Monday, September 1st. Present:—Earl of Hillsborough, Mr. Eliot, Mr. Dyson, Mr. Fitzherbert.
East Florida.
The Secretary laid before the Board a map of East Florida, delineated by Mr. Storke, and dedicated to the Board.
Upon a motion from Mr. Storke to have a copy of Mr. Bartram's journal on a survery of St. John's River in East Florida, for the information of several adventurers in the settlement of that province, it was ordered, that a copy should be made and delivered to him.

Plantations General, Illinois.
The draught of a representation to his Majesty, on the reference from Mr. Secretary Conway of sundry papers relative to the establishment of government in the Illinois Country, having been prepared pursuant to order, was agreed to and ordered to be transcribed.
Trade, Minorca.
Read a letter from Mr. Secretary Conway, to the Board, dated May 16th, 1766, transmitting copies of two papers relative to the gold and silver coin used in Minorca; and signifying the King's pleasure, that their lordships should report to him, what regulations they shall think it adviseable to establish.
Upon consideration of the abovementioned papers, it was ordered, that the draught of a representation to his Majesty thereupon be prepared.

Trade, Trieste.

Their lordships pursuant to order took into further consideration the reference from Mr. Secretary Conway of the proposition for establishing a consul at Trieste, and Mr. Lloyd, a principal merchant trading to those parts, attending, he was called in; and being asked his opinion, whether the trade to Trieste was of such extent as to bear the imposition of consulage duties for the support of a consul, without any expence to Government, he said, the trade there was greatly increased and still increasing, and that, in his opinion, it was well able to bear such consulage duties as should be sufficient to support a consul, and he informed the Board that there was already there a person who acted as British Consul.
Mr. Lloyd being withdrawn, it was ordered, that the draught of a representation to his Majesty, on the proposition for establishing a consul at Trieste, should be prepared.

Their lordships took into consideration the reports of the consuls and other officers in the several foreign ports and places of trade, and the state of trade in those places, and it was ordered, that all such reports as do not appear to be duplicates of what have been already sent to the Secretary of State, or have not been acted upon by the late Board, be copied to be transmitted to his Majesty's Secretary of State, in conformity to the mode of proceeding on the business of commerce and the colonies, prescribed in the Earl of Shelburne's letter of the 26th August.

The Secretary laid before the Board the following papers
received from the Committee of the Company of Merchants
trading to Africa, and communicated from the Admiralty,
relative to the state of affairs on that coast, vizt.,

Letter from Mr. Poirier to Mr. Pownall, dated June 7th,
1766, inclosing two letters from Mr. John Barnes, late
Governor of Senegal, of April 19th and 26th, 1766.

Letter from Mr. Poirier, dated July 24th, 1766, with a list of
the African Committee for 1766.
Letter from Mr. Poirier, Secretary to the African Committee,
dated 26th July, 1766, transmitting several letters and
papers relative to the state of affairs on the Coast of

Letter from Philip Stephens, esquire, to the Secretary,
dated December 8th, 1764, relative to the administration
of justice among the people assembled at Gaspé, for the
sake of the fishery in the Gulph and River of St. Lawrence.
Plantations General.
Letter from Philip Stephens, esquire, Secretary to the Lords
of the Admiralty, to Mr. Pownall, dated April 11th, 1765,
informing him that their lordships have directed Captain
Mowatt to assist Captain Holland in his survey.

Trade, Portugal.

Their lordships took into consideration the business of Portugal, referred to this Board by several letters at different times from his Majesty's Principal Secretarys of State, and several of the principal merchants, trading to Lisbon and Oporto, attending, they were called in, and acquainted that, so soon as the usual and necessary Recess of the Board at this season of the year was over, their lordships should proceed with all possible dispatch and attention to this important matter, and should hope for their assistance in enabling them to report fully to his Majesty thereupon; the merchants having made their acknowledgement to the Board for this mark of their attention to their interests, they withdrew.
