June 21. Treasury reference to the Customs Commissioners of the petition of Richard Clook presented to the Duke of York and by the Duke of York recommended to the Treasury. Petitioner served under Prince Rupert in 1649 and 1650, and in all the engagements in the late wars against the Dutch, has been wounded and had no allowance for the same: therefore prays employment in the Custom House. The Treasury Lords desire him to be presented on the first vacancy. Reference Book I, p. 91.
Henry Guy to Mr. Hastings, Undersheriff of Middlesex, to pay 20l. to John Perkins as royal bounty for apprehending William Russell alias Napper, a popish priest convict, pursuant to the proclamation of 1679, Nov. 12. Out Letters (General) VI, p. 16.
June 22. Henry Guy to Mr. [Henry] Seymour [Clerk of the Hanaper]. As the Countess of Newburgh has no power to surrender the present term in the Sixpenny writs the King has now signed the warrant which was drawn at first (see supra, pp. 278–9 and 581) for a grant thereof to her after the present term; and her agent will be passing it to the great seal. But the Treasury Lords have directed her to discharge you of the receipt [of said writs], you making up and clearing your account to Midsummer next. You are to see yourself discharged accordingly before the grant pass. Out Letters (General) VI, p. 16.
Same to the Ordnance Commissioners to apply to the service of Tangier the 1,200l. paid into the Exchequer last Saturday by Mr. Kent and Mr. Duncombe. Ibid.
Same to Mr. Workman. On a report from the Surveyor General of Crown lands the Treasury Lords are satisfied that the fee farm rent of 102l. per an., payable by the Dean and Chapter of Peterborough, was vested in Dr. John Lee, deceased, by sufficient conveyances and for valuable consideration, whose son John Lee, esq., is entitled thereto. They therefore order that the suspension of payment, ordered by their letter of 1679, April 15, be taken off, and that Mr. Lee be at liberty to receive the rent and arrears. Ibid, pp. 17, 18.
Same to the Farmers of the Four and a Half per cent. duty to attend the Treasury Lords to-morrow with an account what tallies were unpaid on the farm of that duty at Lady day, 1679, and what tallies are now remaining due on it. Ibid, p. 17.
Same to Mr. Harbord. Bring this week without fail your report on the proposal for the tin farm and coining of tin farthings as referred to you Mar. 11 last. Ibid.
Same to Major Hen. Clarke. The Treasury Lords have thought fit that you shall be the Receiver of the Forfeitures of Recusants in the counties of Norfolk, Suffolk, Cambridge and Huntingdon. You are to attend my Lords with the names of your sureties and to take out the commission. Treasury reference to Richard Graham, esq., of Standen Griffith's discovery of several parcels of land and personal estate formerly belonging to Thomas Yates late of Lyford in the parish of Hanning, co. Berks, deceased, whereof he claims a moiety by virtue of the King's proclamation. Reference Book I, p. 91.
June 22. Treasury reference to the Customs Commissioners of the petition of the mayor and chief burgesses of Hartlepool. Said petition shews that the ancient port of Hartlepool by reason of its convenient situation and good harbour always has been a great safeguard and security in tempestuous weather to many hundreds of ships that sail in this coast at almost all times in the year, and has had, in all times heretofore, a custom house till of late it has been removed to Stockton to the prejudice of trade in general and almost to the utter ruin and undoing of this [town]. Therefore pray the establishment of a custom house again. Said petition is signed by John Fulthrope, mayor, William Davison, recorder, Ch[arle]s Fulthrope, Anth. Dodsworth, J. Mickleton, John Marshall, Edward Bell, John Miller, Antho. Aston, Robt. Routledge, Tho. Tompson, Jos. Smyth and John Merriman. Reference Book I, p. 92.
Same to Sir Tho. Exton, and Sir Rich. Loyd, kts., the King's Advocate and Counsel in the High Court of Admiralty of England of the petition of Sir Leoline Jenkins (as by a reference thereof from the King in Council to the Treasury dated 1680, May 26). Said petition sets forth that in the 6 years past petitioners have (over and above what they have received for perquisites of the Admiralty) disbursed 167l. 4s. 5d. and 58l. 3s. 6d. for keeping many sessions and upon other public occasions and in defence of the jurisdiction [of the said Court], and have prosecuted criminal causes there on behalf of the King but have yet received nothing for or in lieu of the fees due to them for the same, being 49l. 4s. 2d., 15l. 13s. 1d., and 27l. 8s. 0d., or in all 92l. 5s. 3d. for fees for those 6 years, making together with the abovesaid disbursements 317l. 13s. 2d. As the King has pardoned most of the fines out of which such disbursements and fees used to be paid they pray to be paid the above items out of such money as now remains in or shall hereafter come into said Court. Same to Sir Creswell Levens, Attorney General, and Heneage Finch, esq., Solicitor General, of the petition of William Fanshaw, esq., praying a moiety of a discovery made by him of divers bonds, bills, papers and evidences of lands, tenements and houses relating and belonging to some priests and Jesuits and to the colleges and societies of them and others of the Hierarchy of the Church of Rome, the which are forfeited to the King. Same to the Customs Commissioners of Mr. Gay's petition for employment in the Custom House, London port, having ventured his life and estate for the late and present King and having had a comfortable employ since the Restoration, but it has now left him. Ibid.

June 22. Treasury reference to the Customs Commissioners of the petition of John Beale for a noonman's place, London port, having sustained great losses by trade and by the late dreadful fire and reduced in his old age to a low condition. Reference Book I, p. 95.

Money warrant for 40l. to Lodowick Bray for one year to 1679, Sept. 29, on his pension or annuity. Money Book, p. 133.
Royal warrant to the Clerk of the Signet for a revocation of the Excise Farm as follows. By indenture under the great seal and dated 1678–9, March 13, the said farm was granted to George Dashwood, Thomas Rowney, Samuel Dashwood, Felix Calverd, John Friend, William Strong and Edward Buckley, on conditions, etc., ut supra, Cal. Treasury Books V, p. 1260. The King deeming it to be of advantage and benefit to his service to make use of the powers of revocation as contained in the provisoes as in said indenture is pleased to have the said recited grant surrendered and to take the Excise into his own hands. Therefore the said grantees are hereby to surrender and yield up the said farm within 12 months next after this signification be left at the Office of Excise, and the Treasury Lords are forthwith to cause this privy seal to be so left at the Excise. If the said surrender be not so made within the twelvemonth then the farm is hereby (in accordance with the covenants) to be void. King's Warrant Book, pp. 339–41.

June 23. Henry Guy to the Treasurer of the Navy. The two tallies for in all 15,000l., ut supra, pp. 443, 444, 470, are to be delivered over to you for the victualling. Immediately you receive them you are to deliver them to Major Brett and his partners in discharge of the like sums upon their imprest bills for the victualling. Out Letters (General) VI, p. 19.
Same to the Navy Commissioners. The Treasury Lords desire that the bills for wages due to Phinees Pett and Mr. Stanley may be paid out of the 10,000l. which was assigned for pay of the Sweepstakes and St. David if any money be remaining thereof after payment of those ships. Ibid, p. 19.
Same to Mr. [William] Harbord to forthwith require the Receivers of the Duchy of Cornwall and their deputies to pay into the Exchequer next week the 1,000l. and odd remaining due upon their account ended 1678, Sept. 29. Treasury warrant to the Receiver General of the King's revenue within the Duchy of Cornwall to pay (and to the Auditor thereof to allow the same upon accompt) 200l. to William Harbord for two half years to Michaelmas last and Lady day last on (and dormant warrant clause for the payment in future of) the annuity of 200l. granted to him [in reversion] by the great seal of 1662. Lancs., who have upon their trial both been convicted as Popish priests, Barton at the summer Assizes at Lancaster in 1679, and Birkett at the last assizes, as is certified by Sir William Dolben, a Justice of the King's Bench. Letter of direction on a dormant warrant of Treasurer Danby's, dated 1677, Nov. 26, for tallies of assignment on the Tenths of the diocese of Llandaff for the annuity of 155l. 5s. 4d. thereout to Ellis Lloyd (Loyd) and also for the sum of 104l. 8s. 6½d., which sum is certified by William Prettiman as due from the bishop of said diocese for First Fruits, there having been granted to said Lloyd by the privy seal of 1675, July 13, said annuity for 3 years, and by the privy seal of 1677, June 20, the same annuity for three further years, together with all moneys due from William, bishop of Llandaff, for the First Fruits of his diocese. June 23. Royal warrant to the Clerk of the Signet for a privy seal to empower the Court of Common Pleas to reward prosecutors of Papists: as follows. The King has been informed that the laws against Papists have not been so sufficiently put in execution as they ought. By the proclamation of 1679, Dec. 21 last (reciting the statutes of 5 Eliz., c. 1, 23 Eliz., c. 1, 27 Eliz., c. 2, 3 James, c. 4 and 3 Car. I, c. 2), all the King's subjects were commanded to reveal to some magistrate if they knew of any persons guilty of any the offences as in the said statutes or any other offences against the laws to depress Popery. And the King did in said proclamation promise a privy seal to all the Judges of the several Courts at Westminster to reward all prosecutors according to the discretion of such judges and out of such forfeitures as should thence accrue to the King, over and above what is allotted to the informer in any of the abovesaid statutes. The present privy seal therefore to encourage the more effectual prosecution of the said laws hereby gives to Sir Francis North, Chief Justice of Common Pleas, Sir Hugh Windham, kt., Sir William Ellis, kt., Sir Job Charlton, kt., Justices of the Common Pleas, and to the justices thereof for the time being, to make such rewards as above; making entries thereof upon the rolls of the said Court among the entries of fines and amerciaments to the end it may certainly appear to the Treasury Lords what sums are so allowed. June 25. [Entry of the Treasury Lords' signature of] a docquet of a demise to Thomas May at the nomination of Rich. Aldworth of the tenement called Frogmore and other lands in New and Old Windsor, co. Berks, for 41 years at 9l. 9s. 11d. per an. rent and fine of 125l. paid the 23rd inst. Treasury warrant to the King's Remembrancer to prepare a commission to Bartholomew Vermuyden, John Winne, Bartho. Fillingham, Robert Squibb, Saml. Langford, Will. Lownes, Phill. Burton and Antho. Seger, to enquire whether John Hawkes, late of Westminster, victualler, was an alien not naturalized or made denizen or not, and if so to enquire of his estate, he being possessed during his lifetime of a messuage or tenement in the forest of St. Margaret, Westminster, and some other estates. June 25. Treasury warrant to Edward Masters to cause the grass now growing in the Paddock near Choholegate in New Park near Richmond, to be cut and sold, same being coarse and not fit for food for the deer; and with the proceeds to buy good hay for the deer. Warrants not Relating to Money, p. 195.
Henry Guy to the Navy Commissioners to supply out of the weekly money of the Navy the 156l. 11s. 2d. which is wanting to pay the wages to June 2 inst. to the workmen discharged from Portsmouth Yard and also the 70l. 5s. 8d. for the wages of the 5 men which were omitted in the list of tickets you presented to the Treasury Lords. Assign the tickets for payment of these moneys accordingly. Out Letters (General) VI, p. 21.
Same to the Lord Mayor [of London]. The Treasury Lords have under their care the appointment of fit persons as Receivers of forfeitures of Popish Recusants and to solicit and take care that the laws against Papists be duly put in execution. They desire you to recommend one or two such persons to be entrusted in this business for the city of London and county of Middlesex, except St. Giles in the Fields, for which they have already provided. Mr. William Morgan desires that the tolls of Presteigne, co. Radnor, may not be granted to the Lord Privy Seal or any other till he [Morgan] be heard on behalf of the tenants of that manor who have a grant of the same from King Charles I, which they will set forth in a petition to the Treasury Lords. Mr. Morgan lodges at the Fourdelice against St. Dunstan's Church in the Strand. Caveat Book, p. 11.
The said Mr. Morgan desires on behalf of Mr. Bevan that no grant may pass to the said Lord Privy Seal or any other, of the tolls of Knighton till he be heard upon his petition for the same. Mr. Burton, solicitor for both. Ibid.
June 25. Treasury reference to Sir Robert Croke, Clerk of the Pipe, of the petition of Sir Godfrey Copley, bart., Shoriff of Yorks, praying an allowance for his great trouble in collecting and receiving Recusants' moneys, having paid in over 400l. thereof and having still 46l. thereof in his hands. The clerk of the Pipe is to certify whether it has been usual to make allowance for such service. Reference Book I, p. 96.

Treasury subscription for the execution of a] money order dated 1679, Dec. 20, for 372l. to William Blathwaite, constant assistant to the clerks of the Council attending the Committee of Trade and Plantations, being for 1679, Sept. 29 quarter's office salaries and incidents for said Committee. Same for 1,646l. 9s. 4d. to William Hewer, Treasurer of the garrison of Tangier, as imprest and in further part of 14,300l. for the quarter ended Dec. 30 last for said garrison on which quarter 3,072l. 11s. 9d. has been already paid. The present issue is intended for the victualling of Tangier and is to be out of money lent into the Exchequer by Richard Kent and Charles Duncombe. (Money order dated June 26 hereon.) Treasury warrant to the Auditor of the Receipt to deliver to Edward Seymour, the Treasurer of the Navy (to be employed towards the victualling of the Navy), the 2 tallies dated 1678–9, March 15, for in all 15,000l. which were drawn upon accompt to Lemuel Kingdon for the pay of the Forces, which tallies the said Kingdon was ordered by the privy seal of Feb. 25 last to deliver to said Seymour and the Treasury Lords having by a warrant of March 11 last directed Henry Guy (who had the said tallies in his custody) to deliver same to the Auditor of the Receipt ut supra, p. 586.
