You will probably have already been informed of the negotiations which have taken place at Bruges and Antwerp, between our Commissioners and the plenipotentiaries of England and France. Notwithstanding the assurances given to us on that occasion, it is said by persons coming from France that the war will soon break out again. We do not think that this will be the case; but nevertheless, the frontiers of Spain towards France must be held by forces sufficient to defend them, if necessary.
