Treasurer Southampton to Sir George Carteret, Treasurer of the Navy, concerning his demand of yesterday for further assignments for the Navy. "You know now ceases our taxes and subsidies and extraordinary supplies; and are not ignorant how the several branches of the revenue are assigned soe as now that which makes all thinges yeild to it, necessity, will oblige both you and mee to expect noe more then is in our power. The last half-yeres expense of the Navy (when wee hoped for a considerable retrenchment) hath absolutely frustrated all my hopes, for knowing how the revenue was anticipated I believed the supplies that might have been afforded you out of the subsidies with your assignments would have kept us cleere to have begun upon a new account Lady Day next when the Customs wilbe free." "This premised and that now your assignments from the subsidies of 50,000l. not serving us to the good end I hoped they would have done to have saved us betwixt Michaelmas and Lady Day next when the Customs would have been free, I thinke it my duty timely to advertise [you] that all that can bee done for the Navy henceforward is that on the Customs they [the Navy] have an assignment of 200,000l by the yeare to begin from Michaelmas last. And though there appeare now an arreare of above 30,000l. yet in the last half-yere's account wear and tear and other things are valued which I conceave in such streights as wee are now [in] may bee omitted in that account and wrought off by those stores since bought. Now God knows this must bee done very imperfectly and lamely because wee must assigne upon the half-yeare to end at Michaelmas next that which is for the expenses of Lady Day next. But I have told you the necessity and by my conjecture the occasion. I am ready then to make an assigment on the Customes of 100,000l. The Farmers are ready (for now their rent is certayne and their credit begins to mend) to make this usefull by advancing what they can or securing who ever hath advanced. The greater straights we are in the more you shall have my care and endeavours to further the service. But that I may timely tell you this is the extent of my tedder is the scope of this long letter."
Nov. 10 Treasurer Southampton to Sir Robert Long. The following sums being to be paid out of the four subsidies. to the end an equality may be observed in their payments, I conceive it fit that each of them receive a moiety of what is allotted out of the first two subsidies and the other moiety out of the last two, viz. Nov. 18 Warrant from Treasurer Southampton to Francis Stevens, one of the Sergeants at Arms attending the Lord Treasurer, to arrest John Foorth for opprobrious speeches against the Excise Commissioners uttered by him in the cause depending before the Commissioners for Appeals [in Excise] between said John Foorth and John Prior. Nov. 20 Treasurer Southampton to the Customs Farmers and officers strictly enjoining them to observe the following letters patent and to assist the execution and carrying out of the intention of same in every way, viz.:—By letters patent of August 19 last His Majesty did incorporate the framework knitters by the name of Master, Wardens, Assistants and Society or mystery of framework knitters of London and Westminster and England and Wales. His Majesty is informed that divers persons, as well subjects and aliens, have by secret and indirect ways sought to carry the said art and mystery of framework knitting into foreign parts to the great damage of this nation, it being an English invention. By the said letters patent, therefore, the King forbad any person to carry or send beyond sea any frame or engine for making of silk stockings or other things appertaining to the manufacture of framework knitting or of any part or parcel thereof: and granted power to the said society to seize such frames, &c., so attempted to be exported. Money warrant for 40l. to Robert Earl of Cardigan for two years to Lady Day last on the late Earl's creation money: and dormant warrant for payment of said creation money in future. Ibid, IV. p. 381.
Same for the pension of 600l. per an. to Sir Bernard Gascoyne from 1660, June 24, as by letters patent of Sept. 12 last, and as by a particular royal warrant of the 2nd inst. ordering payment of said pension in spite of the late order for stopping the payment of all pensions. Nov. 21 Warrant from Treasurer Southampton to Francis Stephen, one of His Majesty's Serjeants at Arms, to arrest John Autterbury, of London, packer, Henry Stick. of London merchant, Peter Barnee, merchant, and William Naylor, headborough, of Kennington, for conveying wrought silk by night on horseback with a view to evading Customs. Nov. 22 Money warrant for 5,000l., in part of 30,000l. to William Ashburnham, Cofferer of the Household, for the expenses of the Household: as by the Privy Seal of July 16 last. Ibid, IV. p. 387.

Nov. 24 Warrant from Treasurer Southampton to the Customs Farmers to discharge a seizure of calfskins shipped by Peter Harvy for France in the ship "Francis," David Robins master. Ibid, X. p. 236.
Prefixing:—Note of said Harvy's petition, and Customs Farmers report thereon.
Treasurer Southampton and Lord Ashley to the Mayor of Leicester, concerning the former letter of the 8th ult., supra, p. 548, touching the case between Clay, a common brewer, and the Excise Farmers. "And wee being now agayne informed that notwithstanding our letter there hath nothing been done therein and that the said Clay doth threaten, revile and abuse the said farmers officers coming to his house; wee have once more thought fit to reminde you thereof as also to acquaint you with this further complaint to witt that you do not permitt the farmers' officers to bee wittnesses for them in cases that come before you but discountenance them, calling them informers and incourage the brewers." Mildly request them to the Excise Farmers justice. Ibid, XII. p. 57.

Nov. 26 Treasurer Southampton and Lord Ashley to the Justices of Peace for co. Warwick concerning the complaint from the Excise Farmers and Commissioners of said county, that their officers have been beaten and abused in the execution of their office, and that no redress has been obtained thereupon from the Justices at the General Sessions, "and further that the orderly course of law for recovering of the same hath been obstructed by some of your number and that contrary to law by order of Sessions you have discharged offenders from the fines and penalties. . . barely upon payment of the single duty; and further that by like order of Sessions you have discharged the keeper of the common gaole from payment of any Excise or arrears of the same for beere sold in his house, notwithstanding wee have formerly informed you that all gaoles in England doe pay Excise for the beere by them sold and spent in their respective prisons." Therefore request them to give due dispatch to the farmers and their officers according to the law, and particularly to cause the said gaoler to pay his duties and arrears. Ibid, XII. pp. 55–6.
