July 1. The King to [Thos. Turner, prebendary of Stoke Newington, St. Paul's]. Recommends the proposal of Alex. Popham to convert the tenure of his lease of the Prebend and Lordship of Stoke Newington, which has 14 years to come, into one for three lives, on a moderate composition. [Ent. 3. Commissioner Peter Pett to the Same. The King had notice of some persons intending mischief to the Navy by firing some ships. The officers of the ships and yard have observed orders to be very careful. Is threatened with arrest by Alderman Clayton, for money due for the King's silk flag, and dares not go to the office. Hopes as the Commissioners are tender of one another's reputation, that they will move Sir George [Carteret] to order the money. [Adm. Paper.]
July 2. Warrant to pay to John Howard 12d. per day wages and 2l. 2s. yearly for livery, as one of the King's Ostringers, in place of Humphrey Cantrell, deceased. [Docquet.]

4. Order in Council on petition of Col. Rob. Phaire, prisoner in the Tower, for his release for one month, on security of a bond of 2,000l. that he shall return to prison at the end of that time, and meanwhile remain confined to his house and garden at Westminster.

5. Petition of Thos. Brookes to the King, for relief and employment. Served under Sir George Carteret at Jersey, and afterwards in the Scilly Islands, Isle of Man, and at Worcester, &c.; was imprisoned seven years, and spent much money in conveying packets from the late King in the Isle of Wight to the Queen Mother, in carriage of His Majesty's goods from Calais at his own charge, &c., and now sees men who were ringleaders against the late King employed as commanders, whilst he is left to languish. With reference thereon to the Lord Treasurer.
July 3. 6. Wm. Blackborne to [Sir Wm. Penn ?] Sends an account of cordage seized on board the ship Honour, bound for Virginia. [Adm. Paper.]
July 3. 7. Capt. Jeffery Dare to Sir Wm. Penn. Redeemed Peter Bonefonte out of slavery in Grand Cairo, in 1648, on promise to serve him four years, which he never did, but ran away. Hears that his Honour ordered him on board Capt. Button's frigate; begs that he may be sent for and inquired of thereon. [Adm. Paper.]

Middlesex, almost a year,—his right being asserted by Council and the Commissioners for sales,— and he was permitted to eject her, but that she consented to a trial in the Common Pleas.

Petition of Simon Smith and Anne his wife, widow and executrix of John Webb, to the King, for payment from discoveries made by them of land, money, &c., belonging to the King, of 3,308l. 6s. 4d. for arrears of wages due to John Webb, master of the Tennis Courts to the late King; for freestone taken from him by the Long Parliament, and used in paving Whitehall, and for arrears on a privy seal due to herself. 15. The King to Dr. Hen. Ferne, Vice Chancellor of Cambridge, and Master of Trinity College. Has granted a dispensation to Nathaniel Willis to hold his fellowship, although the late distracted times, his engagements in the mourning houses of Richmond and Lenox, and his own sickness prevented his coming to the college to perform the exercises, and although the value of a rectory granted him exceeds by 13s. 4d. the sum limited by statute. Requests that, on his performing the exercises, he may be elected one of the preachers of that college, so that he may hold his fellowship with the rectory. [Draft.]

Commission to Lord Chamberlain Manchester and other Officers of the Household, the two Secretaries and others, that as the several standing wardrobes, and the removing wardrobe of beds are much decayed and dispersed, and their restoration to their former condition necessary, they are to examine and call for the accounts of all previous wardrobe officers, take perfect inventories of the stuff remaining, give discharges for goods delivered up, and order compensation for all defaults; the taking of the inventories, being laborious, may be performed by wardrobe officers deputed thereto, and allowance is to be made for the expenses of the commission. Petition of Lady Maynard and her sisters, the Earl of Dysart's daughters, to the King, for a grant in fee-farm of the Manors of Petersham and Ham, on rental of 16l. 9s., as granted to their late father, Wm. Murray, since Earl of Dysart, in compensation for his losses in making the New Park of Richmond, they paying the balance of what it is worth. None have suffered more than they by the late times, being twice plundered, sequestered, and forced to purchase their land at an unreasonable rate. With reference thereon to the Lord Treasurer, and his reference, July 13, to the Surveyor General.

22. Simon De Petkum [envoy from Denmark] to Sec. Nicholas. On his promise that such masters of Norway ships as can declare on oath that their ships belong entirely to subjects of Norway should obtain the King's permission to traffic with foreign bottoms, Oge Alberts, of Drontheim, master of the King David, has sent a vessel laden with deals, which some go about to hinder; begs permission for their landing.

Has examined the possibility of making Rhuddlan the post town between Chester and Holyhead, instead of Denbigh, as requested, but finds that it is a small village, with no accommodation for posters, and the road to it impassable most of the year; also that there are many more gentlemen and traders who wish for the post by Denbigh than by Rhuddlan.

Somerset, to the King, for permission to take the benefit of the law against — Whetham, who possessed himself of the Manor of Chard, belonging to the bishopric of Bath and Wells; petitioned the Commissioners for Public Sales to procure him a lease, and they recommended him for the lease, on the bishop's reimbursing Whetham. Has treated with the Bishop, who is willing to renew it, on condition of being defended against Whetham, who is already more than reimbursed. With order thereon, granting the petition, and commending him to the Bishop for the lease.

July 11. 52. James Howell to the Lord Chancellor. Requests his influence with the King to obtain him the place of Tutor in Foreign Languages to the Infanta who is coming to be Queen. Knows the Spanish tongue with the Portuguese dialect, also Italian and French, and has published a great dictionary with grammars to all three languages, dedicated to the King. Has a compendious, choice method of instruction.

55. Wm. Harpham to [Chas.] Whittaker. All that is required for the two Mrs. Barkers is for the King to make good his father's intentions in the grant, they having suffered much rather than apply to the late usurped powers. 62. Order in Council, on the petition for confirmation of the Charter of London, the Lord Mayor, Sir Rich. Browne, Bart., and several aldermen and sheriffs attending, that the Lord Treasurer shall assure the city that His Majesty is highly sensible of their loyalty and affection, and will renew their charter with additions, if desired and found fit.

63. Petition of Valentine Clerke, groom of the Queen-Mother's privy chamber, to the King, for a grant of one year's arrear of rent for the Rectory of Outborne, co. Wilts, which he holds from the Dean and Canons of Windsor; the rent was raised by the late trustees from 56l. to 320l., which he is unable to pay, being more than it is worth. With reference thereon to the Lord Treasurer and his report, August 15, that the remission of the arrears is a matter of bounty, the Church estates having lately been made public revenue, and should be decided by His Majesty. With note, that the King had written to the Dean and Chapter to renew the petitioner's lease for him at the old rent; but they disposed of it to another, and so he was unable to pay the arrears.
July 17 ? 64. Petition of Thos. Wild to the King, for an order to Dr. Fleetwood, provost of King's College, Cambridge, to examine him at the next election of Eton scholars, on Monday, July 22, and admit him if he have merit; has been postponed three years in the late corrupt times, others who had great friends procuring their election, contrary to the will of the founder, which was to encourage those who had not full means.
July ? 65. Petition of Sir Mat. Appleyard to the King, that his place as Customer of the Port of Hull may be conferred on his son [Mat. Appleyard], his own duties as Lieut.-Col. of the trained bands, Capt. of Volunteers, Justice of Peace, and Deputy Lieutenant, preventing his full attendance upon it. Marked "fiat."

Recommends Doctor Thomas Browne, chaplain to the late Princess of Orange, for election as the next Provost of Eton, after the expiration of the second year, during which Dr. Nich. Monk, Bishop of Hereford, holds the provostship in commendam; dispensing with his never having been a member of that foundation, and so by statute liable to exception. [Draft.]

Clutterbuck to [the Navy Comrs.] Thanks for their honouring his bills; has tried to negotiate the exchange business desired with the English merchants there, but they wish not to have to do with public moneys, where, if punctuallity is not observed, no constraint can be used; there was not formerly this want of faith, which makes it more culpable. Showed them that His Majesty sent ships to defend their trade, and that now the Earl of Sandwich was destined against Algiers, Tunis, and Tripoli, so that in allegiance as well as civility, they should be willing to serve their Prince. Wishes the Commissioners' intentions of a real exchange of his bills to be published to some eminent merchants, that they may write to their factors to deliver money on His Majesty's account. July ? 126. Petition of Elizabeth, relict of Col. John Poyer, to the King, for relief. Her late husband was murdered by a bloody usurper, lost 8,000l., and she her whole estate. Has spent 22 months 200 miles away from her children seeking relief, destitute and unpitied, in spite of His Majesty's seeming compassion. Annexing,
126. i. Certificate by Rowland Laugharne, and four other chief officers, detailing the services of Col. John Poyer, as governor of Pembroke Castle, and his efforts to defend it; when obliged to surrender, he yielded himself and was shot to death in Covent Garden, leaving his family without subsistence. March 23, 1661.

Petition of Giles Prior to the King, for an order to the Master of the Horse to grant him an equivalent pension, or to restore him to the place of Groom Sumpter, which he bought of John Dobson for 230l., and served therein till discharged at Pendennis Castle. Was too ill to make his personal address, and though his name was on the standing roll, his place is disposed of, and he told to wait till the Queen comes over.
July ? 128. Petition of Philip Roberts to the King, for some office suitable to his quality; has been employed 26 years in the West Indies, and has five times been taken by the Dunkirkers. Wishes to give an account of discoveries he has made, which will be advantageous to the revenue, and to Jamaica. Annexing,

July ? 135. Report by Rob. Bishop of Lincoln, and John Bishop of Exeter, on the petition of Chris. Jay, of Norwich, that he was an instrument in the late troubles to prevent the demolition of the cathedral, and laid out money for its repairs, and that the Dean and Chapter should repay with interest the sums thus advanced; but they were unable to mediate between him and the Dean and Chapter for Hilderston lease, the latter having before contracted with another for it; the validity of the lease is questioned, but of this they cannot judge.
