Royal warrant, under the King's sign manual, dated Kensington, to Fran. Russell, esq., Capt. General and Governor in Chief of Barbados, Sta. Lucia, Dominico, St. Vincent and the rest of the Islands lying to the Windward of Guadeloupe, to give direction to the Receiver of the King's casual revenue in Barbados to repay to Col. John Hallet the 350l. fine imposed upon him and the forfeited recognizance of 2,000l.: the Committee for Trade and Plantations having represented (on his petition and appeal complaining of his being suspended from his place in the Council there) that in their opinion he should be restored to his said place and that the said fine and estreated recognizance ought to be remitted. Jan. 1. Warrant, under the King's sign manual, to the Lord Deputy to pay Sir Richard Reynell, kt. and bart., late Chief Justice of the King's Bench, Ireland, 300l. for his salary on the Civil List, Ireland, for his said office as if he had continued therein until Midsummer last; he having served in that office until 1695, June 5, but having been paid only until 1694, Christmas, thus being left without recompence for all Hilary and Easter terms and most part of Trinity term now past: all notwithstanding that the half year's salary due at 1695, Midsummer, has been already paid to the Lord Chief Justice who succeeded him. For the future in every office or place for which any salary is or shall be payable on the Establishment of the Civil List the salary shall be paid to the person who dies or goes out and to their successors for the time they serve respectively and the Auditor General shall adjust the parts or dividend of any quarter or half year accordingly.
Treasury warrant to the Customs Commissioners to employ Robert Rowe (Row) as Deputy Controller at Bideford at 20l. per an. from the King and 20l. per an. from the principal [the Controller]: all loco William Chamberlaine, removed to Jersey, who was paid 20l. per an. out of incidents. The Treasury Lords to the Revenue Conmmissioners, Ireland, to appoint Capt. Griffith Bowen as collector of Coleraine or of Drogheda, in regard both of his services to the Crown and of his experience in such employment. Out Letters (Ireland) VII, p. 57.
Royal warrant to the Lord Deputy to insert on the Establishment of the Forces, Ireland, 30d. a day as an additional allowance to Jean Bayze, a Reformed Lieutenant of Foot, who is on the pension list of the said Forces; so as to make his pension of 2s. 6d. a day into 5s. a day. Ibid.
Treasury warrant to the Clerk of the Pipe for a lease to Jas. (Thomas, should be James) Phelps, junr., of a water mill in Milton, co. Pembroke, and a fulling mill there in the tenure of John Myricke, gent., formerly part of the estate of Richard Griffith, esq., attainted, and afterwards part of the estate of Elizabeth, Countess of Bridgewater, by royal gift, and being lately in the tenure of Griffin Bowen. The present lease to be for 31 years at 11l. 6s. 8d. per an. and fine of 5l. Warrants not Relating to Money XV, pp. 86–8, 99.

Jan. 2. William Lowndes to the Auditor of the Receipt to issue 455l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of loans to be made by said Earl on credit of the Exchequer in general: and to be for recruit money for Col. Ingoldsby's Regiment, to wit, for 110 men killed at 3l. each and 125 men wounded at 20s. each during the last campaign at Knock and before Namur. Disposition Book XIII, p. 79.
Same to the Agents for Taxes to prepare letters for the Treasury Lords to sign to be sent to the respective Receivers of Taxes throughout England and Wales signifying that it is the King's pleasure that they do not refuse any clipped moneys in case they be good silver, but receive the same as they have hitherto done, till the methods for bringing in the clipped moneys be settled by Act of Parliament. Report to the King from the Treasury Lords on the Order of Council relating to Robert Levingston of New York. He craves interest at 8 per cent, on 2,172l. New York money from the time he advanced same for the support of the Forces against the French in 1688 up to 1693, when he had tallies assigned to him for 1,670l. sterling money in satisfaction of said principal sum. We think it reasonable to allow same, being 868l. 16s. 0d. “for the encouragement of others to be serviceable to your Majesty on the like occasion”; the rate of 8 per cent, being the usual interest rate allowed there. He also claims the like interest on sums as follows, viz. 295l. 13s. 0d. for interest from 1688, Aug. 1, to 1695, August, of 527l. 19s. 3½d. disbursed for the soldiers in New York in the reign of the late King; 121l. 16s. 0d. for interest from 1688, Nov. 1, to 1695, August, of 233l. 9s. 1d. expended for the support of the garrisons at Albany and New York; and 217l. 5s. 0d. for interest from 1688, July 1, to 1695, July 1, of 388l. 8s. 7d. advanced to soldiers in New York who were employed in the Expedition against the French in 1687: the said interest items making together 634l. 14s. 0d.
By the Order in Council of Nov. 21 last the Governor of New York for the time being is directed to take care to satisfy this petitioner (out of the revenues there) what he shall make appear to be justly due to him. We conceive this order will extend only to the payment of the principal sums therein mentioned. We therefore think it will be equitable to allow him 8 per cent, interest on the above [items] from the day of the advance to the date of the repayment thereof.
The said Levingston has further memorialised us, the Treasury Lords, shewing that during the war the necessities of New York will be so great that it will be very difficult to raise the principal and impossible to raise both principal and interest due to him: he therefore prays that in lieu thereof (making 1,503l. 10s. 0d. New York money) he may receive the value of the interest here in England. As to the 868l. 16s. 0d. interest item, your Majesty may direct payment of 668l. sterling (being at 30 per cent, discount, which we are informed is the value of the said 868l. 10s. 0d. in New York) either by the Earl of Ranelagh and to be placed to the account of Army Contingencies or in such other way as your Majesty may appoint. The last three items of interest may be satisfied out of the revenues of the Province of New York by an additional order to the Governor thereof.
Lastly, in consideration of said Levingston's long and faithful services in all the treaties and negociations with the Indians in those parts (he having been at great trouble and charge therein and not hitherto having had any salary for the same), we think he deserves a salary of 100l. per an. as a reward for the time past and an encouragement for the future: to be payable out of the revenues of New York for life: and we have no objection against his being confirmed in the offices of Collector of Excise and quit rents, Town Clerk, Clerk of the Peace and Clerk of the Court of Common Pleas at Albany with the usual salaries; for life; as is desired.

Holt for his Regiment “than what that part of it which is now in England weekly amounts to; which as Mr. Abbot hath informed my Lords of the Treasury comes to 45l. 19s. 0d. a week.” Disposition Book XIII, p. 80. Treasury warrant to the Customs Commissioners to admit to entry a parcel of Newfoundland fish taken and condemned as prize as follows, viz. on payment of only the subsidy and the 25 per cent. as French prize goods according to the said Commissioners' report of Dec. 30 last on the memorial of the Principal Commissioners for Prizes, ut supra, pp. 1264–5: by which report it appears that supposing the said fish to be of that sort of cod fish commonly called Poor Jack and being of foreign fishing if it had been freely imported every hundred[weight] of the same would be chargeable with duties as follows, viz: l. s. d. The Officers of the Ordnance must provide 6,000 barrels of powder for the service of the Ordnance in Flanders and they inform us that the same may most conveniently be had in Holland. Please buy the said quantity of powder there at the lowest price at the present market, five-sixths or all of it to be fine powder, and deliver same to the Officers of the Ordnance in Flanders by 2,000 barrels a month. Treasury warrant to the Surveyor General of Crown Lands for a particular of a small piece of ground near Windsor Castle in order to a lease thereof to Sidney, Lord Godolphin, for 60 years. Warrants not Relating to Money XV, pp. 67–8, 71.
Appending: (a) said Godolphin's petition to the King for said ground, which is divided by a, brick wall from the way leading into the Park on the south side of the Castle, being of no ornament thereunto, but used by the Officers of the Works to preserve [store] the timber for the repairs of the Castle, “which its humbly supposed may as conveniently be kept in some other place”; the said ground lying contiguous to petitioner's house and may be rendered serviceable and commodious thereto; (b) note of the reference, dated Nov. 13 last, thereof to Samuel Travers, said Surveyor General; (c) the said Travers' report thereon. There is near at hand a vacant piece of ground purchased by Charles II, whereon is built a Tennis Court “on the sides of which buildings” there is ground sufficient for [storing] timber, stone and storehouses for necessary uses in repairs of the Castle and to leave also convenient ways and passages to the Tennis Court. So that if this ground (now an open laystall) be enclosed and appropriated to the Office of the Works there is no inconvenience by granting petitioner's request.
