Oct. 16. William Lowndes to the Auditor of the Receipt to issue 50,000l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of loans to be made by said Earl on credit of the Duties on Salt, Glass, etc.: and to be paid over to the Bank of England for remises [remittances] for the subsistence of the Army in Flanders. Disposition Book XIII, p. 191.
Same to Sir Christopher Wren. My Lords are informed that Sir Humphry Edwin is about to build so near the Office of the Clerk of the Pells in the Receipt of the Exchequer as will prejudice the said Office and be of dangerous consequence to the whole Exchequer. They desire you to examine into this matter and report thereon. Out Letters (General) XV, p. 164.
Same to Mr. Hooper, his Majesty's Attorney-General in Barbados. I have received a letter from you as also one from Mr. Cha. Thomas who is Receiver-General of his Majesty's casual revenue in the Colony of Barbados both relating to certain fees demanded by you in right of your several offices for all such sums of money as shall accrue and be recovered to his Majesty for escheats, fines, forfeitures, treasure trove, etc. I have moved the Treasury Lords upon that part of your letter wherein you inform me that Col. Hallet of that island refuses to allow fees for the money formerly recovered of him for his Majesty's use and now in the hands of the said Mr. Thomas which his Majesty by warrant has restored to him again. For answer they command me to acquaint you that they do not apprehend his Majesty by the said warrant did intend to deprive or lessen the fees which are justly due to his officers there and it is my Lords' opinion that in such case you ought to be paid and allowed such fees as are legally and justifiably due to you. Treasury warrant to the Customs Commissioners to suffer William Crouch of London, merchant, to put on board the ship European, John Foy, master, now lying in the Thames and bound for New England a bell containing 2¾ hundred-weight for the service of the church at Boston in New England. Same to William Lowndes and Charles Twitty forthwith to repair to the offices of the four Tellers of the Receipt there to view and examine the specifical cash remaining in every of their said offices and to certify in writing the state thereof to the Treasury Lords. Report to the King from the Treasury Lords on the petition of William Shee praying a reversal of his outlawry and on a letter of the late Lord Deputy of Ireland and the report of the Solicitor-General, Ireland, [on said petition]. We transmitted same to the Revenue Commissioners, Ireland, for report as to how far the granting of petitioner's request might prejudice or affect the King's revenue [there]. We submit herewith their report [missing]. We have no objection to the reversal of the said outlawry. Ibid., p. 291.

Oct. 20. Treasury warrant to the Customs Commissioners to pay to Cornelius Dennis, Adrian Bereau and John Carbonell of London merchants, all sums received for the King's share of the forfeiture of kid skins and other things seized and condemned by verdict of a jury as French and sold by inch of candle, the officer having received his share (a third) of the forfeiture leaving the King's share (the remaining two thirds) amounting to 874l. 5s. 5½d.: it being alleged on the part of the proprietor that the said verdict was a hard one upon them the evidence being grounded only upon the view of the goods and the similitude they bore to the goods of France whereas if petitioners had had time they would by living testimony have proved the goods to be the growth and production of the Spanish Navarre, especially as to the kid skins which is borne out by the testimony of Mr. Manly and Mr. Cook who were upon the place and took testimony concerning the same, especially concerning said skins at St. Sebastian. Same to the Attorney General to enter a noli prosequi to the information against Simon Battersby of Kirkby Lonsdale, County Westmorland, Richard Tatham of Cansfield and Edward Yates of Leck, County Lancs., for the export of money: who being owners of small estates of their own and farmers of other lands in their respective neighbourhood (and cattle being dear and scarce there) obtained authority from the steward of the Earl of Derby to buy cattle in the Isle of Man, borrowing 250l. for said affair, etc. ut supra p. 229, petitioners never knowing of any law prohibiting the carrying money into the said Isle, it being a part of the kingdom of England as they have always understood: on which petition the Customs Commissioners have reported that petitioners being farmers and countrymen and ignorant of trade seem to have been altogether ignorant that they might not lawfully carry the coin of this kingdom to the Isle of Man, reputing the same to be part of the kingdom and that Andrew Hudleston, collector of Whitehaven, did not discourage the exportation of the money when they advised with him. Treasury reference to the Surveyor-General of Crown Lands of the petition of Lord Cornwallis praying a grant of the inheritance of the Honor of Eye with the manor of Stradbroke, Horham Comitis, the manor of Eye and scite and demesnes of the Priory of St. Peters in Eye. Oct. 21. William Lowndes to the Auditor of the Receipt to issue 2,000l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of the like sum which will this day be paid into the Exchequer on the Four and a half per cent. Duty: same being intended to be reserved in his hands for such uses of the war as the Treasury Lords shall appoint. Disposition Book XIII, p. 192.
Same to Mr. Villiers. The King has signed a warrant for substituting the name of Richard Hill in place of that of Mr. Shaw in the [grant of the] office of one of the searchers at Gravesend. My Lords understand that you have put a stop to the passing of the patent. They will hear you thereon on Friday afternoon next. Out Letters (General) XV, p. 166.
Treasury warrant to the King's Remembrancer to take the securities, detailed, of Robert Knight of London, grocer, and James Collet of London, merchant, as Receivers of the remainder of the fourth 4s. Oct. 22. William Lowndes to the Customs Commissioners. Hasten your report on the petition of Olof Hill ut supra, p. 291. Out Letters (General) XV, p. 166.
Same to the Auditor of the Receipt to issue 1,000l. to Mr. Neale on the order in his name for the service of the Mint over and above the 1,000l. already directed: "and that after the satisfaction of the said 2 sums of 1,000l. each to Mr. Neale for the Mint you issue out of the next disposeable money 500l. to Sir William Trumbull on the unsatisfied order in his name for his Majesty's secret service" [see infra p. 333]. Entry of a Treasury caveat on behalf of Mrs. Mange and her children that no grant pass of her husband's estate (late a goldsmith at York and convicted and executed at the last assizes there for coining) till she is heard. Oct. 23. Money warrant for 30l. to Paul Joddrell, Esq., for 3 years to 1696, June 24, on his fee of 10l. per an. as Clerk to the House of Commons. Money Book XIII, p. 355.
Treasury warrant to Sir Jos. Henne [Herne], Kt., forthwith to assign to the Earl of Ranelagh 40,000l. part of the 100,000l. tallies and orders and interest thereon put into your hands for the pay of his Majesty's Forces in Piedmont and for subsidy to the Duke of Savoy and which were stayed in your hands by the King's sign manual of Sept. 1 last supra p. 253. This warrant is to be first entered with the Auditors of Imprests in order to said Earl being charged with said 40,000l. [and interest thereon] in his accounts. Money Book XIII, p. 214.
Oct. 23. Treasury warrant, dormant, to John Knight [Customs Cashier] to pay James Pavey his fee or salary of 8l. per an. as searcher of Ipswich port. Ibid., p. 215.

The King has granted to the Earl of Torrington all the Crown rights and property in the house and scite of the house of Oatlands, County Surrey, with their appurtenances and that the tenants thereof are to pay their rents to the said Earl or his assigns according to the purport of said grant. Treasury reference to the Customs Commissioners of the petition of Richard Houghton of Liverpool praying that the ship Brigetta of Drunton [Drontheim] in Norway now stopped there [at Liverpool] upon pretence of being not qualified according to the Act of Navigation, may be set at liberty upon his satisfying the officer [who seized same]. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed memorial [missing] of the Earl of Rochford concerning a grant to be made to him of certain forfeited lands in Ireland which were in custodiam to Lieut. Oct. 23. Same to same to report on the enclosed petition [missing] of John Pulteney, Esq., Clerk of the Privy Council in Ireland, praying payment of 516l. 13s. 4d. due to him for his fees for copying all books, entries, claims and schedules of lands for the Commissioners of Forfeitures, Ireland, which did relate to persons claiming the benefit of the Articles of Limerick or Galway: as also "all rules that had been made or such as had been heard" on either of the said Articles; [otherwise] to grant him a compensation out of the said estates in lieu thereof. Oct. 26. William Lowndes to the Auditor of the Receipt to issue 1,250l. forthwith to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces; the said sum being the fourth part of the subscription which was made on his Majesty's behalf towards the late intended National Land Bank and [being also] part of the sum of 1,775l. standing charged in the Exchequer under the head of Subscriptions to the Land Bank. This issue is to the intent that the Exchequer may be discharged thereof and that a regular allowance of the same may be made in said Earl's account [for the Forces] "because the money subscribed for his Majesty has been actually paid by him [Ranelagh]."
Further to issue 1,013l. 8s. 8½d. to said Earl upon the same unsatisfied order: to be issued out of particulars as follows, viz.: 525l. of money in the Exchequer of subscriptions to the Land Bank; 106l. 11s. 3d. of rents of Hackney Coaches; 334l. 10s. 7d. of Duties on Low Wines continued; 33l. 0s. 2½d. of the Double Excise and 14l. 6s. 8d. of the Excise of 21d. per barrel, making in all 1,013l. 8s. 8½d.
The said same is to be applied as follows:

Royal warrant under the King's sign manual, dated Kensington, to the Lords Justices, Ireland, to insert on the Military List of French pensionsers on the Establishment of Ireland an allowance of 5s. a day to Phillip de Bontemps de la Forest for the support of himself and his family: as from Nov. 1 next: being the allowance on the said Establishment granted to Sieur. Desmolinis, a Reformed Captain of Horse, who is lately deceased.

Same to same to similarly insert on the Military List of French pensioners on the Establishment of Ireland an allowance of 5s. a day to Silvie de Montaut and Ann de Montaut during pleasure from Nov. 1 next: for their support: being the pension of 5s. a day allowed to Sieur. Oct. 27. Money warrant for 170l. to Ann Goulding, 20l. thereof to complete 1694 Lady day quarter on her pension of 120l. per an. and the remaining 150l. for 1¼ years thereon to 1695, June 24. Money Book XIII, p. 215.
Treasury warrant to the Customs Commissioners to give directions to the respective officers of the Customs along the coast of Kent and Sussex in accordance with the King's command communicated to the Treasury by Secretary Sir William Trumbull; he having transmitted to them Proposals [missing] for hindering the transportation of wool and importation of silks and correspondence with France and also a copy [missing] of the Instructions given by the Admiralty Lords to the Commanders of the vessels appointed to cruize on the coast of Kent and Sussex for the said purpose together with signification of his Majesty's pleasure for the Treasury to direct the said Customs officers to comply with the Commanders of the said cruisers and to put effectually into execution the said methods to hinder the trade and correspondence carried on with France to the great prejudice of the nation. Oct. 28. Royal warrant, dated Kensington, granting to Edward Cranfeild, Esq., Naval Officer in Barbados, leave of absence in case he find it necessary for his health to leave and go off the said island and to depute and appoint such person as he think fit (and for whom he will be answerable) to officiate in his said office during his absence.

William Lowndes to the Auditor of the Receipt to issue 35,179l. 19s. 5d. to the Treasurer of the Navy on the unsatisfied order in his name for the service of the Navy: to be issued out of the new milled money remaining in the Exchequer of the proceed of loans made in clipt moneys on the Continued Impositions: the said sum to be reserved in the said Treasurer's hands for such uses of the Navy as the Treasury Lords shall appoint. Treasury reference to the Customs Commissioners of the petition of John Francks of London, merchant, shewing that he had consigned to him from Cales [Cadiz] a parcel of Jollop of the growth of the Spanish territories in America; that for transporting the said commodity in a Spanish built ship the same is now become a forfeiture at the Customs House under the hands of Mr. Singleton an officer there; that the goods being Spanish he thought he might have imported them in a Spanish ship manned with Spaniards: therefore praying consideration of the hardship of the case and the difficulty on merchants in general, and that the ship may be ordered to be delivered. Treasury reference to the Customs Commissioners of the petition of Andrew Stace, merchant, praying delivery a small parcel of cork laden at St. Sebastian in the ship Our Lady of Conception, Bapt[ist] de Orella, master, for petitioner and seized by Mr. Robinson an officer of the Customs [London] as forfeited for not being of the growth of Spain; petitioner having certified same to be of the growth of Spain. Oct. 30. Same to the Excise Commissioners of the petition of Francis Hewitt and John Preistley of the city of York, merchants, shewing that they together with one Arthur Robinson of the said city, merchant, became bound to the King for Isaac Sugden, deputy-receiver to the Receiver-General of Land Tax [the 4s. Aid] there; and the said Sugden was prevailed with by said Robinson who was cashier [exchange agent] to one Hudleston, a collector of the Excise, not only to lend him, Robinson, several sums of money but also to become bound with him for several sums of Excise money received by him [from Hudleston]; and the said Robinson failing in payment Sugden was forced to pay 1,230l. of the Land Tax money and an extent was sued out against Robinson's effects for the remainder of the Excise debt; whereupon Mr. Williamson [Receiver-General of Taxes for County York, etc.] sued Robinson as surety for Sugden "also another extent against the petitioners" who were forced to pay the said debt and charges amounting to about 1,800l. against which the petitioners had assigned to them the said extent against Robinson but the benefit thereof fell above 1,000l. short [of said 1,800l.] and, further, a parcel of wines "amongst the goods" were spoiled during the contest: therefore petitioners pray leave to draw the said wines off into brandy or to turn them into vinegar without further payment of [Excise] Duty. Same to the Customs Commissioners of the petition of Daniell Ivie and Henry Arthur of Exeter, merchants, shewing that they paid, before May 4 last, to the Customs Collector of said port 4,669l. part of their debt owing for Customs in such [clipt] money as was then current by law, but some misunderstanding happening since between the said Collector and themselves, the Collector omitted to return the said money to the Receiver-General of Customs, London, within the time allowed by the law and he designs to put the same back upon petitioners: therefore praying that the money so paid by them to the collector may be applied in discharge of so much owing by them to the King for Duties as above. My Lords have also considered your letter of the 26th inst. concerning the imprest of 6,851l. 5s. 0d. for clothing and beds supplied to the First Marine Regiment which had been directed to be stopped out of the pay of the officers [thereof] for the year 1695. As to this they are of opinion that since the money granted for the two Marine Regiments is appropriated by Act of Parliament for the pay of the officers of said Regiments there can be no deduction made from their pay to clear the imprest for the said clothing.
