Feb 1 Circular letter from Treasurer Southampton to the sheriffs. "His Majesty having thought fitt to appoint the sheriffs receivers general of the assessment of the 1,260,000l. reflecting upon the usefullness and service of Mr. Sheriffe Meynell did designe him singly for that service and thereupon I directed my letter to him accordingly; and soe your Lordship and the rest are prayed to understand it. And indeed he being now to advance much of that money he is to receive [I] thinke it very necessary the grand collector be such a person as he may recommend unto you." Royal sign manual to Treasurer Southampton to assign or contract with the East India Company for the Portuguese [Infanta's dowry] money to the equivalent of 10,800l., being for Daniel O'Neile's contract with them for saltpetre: and in case neither of these ways take effect then to allow to the said Company the said sum out of the first Customs inwards and outwards due from the said Company. Lord Treasurer Southampton and Lord Ashley to the Customs Commissioners. "Wee have considered the great disadvantages and disrepute that redounds to His Majesty's affaires through the non payment of tallies, that are struck upon the receipts of the Customs, in their order, finding the method now used of serving one before another and the furnishing everyone with somewhat and entirely not despatching others, is generally complained of, and that men would wait with more patience to bee dispatcht entirely in course than thus to attend upon uncertainties," therefore direct that henceforth payment be made of all those tallies already struck, and that shall be struck, in course and according to the date of the tallies except in the case of particular directions to the contrary being given by the Lord Treasurer. Feb. 3 Warrant from Treasurer Southampton to the Customs Commissioners to permit John Bence, John Parker et al., English merchants trading to Portugal, to pay only English Customs according to the Book of Rates on sugars imported from Brazil in the "Sampson," of Bergen, Hans Krogher master: on which double aliens' or aliens' duties are demanded. Early Entry Book X. p. 36.
Treasurer Southampton and Lord Ashley to the officers of the Mint. "Wee have great reason to charge you with a neglect of your duty in having direccons from us (and by your owne advise or knowledge of the nature of the warrant) to make a nest of weights for Scotland as those of England (they having the same standard pieces as are made for this kingdome) that you have made the weights lighter than those of England: which if it had slipt our consideracon required your attendance upon us and informacon how prejudiciall it might prove to this kingdome. And therefore wee require you to send us back our warrant and not to deliver any weights but such as are of the same prize with the English." Ibid, VII. p. 208.

Treasurer Southampton to Sir George Carteret, Treasurer of the Navy. The King has ordered 417,000l. for a whole year's store for the Navy and the 18 months' tax on eleven counties detailed, have been assigned for same. Therefore urges that with the first opportunities the magazines may be replenished according to the estimates on which the Privy Seal was grounded: and that as this money is appropriated to the service so it may be singly employed therein. Report from Treasurer Southampton to the King on the case of Shotover and Stowood Forest, which were so plentiful of wood, but now lie open to the air and reduced to naked soil. Has endeavoured an improvement, and after providing for the Commoners has, with their consent, set out to the King 562 acres in Shotover and 421 acres in Stowood, the same being to be leased to Sir Timothy Tirrell, who by virtue of a former grant is in possession of the lodges, herbage and agistment. Whilst this lease was passing the Bishop of Oxford produces a lease to one Mr. Powell with certain rents to said Bishop and to the Crown reserved for the woods and coppices now destroyed. "The Bishop, Sir Timothy and Mrs. Powell are all, by Mr. Surveyor's means, now agreeing, and Sir Timothy will pay .. the 100l. per an. to the Bishop of Oxford and his successors for the remaining term of Mrs. Powell's lease; and will also pay 100l. per an. into the Exchequer: which upon advice with the Surveyor I find to be no ill service. And very sorry [I am that] so usefull, profitable, and gracefull a wood as Shotover was, and so nigh that eminent unversity, should fall to this small rent." Ibid, p. 238.
