Sept. 2. Order of the King in Council, dated Hampton Court, for a pension of 300l. per an. to the Earl of Stirling : to be paid by the Governor or Commander in Chief of New York, with arrears as follow, out of the surplus of the net revenue of the Colony of New York : with liberty to said Earl or his agent at New York yearly to inspect the public accounts of that revenue : all by reason that said Earl has attended the Committee for Trade and Plantations concerning his claim to the propriety of Long Island within the Province of New York : upon which the said Committee have reported Aug. 16 last that in 1663 the Earl of Clarendon on behalf of the Duke of York did treat with the Earl of Stirling for his said interest for which the said Duke afterwards promised to pay 3,500l. "as the Lord Berkeley informed him" [Stirling] ; but the Earl not having received same the Duke agreed with him in 1674 for a release of all his pretensions to the Colony of New York (whereof Long Island is part) in return for a grant of a pension of 300l. per an. for life out of the net surplus revenue as above ; but there having not yet accrued any net profits out of the said revenue the said pension is above 14 years in arrear. Treasury dormant warrant to John Wildman, Postmaster General, to pay quarterly to the Duchess of Cleveland her 4,700l. per an. granted 1667-8, Jan. 19, out of the profits of the Post Office to Visct. Grandison and Edward Villiers, esq., in trust for said Duchess : and further thereon to pay 2,350l. for half a year due thereon this Midsummer. Money Book X, p. 88.

Same to same for a same to Anthony Trethewy, gent., of the water, ground and pool of Sutton in Plymouth, co. Devon, called Sutton Poole, with the rights of anchorage and keelage of any ships laden there, the lastage (measurage and bushelage) of ships and the rent of 12d. per an. from each fishing boat and the Postag' or fine of fish intores ; and all buildings, wharves and quays ; excepting always the butlerage, wrecks, Custom of cloth, goods of pirates and forfeitures arising in the premises : all as demised to Richard Arundell, esq., now Baron of Trerice, 1660-1, Feb. 7, at 45l. per an. rent, and again demised to the said Lord 1678, Aug. 31, at 13l. 6s. 8d. per an. rent.
The present lease is to be at the old rent of 13l. 6s. 8d., and is to be for 13 years in reversion of the above two leases : the lessee to clear the 191l. 13s. 4d. arrears of rent (being 31l. 13s. 4d. on the first lease and 133l. 6s. 8d. on the second lease and 20l. for the increased rent of 40s. for a tenement in Crannow, parcel of the manor of Treworgie, assigned to the said Lord Arundel by Henry Seymour, esq.), and to be at the constant charge of defending the King's title to the premises.

[? Sept. 3.] Treasury warrant to [the Clerk of the Pipe] for a lease to Michael Langdon of Launceston, co. Cornwall, gent., (a) of a tenement called Bradford, in the parish of Pyworthy, co. Devon, late parcel of the possessions of Launceston Priory, and now annexed to the Duchy of Cornwall,the premises containing a moiety of the Town Place, being 1¼ acres and 60 acres of land disposed in various closes detailed : all forming part of the manor of Bradford, and demised to John Frayne, of Langtree, by Prince Charles, 1622, Dec. 3, for the lives of Grace his wife and Thomas and Robert his sons, at 18s. per an. rent ; of which lives Robert is yet in being : and likewise (b) of a tenement called Bradford, in Bradford in the said parish of Pyworthy, late in the tenure of John Cornu, and demised to Richard Cornew, 1627-8, Feb. 15, for the lives of Richard, Leonard and Hannah, his children, at the rent of 18s. : which said tenement is lately fallen in hand by the death of Leonard, the last of the said lives.
The present lease is to be for 99 years, terminable on three lives, at the rents of 18s. and 18s. and fines of 80l. for the first and 150l. for the second tenement.

Sept. 4. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Francis Dickens, esq., of the office of woodward of New Forest, lately enjoyed by William Lacy, esq. King's Warrant Book XIV, p. 211.
Same to William Harbord to repay to Morgan Whitley, Receiver General of the Poll Tax for Cheshire and Chester City, the 4,000l. which said Whitley paid on Aug. 17 last at Chester to John Shales, Commissary General of the Provisions for the Army. This repayment is to be made out of moneys received out of the Exchequer by said Harbord on account for the service of the Forces designed for Ireland and the money is to be forthwith repaid into the Receipt by said Whitley upon his account of the Poll money. The Auditors of Imprests and the Comptrollers of the Accounts of the Provisions for the Army are to see that said Shales be charged with said 4,000l. in his account as Commissary General. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Joseph Radcliffe, gent., of the office of Purveyor of the Works, to wit, the office he already held : all with the fee of 8d. per day. King's Warrant Book XIV, p. 212.
Same to the Clerk of the Signet for a privy seal to release and discharge Christian, Lady Berkeley, executrix to John, Lord Berkeley, and the heirs etc. of said Lord, of the 5,893 ounces of white plate delivered to said Lord by the Master of the Jewel House, 1675, Oct. 30, for the service of his house as Ambassador Extraordinary to the French King : it appearing by the acquittance of Thomas Tyndall, one of the clerks of the Jewel House, dated 1677-8, Jan. 3, that 1,068¾ ounces of gilt plate (which had been similarly delivered to said Lord) was by him [there and then] delivered back into the Jewel House : the said Lady having represented that Charles II promised to bestow said white plate on her husband as recompense for his extraordinary and faithful services. Royal sign manual fixing the establishment of Col. Thomas Langston's Regiment of Horse as from Sept. 1st inst. : the King having thought fit to send said Regiment into Ireland. Total establishment for field and staff officers and six Troops of 50 privates each, 56l. 10s. 8d. per day or 20,634l. 13s. 4d. per annum. Ibid, p. 223.
Money warrant for 1,026l. 12s. 4½d. to Sir Denny Ashburnham, Sir Dennis Gauden, Anthony Sturt, Abraham Jaggard and Benjamin Gauden, Victuallers for the Navy, upon a first contract : same to be in part of a surplusage of 8,775l. 12s. 11½d. due to them upon their account declared [sic for ended] 1674, Dec. 31, which surplusage was not carried over [as a credit] to any subsequent account : same to be satisfied by tallies upon Sir Denny Ashburnham, Sir Dennis Gauden, Abraham Jaggard, Benjamin Gauden and Jonathan Gauden, Victuallers for the Navy, upon a second contract ; the said 1,026l. 12s. 4½d. being the debit resting on their Victualling account ended 1677, Dec. 31, which debit is hereby to be discharged by said tallies. The remainder, viz. 7,749l. 9s. 7d., of the said surplusage "hath been satisfied and paid to the said Sir Denny Ashburnham and partners at the Receipt of Exchequer." William Jephson to Lord Berkeley. The King has given to Dr. Tenison the late King's chapel on Hounslow Heath. By your directions he is interrupted in carrying away same. Please permit the chapel to be carried away. This can be no prejudice, as there will afterwards remain on the premises more than your pretences to rent and damages, which will be examined in a little time. Out Letters (General) XII, p. 89.

Same to the Earl of Ranelagh, enclosing a copy of a contract made between the Count de Flodrof and Sieur Guillaume D'Oeilne, merchant of Liège, for the delivery by the latter to the former of 5,000 pieces of arms within four months : [said contract being dated] at Maestricht May 17 last. You are to write to Monsieur Schulenbergh to pay for the said arms and to draw bills on you for the carriage thereof.
Appending : copy of said contract : for 2,500 muskets and 2,500 fusils equal to the pattern deposited by the said Count of the same length and calibre, "sans chambres par dedans, a douze balles coulantes a livre, et les vernis ou vis de la culasse a six tours" : the weight not to exceed six pounds : and whereas the said pattern has only one simple platine to the culasse the contractor d'Oelne undertakes to make the culasse a queue de fer avec des vis : the price to be 21 escalins per piece whether fusil or musket : the Count of Flodrof to deposit 100 ecus as guarantee, of which sum the said d'Oelne acknowledges receipt by the said Count's bill on Mr. Abraham Heldevier.
(b) A second contract in similar form for the like details throughout, as agreed with Sieur Houbert de Limbourg, merchant of Liège.

Treasury reference to same of the petition of Engle Verson, praying to enter, on English [or natives] Customs only, 352 barrels of herrings and codfish from on board the dogger Liberty of Waslingsluijs, which was taken by a French privateer, who put some men on board her, but petitioner and his men taking their opportunity retook the ship and brought her on the English coast in a very leaky condition. Same to same of the petition of Joseph Edwards, of Faversham, merchant, praying to be discharged of the 200l. bond which he gave in 1687 on an information against him for pretended frauds and concealments ; petitioner having been persuaded by Sir N. Butler to surrender himself on the promise of being kindly used, but had to pay 300l. for composition as well as give said bond : petitioner having performed good service to their present Majesties and Government. Treasury constitution and appointment of Francis Cole, of St. Erth, co. Cornwall, gent., to be one of the four supervisors of tin blowing houses in Cornwall and Devon, viz. for the following blowing houses : one called Godolphin House, in the parish of St. Breock, one in Ludgvan, one called Chyan Dower House in Gulval, three in Gwendowen [Wendron], and one lately built called Rose Kymershouse in Mawgan, near Helston : all in co. Aid, as appears by the letter to them of the 3rd inst. from you and other gentlemen of the county. The meeting of the [various county] Commissioners is by proclamation put off to the 30th of this month. Ibid.
Treasury reference to Mr. Nott of the petition of Thomas Robson, shewing that during the time he acted as deputy to Visct. Preston in the Great Wardrobe he was forced to engage for several things, most of which are now in their Majesties' possession, amounting to 757l. 11s. 5d., for which he is now threatened to be sued : and that unless my Lords supply him with the money he can neither pass the accounts which are now in the Auditor's office nor discharge himself of said obligations. (8) Take care that every officer do take the oaths of allegiance and supremacy and the oath of trust and do give bond for their trust. (9) You are to correspond with Mr. William Smith and to return to him monthly abstracts of your receipts, payments, cash etc., "we having appointed the said William Smith for that service and to reside at Belfast ; in order that the Vice-Treasurer or Receiver General may have an account of the same to draw it out of your hands ; whose receipt shall be your discharge for so much money."

After your first meeting take special care to appoint conscientious persons to be assessors and before you admit them administer to them the oath as in the Act and do not admit in any place the same persons to be both assessors and sub-collectors.
