Ordnance. Same to same for a same for discharging the Earl of Peterborough's estate in the counties of Bedford and Northampton from all accounts to the Crown in respect of his employment by the Queen in Spain and other foreign parts in divers weighty affairs, the said Earl having occasion to dispose of part of his estate in the said counties and is in treaty for so doing, in which treaty it may be objected that the Crown may have a claim thereupon by reason of any of the abovesaid employments and by reason of accounts, claims or demands [arising out of or connected with the said employments]. Same to Edward Harley and Arthur Maynwaring, Auditors of Imprests, to allow in the accounts of Charles Dartiquenave as Paymaster of the Works an additional allowance of 100l. per an. over and above his salary and his allowance of 10s. per 100l. of moneys imprested to him: to commence from 1706 Xmas: the Queen being pleased to grant him said addition, being well satisfied with his faithful and prudent management of his said office: he having represented that for defraying the great charge and expense which he is at in [the fees on his] receiving moneys so imprested to him and in passing his accounts yearly his allowance is no more than the said 10s. per 100l. for which allowance he is likewise to make good all losses that may happen in his receiving and paying the said moneys, “which are increased by the charge of keeping and maintaining our gardens.” Ibid., p. 25.
April 4. Royal warrant for 571l. 17s. 6d. to John Anstis to be by him applied as follows viz. to pay 500l. thereof to Thomas Rymer, the Queen's Historiographer, and to Awnsham Churchill bookseller according to the articles of agreement between said Anstis (on the part of the Queen) and them severally for transcribing a ninth volume of the 'Fœdera' and printing 250 copies thereof; and 50l. for the binding thereof and the remaining 21l. 17s. 6d. for fees and charges on the receipt of the said 550l. Warrant by Treasurer Godolphin to the Receipt to innovate a lost order of loan for 50l. on the first 3s. Aid drawn 1696–7 Feb. 12 in the name of the Earl of Ranelagh as then Paymaster of Guards and Garrisons, but by him assigned to Thomas Willis. Order Book VII, p. 234.
Letter of direction for 11,808l. 0s. 10d. to Spenser Compton on any unsatisfied order in his name [as paymaster of the Queen's private pensions]: out of Civil List moneys: as imprest to satisfy half a year to Xmas last on her Majesty's annual bounties and charities payable by his hands: to be issued by 1,500l. a week from date hereof. William Lowndes to Robert Walpole, Secretary at War to procure a royal warrant to authorise John How, Paymaster of Guards and Garrisons, to pay 11,999l. 18s. 0d. ut supra, p. 9, for the Officers and soldiers designed for the present Expedition; he having represented that it is necessary they should have an advance on their pay to enable them to provide themselves with necessaries.
Likewise to authorise said How to pay 13,856l. 12s. 0d. ut supra, Ibid. to Christopher Rhodes as imprest and upon account for the said Forces, the said Rhodes having been appointed by the Queen's sign manual to be Paymaster of the Forces which are appointed to attend the said Expedition, and it being necessary that a competent sum should be issued to him and put on board the Fleet for their use.
In the margin: this Expedition not sailing, this last [sum] was repaid again [by Rhodes to How]. Disposition Book XIX, p. 274.
April 4. William Lowndes to the Customs Commissioners to report on the enclosed memorial [missing] from the Envoy of Portugal concerning a parcel of plate which was sending to Portugal but was seized at Falmouth and condemned in the Exchequer Court. Out Letters (General) XIX, p. 52.
Warrant by Treasurer Godolphin to same to stay process against John Smallwood of Liverpool merchant and John Hartley of Liverpool who on 13 May 1703 became sureties of Edward Scarborough, then collector of that port, in 2,000l. which bond was put in suit at Lancaster Assizes on the failure of said Scarborough; the said Smallwood being further indebted for Customs in 900l. (remainder of 2,600l.) and his credit so sunk by Scarborough's failure that violent proceedings against him would entail the loss also of said Customs debt.

Entry of Treasurer Godolphin's agreement to the proposal of Thomas Prettyman proposing to recover at his own charge a debt of 260l. belonging to Richard Tayler, an absconding debtor to the Crown, [in return] for a reward of a moiety thereof.
Prefixing: report by William Borret on said Pretyman's memorial. It is usual to allow the discoverer a third but it may be serviceable to allow him more as it may give an insight into the methods used of securing themselves by persons who defraud the Crown. April 6. William Lowndes to [the Navy Commissioners] to assign to Walter Whitfeild, Paymaster of Marines, 34,373l. 17s. 0½d. of the tallies and orders last in course on the Half Subsidies anno 1708 and in the hands of the Navy Treasurer: and is to clear the several Regiments of Marines to 24 June 1707: the said Whitfeild having given assurance to Treasurer Godolphin that the disposing the said tallies and orders shall be at such times and in such manner and with such due regard to the public credit that it shall not be hurt thereby: the interest at 6 per cent. is to commence from the respective dates of assignment. Letter of direction for 220l. 4s. 10d. to Thomas Newport, executor of the Earl of Bradford late Cofferer of the Household, as in replacement of the like letters of 1708 June 14 and 25 for said sum to said Earl for arrears of the servants of Wm. III; 100l. thereof for Mr. Vizian one of the purveyors of the Stables to said King and 120l. 14s. 10d. to Math. Perkins, Clerk of the Woodyard to Wm. III.'s Household, neither of which sums were received at the Exchequer before the death of the said Earl of Bradford: same is hereby to be issued out of any arrears [of Civil List revenues due before 8 March 1701 being the accession of Queen Anne] applicable thereto.

Same by same to Sir Christopher Wrenn, Surveyor General of Works, to deliver over to the Surveyor of the Works at Woodstock for the use of the Duke of Marlborough's house that is building there eight blocks of white marble at present in the Store Yard [of the Office of Works] in Scotland Yard.
And further to deliver three other like blocks for the use of the cathedral church of St. Paul's, being meant by her Majesty to be employed in making her statue and pedestal at Paul's (“her statue with other ornaments to be erected and set up there”).

April 11. Subscription by same for the execution of a Lord Chamberlain's warrant dated Jan. 4 last to the Master of the Great Wardrobe for the delivery to Capt. Robinson of furniture, detailed, for the Isabella yacht: to an estimate of 196l. Ibid., p. 343.
Warrant by same to the Auditors of Imprests to allow in the account of Thomas Jett, late Register and Paymaster of unsatisfied Army and Transport Debentures, and of his son Thomas Jett, present Register and Paymaster of same, an additional salary of 150l. to make the salary from 250l. per an. to 400l. per an. in view of the great charges, pains, attendance and hazard of the said office: the same to be allowed for the whole time the said 250l. per an. is allowable: and likewise to allow the sum of 122l. 12s. 3d. for incidents paid and disbursed by said Jett senr.
Prefixing: report by the Auditor of the Receipt on the petition of Margaret Jett, widow and executrix of said Thomas Jett, praying allowances as above. During his said employment the said Jett registered 6,935 Army debentures and 1,019 transport debentures contained in 15 large registers in which was expressed the number, date, name, service and sum contained in each debenture: and he paid 3¾ years' interest thereon, at four payments for each, taking acquittances for same. His ledger books for the said four payments are four in number expressing the number of each debenture, the principal sum thereof and the interest paid thereon. Before he registered or paid any debenture he compared the same with the foil or duplicate thereof, by which means he discovered several of the principal sums therein considerably altered to the prejudice of the public. His trouble is therefore as great or greater than that of the Paymaster of the Malt Lottery Tickets. All the above routine is absolutely necessary. Ibid., pp. 343–6.

Appending: (a) letter from Lord Raby dated Berlin April 2 inst. to Treasurer Godolphin. An accident of the burning of the clothing of my Regiment with the ship which was carrying it to Portsmouth obliges me to trouble your Lordship to be pleased to order the delivery to my Regiment of a clothing which is at Barcelona designed for the Regiment of Count Guiscard which was broke; since however [any way] that [clothing] will be charged to her Majesty and [it] will put my Regiment in a condition to take the field this spring which they will not be able to do unless her Majesty is pleased to make up this loss to the Regiment: [for] the offreckonings will never be able to do it. I have writ to the Duke of Marlborough about it and I don't question but his Grace will approve, “which is the only expedient I can think of at present for her Majesty's service since the season is to[o] far advanced (I doubt) to make new [clothing in] time enough even if the Regiment could get credit.” Out Letters (General) XIX, p. 54.

April 15. William Lowndes to Mr. Morrice. In yours of the 1st Feb. last I received the third bills for the 100,000 milreis which you agreed for with Sir Henry Furnese's agent and [which you] drew on Mr. Brydges Dec. 1 and 11 last “differing from the first and second bills for the reaons mentioned in your said letter.” On reading to the Lord Treasurer your letter his Lordship ordered the said [third] bills to be delivered to Sir Henry on his giving back the first and second as you desired for avoiding any mistakes in the public accounts. I return them [the first and second] herewith to you and would have done it sooner but could not till even now get them from Sir Henry and Mr. Brydges.
My Lord is informed by your letter to Mr. Anstis, the Receiver General of money arising by her Majesty's tin, that you have sold a quantity thereof at Lisbon. My Lord directs you to remit to said Anstis the product thereof together with the accounts. I take this opportunity to acquaint you that my Lord Treasurer did a good while ago give effectual orders for appointing your son Paymaster of the Garrison of Gibraltar. I believe the warrant or constitution is already sent him by Mr. Brydges.
Appending. (a) letter dated Lisbon Feb. 1 new style from Thomas Morrice to said Lowndes. I have not been favoured lately with any from you but the last pacquet brought me a letter from Sir Henry Furnese acquainting me that he had been a loser by the four bills for 100,000 milreis which I agreed for with his correspondents here and [which I] drew on Mr. Brydges Dec. 1 and 11 last and that the Lord Treasurer had agreed that the said bills should be put on the foot of a new agreement made with his lordship and [therefore desiring] that I would deliver his correspondent's third bills for the said sum and that instead of inserting the price I agreed for I should put what my Lord Treasurer has agreed for. I enclose the third of exchange for the said four bills accordingly for delivery to Sir Henry; and the first and second ought to be sent back to me to prevent any mistakes in the public accounts. I did not think fit to deliver them immediately to Sir Henry's correspondents as he wished because I had not the Lord Treasurer's pleasure therefor. By the first [of exchange of the said four] bills I drew for 56,000 milreis at 5s. 7d. per milrei and for 44,000 at 5s. 8d. Please put the Lord Treasurer in mind of my son's warrant for being Paymaster of Gibraltar Garrison now that the Establishments are forming.
(b) copies of the said four bills, in the first of exchange and second of exchange respectively.
(c) said letter from said Morrice to said Anstis dated Lisbon Feb. 15. I received a small parcel of tin from Commander Jenings in this river [Lisbon] which I understood came from on board the Le Firme, and sold it to Mr. Arthur Stert merchant in this place and am ready to send you the produce thereof. But please send me two lines from Mr. Lowndes or Mr. Taylour of the Treasury instructing me to do so. For although I know you to be a very worthy genetleman it is proper I should have my orders from thence, as my directions in this affair come from the Treasury. Out Letters (General) XIX, pp. 55–9.
April 15. Warrant by Treasurer Godolphin to the Customs Commissioners to pay 47l. 10s. 0d. to Thomas Scott of London merchant, being the Queen's moiety of the seizure of five casks of gum seneca imported into Scotland and Duty paid thereon before 1 May 1707 and afterwards brought to London in the Unicorn from Leith and seized at London by Samuell Brooke, an officer of the Customs, for want of a coast despatch ut supra, p. 75.
Prefixing: said Commissioners' report on the case. The petitioner had reasonable time allowed him for writing to his correspondent in North Britain for a certificate of the entry and payment of Duty there before the Union and the appraisal and condemnation only took place about the end of Trinity term 1708 on the failure of such certificate. The certificate from the officers of Leith port although dated 25 June 1708 was not produced to the officers in London till Feb. 8 last “nor did the petitioner ever apply himself to us till then whereby he might have put a stop to the officer's proceedings . . . We think he should be reimbursed the 47l. 10s. 0d. paid into the Exchequer as above. . . . And whereas Reynolds one other of the coastwaiters of this port who had about 20l. for his share of this seizure clear of charges as partner with Brookes (without any pretence of merit appearing to us) hath rashly and inconsiderably sworn to more than he knew in this case, and for which he is under the censure of this Board, we shall order him to pay back the same to the petitioner towards further satisfaction of the loss hereby sustained.” Out Letters (Customs) XV, pp. 160–2.
April 15. Treasurer Godolphin to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Joseph Mitchell, son of Sir Michaell Mitchell deceased late Lord Mayor of Dublin, shewing that his father had a grant from Wm. III. of forfeited lands to the value of 200l. per an. in consideration of services and sufferings and for the support of his numerous family but soon after his father had been at great expense to get into possession thereof the same was taken away by the Act of Resumption, leaving the family impoverished and all petitioner's estate is sequestered towards payment of his said father's debts which were chiefly contracted in his zeal for the Government: therefore praying a pension or other compensation.
