June 11. Same to the Receipt for tallies of pro on the Hereditary and Temporary Excise for 300l. to Whitfeild Hayter in repayment of so much by him lent on credit thereof the 2nd inst. Money Book XII, p. 77.
Report to the Treasury Lords [from Mr. Povey] on Col. Dungan's petition ut supra, p. 206. As to the quit rents of Staten Island, no rent roll of their Majesties' quit rents in New York has yet been transmitted from thence, so no true estimate can be made: but by a list of patents granted in New York before 1681 it appears that there had been granted to divers persons before that time about 153 lots or shares of land in Staten Island with the reservation of one bushel of wheat yearly for each lot containing about 80 acres of land, which at the rate of 3s. per bushel, being the usual price of wheat there, amounts to 22l. 8s. 0d. If the Queen think fit to gratify petitioner by a grant of the quit rents of all the lands upon Staten Island he is willing to allow after the rate of 12 years' purchase for same upon a true survey to be made thereof, the said purchase money to be deducted out of the 7,751l. 18s. 8d. claimed by petitioner as due to him on his account of receipts and disbursements for the public service in New York during his government there; which accounts are now before the Treasury Lords. But whether her Majesty may pass such a grant of Staten Island, together with the several privileges to be enjoyed there and in Martins Vinyard as is desired by petitioner, your Lordships will be best informed by the Attorney General, who upon considering the commission granted by their Majesties to the Governor of New York, together with the grants which have been passed for lands in Staten Island and the charter of the Massachusetts Bay in New England, whereof Martin Vinyard is a part, will be able to advise how far the grant desired by petitioner will be consistent with the said grants and charter and with the powers of the Governor of New York under his commission for the government of that Province, which being the chief frontier and place of defence to all their Majesties' dominions in the northern parts of America against the French, has been very much weakened by the grants made of East and West Jersey and other tracts of land formerly belonging to it and may be further prejudiced by the erecting of new jurisdictions in any part thereof, which may thereby be exempted from the powers granted to the Governor of New York for the better government of their Majesties' subjects and for the uniting their strength on all occasions against the French in those parts.

Same to the Navy Commissioners of the memorial of the Marine [Regiments'] officers, shewing that in 1690 the Admiralty ordered the Paymaster of the Navy to stop 2d. a day out of every marine soldier's pay during the time on board the Fleet that year towards the pay of their clothes, which [deduction] is still in the Treasurer's hands, “and the full charge of the clothing for that year being placed to the [said] officers' account and deducted out of their personal pay, they pray the twopences.” Ibid.

June 13. Treasury warrant to the Surveyor General of Crown Lands for a particular of all mines and minerals in the lordships of Denbigh and Bromfield and Yale in co. Denbigh (except all royal mines and such [mines] as are already granted to any other person) in order to a lease thereof to Sir Robert Cotton of Combermere for 31 years at 13s. 4d. per an. rent for such mines in the lordship of Denbigh and 13s. 4d. for same in the lordship of Bromfield and Yale, and in every case a tenth part of the clear yearly profits; he to give compensation to the owners for any damage caused by his working. Prefixing: report by S. Travers, Surveyor General of Crown Lands, on Cotton's petition for same. The manors of Denbigh and Bromfield and Yale are part of the Principality of Wales and in the hands of the Crown. All coal and lead mines in the lordship of Denbigh were granted in 1667, Sept. 25, to Sir Cyril Wych for 31 years. Nothing has been paid to the Crown on the royalty of a tenth part, and the rent of 20s. per an. thereon is in arrear for 20 years and no profit made of the said grant apparently. All coal mines in the manor of Exclusiam and lordship of Bromfield and Yale were granted to Sir Thomas Grosvenor and the rent of 20s. per an. thereon is duly paid, but the period of the term appears not. According to the Auditor's books Exclusiam is part of the said lordship.
Report to the Queen from the Treasury Lords on the petitions respectively of the town of Ipswich and of several gentlemen in and about said town concerning the inconveniences and mischiefs that will befal that place by the removal of the Customs House thence or erecting a new one at Harwich, and praying that a stop may be put thereunto. Ibid, pp 186–7.
We find that three or four years ago divers pressing instances were made to the Customs Commissioners by the merchants of Harwich and others for settling a Custom House and collection there and the Members of Parliament for that Corporation exhibited a memorial with reasons for such establishment. The Members who served for Ipswich were heard in opposition to it by the Customs Commissioners and the Treasury Lords, and on the 24th April last after full consideration being fully satisfied as to the conveniency and better security of the Customs thereby, we issued a commission, supra, p. 171, for establishing such a Custom House and collection at Harwich, but so as that a Custom House is still to remain at Ipswich for entering and despatch of all goods of or for the merchants and inhabitants thereof and for despatch of the coasting trade inwards and outwards. The commission is executed and the return is filed and the Customs Commissioners have ordered the officers at both said places to dispose themselves accordingly.
Henry Guy to the Revenue Commissioners, Ireland, to report on the enclosed letter from Secretary the Earl of Nottingham, with the letter [all missing] to said Earl from the Lord Lieutenant of Ireland about several tenants that had taken leases, [praying] for abatements of rents etc. and for an allowance of so much as was due to them from King James, “and about the Protestants whose estates the said late King seized in the year 1688,” for which quit rents and Crown rents are demanded for said year by you, the said Revenue Commissioners. June 13. The Treasury Lords to the Lord Lieutenant, Ireland, to report on the enclosed petition [missing] of Richard Uniacke, praying a lease of some forfeited lands in Ireland in lieu of those which were set to him in Nov. last for three years at 40l. per an.; he alleging that he is deprived of all benefit therefrom by reason of a liberty given to the Protestants to extend the forfeited lands for debts really due to them from the forfeiting proprietors. William Shaw (in the absence of Henry Guy) to the Customs Commissioners to report on the enclosed extract [missing] of letters from Col. Fletcher, Governor in Chief of New York, which was sent to the Treasury Lords from the Committee for Trade, “wherein the said Colonel takes notice of the violation of the Acts for Trade by the neighbouring Colonies.” How may this be remedied? Henry Guy to the Duke of Bolton. In reply to yours of the 12th inst. concerning the warrant, supra, p. 241, for felling 600 trees in New Forest, although the warrant is only directed to the Surveyor and the Master Builder, they are therein positively commanded to call to their assistance the verderers and regarders “and then with the woodward and one of the purveyors of the Navy to fell the said trees and not otherwise.” Ibid, p. 98.
Treasury reference to Mr. Robinson of the memorial of Brigadier Stuart, shewing that a twelvemonth since he was very importunate with my Lords for a debt of 1,571l. 10s. 9d., which he contracted on account of his Regiment in Ireland; which being referred to the Earl of Ranelagh and Mr. Fox, upon their report he was told that the Army in Ireland was speedily to be cleared and that then it should be paid; and being returned to England he finds all the Forces in England cleared, but no care taken of those in Ireland: therefore praying tallies for his said debt.
