Treasury reference to the Excise Commissioners of the petition of Frances Mallock widow, shewing that her husband Roger Mallock was collector of Excise for part of Devon and Somerset and by reason of the failure of Rawlin Mallock "the petitioner's cousin" Roger was disabled to pay about 2,200l. due to the King; that Rawlin assigned to Roger the equity of redemption of an estate worth 5,000l. mortgaged to Sir Edward Seymour for 3,500l. but no. person will purchase same because of the King's debt; further her husband was robbed of 564l. of the King's money; that her friends will raise 850l. if, for it, she may be discharged of the King's debt. William Lowndes to the Marquess of Carmarthen. I have communicated to my Lords yours of yesterday. They have granted the office of Auditor of the Receipt to Mr. Christopher Montague for life as they conceive they had the right to do "and he being seized thereof as of his freehold if your Lordship hath any intention to proceed at law you will be pleased to know from himself his resolution as to the matter of privilege." Same to Mr. Hawson. My Lords are informed that you are about to distrain for the King on Major Gyll's tithes at Greys Brook [Greasbrough] in Yorkshire for a fee farm rent of 9l. 3s. 4d. per an. issuing thereout; but that same has been paid for several years past to the Duke of Leeds. Please forbear herein till the Duke's title be examined. Ibid.
Nov. 3. Same to Mr. Blathwayt. In yours of the 28th ult. you say you have twice intimated the King's pleasure for payment of a year's pension to the Duchess of Mazarin and that the King repeats this direction as he understands from her that she is in very great distress for want thereof. I have already acquainted you hereon ut supra p. 160. Ibid., p. 55.
The Treasury Lords to Mr. Morgan Whitley, Receiver General of Chester and North Wales. Notwithstanding your repeated promises of paying into the Exchequer your receipts there yet remains in your hands 7,000l. on the 3s. Aid, 1s. Aid and Subsidies, 1,500l. on the House Duties and 2,000l. on the Marriage Duties. If you do not forthwith pass your accounts and pay in process will issue against you. Ibid.
The like letter to Mr. Briggs, Receiver for Norfolk, for the moneys in his hands viz. 9,000l. on the same Aids and Subsidies, 1,700l. on Marriages and 3,500l. on Houses. Ibid.
Treasury warrant to the Customs Commissioners to employ Francis Barry for one year as an officer to prevent frauds practised in the Thames above bridge, at 120l. per an. for himself horse and servants and to have the use of the coasting boats above bridge; according to your report of the 2nd inst. on the petition of the said Barry. Nov. 4. Same to the Auditor of the Receipt to issue 10,000l. to Thomas Neale on the unsatisfied order in his name as Master of the Mint: to be by tallies of anticipation on the fourth subscription payment due in January next of the Two Millions: and to be applied towards satisfying moneys due to private importers [of bullion] to the Mint in the Tower. Treasury warrant to the Customs Commissioners to discharge the ship Two Freinds, Joseph Stroud master, and her lading, seized by one Ives under the Navigation Act for not being English built; being the same suggestions as were against the ship in 1695 on account of her fabric and structure, when she was ordered to be discharged. Nov. 8. Treasury reference to the Agents for Taxes of the petition of Ralph Williamson for allowance of 1,077l. 12s. 0d. for his charges in making his returns for the fourth 4s. Aid for Cos. York, Durham and Northumberland (being a double receipt) viz. in bringing his moneys by strong guards to the Mint at York and into the Exchequer: said sum representing one per cent on his receipt with some further allowances for returns by bills of exchange. Same to same of the petition of Nathaniell Rich, Receiver General of Taxes for Essex, shewing that by mistake he was not allowed, in his account of the above Aid, the deficiency of 671l. 1s. 0d. arising by the recoining of 20,131 ounces 10 dwt. of old hammered money which he paid into the Mint: therefore praying to be allowed same on his account of the 1s. Same to same of the petition of Richard Tregear, Receiver of Taxes for Co. Cornwall, and of the several Collectors of the said county; praying that 171l. 18s. 2d. which is set in super on the said collectors "and charged on the said Receiver", which they received for the fourth 4s. Aid before May 4 by tale, may be received [similarly by tale] at the Exchequer and that process against them may be stayed. Ibid.
Nov. 9. Treasury warrant to the Receivers of the Two Millions to pay six per cent interest only for the principal sums of the tallies of anticipation levied on you (viz. 50,000l. levied on Sept. 9 last and 12,000l. levied on Sept. 16 last) and which are payable out of the fifth instalment payable in March next on the Two Millions. The said interest is to be computed from Oct. 24 last. Money Book XIV, p. 214.
William Lowndes to the Auditor of the Receipt to issue 60l. to [the Dean of Westminster for] the French Ministers in the Savoy: to be issued out of Post Office money. Disposition Book XIV, p. 266.

Treasury reference to Henry Baker of the petition of Edmund Hornby gent, Deputy Clerk of the Crown for Lancashire, shewing that upon notice from his Majesty's Agents entrusted to prosecute Lord Molineux and others for high treason he was at Manchester Assizes with his clerk and two horses nine days and eight nights for which he has received no compensation or fees due to the office: therefore praying satisfaction. Treasury warrant to the Auditor of the Receipt to issue 14,098l. 4s. 5d. to Lord Edward Russell, on the unsatisfied order in his name as Treasurer of the Chamber: to be by tallies of anticipation on the instalments of the Two Millions due in Nov. 1699 and Jan. 1699– 1700: and is to be applied for clearing the establishment of his Office. Treasury warrant to the Receipt to issue 3,948l. 11s. 4d. to Ralph, Earl of Montague on the unsatisfied order in his name as Master of the Great Wardrobe: to be by like tallies on the instalment payable in 1699 July of the Two Millions: and is to be applied for the satisfaction of tradesmen's bills who have furnished goods for his Majesty's service at Windsor Castle, Kensington and Hounslow according to his report of 1697, July 16. Treasury reference to Sir Thomas Trevor, Attorney General, of the petition of Thomas Riggs merchant shewing that he hired the ship Fortune to import stores from Norway which were imported and the Duty paid but by a difference between the owners of the ship it is pretended to be a foreign bottom and the owners [to be] Swedes whereupon one Bellamy has exhibited an information against petitioner in the Exchequer and demands 1600l. as the value of the said stores: therefore praying a noli prosequi, petitioner being wholly ignorant who were the owners. Same to the Excise Commissioners of the petition of Thomas Bird shewing that being a collector of Excise, about 18 Feb. 1689–90 he paid to one of the agents of the Danish Forces then in England 100l. and took his bill for same on Mr. Harbord, then Paymaster of the Irish Forces, payable to the Excise Commissioners; which bill was accepted by Harbord and now lies in the Excise Office; that about April 1694 petitioner was discharged and on making up his accounts the Excise Commissioners refuse to allow said 100l. although other collectors were allowed bills drawn on the same account: therefore praying allowances of the same and stay of proceedings. Treasury warrant to the Prizes Commissioners to allow to Capt. James Moodie (towards his bond of 470l. 4s. 0d. for the produce of two prize ships) the following cravings viz. 203l. 10s. 0d. paid to Sir George Rooke pursuant to Treasury warrant; 140l. 1s. 4d. part of said prizes which Capt. Rigby detains in his hands; 11l. 15s. 0d. for commission and 3l. 12s. 0d. for charges: and upon his paying the balance of 111l. 5s. 8d. to deliver up and cancel the said bond. Report to the Treasury Lords by William Blathwayt on the papers ut supra p. 155 transmitted to the Treasury by Col. Nicholson, the late Governor of Maryland with this letter of May 26 last and the extract of the report of the Customs Crs. thereupon.
Hereupon Blathwayt reports that the paper marked No. I. contains copies from the books of the Assembly in Maryland of several accompts of the public revenues received within the district of Patuxent River in that Province in pursuance of Acts of Assembly there appropriating the same to particular uses in the country and to be issued only by order of the Assembly, to whom also the said revenues are to be accounted for.
By the said accompts there appears to have been raised in two years ended 1697 Dec. 11.

But as Col. Nicholson has not transmitted to your Lordships the copies of the vouchers nor of the Minutes of Assembly upon auditing these accompts before them, nor copies of the Acts of Assembly raising the said Duties, so neither do I find that Sir Thomas Lawrence who presented these papers has received any instruction or is otherways enabled to explain them in such manner as that they may be reduced to a certain state thereof for your Lordships' consideration. But having some time since given notice to the Governors and to the Collectors there of the want of authentical copies of all Acts and Public Orders relating to the revenues and of all accompts of the country revenues laid before Assembly pursuant to his Majesty's instructions in that behalf, I have lately received an accompt from Mr. Plater one of the Collectors that the same are preparing to be sent over and may be expected by the next ship: upon the receipt whereof I may be enabled to lay a perfect state of the accompts of the said revenues before your Lordships.
The paper No. 2 contains a list of causes tried in the Courts of Maryland upon bonds given by masters of ships pursuant to the [English] Acts of Trade, and hereby it appears that judgment has been given for the King upon the forfeiture of four bonds of 1000l. each and the Customs Commissioners [England] have proposed that what shall accrue to his Majesty by recoveries on such like prosecutions may go towards the maintaining the Establishment of officers lately settled in those parts for the better security of the Plantation Trade. I see no objection thereto.
The papers No. 3 and 4 contain an accompt of the Duty of 12d. per hogshead upon tobacco exported within the District of Potomac River from the 24th May 1697 to the 23rd March following and of the ships from which the said Duty had been received, viz. as follows:

Appending: said extract, craving allowance of 5196l. 8s. 0d. for extraordinary charges in transporting of victuals; shewing that by their contract, delivery was to be at such places and in such proportions as their estimates and distributions do direct; that they provided accordingly but that in the beginning of 1672 before it was possible to make provision at Portsmouth a very great demand was made there for supply of the Fleet then under Sir Robert Holmes and by the King's express command provisions were sent from London; also in the same year all the provisions allotted for the port of London were demanded at the first going out of the Fleet, by which means the 25 ships [which were] returned from sea and were ordered to be recruited, could not be supplied otherwise than by bringing stores from other ports, which was resolved upon after a debate in presence of the King, the Navy Commissioners being then also present; further that in May 1693 they [the said Contractors] were directed to freight ships for transporting beer to the Fleet from Ipswich and in August following a whole month's provisions were ordered to be sent to the Fleet, which could not be effected but by transporting provisions from Portsmouth, Ipswich, &c.: that by the terms of their contract extraordinary freight is to be allowed them where the King's occasions do require their sending provisions beyond the limit of any port and such extraordinary freight did amount to more than the sum demanded as above as is sworn by Sir Josiah Child and Benjamin Gauden. William Lowndes to the Earl of Ranelagh to report on the enclosed memorial [missing] of Sir Rice Rudd shewing that there is an arrear of debt due to Robert Davies formerly agent to the Duke of Schomberg's Regiment, for money which he furnished to the officers thereof, and that the said Davies is indebted to Rudd in 303l. which Rudd is willing to take out of the said arrear. Treasury warrant to the Customs Commissioners to discharge and vacate the bonds given in Virginia by David Robertson, master of the Swan in April 1697; upon his paying to the Customs Cashier here 101l. 6s. 0½d. for the ½d. per lb. Duty of salved tobacco which he landed in Scotland being wrecked on the island of Lough Swaine [Swinan] in Scotland, she sailing north round Ireland for Whitehaven but being forced ashore in said loch by French privateers as is certified by the Customs officers of Glasgow: the necessity being such that the case is not like to be made a precedent. Treasury reference to the Stamps Commissioners of the petition of David Griffith shewing that he served the Crown in several capacities since the Restoration and for 14 years past has been messenger of the Duchy of Cornwall but being 70 years and upwards has quitted same not being able to travel so long and tedious journeys: therefore praying a stamper's place in the Stamp Office.
