Treasury warrant to Anthony Segar to pay to the Bishop of Winchester and to the Rector of the parish of St. Thomas in the city of Winchester respectively the moneys in arrear on the quit rent of 1l. 13s. 4d. per an. and the rent of 5l. 2s. 2d. per an. respectively as in lieu of tithes for the scite of the Castle there on divers parcels of land purchased by Charles II to be laid into the park at Winchester: with dormant clause for payment of same in future. Same to the Navy Commissioners. I have read to my Lords your report of the 27th ult. on the petition of the officers of the First Marine Regiment concerning the deduction from them (in their account made up to Feb. 17 last) of moneys advanced to the clothiers. The sum of 4,178l. 0s. 6d., which was paid to the [said] clothiers for 1692, is abated in the said account and is to be deducted out of the sea pay due to soldiers of that Regiment. It is to be set off in the ships' books accordingly. Ibid.
Same to the Customs Commissioners, enclosing a letter from Secretary the Earl of Nottingham, together with a paper [all missing] received by said Earl from the Portuguese Envoy, complaining of a Portuguese ship being seized at Brighthelmstone, although she was forced in by stress of weather; with Sir Charles Hedge's letter [missing] about it. Same to Mr. Francis Gregory. I have read to my Lords your answer to the complaint from Jane Steward and John Allen, two of the persons concerned in apprehending John Neale, a highwayman. You are to pay Jane Steward 5l. of the reward money. Ibid.
July 3. Treasury warrant to the Customs Commissioners to employ Tobias Philpot as a watchman in fee, London port loco Robert Butler, deceased. Out Letters (Customs) XIII, p. 51.
Treasury reference to William Lowndes of the petition of Ann Peirce and Henry Probert, ut supra, p. 149, together with Mr. Aaron Smith's report thereon, said report shewing that several houses, wharves etc. in Stepney were granted by Charles I to Leu and Smith, gent., for ever for 500l. [fine] and 30l. per an. rent: they conveyed to the Earl of Carlisle, who obtained a confirmation from Charles I, and is since deceased without issue, and the premises reverted to the Crown, the rent not being paid; that he has viewed the premises and they consist of about 2,000 messuages, wharves etc. of the value of about 20,000l. per an. Same to the Honble. Charles Holoway, Treasurer to the Inner Temple, to forthwith pay into the Exchequer the moneys of the first quarterly payment of the 4s. Treasury reference to the Customs Commissioners of the petition of the Eastland Merchants, shewing that all spruce canvas used to pay 5s.d. Customs for 120 ells, but upon the suggestion that “the said packing canvas as Polonian and Prussia linen is within the compass of the late Act for Additional Duties” do demand 22s. 6d. per 120 ells: therefore praying directions that same be passed as canvas, “which really they are.” Reference Book VI, p. 477.
Same to the Attorney General of the petition of Sir James Robinson, shewing that Charles II granted his father, Sir John Robinson, several pieces of ground lying near the Tower, which are detained from the Crown and for which informations of intrusion have been brought: therefore praying that he may proceed therein in the name of the Attorney General. Henry Guy to the Commissioners for Forfeited Estates, Ireland. You have refused to execute the order of April 28 last, supra, pp. 176–7, for a custodiam to Lieut. Gen. Talmache of the forfeited lands of James Nugent, Edmund Tipper and others. The said custodiam is intended as a mark of their Majesties' favour in consideration of Talmache's great merits and services, and the Treasury Lords do not see how you can make any objection. The term is but for three years and custodiams for the like term have been granted to the Earl of Mountrath and others under the Queen's letters of the same date. July 5. Henry Guy to Mr. Clarke to procure a royal warrant to authorise the Paymasters of the Forces in Ireland to pay 14l. without deduction to Redmond Morres, Lieut. Col. in Col. Lutterell's late Regiment of Horse, being the remainder of 21l. due to him for six horses delivered up by him for their Majesties' use. Out Letters (General) XIV, p. 110.
Treasury reference to the Postmaster General of the petition of John Leason and Ashburnham Froud, shewing that Don Pedro de Ronquillo, late Ambassador here [from Spain], contracted a debt for postage amounting to 529l. 14s. 2d., with which petitioners, being officers in the Post Office, stand charged in the King's books; that said Leason has an assignment upon a bill of exchange for 300l. of said debt which he believes would be recovered if it was made the King's debt: therefore praying “a direction to the Postmaster to order the petitioners not to stand charged therewith but that the Ambassador should.” Reference Book VI, p. 478.
Same to same of the petition of James Vickers, shewing that he contracted with Major Wildman [late Postmaster General] for 450l. per an. to maintain three pacquet boats at his own cost and charges from 1689. Sept. 29, between England and that part of Ireland under their Majesties' obedience until Dublin should be reduced, and then 50l. more per an. during his contract: that Dublin was reduced in July, 1690, and yet he has received only 450l per an.: that he did, by order of said Wildman, send a person to Portpatrick in Scotland to hire and set forth two extraordinary pacquett boats to pass from that place to Donaghadee in Ireland and back again with expresses, mails etc. which were maintained at his [petitioner's] charge for 11 months and cost him 47l. 7s. 5d.: therefore praying payment. Entry of a Treasury caveat in behalf of the Earl of Radnor that no grant be made of the office of Marshal of the King's Bench upon the inquisition lately found of that office till the said Earl be first heard on behalf of himself and the executors of Sir John Cutler, who have a mortgage and other pretences thereupon. July 7. Treasury reference to the Commissioners of Excise and Hearthmoney Arrears of the petition of Thomas Fleetwood for the discharge of a surcharge upon his account as late a collector of Hearthmoney. Reference Book VI, p. 479.
The Treasury Lords to the Commissioners of Accounts, Ireland. The Regiments as follows are ordered by the King to be cleared to 1692, April 1. We gave you notice of this formerly, see supra, pp. 99–101, and directed you to send to us the original bills for debts due from the Regiments to the country where they quartered, in order that same may be charged to their respective Regiment's account and to be delivered up [back again] on being deducted by the Paymasters. We again desire you to hasten the despatch of said bills to us, you first re-examining and settling as far as you can with equity such bills as have not been examined by the officers; and further keeping a fair entry of all such bills and vouchers, so that the persons to whom the money is due may have notice when the debt is ordered to be paid. July 11. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal for the disposal of arms and horses of Papists as follows. By the Act of 1 Wm. and Mary [c. 15] for the better securing the Government by disarming of Papists, Justices of the Peace are to offer the Declaration therein to suspected Papists and on refusal the same to be accounted a Papist and so to be searched for arms etc. Thereunder several arms and horses have been seized, but no sufficient provision has hitherto been made for bringing the same into their Majesties' stores or for selling or disposing of same. The Treasury Lords are therefore hereby authorised to cause all such arms etc. to be brought into the Tower of London, to be there delivered to the Ordnance Stores, and the storekeeper there to be duly charged therewith, and to sell all such horses except such part as may be allowed for rewards: the Treasury Lords to issue warrants to persons they think fit authorising them to demand and receive from the Justices of the Peace or others having such seizures in their possession and to give receipts for same: the Treasury Lords to make allowances out of the proceeds for the charges of keeping the horses or bringing up the arms and such rewards as they think fit to persons doing any service in the premises. But if the King at any time by sign manual shall command delivery to any particular person or uses of any such arms or horses same shall hereby be duly complied with, notwithstanding anything herein to the contrary. Montgomery; a moiety of the tithes of Meifod; three parts of the tithes of the rectories of Poole, Guilsfield and Buttington, and in the 10 acres of land, four acres of meadow and 20 acres of pasture, being the glebe lands of the said rectories, [? all the said premises being] then or late in the possession of Samuell Davis, Dr. of Laws, Cadwallader Wynn and Thomas Lloyd for 21 years from 1691, Sept. 2; which [promises in all] were of the yearly value of 400l. The present grant to be for the residue of the said term upon trust firstly to satisfy all arrearages of rent due to the Dean and Chapter of Christ Church, Oxford, or any other from whom the premises are holden; secondly to pay 350l. to the said Bishop of Lichfield and Coventry and of St. Asaph [sic for Bishop of Lichfield] in full satisfaction of charges by him expended about certain recognizances forfeited by Francis Bonney and others granted to him as the King's almoner “with the intent that the same should have been recovered and distributed as our alms”; and also 30l. to the said Bishop which “by our direction” he advanced and paid to Major Brooks about three years since to enable him for our service in Ireland; and also to pay to the said Bishops their charges in passing the present grant and in the recovery of any arrears or in managing the said premises; thirdly as to the clear remainder of the proceeds, to distribute and pay same as follows: 50s. per an. to the Vicar of St. Chad in Shrewsbury [and —— to the Vicar of St. Mary there] as an augmentation for ever or for so long as the premises shall be enjoyed by the said lease in being; and thereafter to distribute the remainder among the Vicars of Poole, Guilsfield, Buttington and Meifod in co.
