Sept. 7. Royal warrant dated Windsor Castle to the Attorney or Solicitor General for a lease to Secretary Henry Boyle of part of the Royal Garden ut supra, p. 277, situate on the north side [of] the Woodwork or Wilderness near adjoining to Warwick House and measuring 112 feet by 46 feet: with a clause of resumption to the Crown on payment of 2,853l.
Prefixing: constat and memorandum of the premises by the Surveyor General of Crown Lands and ratal thereof. Queen's Warrant Book XXIV, pp. 127–31.
Same to the Attorney General to acknowledge satisfaction on record of the fine of 10l. imposed by the Justices of Middlesex on James Roberts now a prisoner in Newgate on the common-side for cheating Michael Cleese of 8l.; the Lady Russell, who is entitled to the said fine (as Lady of the Manor) by grant from the Crown, having forgiven him the said fine. Sept. 7. Royal warrant to Treasurer Godolphin to pay 500l. to Lieut. Col. Metcalfe Grahme [Graham] as royal bounty as a present from the Queen for bringing an express from the Duke of Marlborough of the glorious victory obtained by the Allies at the Battle of Blaregnies [Malplaquet]: and 32l. for the [Exchequer] fees thereon. Same to Sir James Montague, Attorney General, for a privy seal to discharge the baronet fee of 1,095l. due from Sir John Elwill. FitzHardinge, Treasurer of the Chamber, to pay a salary or allowance of 110l. per an. as from June 9 last to George Davenant, Keeper of the Removing Wardrobe at Whitehall, who has been sworn into the place of Keeper of the Standing Wardrobe at St. James's loco Jonathan Chase lately deceased “conformable to our pleasure expressly signified in the Establishment of our expenses in the office of the Treasurer of our Chamber which directs that all our goods usually kept in the Wardrobes called our Standing Wardrobes at Whitehall, at Windsor and in St. James's and for which distinct Keepers then were or had been before appointed should be in the custody and charge of the Keeper of our Removing Wardrobe at Whitehall for the time being”; and because the salary heretofore payable to the Keeper of the Standing Wardrobe at St. James's on the said Establishment was 110l. per an. the Queen hereby continues the said salary to the said Davenant over and above all other salaries payable to him as Keeper of the Removing Wardrobe at Whitehall “in consideration for the great charge and expense which attends the well ordering and keeping of our goods in the said Wardrobe at St. James's where our chief residence is.” The payment hereof is to commence from June 9 last the day he was sworn into the said office. Sept. 7. Money warrant for 30,000l. to Spencer Compton in part of the privy seal ut supra, p. 292, for payment of her Majesty's Establishments [of her private pensions and bounties]. (Money order dated Sept. 19 hereon.) Money Book XX, p. 130. Order Book VII, p. 304.
Warrant by Treasurer Godolphin to the Receipt “to make forth and transmit to me” an order, in the usual form, for paying to Thomas Fountaine, Christopher Deering, John Perry, and Edward Noell their executors &c. an annuity of 45l. from 1705 Dec. 26 in manner and upon condition of redemption as in the “Act [2–3 Anne, c. 9] for the better and more regular Paying and Assigning the 3 per cent. Annuities payable to several Bankers and other Patentees”: the said annuity being after the rate of 3 per cent. for the sum of 1,500l. principal money found by a commission of bankrupt issued 19 January 1695–6 to be the property and estate of Thomas Price, heretofore of London goldsmith, as an assignee of Sir Robert Viner one of the said patentees, and to which the said Fountain, Deering, Perry and Noell are become entitled as assignees of the said commission of bankrupt in trust for themselves and the rest of the creditors of the said Price.
Prefixing. report by Sir James Montague, Solicitor General, on the petition of the said Fountain et al. The annual sum of 90l. was assigned by Charles II. to Sir Robert Viner 1683–4 Jan. 13 and was purchased by Thomas Price from one John Hunt to whom it had been assigned. The said Price became indebted to James II. in 10,602l. 6s. 9d. and thereupon an extent was taken against him 1685 Dec. 30 and an inquisition Jan. 5 following, but this 90l. per an. is not noticed therein: on the 19th Jan. following a commission of bankrupt issued against Thomas and Samuel Price which found the said 90l. per an.: on the 20 Oct. 1686 by direction of Treasurer Rochester the said 90l. per an. with several other assignments of bankers' debts was transferred by said Thomas Price to Richard Graham and Phillip Burton to the use of James II. towards said debt: on the 12th Dec. 1687 the commissioners of bankrupt assigned the said 90l. per an. to these petitioners and by several Acts of Parliament [12–13 Wm. III, c. 12, clause 24; 1 Anne, c. 1, clause 4; 2–3 Anne, c. 3, clause 1] lately passed 3 per cent. interest is directed thereon subject to redemption on payment of a moiety of the principal. By letters patent of 5 Wm. and Mary the said debt of 10,602l. 6s. 9d. was granted to Ralph Coke with all the estates of said Thomas Price which were extended or extendable for security thereof. “But in regard the said annual sum of 90l. is not mentioned in the inquisition which was taken on the [above]said extent and the same has not yet been extended and seized into the hands of the Crown in regard the said annual payment was originally granted by way of mortgage for securing a debt owing by King Charles II. and is still redeemable upon payment of a moiety of the principal,” and therefore (as well as by the words of the Act of 2 and 3 Anne, c. 9) is to be looked upon as part of the personal estate of the said bankrupt (the act of bankrupt having been committed before the assignment to Burton and Graham and the commissioners of bankrupt having assigned to the petitioners) I am of opinion that the assignees of the commissioners of bankrupt are well entitled and should have orders for payment of the annuity.
(2) Report by Lord Halifax, Auditor of the Receipt, on the case, setting out all the details as above. The Commissioners of Bankrupt which issued 19 Jan. 1685–6 did find that the said Thomas and Samuel Price by the space of two years then last and before the suing forth of the said commission exercised the trade of goldsmith and banker in Lombart Street London seeking their living by buying and selling. Sept. 7. Letter of direction for 9,465l. 7s. 5d. to Sir Thomas Littleton, Navy Treasurer: out of the remains in the Exchequer of the 400,000l. paid by the Bank of England [under the Act 7 Anne, c. 30, for increasing the Bank Stock]: and is to be applied to the Victualling, to pay bills of exchange, necessary money, extra necessary money, short allowance money and other contingencies; and to be placed to [the account of] the rate of 27s. per man per month allowed for Wear and Tear, the rate of 19s. per man per month, allowed for the Victualling, being completed. J. Taylour (in the absence of William Lowndes) to Mr. Savage. I have read to my Lord Treasurer the two letters I received from you yesterday, one about two ships arrived from the Humber from Gavell [Gefle] in Sweden, the other about a ship of Dantzic; as to which the Customs Commissioners desire my Lord's direction for their guidance with respect to a late Order of Council [see below] touching ships from Dantzic and places adjacent. My Lord does not conceive those ships to be within the meaning of the said Order as the first two come from a place very far distant from Dantzic and the other has been away from Dantzic about a year. Please therefore remove any [quarantine] restraints on them. Out Letters (General) XIX, p. 110.

Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland for an additional pension of 150l. per an. (to the existing pension of 150l. per an.) to Richard, Earl of Roscommon in consideration of the services and sufferings of himself and family and the mean circumstances he is now in, which are extremely necessitous: to be during pleasure as from June 24 last. Same to same for a pension of 200l. per an. to Dame Katherine Russell, widow of Sir William Russell Bart., as from the day of his death which was on the 15th Sept. 1707: as in place of the pension of 400l. formerly granted to him and in consideration of his long and faithful services to the Crown and of the necessitous circumstances in which he has left his family. Sept. 7. Same to same for a pension of 60l. per an. to Hannah Griffith, widow of Thomas Griffith, late collector of Sligo, she being a great object of the Queen's compassion: to date as from June 24 last. Ibid., p. 109.

James Peltier towards his support and maintenance, he having been a Captain of Horse, and in consideration of his services and of the indigent circumstances of his family: which said pension will put him on an equal foot with other French officers of his rank: to date as from June 24 last. Warrant by Treasurer Godolphin to John Dod, Receiver of the Rights and Perquisites of Admiralty, to pay to Edward Eyre (the first seizer of the ship Three Crowns) the sum of 196l. 6s.d. for his services, charges and expenses in preserving the Rights and Perquisites of Admiralty in the port of Galway.
Prefixing: report by said Dod and John Warters on the said Eyre's bill of charges relating to the ships St. Jacob, Henry and in defending the suit brought against him by one Frampton. Money Book XX, p. 131.
Letter of direction for 138l. 19s. 6d. to Visct. FitzHarding, Treasurer of the Chamber: out of Civil List moneys: and is for arrears due in his Office to the servants of Wm. III. and is intended to be paid over to James Chase in part of 555l. 18s. 0d. due to him in said Office from 1700 June 24 to 1701 March 8 as Apothecary to said King, as certified by William Vanbrugh, Comptroller of said Office. A like letter of direction for 159l. 13s. 9d. to Francis, Earl of Bradford, late Cofferer of the Household: out of same and to be paid over to said Chase for arrears similarly due to him in the Office of the Cofferer for 1700–1 Jan. 1 to 1702 March 31 as Apothecary to the said late King. William Lowndes to the Navy Commissioners. The Lord Treasurer is informed that several of the poor Palatines employed by you in the Yards are Roman Catholics who are therefore intended to be forthwith sent back. But it being reasonable that they should be paid what is due to them for their work, his Lordship directs you to have an account made thereof forthwith to the end that same may be paid to them before they are sent away, they being to embark, as his Lordship is informed, on Wednesday next. Sept. 8. William Lowndes to the Auditor of the Receipt to report on the bill from Samuel Edwin, Usher of the Receipt of the Exchequer, for [standard sample] weights and measures which have been sent to North Britain. Ibid.
Same to Mr. Blathwayte to report on the enclosed petition [missing] of Robert Livingston, Secretary for the Indian Affairs in the Province of New York, viz. as to that part thereof wherein he claims 355l. 15s.d. for his salary as such from the death of Wm. III. to 1705 Sept. 29 the date of her Majesty's commission to him granting him the said office. Ibid., p. 114.
Request by Treasurer Godolphin to the Bank of England to contract for the circulation of a further sum in Exchequer Bills as follows in accordance with the terms of the Act of last Session [7 Anne, c. 31] empowering the Bank to contract with the Lord Treasurer before 1709 Dec. 31 for such further Bills over and above the [2,500,000l.] Bills undertaken to be circulated by said Bank by another Act in that behalf [to wit the Bank for the increasing the capital stock of the Bank 7 Anne, c. 30]: that is to say such further bills not exceeding 612,739l. as shall be made forth at the Exchequer for her Majesty's supply: to bear interest at 2 pence per diem for every 100l.: the Bank to have 3 per cent. for circulating thereof, to be computed from the respective times of issuing same: and the several Duties and Impositions which by the said other Act are made a fond for the interest, allowances and cancellation of those other Bills are to be a fond for the like interest, allowances and cancellation of the present Bills not exceeding 612,739l.: and the Bank of England [is] to continue a corporation with all its powers and privileges until all the Exchequer Bills to be issued under the said other Act [7 Anne, c. 30] and [those Bills which shall be issued under] this present issue shall be discharged and cancelled.
“Now therefore the Lord High Treasurer of Great Britain finding that the public service requires at present the having the said 612,739l. [altered to] the sum of 400,000l. in part of the said further supply of 612,739l. in Exchequer Bills as well for maintaining of her Majesty's Armies abroad [for] the residue of this campaign as for prosecuting the war in all its branches with vigour and success, his Lordship recommends it to the Governor, Deputy Governor and Directors of the Bank of England to call a General Court as expeditiously as may be and to propound the circulation of the said further sum of 612,739l. Sept. 9. Royal warrant dated Windsor Castle to the Attorney or Solicitor General for a great seal for a grant to William Taylour of the office or place of usher of the Custom House in the port of London loco Matthew Humberston deceased. Queen's Warrant Book XXIV, p. 137.
Same to same for a same for a grant to Thomas, Earl of Pembroke and Montgomery, Lord High Admiral, of an annuity, yearly rent or pension of 3,000l.: out of the Post Office, for 99 years from 1708 Sept. 29 terminable on the life of the Queen: all as a mark of royal grace and favour. Sept. 9. Dormant warrant by Treasurer Godolphin to the Receipt to pay to Thomas, Earl of Kinnoul, the annuity of 1,000l. granted by Charles II. to William, late Earl of Kinnoul and which is now vested in said Thomas as his heir and assignee: to be paid out of the Four and a Half per cent. Duty.
Followed by: three later Treasury confirmations hereof dated respectively 1711 June 9, 1714 Nov. 30, 1716 May 11. Money Book XX, p. 130.
Letter of direction for 78l. 6s. 8d. to the Navy Treasurer: out of the remains in the Exchequer from the rent of Hackney Coaches: and is to be paid over to Capt. James Plunkett towards the arrears of his personal pay as Capt. in the Marquess of Carmarthen's Regiment of Marines which was broke in 1698 “until a regimental state be made up of the pay of the said Captain Plunkett and that of his Company, as the Auditors of Imprests have proposed to the Lord Treasurer.” (Treasury letter of same date to the Navy Treasurer to so pay same.) The Lord Treasurer is pleased to agree that in your assignments of such orders 6 per cent. interest shall be made to commence from Sept. 9 [instant] “being the day of the date hereof” and will give warrants to the Exchequer accordingly for such interest. But you are to take care that as the said tallies and orders are delivered out you have some assurance under the hands of the persons accepting same that they shall not be disposed of so as to be discounted to the prejudice of the public credit. Sept. 9. William Lowndes to the Auditors of Imprests. The Lord Treasurer has to-day directed 78l. 6s. 8d. to the Navy Treasurer for Capt. James Plunkett for arrears of his personal pay, pending the making up of a regimental state; as you proposed in your report of the 13th ult. Please cause a regimental state of the pay of said Captain and his Company to be forthwith made up and presented to his Lordship. Out Letters (General) XIX, p. 111.
Same to Mr. How and Mr. Walpole to report on the enclosed letter [missing] from the Duke of Somerset to the Lord Treasurer in behalf of Sir William Ashhurst and Mr. Gough that they may be continued [as agents] in [the work of] returning the subsistence for the Companies at New York, notwithstanding the death of Lord Lovelace: as also a petition [missing] of the said Gough relating to the clothing the said Company. Treasury reference to the Agents for Taxes of the petition of Jo[h]n Aldred, one of the sureties of Samuell Pacey, late Receiver General for Suffolk, praying that seven Navy Bills in his possession for the pension payable to Sir Thomas Allen as one of the Admirals of the Fleet may be accepted in part of petitioner's proportion (being 600l.) of the composition for said Pacey's debt. Warrant by Treasurer Godolphin to the Transports Commissioners to make forth or innovate two lost Transport debentures No. 14 dated 20 Aug. 1695 for 560l. 16s. 4d. upon account of the ship Abigail, being made out to Capt. Thomas Bradford and by him endorsed to William King; and No. 537 dated 25 Aug. 1695 for 338l. 5s.d. upon account of the ship Employment, being made out to Capt. Robert Kitchmore and by him endorsed to Peter Cazalet: it being certified by Robert Price, a Baron of the Exchequer, that he is satisfied the same were lost before 25 Dec. 1708: and further it being certified by Thomas Brookhouse, clerk in the Office for registering and paying interest on unsatisfied Army and Transport Debentures, that the abovesaid two debentures are not in the number or account of debentures applied to the purchasing of any forfeited estate in Ireland: which two certificates conform with the terms of the Act of 7 Anne, c. 31, for Continuing several Duties, which [Act does in clause 20 thereof] authorise said innovation on such terms.
Appending said certificate by Baron Robert Price. It appears by affidavit of John Henry Desmerciers that John Henry Huguetan of London gent. a few days before his departure for Holland in Sept. 1706 delivered to said Desmerciers two sealed packets of papers to be sent to him to Holland as he should order, and that having received a letter from said Huguetan from Holland to send him all the said papers he the deponent broke open the said packets and perceived the papers therein were Army and Transport Debentures, which he accordingly put into the Post Office at Charing Cross, London, 25 Oct. 1706, in order to go for Holland. It further appears by the affidavit of Thomas Webb, Isaac Webb and William Kelwick, all seamen belonging to her Majesty's pacquet boat Marlborough, Capt. Barnaby Burleigh commander, that they were on said pacquet boat the 27 Oct. 1706 sailing with the Queen's mail for Holland and on the 28th a French privateer bore on them and said Capt. Burleigh ordered said Kelwick to cast the mail overboard which they did and it sank and presently after the pacquet boat was taken by the privateer. And it appears by the affidavit of Kelwick that the mail with the letters from London to Holland Oct. 25 were brought from the Post Office in London to the Post Office in Harwich and there put on board the Marlborough. And the said Huguetan has sworn that the packets deposited as above in the hands of said Desmercieres contained 14 Army and Transport Debentures as follows: viz.

All which debentures were respectively endorsed to Susanna Huguetan, widow of Claude Renaut de la Piementi, living at the Hague in Holland: as to which she has made oath at the Hague 1707 March 7 that they were all bought in London for her account and with her money and do lawfully belong to her.

Sept. 9. Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland for a pension or half pay of 3s. a day to Capt. Lodowick Cathcart (as is allowed to other Captains of Foot on the Irish Establishment) in consideration that he raised a Company at his own expense for the defence of Inniskillin and lost the use of his leg by a musket shot in the service and in consideration of his extreme poverty, he having a family of 14 children: to commence as from June 24 last. Out Letters (Ireland) IX, p. 111.
Same to same for a fresh lease to the Crown of the Prizage and Butlerage of Wines in Ireland, from the Duke of Ormonde: to wit for a great seal for a rent of 3,500l. per an. to the Duke of Ormonde, his heirs &c. for 10½ years from 1722 Lady day on the said Duke as lessor executing a deed empowering the Crown to collect said Duties for said term. Same to same for a pension of 200l. per an. to John Walker (in lieu of his existing pension of 150l. per an.) until such time as he shall be paid a sum of 2,000l. due to him in Ireland: and is for the support of himself and the family of the late Dr. George Walker. Ibid., pp. 113–14.
