Jan. 2. Henry Guy to the Customs Commissioners to let stand upon the accounts of William Dutton Colt, as collector of Bristol port, a surcharge for the 20s. per ton duty on a certain quantity of Lapis Calaminarii exported from Bristol by James Hollidge, merchant, 1692–3, March 3 or 4. But to respite the same on said account till further order in view of said Colt's petition setting forth that the Act which imposed the said duty with retrospection to 1692–3, March 1, passed not the royal assent till the 16th day of the said month of March, wherefore he prays that said surcharge may be taken off: the Treasury Lords having had the Attorney General's opinion thereon and having decided that the surcharge should stand in order to the recovery of the money from the merchant. Prefixing: (a) Order of the King in Council, dated Kensington, Dec. 24 last (made on a presentment from the Customs Commissioners relating to the Order in Council of the 6th inst. [Dec], supra, p. 844, which obliged the Revenue Commissioners, Ireland, to take bonds of all ships sailing from Ireland that they should come to England) that all ships and vessels trading from Ireland to Flanders, Holland, Norway and other parts of Europe lying between the same [said countries] be permitted to go out upon those trades provided the masters of such ships give bond with sufficient securities to go to no other parts than above mentioned.

Henry Guy to the Earl of Romney [Master General of the Ordnance]. The King is pleased to grant the petition of the officers of the Ordnance to be reimbursed the taxes on their salaries “on such Acts of Parliament passed before this time wherein military officers are excepted,” according to the enclosed account, amounting to 1,508l. in or before the year 1693 and according to estimate to 1,168l. for the year 1694. Treasury reference to the Postmasters General of the petition of Rowland Bradstock, postmaster of Evesham, co. Worcester, shewing that he returned [forwarded to London] by one William Martin 76l. for which he [Martin] gave a bill payable in London, which bill is in the hands of Mr. Lilly, the Receiver General [of the Post Office]; that the said Martin dying his estate is seized on for other moneys of the King which he returned, so that petitioner cannot find effects to satisfy the said debt: therefore praying that said debt may be remitted. Henry Guy to the Excise Commissioners to pay off the tallies for 375l. to the Duke of Southampton, 750l. to the Duke of Northumberland and 1,000l. to the Duchess of Buccleuch by respectively 75l. for the first week and 50l. for six following weeks; 50l. for the first week and 100l. for seven following weeks; and 100l. a week for ten weeks: “which weekly payments are to commence upon the determination of those which were last appointed them.” Disposition Book XII, p. 184.
Same to Mr. Henry Baker. In your memorial to my Lords you represent that some numbers of horses in the possession of Roman Catholics in co. Lancs have been seized by warrants from the Justices of the Peace pursuant to the statute and that 40 of them yet remain “in [your] possession” for his Majesty and have for several months past lain at great charges in the hands of innkeepers. You are forthwith to sell same and pay thereout the charge for their keeping, paying the balance to his Majesty's use and accounting for the whole. Out Letters (General) XIV, p. 339.

Jan. 7. Henry Guy to Mr. Fox to report on the enclosed petition of the colonels and officers of the three French [Huguenot] Regiments of Foot, praying to be cleared the arrears due to them to 1692, April 1. Out Letters (General) XIV p. 339.
Same to the Auditor of Wales or his deputy. By the letter of June 2 last you were directed not to make out debentures for salaries or allowances out of the revenue of Wales without Treasury warrant for same first had: since which time sundry persons have had such warrant for renewal of same, “but there are several others still wanting to do the like.” You are forthwith to make forth debentures for fees or salaries” to such as have renewed their said warrants and to give notice to them of their Lordships' directions herein and that you acquaint such others who have not, that they may forthwith do the same.” Ibid, p. 340.

The Postmasters General have complained to my Lords that as agent to the late Earl of Macclesfield you have sent and still continue to send into Wales by the post great numbers of Proclamations from time to time as the same are issued, to the prejudice of his Majesty's service. My Lords direct that for the future you forbear sending any more Proclamations by the post, but that the same can be carried from time to time by the proper officers to whom the said business doth belong. The grant made 24 March, 1678–9, to Charles Osborne and John Knight (trustees for this petitioner) for 99 years terminable on the death of the Queen Dowager and at 3l. 18s.d. per an. did not pass [through] the Surveyor's Office (see supra, Calendar of Treasury Books, Vol. V, pp. 1047–9). As it contained many particulars in divers counties, I sent to the respective auditors for certificates of each and have received same and of the rents thereon which are now respited in the said respective Receivers' accounts and are allowed to this petitioner.
This grant was passed to supply the defects of several fee farm rents purchased by his lordship, which were afterwards found to be included in the said Queen's jointure. The particulars are as follows:
The scite of a tenement called Nethercomb and a house called Oldhouse in East Greenwich, demised 16 Feb., 1661–2, to James Foretree for life and 31 years further at 42l. 6s. 8d. per an. and 25 loads of hay and 50 quarters of oats deliverable yearly into his Majesty's stores at Greenwich.
A small messuage or tenement in King Street in Deptford, granted to William Clemence and his wife under the Exchequer seal 11 May, 1670, for 21 years at 2s. per an. rent. This term expired 1691, May 11. It is a cottage standing out in the middle of the street and no land belonging to it. As no one desires to renew it I conceive it is of small value.
A ditch or piece of ground in Deptford, part of a close called Brick Close, demised to John Evelyn under the Exchequer seal 19 Oct., 1688, for 31 years at 2s. per an. rent. This contains little more than half an acre.
A close called West Broomfeild and other lands in Deptford, granted to Sir Richard Brown, bart., 31 Jan., 1671–2, for 99 years at 2l. per an.
The scite of the manor of Sales Court, with other land, granted to John Evelyn 27 May, 1663. for 99 years at 1l. 2s. 6d. per an. The three last parcels were some time since petitioned for by Mr. Evelyn.
Rents of assize in East Peckham: 11l. per an. Rents of assize in East Farleigh and Treasury rents there: 49l. 18s.d. per an.
Rents of assize in Dover, 2l. 4s. 10d.; and in —, 11s. 6d.; and in Bladbeame, 2s.; and in Belchester, 13s.d.; and in Hooe, 12s.d.; and in divers villages in the same county [Kent], 4l. 5s. 4d.; and in Brooklane, 2l. 2s. 2d.; farm land in West Street, 8d.; [ditto] in Dover, 1l. 14s. 8d.; in Silver Diswold, 13s. 4d.; [being all] parcel of the manor of Swingfield in Kent. These rents are alleged to be irrecoverable and therefore are not desired in the new lease.
The manor of East Moulsey, co. Surrey, granted to Nicho. Fortescue 19 Oct., 1629, for 31 years from 1646, Sept. 29, at 15l. 3s. 4d. per an., and afterwards 28 Jan., 1667–8, to James Clark for a further 20 years, and again to said Clark 1676–7, March 12, for a further 78 years: yearly rent 15l. 13s. 4d.
Hampton Court ferries, granted to Lady Dorothy Edmonds under the Exchequer seal 27 May, 1606, for 40 years, and afterwards to William Gwyn and William Loveing under the great seal 11 June, 1635, for 31 years, and afterwards to James Clark for 21 years and again for 77 years: yearly rent, 2l. 14s. 2d.
The fishing there in the abovesaid grants, 5s. per an.
Richmond ferry granted to Sir Jos. Ash 31 May, 1661, for 30 years, and afterwards 1 Oct., 1689, to Dame Mary Ash for 28 years in reversion of the former grant and of the grant to Osborne and Knight: rent, 3l. 13s. 4d. per an. This ferry is valued but at 14l. per an.
A rent of 16l. 9s. 0d. issuing out of the manor of Petersham and Ham and of 9l. 10s. 0d. out of the manor of How Court in Sussex as granted to this petitioner 3 Dec., 1688.
Two messuages in Southwark called the King's Bench and Crane: rent, 22l. 10s. 0d. per an. The auditor has certified this as a dry rent.
The Pike Garden in Southwark, granted to Sir William Boreman under the great seal 28 Feb., 1660–1, for 31 years at 12l. per an. rent, and afterwards for 99 years on surrender 1680, April 22: rent, 2l. per an.
The scite of the manor of Sheen, granted 7 Aug., 1660, to Phillip, Visct. Lisle, for 60 years at 3l. 6s. 8d. per an., and afterwards to Robert Raworth and Martin Folkes 24 Nov., 1665, for 53 years: rent, 3l. 6s. 8d. per an.
Lands etc. called Northie in Bexhillhoe and Barnard in co. Sussex, granted 7 Feb., 1660–1, to James Bullen for 31 years at 26l. 2s. 0d. per an. The yearly value by the survey is about 50l. per an. above the rent. I value the desired reversion at 350l. The rent certified by the auditor does not agree with the value set by Sir Charles Harbord, which should have been 36l. per an., 20l. whereof was not to be paid till recovery of the premises, which were then concealed from the Crown. It is not certified whether they are yet recovered.
Lands, tenements etc. called Old Bury [Alding-bourne] and Seabeach in co. Sussex, certified by the auditor to be claimed in fee farm at 20l. 8s. 4d. per an. rent.
A rent of 40s. per an. out of Ampthill Park in co. Beds.
Lands in Shotover and Stowood Forest, co. Oxford, with several coppices there, granted to Montagu, Earl of Lindsey, 1663, May 25, for 33 years at 50l. per an.
Other lands in the same forest, with several coppices, granted to Sir Timo. Tyrrell 26 May, 1663, for 33 years at 50l. per an. A further grant has since been made to Tyrrell at 50l. per an. rent to the Crown and 50l. to the Bishop of Oxford. He petitioned for a further lease in 1679, but nothing done therein. In 1660 the improved value of these [two] lots was adjusted at 123l. above the rents. I rate the desired reversion at 100l.
Coppices etc. in Wichwood Forest, granted 1661–2, Jan. 28, to Edward, Earl of Clarendon, for the lives of his three sons, Edward, Laurence and Henry, at 40l. per an. Sir C. Harbord rated them then at 40l. per an. I rate the reversion at 200l.
Tithes of corn, hay etc. in Halifax and several other townships in co. Yorks, granted 1675, Dec. 30, to Robert Brent (with a reversion of the tithes granted to William Cockcroft and Edmund Piggs 1660, Dec. 8) at 67l. 10s. 0d. per an. and 21l. 16s. 8d. per an. for the said reversion. As the said grant to Brent never passed the Surveyor's Office I cannot rate the reversion.
The manor and park of Maribone [Marylebone], co. Middlesex, granted 1668, Oct. 19, to the late Earl of Arlington for 60 years at 36l. 14s. 6d. per an. rent and by him assigned to his brother Lord Ossulston 1675, Nov. 22. Lord Ossulston has lately petitioned for a renewal.
A third part of the demesnes of the forest of Gillingham, co. Dorset, and lands demised 1673–4, March 7, to Ralph Montague for 3l years at 32l. 10s. 0d. per an. I rate the reversion at 1,500l.
The agistment, herbage, pannage etc. of the forest of Mara and Mondren, alias Delamere, co. Chester, granted 1673–4, Jan. 17, to Earl Rivers at the old rent of 13l. 0s. 5d. and increase of 26l. 12s. 7d. This is lately renewed to Lord Rivers.
Copyhold fines within the manor, hundred and forest of Macclesfield, co. Chester, granted 1662, June 27, to the now Sir John Manwareing and William Manwareing, sons of Sir Thomas Manwareing, for three lives at 6l. 13s. 4d., with an eventual increment of 3l. 6s. 8d. per an. The said Sir Thomas is lately dead.
The bailiwick of the Hundred of Norwich [North-wich, co. Chester], granted 1662–3, Feb. 6, to the said Sir Thomas Manwaring and his said two sons at 6l. 1s. 8d. per an. rent.
The fraternity of Ively [Yeaveley, co. Chester], with the appurtenances, granted 1661, Sept. 25, to Richard Whitley, esq., for 31 years at 5l. 18s. 6d. per an. rent. As the premises are valued at 13l. a year, I rate the reversion at 65l.
The total of the above reserved rents is 565l. 8s.d.t which for the desired further reversion of 31 years may be rated at seven years' purchase, or 3,957l. 19s.d. The total of the above increased value ratals is 2,215l., making a full total of 6,172l. 19s.d. as the full value of the desired lease. The petitioner desires further clauses for the keeping courts in such of the manors as shall fall into his hands within the desired term; for the better recovery of the rent from the under tenants.
