Envoy Extraordinary from the States General of the United Provinces, complaining of the detention at Plymouth of the Dutch ship “Neptune,” bound to Lisbon with provisions for the Dutch war ships, for Treasury orders to the Customs Commissioners to immediately repair the irregularity, if any, and release the ship.
