Entry in the Committee at Goldsmiths' Hall of a power of attorney by Sir
Adam Hepburne of Humby, treasurer of the Scottish army, to John Aikman
to receive the moneys at Northampton appointed by the Parliament of England
for that army. With receipt, dated Northampton, 9 July, by Aikman, from
Thos. Vincent, officer of Goldsmiths' Hall, of 20 chests of money, wherein is
said to be 20,000l. on the said amount. [G 2, p. 87.] |

69. Order of the House of Commons, that the Commissioners of Parliament
who are to reside in the Scotch army, shall have credit for 500l. on account, if
their occasions shall require the same, to be charged upon the Committee at
Goldsmiths' Hall, who are hereby required to pay the same, upon bills under

70. Order of the House of Commons, that—as in these times of distraction, the
inhabitants of Derby have expressed great fidelity to Parliament, by assistance
and contributions to the defence of religion, laws, and liberty, invaded and
endangered by a Popish and malignant party; and as the labours of the
ministers there have been the chief means of upholding the people's affections,
and yet their maintenance is very small—the rents of the lands of the Dean and
Chapter of Leicester, now in lease to John Bullock, delinquent, in St. Alkmund's
and Allhallows parishes, exceeding 100l., be settled on the corporation of Derby,

Commissioner for Scotland, that the treasurers send to Northampton, for the

20 February for raising 21,000l. a month for 4 months. |

the 9½ chests containing the 9,500l. to Northampton, receiving convoy appointed
by and directions from the Committee of both Kingdoms, and delivering it
to the commissary of the army, as ordered by General the Earl of Leven,

71. The Earl of Northumberland and Sir Arch. Johnston, for the Committee
of both Kingdoms, to the Militia of London. The provisions to be sent to
Northampton for the Scots' army will be ready on Friday. Let 40 dragoons
be ready to go as convoy as far as Hatfield. The service is of great consequence, therefore have the convoy ready, that the money may not be retarded.
With note by Col. Randal Mainwaring to the Committee for Scotch Affairs,
29 July, certifying performance of the service, and sending in a bill which he
requests may be paid as was the last, viz.:—a lieutenant at 6s. a day, 2 serjeants
3s. each, and 40 soldiers 1s. 6d. each, for 3 days, total 10l. 16s. 0d. With

House the fines imposed by this committee on delinquents for composition,

72. Sub-committee of Accounts for co. Worcester [to the Committee at
Goldsmiths' Hall]. Being ordered on 26 June 1645, to enquire into the fraudulent discharging, under-selling, and under-letting of sequestrations, we report
that most of the estates of Papists and delinquents in this county are leased by
the county commissioners here to their agents or the owners, at extreme undervalues, and few of the commissioners have taken the required oath. The State
is greatly prejudiced, because those who hold their estates on such low terms
do not care to compound. Many delinquents are unsequestered, and some
sequestered estates are unleased. If you require it, we will discover particulars,
but we should require a solicitor, with a salary; and then we expect to haste up
delinquents to compound, and to discover whether those that have compounded
have done so at full value. [1 page.] |
