August 3 Warrant from Treasurer Southampton and Lord Ashley [to the Customs Commissioners] transmitting for their observance an order of the King in Council of the 3rd inst., authorising Francis Meynell, sheriff of London, to sell to and supply the East India Company and other merchants with 30,000l. in gold and silver of foreign coin and bullion and to transport same for the maintenance and advancement of trade, he giving bond to bring into the mint 15,000l. of foreign coin and bullion within 12 months next ensuing. Same from Treasurer Southampton and Lord Ashley to [Thomas] Warner, Sergeant at Arms, dated from Hampton Court, to arrest James Basset, keeper of Viscount Strangford's park,—Poest, gardener to the said Lord,—Spooner and—Hall, dwelling at Dymchurch,—Huerden, whose houses and barns were used as receptacles for prohibited goods, Edward Andrews, an Alderman of Canterbury, and one Batchelor his servant: all for extraordinary insolence and violence used against the Customs Officers in Sandwich port: also the like for Messieurs Faucones senr. and junr., known transporters of wool, with one Ward, a carrier, for the like attempt at Romney: also one—King, of Romney Marsh, who was packing up great quantities belonging to the aforesaid Alderman Andrews; and one Thomas Birch, and one John Cooke, between Hythe and Sandgate Castle, who had harboured in his house a great quantity, and Henry Baker, of Hythe, a common hired assistant in these cases, and William Turner, of Canterbury, Alderman, and one—Sharpe, of Canterbury, and Henry Meadys, in whose house some of the wool was found. Aug. 9 Treasurer Southampton to the Treasurer and Commissioners of the Navy. .. Whereas it hath bin the usuall course of the Exchequer that the estimates upon which the Privy Seales for the Navy have been grounded were kept in the office of the Auditor of the Receipt, which course since His Majesties happy returne hath bin neglected, wee have thought fit to pray and require you to send in all such estimates as have bin made as the ground of any Privy Seale under your hands; and that from time to time in the future the same course bee observed: wee having given direccons to the officers of the Exchequer before any money be issued upon any Privy Seale that the estimate be first lodged there." The like for the Earl of Cork to ship certain goods and 700 oz. and 1,500 oz. of plate for Ireland. Ibid.
Royal sign manual, countersigned by Secretary Nicholas, to William Legg, Lieutenant of the Ordnance, concerning the necessity of giving present security to Alderman Meynell for the 17,349l. 13s. 10d. which is to be paid to the garrison of Tangier. The most commodious way of doing this is by paying said Meynell out of the issues [of the 18 months assessment] of those counties, detailed, which are assigned for the Ordnance "which wee find likewise will not much disturb the affaires of your office soe as some other security be given you, though at a remoter time, for your reimbursement; and the course of our Exchequer not permitting such variations and diversions, being tied to strict formes. Wee have therefore thought fit to declare that what is done in this kind is done by our particular direction and with the knowledge of our high Treasurer who by our directions hath ordered tallyes to be strucken for the said sum on the [said] counties ... If any accident should arise before you received payment of these tallyes whereby yow should be called to account as for soe much money received for the office of our Ordnance and that you could not plead any warrant for the diversion thereof from the service it was first designed [for] to that of Tangier we hereby discharge you of all trouble from the equity that is in this case." Treasurer Southampton to the Treasurer and other officers of the Navy forwarding a royal warrant of the 21st inst. to require a just estimate of the charge of such ships as are now to be paid off, being returned; and of such as are now called home: and thereupon for assignations to be made to any persons who will advance any money for this service out of the half-year that will be due from the counties assigned to the Navy [out of the 18 months' assessment] at Christmas next, a great part of that which will be due betwixt Midsummer and Michaelmas next being already engaged. In accordance with this royal warrant hereby requests an account of the state of the stores in order to show how the money assigned, mainly for stores (on which there will be 216,000l. due at Michaelmas next), has been expended and the stores replenished; also requests a certificate of the money necessary to be borrowed (upon the funds of the assignations mentioned in the King's letter) for the paying off the Navy returned and returning "that I may supply the same for the stores and you be inabled to goe on with such contracts as the present assignments and those that shalbe made in supply of what is now to be made use of will satisfy any merchants to serve in stores upon; wherein yow may assure those merchants how carefull His Majesty is and I shalbe to make good to them the assignments as they shall grow due. The duty of your owne offices and the account yow give to his royall highnes [the Duke of York] as Admirall will lead yow to be very carefull that what stores soever are served in be good in their kind: which I the rather intimat to yow because I heare at first your great necessities led yow to make some provisions which otherwise would not have bin soe warrantable. My first letter that recomended to you the care of the business and soe strictly enjoyned that this whole assignment of 432,000l, should be appropriated to this service onely, being in part thus interrupted, I endeavour all I can to make it up."
