I have received a letter from you as also one from Mr. Cha. Thomas

your several offices for all such sums of money as shall accrue and be
recovered to his Majesty for escheats, fines, forfeitures, treasure
trove, etc. I have moved the Treasury Lords upon that part of
your letter wherein you inform me that Col. Hallet of that island
refuses to allow fees for the money formerly recovered of him for his
Majesty's use and now in the hands of the said Mr. Thomas which
his Majesty by warrant has restored to him again. For answer
they command me to acquaint you that they do not apprehend his
Majesty by the said warrant did intend to deprive or lessen the fees
which are justly due to his officers there and it is my Lords' opinion
that in such case you ought to be paid and allowed such fees as are

Dennis, Adrian Bereau and John Carbonell of London merchants,
all sums received for the King's share of the forfeiture of kid skins
and other things seized and condemned by verdict of a jury as French
and sold by inch of candle, the officer having received his share (a
third) of the forfeiture leaving the King's share (the remaining two
thirds) amounting to 874l. 5s. 5½d.: it being alleged on the part of the
proprietor that the said verdict was a hard one upon them the evidence
being grounded only upon the view of the goods and the similitude
they bore to the goods of France whereas if petitioners had had time
they would by living testimony have proved the goods to be the
growth and production of the Spanish Navarre, especially as to the
kid skins which is borne out by the testimony of Mr. Manly and
Mr. Cook who were upon the place and took testimony concerning
the same, especially concerning said skins at St. Sebastian. Out

growth of Spain; petitioner having certified same to be of the growth

Same to the Excise Commissioners of the petition of Francis Hewitt
and John Preistley of the city of York, merchants, shewing that
they together with one Arthur Robinson of the said city, merchant,
became bound to the King for Isaac Sugden, deputy-receiver to the
Receiver-General of Land Tax [the 4s. Aid] there; and the said
Sugden was prevailed with by said Robinson who was cashier [exchange agent] to one Hudleston, a collector of the Excise, not only
to lend him, Robinson, several sums of money but also to become
bound with him for several sums of Excise money received by him
[from Hudleston]; and the said Robinson failing in payment Sugden
was forced to pay 1,230l. of the Land Tax money and an extent was
sued out against Robinson's effects for the remainder of the Excise debt;
whereupon Mr. Williamson [Receiver-General of Taxes for County
York, etc.] sued Robinson as surety for Sugden "also another extent
against the petitioners" who were forced to pay the said debt and
charges amounting to about 1,800l. against which the petitioners
had assigned to them the said extent against Robinson but the benefit
thereof fell above 1,000l. short [of said 1,800l.] and, further, a parcel
of wines "amongst the goods" were spoiled during the contest:
therefore petitioners pray leave to draw the said wines off into brandy
or to turn them into vinegar without further payment of [Excise]

between the said Collector and themselves, the Collector omitted to
return the said money to the Receiver-General of Customs, London,
within the time allowed by the law and he designs to put the same
back upon petitioners: therefore praying that the money so paid
by them to the collector may be applied in discharge of so much

they are of opinion that since the money granted for the two Marine
Regiments is appropriated by Act of Parliament for the pay of the
officers of said Regiments there can be no deduction made from their
