July 10 Attestation by Treasurer Southampton and Lord Ashley of the declaration of the account (entered in abstract) of Thomas Lord Windsor, Governor of Jamaica, of the 21,200l. imprested to him for the service of Jamaica, 1661–2, Feb. 3, to 1662, Nov. 20. Warrant from Treasurer Southampton and Lord Ashley to Sir William Parkhurst and Sir Anthony St. Leger, Wardens of the Mint, to allow to Mathew Mason, refiner, the melter of the Mint, 182l. and 61l. 5s. 0d., being extra allowance and diet expenses in melting down 157,967 pounds weight of the bullion called the Cross and Harp money, the same proving very foul and greasy in the meeting. Same from Treasurer Southampton to Sir Ralph Freeman and Henry Slingsby, Masters and Workers of the Mint. By the order of March 26 last you were authorised to pay to Alderman Backwell 20,000l. for every 19 chests of the Dunkirk silver delivered by him to you, and so in proportion till the 200 chests of His Majesty's silver lately deposited upon loan should be returned by him into the Mint to be coined into sterling, which did amount in the whole to 210,526l. And whereas said Backwell has likewise advanced for the King's special service the further sum of 13,077l. 17s. 8d. you are hereby authorised to repay same out of the King's moneys now in your custody: making in all 223,603l. 17s. 8d., which said Backwell is forthwith to pay into the Exchequer, and that tallies may be struck upon the same as follows, viz.:— Ibid, pp. 285–6.

July 18 Report to the Privy Council from Treasurer Southampton. on the order of reference as made from said Privy Council, 1661, May 1st, of the petition of divers merchants of London, who complain that the Customs Commissioners [now Farmers] deny to allow to them such Algier duties and half-subsidy, as by debentures passed in the Custom House are and have appeared to be due to them according to the 26th Article of the Act for tonnage and poundage. Find in reply hereto that in the opinion of the Attorney General the half-subsidy is justly to be repaid to the merchants, and that according to the calculation of the Customs Farmers the amount to be repaid on this head is 7,760l. for the year before the King's return. "The halfe yere before [that time] wee conceive it not repayable, amounting to 1,252l. because the Act allows but one yeare to demand it. The Algier duty is likewise due. But wee are loathe to apprehend when the 2 howses gave this duty of tunnage and poundage to the King whether they intended it should be loaded with this debt which ought to have bin repaid by those that received the customes of those times. This your lordships will advise upon, for wee cannot thinke fit to cast the losse upon the merchant." Early Entry Book X. pp. 210–3.

July 24 Warrant from Treasurer Southampton to Thomas Greene, one of the messengers of the Chamber attending the Lord Treasurer, to repair to Portsmouth and to require Hugh Salisbury or any other to deliver to Daniel Skinner, merchant, the ship "Hepe," her furniture and 164 pipes of canary wines in accordance with the writ of the Exchequer Court of the 16th inst.: the said vessel having been seized by said Salisbury: and to further cause said Salisbury to appear before the Lord Treasurer in five days to answer his contempt herein. July— Treasurer Southampton to the sheriffs of Bristol concerning the complaints from the Farmers of the Excise of Bristol as to said sheriffs having delivered goods taken in distress for Excise, and with more than ordinary violence delivered same to the debtors. "You cannot but know that a replevin for the King's debt after judgment doth not lye and therefore to avoid further trouble to yourselfe I doe require you forthwith to deliver back the said goods or the value thereof."
