Mayor of Leicester, &c.

Ordered, That the Examination of the Business concerning the Mayor, and the others, sent for, as Delinquents, from Leicester, be referred to the Committee for Examinations: And that they remain in the Serjeant's Custody in the mean time.

Prisoners discharged, &c.

Ordered, That the Two poor Men, Parsons and Todworth, sent for, as Delinquents by the Serjeant, for not paying their Rates upon the Bill of Subsidies, be discharged, not paying of Fees: And that the Examination of the Business concerning the Serjeant's Man, that should have brought up as a Delinquent, Dr. Chaffin, and did not, * * * *.

Person to be brought up.

Resolved, That Sir Robert Hatton, stayed in Bedfordshire, and brought before Sir Oliver Luke, be forthwith brought up hither, as a Delinquent.

Horse stayed.

Ordered, That the Horse of Mr. George Tirrell, stayed at Boston by the Mayor of Boston, be delivered unto Sir Anth. Irby, to be employed in the Service of the Commonwealth: And the House doth Declare, That the said Mayor hath done good Service herein.

Bluddworth's Petition.

Ordered, That the Petition of John Bluddworth, Citizen and Merchant of London, secured in Crosby House, London, be referred to the Committee appointed to receive the Returns of the Subscriptions, that he may be delivered, if there be no other Cause against him.

Yorke Committees.

Ordered, That the Deputy Lieutenants of the County of Yorke, or any Two of them, shall have Power to name Committees to put the Instructions in Execution; and to insert their Names into the printed Copies; and to send them up to the House for their Approbation: And that, notwithstanding, they put the Instructions in Execution in the mean time.

Delivering Waggon, &c.

Ordered, That the Master of the * Inn in Stanes, do forthwith deliver unto * * the Waggoner, that came from * laden with Cloth, his Waggon, his Horses, and Cloth.

Colrane Poor.

Resolved, That the Lord Mayor, with the Assistance of Mr. Maurice Tomson, and such others as he shall think fit to employ in this Service, shall have Power to dispose of and issue the Monies collected for the Relief of the Poor of Colrane, and the Parts adjacent, in such Provisions as they shall think most convenient and necessary for the Relief of the said Poor; and to take Care for the Sending of them over unto them.

Fortifying Taunton.

Ordered, That the Receivers of the Monies that are come in upon the Propositions in the Town of Taunton, in Sommersetshire, do detain in their Hands Three hundred Pounds, to be disposed of in Fortifying of that Town: And that as for such as have collected it, and the Proposition Monies in those Parts, they shall be considered upon the Giving in of their Account.

Farewell's Indemnity.

Ordered, That Christopher Farewell * * * be saved harmless against the Bond.

Arms for Norwich.

Ordered, That the Receiver of the Monies that are come in upon the Propositions in the City of Norwich, do detain in their Hands Two hundred Pounds, to be bestowed in the Providing of Fifty Musquets, and Fifty Corslets for the Use of that Town.

Ordered, That Mr. Walter Rogers, Citizen and Silkman of London, secured in Crosby House, by Order of the Committee for the Safety of the Kingdom, be forthwith released.

The humble Petition of divers Aldermen, and others, of the City of London, in Gresham College and Crosby House, whose Names are subscribed, was this Day read: And

It is Ordered, That it be referred to the Lord Mayor of the City of London, to take Care, that these Gentlemen who have subscribed the said Petition, be forthwith sent to the several Prisons whither they were appointed to be sent by the Committee for the Defence of the Kingdom: And the several Masters and Keepers of those Prisons are hereby required to receive the said Persons, and to detain them as their Prisoners, until they shall receive the farther Pleasure and Order of this House.

Memorandum, That this Order, with the Petition, was delivered to Mr. Ashe, to be carried to the Lord Mayor.

Resolved, upon the Question, That Sir Leonard Firby, Sir Tho. Clerke, Mr. Wm. Within, Mr. Ralph Clopton, and Mr. Wm. Ordered, That the Committee of the Safety of the Kingdom be desired to grant a Warrant to Sir Gilbert Gerrard, Treasurer at War, to issue out an Hundred Pounds to Mr. Wheeler, to be disposed of, upon the Directions of the Committee for Examinations, unto such People as shall seize any Arms or Horse: And that the Arms and Horse be brought to Mr. Wheeler; and that Mr. Wheeler be accountable for these Arms and Horse; and the Parties that seized them discharged.

Bailing a Prisoner.

Resolved, That Patrick Barry, committed Prisoner to Newgate by the Order of this House, be forthwith bailed.

Listing Apprentices.

Sir Tho. Barrington, Sir Gilbert Gerrard, Mr. Vassall, Sir H. Vane, Sir H. Mildmay, Sir Arth. Heselrig, Captain Long, Mr. Marten, Sir Tho. Middleton, are appointed to go to the Earl of Warwick; to acquaint him with the Informations this House has received, concerning the Apprentices being in the Fields ready to be listed; and to desire his Lordship to go to them, to take * * * *

Army Affairs.

The Heads of the Conference are, To desire, that Thanks, and a publick Acknowledgement, may be made to the Lord General the Earl of Essex, for the great and good Service he has done the Commonwealth: And that he be acquainted with the Informations this House has received, concerning the Proceedings of the King's Army, and the Mischiefs they do by Plunderings: And that he would consider what Supplies of all Sorts he does desire, and to present them to the Consideration of the House, that they may be speedily furnished: And to move his Excellency to dispose the Army into such a Posture, that it may secure the Country from Plunderings.

Mr. Pym, Mr. Glyn, Mr. Holles, are appointed Managers of this Conference.

Ordered, That Thanks be returned from this House to such Captains, and Commanders of the Army, that are Members of this House; for their worthy Service done in the late Battle, &c.

King's Exception to Messenger, held as a Refusal to treat.

The Safe Conduct was read: And, after some Debate;

The Question being put, Whether this Safe Conduct should be accepted upon these Terms;

It passed with the Negative.

Resolved, That this House holds it to be a Denial in his Majesty, and a Refusal to grant a Treaty with the Parliament, in excepting unto one of the Messengers that were to present a Petition unto his Majesty from both Houses to that Purpose; and denying to grant him a Safe Conduct.

Ordered, That a Conference be desired with the Lords, concerning this Denial of his Majesty; to desire that a Committee of both Houses may be appointed to go into the City, to acquaint the Common Hall ... all the Ways the Parliament has used to procure a Treaty for a Peace, and could not effect it; and to quicken them to a Resolution of defending and maintaining their Liberties and Religion with their Lives and Fortunes.

Mr. Pym, Mr. Holles, Mr. Glynn, Mr. Strode, Mr. Tate, are appointed to prepare a Declaration upon this Denial of his Majesty to admit such Members as were appointed by both Houses to present a Petition unto his Majesty for a Treaty.

His Majesty expressing a Willingness to receive a Petition from the Rebels in Ireland, to be a Head of this Declaration.

Alford's Estate, &c.

Upon the humble Petition of Mr. John Alford, this Day read in the House of Commons, shewing that he hath an Estate, consisting of Debts, in Ireland, to the Value of Ten thousand Pounds; and having Specialties in his Hands of Monies due to Pears Creagh and James Woolfe of Limrick, in Ireland, from some Inhabitants here in England, he, being personally employed in the Service of the King and Parliament, cannot be absent from the said Service to follow his own Occasions;

It is this Day Ordered, by the said House, That David Berry of Taunton, Henry Hatsall, and John Blake of Myndhead, shall forthwith pay unto the said Petitioner, or his Assigns, such Sums of Money as appear by Specialties to be due from them to the said Creach and Woolfe: And that an Acquittance under the Hand of the said Mr. Alford, with a Copy of this Order, shall be their sufficient Discharge.

Not to publish King's Proclamation.

ORDERED, That this House holds it fit, and so requires, that the Proclamation, intituled, "A Proclamation of his Majesty's Grace, Favour, and Pardon, to the Inhabitants of his County of Berks, concerning the Putting of the Ordinance for the Militia in Execution, and the Raising of Monies upon the Propositions," be not proclaimed or published by any Mayors, Sheriffs, or other Officers or Persons whatsoever: And that those that shall refuse to publish the same, shall be saved and kept harmless for their so doing, by the Authority of Parliament.

And it is farther Ordered, That this Order be sent to the Mayor and Town of Windesore forthwith.

Message to Lords.

Sir Christopher Yelverton carried up the Order for Security to the Citizens of London, for the Monies they should advance for a second Army; and the Order .. Captain Hill, for the Raising of a Troop of Dragoons in the County of Glocester, upon the Propositions. He likewise desired a Conference with the Lords, upon his Majesty's Denial to admit of a Treaty; and was appointed to move the Lords upon his Majesty's Denial to admit of a Treaty: And was appointed to move the Lords to expedite the Declaration to the Scotts, concerning their Assistance.

Answer.

Sir Christopher Yelverton brings Answer, That the Lords do agree to the Order concerning the Security of the Citizens, and concerning Captain Hill: And, for the Declaration to the Scotts, they will send Answer by Messengers of their own.

They do likewise agree to the Conference, as is desired.

Declaration to Scotland.

A Message from the Lords, by Dr. Aylott and Dr. Health;

The Lords do agree with this House in the Declaration that is to be sent into Scotland.

Ordered, That it be referred to Sir Wm. Armyn and Mr. Darley, to take order for the speedy Conveying of the last Declaration to the Scotts.

Mr. Pym reports, That he had delivered what he had in Command at the Conference; and that the Lords do agree in all: And, as for the Committee to prepare the Declaration, they have ordered to refer it to the Committee for the Safety of the Kingdom. They do likewise refer it to the Committee for the Safety of the Kingdom, to think of Men fit to be sent into the City; and to present their Names to the Houses.

This House does assent with their Lordships in the References to the Committee for the Safety of the Kingdom.

Mr. Vassall informs the House, That he had moved the Lord Mayor; and that a Common Hall is called to meet To-morrow in the Afternoon at Two of Clock.

Persons resorting to London.

WHEREAS, in these Times of publick Danger and Distraction there is a Recourse unto the City of London of divers Persons that are come into the said City and Suburbs thereof to reside, and have taken Houses or Lodgings for their Habitations, being Strangers, and altogether unknown how they stand affected: It is therefore Ordered, by the Commons in Parliament, That the said Lord Mayor of the said City shall cause a general Search and Inquiry to be made, from time to time, throughout the said City and Suburbs thereof; and to take special Notice of the said Persons, and their Attendance, and of their Names: And, for the better Discovery how they stand affected, shall tender unto them the Propositions for Horse, Money, or Plate, and to take their Subscriptions; and to inform himself whether they do make their Payments accordingly into the Guildhall of the said City; and to return the Names of such as cannot give a good Account of their Coming into the said City or Suburbs thereof; or that should refuse to subscribe to the said Propositions, according to their several Estates and Qualities, that some further Course may be forthwith taken by this House in that Behalf.

Defence of Saffron Walden.

Ordered, That the Treasurer, Chamberlains, and other Officers of the Town of Saffron Walden, together with their Inhabitants, do presently put themselves into a Posture of Defence, in providing all things necessary for the Safety of the said Town, according to the Directions of the Ordinance for the Militia.
