PRAYERS.

Bernie's Claims.

THE humble Petition of Jo. Bernie Merchant, who had delivered Four hundred Barrels of Herring to my Lord Inchiquin, for the Relief of the Army in Munster, as appears by Certificate from the said Lord Inchiquin: It is Ordered, That the said Mr. Bernie shall have the Sum of Six hundred Pounds paid unto him, being so much as the said Herrings come unto, as appears by the Certificate from the Committee for the Affairs of Ireland: And that the Treasurers for the Monies that come in for the Affairs of Ireland, do, at Six Months Day, pay the said Sum: And it is referred to the Committee for the Affairs of Ireland, to consider of his Loss and Damage.

Persons committed.

Resolved, &c. That Dr. Lafield, and Dr. Middleton, be forthwith committed Prisoners to the Compter in Southwark.

Sequestration.

Ordered, That Mr. White bring in an Order for sequestring the Living * * * *.

Finlay's Claims.

The humble Petition of Alexander Finlay Merchant, desiring Payment of divers Sums for Provisions delivered in Ireland: And it is Ordered, That it be referred to Mr. Holland and Mr. Hoyle, to examine the Certainty of the Debt, and the Truth of the Allegations; and to call the Petitioner and Mr. Frost before them: And the House will, upon their Report, take into their Consideration to give Order for the Payment, and Satisfaction of so much as shall appear due.

Sequestred Goods.

Ordered, That the sequestred Goods in the House of Sir Jo. Bankes, where Sir Wm. Armyn and his Lady do at present live; the said Goods being inventoried by the Sequestrators, and amounting to the Sum of One hundred and Sixty-four Pounds Sixteen Shillings and Two-pence, as appears by the Certificate under the Clerk's Hand for the Sequestrations (Henry Lacy); do remain there in the House, for the Use of the said Sir Wm. and his Lady; and that the Sequestrators do desist any Execution upon that Sequestration, until the House take further Order: It is further Ordered, That the Goods taken by Captain Withers, as they were coming from Stanwell, be forthwith inventoried and appraised, and delivered into the Custody of Sir Wm. Armyn, to be reserved in the House where Sir Wm. Armyn lives, until the House take further Order.

Affairs in Kent.

A Letter from Dartford, of the Eighteenth of July, from Mr. Tho. Francklyn; and an Information from Feversham in Kent, of the Sixteenth of July; were this Day read.

Persons to be sent up.

Resolved, &c. That Sir Edw. Battherst shall be summoned in safe Custody, at his own Charge; and that Sir Mich. Livesay do take care of sending him up accordingly, and be assisting to the Serjeant's Deputy.

Resolved, &c. That Jo. Trowts, Mayor of Feversham, Rob. Cowper, Churchwarden, Jo. Culliver, Edw. Philpott, Alexander Collwell Seamen, be forthwith sent for, as Delinquents; and that Sir Michael Livesay, and the Committee at Rochester, appoint Men to be aiding and assisting to the Serjeant's Deputy, in the apprehending of these Delinquents, and sending them up to the Parliament.

Vindication of the Covenant.

Mr. Rous, Mr. White, Mr. Whitakers, Sir Roger North, Mr. Ashherst, Mr. Tate, Mr. Niclas, Mr. Selden, Mr. Marten, Mr. Browne;

This Committee, or any Three of them, is appointed to consider of some Vindication of the late Vow and Covenant: And are to meet at Two of Clock, in the Court of Wards, and so from time to time.

Ordered, That the Informations against such Ministers as do refuse to take the Vow, or to administer it, or do discourage their Parishioners from taking it, be referred to the Committee for plundered Ministers; who have Power to send for them, and to tender it unto them, and to all other Ministers that are articled against before the said Committee.

Publick Fast.

The humble Petition of divers Ministers of Christ, in the Name of themselves, and of sundry others; desiring a special Day of Humiliation, and Reformation of sundry and divers crying Sins, and Enormities of the Church.

Resolved, That Friday next shall be appointed for a Day of publick Humiliation, to be observed by both Houses, the Cities of London and Westminster, and the Suburbs of them both, and the other Places adjacent within the weekly Bills of Mortality: And that the Lords Concurrence be desired herein.

Preachers appointed.

Resolved, That Mr. Burges, Mr. Hill, and Mr. Spurstoe, shall be desired to preach before the Houses on Friday next, the Day of publick Humiliation, at St. Margaret's Westminster, if the Lords so think fit.

Sir Rob. Harley is appointed to go to the Lords with these Votes, and this Message.

Message to Lords.

Mr. Knightley went up to the Lords with the Order concerning Northamptonshire; the Papers that came from Scotland, touching the Earl of Antrim; and the additional Ordinance concerning Newcastle.

Observation of the Sabbath.

Mr. Rous, Mr. Ashherst, Mr. Selden, Mr. Whittacre, Mr. Cage, Sir Wm. Masham, Sir H. Ludlowe, Mr. Holland, Mr. Prideaux, Mr. Noble, Mr. Rob. Goodwyn, Sir Peter Wentworth, Mr. Smyth, Mr. Maynard, Mr. Holles;

This Committee, or any Five of them, is to consider of the particular Propositions presented in the Petition from divers of the Ministers of the Assembly; and to consider and prepare what is fit to be done upon those Propositions, and to report it: And they are to meet this Afternoon, at Two of Clock, in the Exchequer Chamber: And this Committee has Power to nominate, within every Parish, some Persons, that with the Constables and Churchwardens, shall take Care for the better and due Observation of the Sabbath.

Raising Horse.

Mr. Hill, Mr. Prideaux, Mr. Smyth, Mr. Whittlock, are added to the Committee appointed to prepare the Ordinance for the raising of Horse, &c. according to the Power of that Committee, &c.

Horses stayed.

Mr. Vassall was appointed to go to the Committee for the Militia in London, to acquaint them with the Informations, that many Horses that brought Provisions to the City are stayed, and not permitted to go out of the Town; and to desire, that such Horses may not be stayed.

City Forces.

An Ordinance for putting all the Forces that are within the Works and Lines of Communication, and the Parishes adjacent, within the weekly Bills of Mortality, might be all put under the Command of the Committee for the Militia in London.

Publick Fast.

Sir. Rob. Harley brings Answer, that the Lords do agree to the Day of publick Humiliation; to the Persons appointed to preach; and to the Place for the solemnizing of that Day.

Ordered, That Sir Rob. Harley and Mr. Gourdon do prepare an Order to give Notice to the City, of this Day appointed to be observed; and to print . . said Order.

A Message from the Lords, by Sir Rob. Riche and Mr. Page;

The Lords received, this Morning, a Petition from divers Ministers of London; wherein they desire, among other Things, that a Day of publick Humiliation may be appointed; that the Lords think fit that Friday next be appointed for London, Westminster, and the Suburbs of them, and Places adjacent, mentioned in the weekly Bills of Mortality.

Message from Lords.

A Message from the Lords by Serjeant Whittfield and Serjeant Finche;

The Lords have agreed to the Instructions, lately sent up at a Conference, for the Committees appointed to go into Scotland: The Earl of Rutland, by reason of Indisposition of Health, cannot yet go; but they hope he will recover, that he may be shortly able to go: The Lord Grey of Warke has refused to go; and therefore they have committed him to the Tower; and do not think fit to send him: They will think of another Lord; but desire that notwithstanding the Committees of this House would prepare to be gone with all Speed.

They formerly sent down a Letter, which they received from the Chancellor of Scotland, to which they desire the Answer of this House.

They are now ready to go to the Trial of Justice Berkley.

Answer.

Answer returned by the same Messengers; that they have appointed the Members of their House to go away towards Scotland, on the Day appointed: And that they will send some Members of their own to the Trial of Judge Barkley: And, as to the Letter to be sent into Scotland, they will send an Answer presently, by Messengers of their own.

Committees to Scotland.

Ordered, That the Committees of this House appointed to go into Scotland, do go away on Thursday next, according to a former Order.

Berkeley's Trial.

Message from the Lords, by Sir Edward Leech and Mr. Page;

The Lords finding it now late, do think fit to put off the Trial of Justice Berkeley till To-morrow, at Nine of Clock; at which Time they desire some Members of this House may be present.

Scotch Affairs.

Sir Henry Mildmay went up to the Lords to desire a Conference, by Committees of both Houses, concerning the Affairs of Scotland.

Great Seal.

Ordered, That Mr. Simonds be required and enjoined forthwith to go in hand to make a new Great Seal of England; and that he shall have One hundred Pounds for his Pains; Forty Pounds in Hand, and Threescore Pounds so soon as he shall have finished the Work.

Keightley's Petition.

Ordered, That the Petition of Isabell Keightley, Relict of Edward Keightley, be recommended unto the Committee for Obstructions in Courts of Justice.

Army Affairs.

Ordered, That the Troop of Horse under Command of Captain Stevens, do forthwith go into Kent, and be employed in this Service of Kent, under the Command of Colonel Harvey.

Ordered, That the Committee that sits in London for Monies, do send for Colonel *, and speak with him concerning what Horse he has raised.

Ordered, That Colonel Palgrave be enjoined forthwith to repair, with his whole Regiment, to my Lord Fairfax, first to Boston, and so by Shipping to Hull.

Ordered, That the Three hundred Men, raised for the Service of Newcastle, do forthwith repair unto my Lord Fairfax, under the Command of Sir Wm. Constable; and to be of his Regiment.

Insurrection in Kent.

Ordered, That it be referred to the Committee for the Militia in London, to take such Course as they shall think fit, for the suppressing of the present Rising and Insurrection in Kent.

Captain Skinner, Mr. Holland, and Mr. Vassall, are appointed to repair to the Committee for the Militia, to recommend this Business of Kent to the said Committee.

Ordered, That the Committee for the Militia in London shall have Power to raise as many Dragooners as they shall think fitting for suppressing this present Insurrection in Kent.

King's Sequestration.

Ordered, That the Debts due to Andrew King of London Merchant, an Actor in the late Design against the City and Parliament, shall be forthwith paid to the Sequestrators in London, for the Use of Sir Wm. Waller: And Jeofry Howland, or any other who pretendeth any Assignment of the said Debts, shall surcease any Prosecution against the said Debtors, for any the said Debts or Sums of Money, upon any Attachment, or otherwise: And that the said Sequestrators and Debtors shall be saved harmless, and indemnified, by this House.

Raising Horse.

Ordered, That the Committee for the Militia shall have Power to raise and levy Three hundred Horse for Dragoons, for suppressing of the Insurrection in Kent and Surrey; provided they take not the Horses of Market Folks, or such as bring Provision or Monies to the City: And that the Horses be delivered back again to the Owners thereof, as soon as the Service is done: And if any Horse shall miscarry, that present Satisfaction shall be given to the Owner.

Supplying Arms, &c.

Mr. Ellis, Sir Chr. Wray, Mr. Knightley, Sir Wm. Constable, Captain Alured, Mr. Ashekursts, Mr. Ashton, Mr. Erle, Mr. Gurdon, Mr. Smith, Mr. Blackeston, Mr. Wastall, Sir Pet. Wentwortk, Sir Hen. Anderson, Mr. Corbett, Serjeant Wilde, Mr. Moore, Sir Wm. Strictland, Mr. Cage, Sir Tho. Dacres, Sir Wm. Litton, Sir Dudley North;

This Committee is to consider of the Propositions for the supplying of the Lord Fairefaxe with Arms, &c.; And are to meet this Afternoon, at Three Clock, in the Court of Wards.

Payment to Scotts Commissioners.

Ordered, That the Treasurers for the Sequestrations at Guildhall, be required to pay Thirty thousand Pounds to the Scotts Commissioners, next and immediately after the Ten thousand Pounds is paid to the Lord General, and Ten thousand Pounds to my Lord Fairfaxe: And all Collectors, and other Persons, intrusted in the Sequestration, are hereby required to pay in the Monies that arise, upon the Sequestrations, to the said Treasurers; to the end they may the more speedily pay the said Monies.

Suspected Persons.

It is Ordered, That such Persons as the Committee of the Militia of the City of London shall nominate and appoint, or any of them, taking with them the Constables of each several Parish, or one of them, together with such and so many of the Trained Bands, and Auxiliary Forces, as they shall think fit, shall be authorized and are hereby required forthwith to make diligent Search, in all such Houses and Places in their several and respective Parishes, within the Works, as to them shall seem meet, for the finding, apprehending, and disarming of such dangerous and suspected Persons, as do or shall remain and lurk within the said Parishes, and cannot give an Account of the just Cause of their being there; and, also, of all such Persons as shall be suspected, or they shall have Information of, to pass to and from Oxford, or any of the King's Forces, without Licence: And that they bring them before the said Committee of the Militia of the City of London, there to be further dealt withal, according to their Discretions, as they shall see the Case require; and, in the Interim, that their Persons be secured, or put into safe Custody. And it is further Ordered, That, for the better Execution of this Order, Colonel Manwaring, Colonel Harvey, Captain Titchborne, and such and so many of the Trained Bands, of the City of London, as to the Committee of the Militia shall be thought requisite, and all, and every of them, shall be aiding and assisting to the said Persons, to be nominated as aforesaid, upon all Occasions: And if the Persons, so to be nominated as aforesaid, shall neglect the speedy or due Execution hereof, then the said Committee of the Militia are hereby required, by the Trained Bands of the said City of London, to cause the same to be put in Execution forthwith and from time to time, as Cause shall require; and shall and may require the Trained Bands, Auxiliary Forces, and other Officers of the said Parishes, respectively, to be aiding and assisting unto them in the Execution of the Premises; who are hereby required to do the same, as they will answer the contrary at their Perils. And it is further Ordered, That the like Search be made, in the City of London, by the Direction and Appointment of the said Committee of the Militia, forthwith, and so often as they shall see Cause; whereunto all the Forces of the said City are hereby likewise required to be aiding, as they will answer the contrary at their Perils.
