A Message was brought from the House of Commons, by Mr. Whichcot and others:
With a Bill, intituled, "An Act for the more effectual securing the Duties now payable on Foreign-made Sail Cloth imported into this Kingdom; and for charging all Foreign-made Sails with a Duty; and for explaining a Doubt concerning Ships being obliged, at their first setting out to Sea, to be furnished with One compleat Set of Sails made of British Sail Cloth;" to which they desire the Concurrence of this House.
Cities and Towns that are Counties, Elections, regulating, Bill.
A Message was brought from the House of Commons, by Mr. Plumptree and others:
With a Bill, intituled, "An Act for the better regulating of Elections of Members to serve in Parliament, for such Cities and Towns, in that Part of Great Britain called England, as are Counties of themselves," to which they desire the Concurrence of this House.
The said Bills were both read the First Time.
Message from His Majesty, relating to the D. of Cumberland:
The Duke of Newcastle acquainted the House, "That the had a Message from His Majesty, under His Royal Sign Manual; which His Majesty had commanded him to deliver to their Lordships."
And the same was read, by the Lord Chancellor, and is as follows; (videlicet,)
"GEORGE R.
"The Desire which the House of Lords has expressed to His Majesty, to lay hold of some Opportunity of testifying the high Sense they have of the Services performed by His Dearly-beloved Son the Duke of Cumberland, towards suppressing the Rebellion, and preserving our happy Constitution in Church and State, has given His Majesty the greatest Satisfaction: His Majesty therefore doubts not, from the experienced Zeal and Affection of this House, that He shall have their ready Concurrence and Support in such Measures as shall be most proper for that Purpose."
Address thereupon.
Ordered, That an humble Address be presented to His Majesty, "To return Him the Thanks of this House, for His most Gracious Message; and to assure His Majesty, in the most dutiful Manner, of the hearty and zealous Concurrence of this House in such Measures as shall be most proper to testify to His Majesty, and to Posterity, our high and grateful Sense of the eminent Services performed by his Royal Highness the Duke of Cumberland, towards suppressing the Rebellion, and preserving our happy Constitution in Church and State, and the Protestant Succession in His Majesty's Royal Family."

And having given Evidence particularly in relation to that Matter;
They were directed to withdraw.
Ordered, That the further Examination of Witnesses in relation to this Bill be adjourned till To-morrow; and that the several Persons, required to attend this House To-day, do then again attend.

D. of Cumberland's Answer, to the Resolution of Thanks.
The Lord Chancellor acquainted the House, "That he had received a Letter from his Royal Highness the Duke of Cumberland, containing an Answer to their Lordships Resolution of Thanks to his Royal Highness, for the eminent Services by him performed against the Rebels; which had been transmitted to him, pursuant to the Order of this House of the 28th of April last."
And the said Letter was read, and is as follows; (videlicet,)
"Inverness, May the 7th, 1746.
"My Lord Chancellor,
"I could not possibly have received a more welcome and affecting Proof of that distinguished Zeal and Loyalty which the House of Lords have constantly shewn to His Majesty's Person and Government, than by their favourable Acceptance of my Endeavours for the public Service: And I desire you would lay before the House my sincere Acknowledgements for the Regard they have shewn me on this Occasion.
"The Resolution and Firmness expressed by Officer and Soldier, in His Majesty's Army under my Command, deserve the highest Commendation: But the Guilt and Terror of that unhappy infatuated Multitude, who vainly hoped, by unprovoked tumultuary Arms, and a contemptible Foreign Assistance, to shake an Establishment founded in the Hearts of His Majesty's Subjects, afforded us so easy a Victory, that I can only express my Gratitude for the favourable Impressions with which the News of it was received by the House of Lords; whose good Opinion and Thanks I shall ever esteem as one of the most honourable Testimonies and Rewards that any Action of mine could receive.
"I have only to add my Thanks to yourself, for the obliging Manner in which you have executed the Commands of the House of Lords; and for all the good Wishes with which you have accompanied them, of the Reality of which I am firmly persuaded.

They were directed to withdraw.
Ordered, That the said Bill be committed to a Committee of the whole House, presently.
Accordingly the House was adjourned during Pleasure, and put into a Committee thereupon.
After some Time, the House was resumed.
And the Lord Delawarr reported from the said Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

The Lord Chancellor acquainted the House, "That he had received a Letter from the Earl of Roseberie, enclosing a Petition from the said Earl to their Lordships."
And the same was read; complaining, "That he was, on the 6th of January last, committed, by my Lord Justice Clerk and Mr. Robert Dundass late King's Solicitor, to the Gaol of The Cannongate, in the Suburbs of Edinburgh, for the pretended Crime of pulling-to the Door of the Shop of one Jannison, a Glover in Edinburgh, and beating of him;" and praying Relief, and that he may have his Liberty.
Ordered, That the said Petition do lie on the Table.
