" " Wm. Phips. late lieutenant of the Torrington. " Petition for a weekly pension and present relief. Served in the first and second war by land in the Protector's regiment of horse under Capt. Middleton, and by sea on the coast of Scotland, as also in all the engagements with the Dutch, and was sorely battered with splinters in the last fight. Has been to the West Indies, and was in the Andrew in the late expeditions to the Sound and the Straits, but being lame on the right side through palsy, is unable for further service; having lain for 7 months, has wasted the little he had, and will soon be reduced to a very sad condition. With reference to the Governors of the Chest, to give relief as answerable to his great necessities. 7
May 2 Robt. Willoughby and 6 others of the James. Adm. Com. Petition for an order to the Navy Commissioners to pay the written tickets they have received for their wages, which are refused because they are not printed. With reference to the Navy Commissioners, to sign the same, if there be no other obstruction. 8
" 3 Geo. England, Thos. Medow, Nich. Cuttinge, Yarmouth. Gen. Montague. Belonging to the Militia of Yarmouth, thought it their duty to lay before him the sad condition of the town, through the loss of their fishery by Ostend men-of-war, who in 6 weeks have destroyed most of the Northern fishery, and keep the masters prisoners. Desire a convoy for a bark laden with fish and bound for Dieppe, the fish being the ransom of 7 or 8 of them. 9
" " Capt. Thos. Teddiman, Tredagh, Plymouth Sound. " Is waiting for his convoy, which will be out in two hours; here is Mrs. Highway bound for Alicant, as also the Nantwich and Newcastle ready to go with him. Proffers service where he is going. 10

" Has been in harbour 5 weeks at great charge, waiting an order from the Admiralty Commissioners to refit, which unnecessary expense might have acquitted the refitting, as the ship only wants a little repair under water, might soon be dispatched, and being a swift sailer, and all her rigging, sails, &c., new, she is capable of serving as a 4th rate; desires an order for her refitting, the dock being now vacant. 14
" " Gen. Montague, Naseby, Downs. Adm. Com. The Newberry and others, with their convoys, have sailed for the Straits without further victualling, but as Capt. Blake will want a supply of liquor, desires they will send him letters of credit overland to Leghorn, for money to buy beverage, with all other emergencies which the weather and the accidents in so long a voyage may produce. The Wakefield has been victualled out of the Portsmouth at Dover, but hearing from Mr. Wivell that the brewers have declined to serve any more beer, through not receiving the satisfaction they expected, desires that Mr. Gauden may have orders to see that the business is effectually carried on. Observing in Capt. Blake's instructions that he is to take two of the ships already in the Straits with him, it will be necessary to consider how they are victualled to perform that voyage, and to send orders to Capt. Blake at Leghorn, how to supply and enable them thereto. 15

Petition for an order to the Navy Commissioners to sign a written ticket given him for his services as an able seaman on board the Bradford, from 21 April 1658 to 26 April 1660, when he was discharged through a reduction being made, the Commissioners refusing to accept it, not being printed. With reference to the Navy Commissioners, to sign the same if there be no other obstruction. 24
" " Capt. N. Heaton, the Gainsborough, Spithead. Gen. Montague. Came out of dock last Tuesday and will hasten to his station. The Sorlings is still at Portsmouth with her men, and no order taken for her refitting, which might be done at a small charge, and make her a useful ship for some years; although of the 5th rate, she is not inferior to several 4th rates, and had 38 guns when taken. 25
" " Gen. Montague, Naseby, Downs. Adm. Com. Mr. Hubbard, master of the Swiftsure, was appointed clerk of the ropeyard at Portsmouth, but on the late disturbance there, was turned out without just cause; as others in his condition have been restored, desires the same favour for him, being a very deserving person. 26
" 8 Adm. Com. Navy Comrs Ask, in answer to their letter, what proportion of the provisions ordered to be put on board the Convertine and Bear are in the stores, and what part must be bought for ready money, and the value of them. 27
" " Capt. John Cuttle, London. Gen. Montague, Naseby, Downs. Went to Deptford, and finding the Oxford in no readiness to refit, nor any order issued for that purpose, asks him to quicken the Commissioners therein; it being the height of his ambition to serve and wait upon his lordship. 28
" " Capt. Jeffery Dare, North Seas. " Has been with the fishermen a month; on arriving in the North Seas, found the Bryer with them. Was sent to the Scaw to convoy 5 sail bound eastward, and then returned to his station, but could only find 14 sail of fishermen, whom he has kept together with much difficulty, as fish being scarce, they desire to be straggling, and find fault with their flagmen for not going where the fish is; is constrained to cause them to be ruled by their flagmen; would not otherwise be able to look after them. The Fame, being short of provisions, is coming in with 3 fishermen who have made their voyage; will take care of the remainder until they have done the same. 29
May 9 Ordnance officers Adm. Com. Have considered their order of 5 March last on the petition and account of Sir Geo. Ayscue, for disbursements at Plymouth for the ships then under his command, and find that for so much as concerns the Ordnance Office, he disbursed 312l. 3s. 2d., and for the several merchant ships for which the State was to find munition, 353l. 3s. 3d., total 665l. 6s. 5d., for which they have made out a debenture. Also that 112l. 4s. 8d. was disbursed by him for gunners' stores to 5 merchant ships at Plymouth, but as the Navy Commissioners contracted with the owners that they should provide themselves with all things requisite for a man-of-war at their own charge, have not made out any debenture for that sum. 30
" 10 Gen. Montague, Naseby, Downs. " Recommends Mr. Clements, boatswain of the Naseby, for the place of master of attendance at Chatham, or in any other of the yards; he has been long in the service, and is a very able man. 31

Gollop, for so much lent by him in the West Indies for supplying the Coventry and other ships with provisions, when they were in great extremity for want thereof; as his tickets have been signed by their order, desires they will order the Treasurer for speedy payment, his necessities being great. 32
" " Adm. Com. Navy Comrs Order for entering 12 men on the Blackamoor ketch, for dispatch of the ordinary works 33
" " Simon Beale Account of his disbursements in tallowing a brigantine, fitting her with necessaries, and employing 26 watermen named for a voyage. 34
" 13 Capt. Peter Bowen, the Bradford. Adm. Com. Will use all possible means in obedience to their commands, but cannot receive his provisions from the victualler, and has only prevailed with him for some beer; the other provisions made for his frigate are disposed of to the Elias and Martin galley. 35
" 14 Adm. Com. Navy Comrs Order to make out a bill to Sir Geo. Ayscue for 146l. 14s. 4d. disbursed by him in 1652 for necessaries for the squadron then under his command, that he may be enabled to take up the imprest lying out against him for the said moneys. 36
" " Major Wm. Burton, Yarmouth. Adm. Com. The Bryer has arrived from the North Seas, and gone for Harwich, being short of victuals, and has left the Gift at the North Seas with the remainder of the fleet. Gave her captain 5 tickets, which will serve for the reducement of his men, according to the late establishment. As the Scots are still waiting for a convoy, desires one may be appointed, which may also do good service in convoying some other vessels bound for Iceland, who dare not stir without one, the coasts being full of the enemy. Capt. Wilkinson has passed for Hull; when he has discharged his convoy for the Maes, will dispose of him as ordered. Capt. Curle of the Maria has also arrived, with a convoy from Hull, bound for the Thames, and will soon want revictualling. The Fame has gone with a fleet for the Maes, and the Scots refusing to go any further with the Eagle ketch, she is now attending the mackerel fishery, until the return of Capt. Wilkinson, or further order. 37
May 14 Navy Comrs., Victualling Office. Capt. Jno. Coppin and the purser of the Lamport. Warrant to stop 66l. 4s. 6d. out of the company's wages, for being on shore when a lighter of beer and 23 casks were sent down to be taken on board, but which, through their absence, were sunk at the stern of the ship and lost. 38
" " " " Adm. Com. The provisions required for the Convertine and Bear amount to 1,200l.; if 150l. thereof could be saved by supplies out of the stores, it would be the utmost. As they have only ordered 500l., the goods cannot be had unless they order another 600l. this week; the brandy and oil will amount to 450l., and cannot be had without ready money. 39
" " Capt. Anth. Rively, Bryer, Yarmouth Roads. " Being out of beer, has come in from the North Seas with some laden vessels, and left the Gift with those there that have not yet made their voyage. Sent notice of most of his men being sick through boiling their meat in salt water, he having been forced to sea without a quarter part of his fresh water; has now 30 men sick, 12 of whom are on shore at Yarmouth. Having informed Major Burton of his sad condition, he has ordered him to Harwich; desires instructions may be sent there; his boat and ship are leaky, and she has lost her head. 40
" 16 Capt. Anth. Rively, Bryer, Harwich. " On the 14th retook a Rochester hoy from an Ostender, the master and his company having left her and gone ashore in their boat; while lying at anchor with her off Aldborough, the master came on board and demanded her back; not knowing what to do therein, has permitted him to go on board of her, with some of Rively's men, until he receives further order from the Admiralty Commissioners. Asks whether the Bryer is to be cleaned and victualled. 41

" " " " " After leaving Yarmouth Roads, saw an Ostender with a prize; in chasing him, spent his maintopmast, so that he could not come up with him, but retook the prize, being a light hoy of Chatham, with 5 Ostenders in her. Coming in afterwards, the master of the hoy came on board, and demanded the hoy; refused him until further order. Five men also came on board from Aldborough, who were taken by the same Ostender, and desired to be exchanged for the 5 Ostend prisoners, as they had given a bond in 200l. to that effect; declined until further order. As they will not take the 5 Ostend prisoners on shore at Harwich, is forced to keep them on board. Desires instructions therein, as also for repairing and victualling the Bryer, she being very defective. 43
" " Jno. Browne, Harwich. " The Bryer has come in to be repaired and victualled, having spent her maintopmast and most part of her head in chasing an Ostender, from whom she rescued a hoy that had been taken 6 hours before; as she is also very foul and leaky, asks if he shall proceed with her refitting. The Forester has sailed, and the Grantham waits provisions. 44

" " Capt. H. Fenn, the Bristol, Downs. Adm. Com. Was ordered to convoy ships for St. Vues [Setuval ?], Faro, and Cadiz, and call at Plymouth for any there on the way; made the rock of Lisbon, and there met with 3 Spanish men-of-war. Deposited his convoy, and at Cadiz engaged with 3 Spanish ships of from 16 to 40 guns each for several hours, until being much shattered in his sails and masts, and shipping a deal of water, they got away; followed them for 7 or 8 leagues along the Portuguese coast, and in sight of all the people. Also met two more chasing an Irishman from Lisbon, bound for Ireland, and rescued him, but the men-of-war made their escape. Used all means to get intelligence from Spain, and wrote Mr. Jonson thereon, but he replied there had not been a Spanish bark at Faro for these 3 months. Has brought Consul Maynard over, and when he has taken in a supply of wood and water, will attend upon the salt ships for the Scaw. Met at Lisbon Capt. Tubb of the Hector from Jamaica, and as he was leaky and out of provisions, supplied him with a month's on short allowance. 47

Blackborne.] Having 1,930l. 7s. due to him on 2 bills for cables, &c., delivered into the stores on contract, desires an assignment on the customs of Newcastle, and the excise of Dorsetshire, immediately after the previous assignments are satisfied. Will then be encouraged to proceed in further service, and his large family and poor workmen will have cause to bless him. 49

May 21 Anth. Wells, Kingston-upon-Hull. Gen. Monk Petition for his interest with the Admiralty Commissioners to procure payment of his bills. Was employed as agent for Denis Gauden in victualling the State's ships in the Port of Hull, but Gauden failing to supply him with money for carrying on the service, was constrained to suspend proceedings; afterwards receiving encouragement from his Excellency and Gen. Montague by letter, further proceeded in victualling the Forester and Bryer, on which account there is now 336l. 8s. 10d. due, and the most part of it owing by him to poor persons, whose necessities are very great and his own greater. With reference to the Admiralty Commissioners. 57
" 22 Jno. Browne, Harwich. Adm. Com. Is in hand with the refitting of the Bryer, although he has not yet received their order. As most part of the Grantham's provisions have come down, supposes she will sail to-morrow. 58

" " Capt. Robt. Vessey, Constant Warwick, Barnstaple Bay. Adm. Com. Discharged 25 of his men as ordered in Plymouth Sound, and since then has received orders from Gen. Monk to transport Elias Beacher, merchant, with his family, to Kinsale, but the bad weather has prevented him as yet from coming on board. As there are 6 or 18 small vessels in the Bay bound for Ireland, will see them safe over. Has only 13 days' provisions left, but hopes to perform their service and be back at Plymouth before it is expended. 60

" " Major Wm. Burton, Yarmouth. Adm. Com. Capt. Wright of the Fame, in coming from the Maes, took and has brought in an Ostend shallop with 20 men, who are now in prison at Yarmouth, with an allowance of 4d. per day each; as there is a report that there is a general release of prisoners on both sides, desires order therein, so that he may be rid of the charge. The Fame is ready to resail with another fleet to the Maes. 64
" 26 Thos. Palmer, deputy mayor, Rye. Gen. Montague, commander-in-chief, Downs. Asks a convoy for a vessel laden with merchants' goods and bound for Plymouth, as the coasts being so often infested with men-of-war it is dangerous venturing without one. 65
" 27 Capt. Valentine Tatnell, Adventure Plymouth. Adm. Com. Has been plying on his station between St. Alban's and the Start, by order of Gen. Montague, and giving convoy to all vessels bound to or from St. Malo and Morlaix. Has now come in for a supply of ballast and wood, and will then return and call at Lyme, Weymouth, &c., for any vessels bound eastward. 66
May 28 Gen. Montague, Charles, Downs. Navy Comrs Has sent the Nonsuch up to Woolwich, and desires they will give order for her being cleaned, tallowed, and supplied with stores. 67
" " Capt. Anth. Rively, Bryer, Harwich. Adm. Com. There are a few carpenters at work on board, but they have not yet put on her head, or the King's arms at the stern. Hearing from Mr. Clarke, the deputy victualler, that Mr. Gauden has written him not to supply any victuals without money, desires some may be sent down, as also some tickets; having been out nearly 20 months, they are much wanted to supply his men's necessities. 68

" " Capt. Thos. Wright, Fame, Hoseley Bay. Robt. Blackborne Coming over from Holland with some Hull men bound for Hoseley Bay, rescued a small vessel that had been taken by an Ostender 7 hours before, and restored her to her master; afterwards took the man-of-war, being a small open sloop with 20 men. Has delivered her to the collector of customs at Yarmouth, and sent her men to gaol; having 32 days' provisions left, is about to return for Holland. 70
