Aug. 1. Henry Guy to the Commissioners for Prizes to attend my Lords next Friday on the information put into your Board against Capt. St. Loe. Bring with you the persons that are to make good the said accusation. Out Letters (General) XIV, p. 127.
Same to Mr. Shales, enclosing an account [missing] of money paid by the Treasurer of the Navy between June 25 and July 31 last. Ibid.
Same to the King's Remembrancer to forthwith award an extent against Nathaniell Molineux on his [surety] bonds for the second Twelve Months' Aid and the 4s. Aid, and writs of scire facias against all the sureties therein. Ibid.
Aug. 1. Henry Guy to the Navy Commissioners. From your report of the 12th ult. my Lords find that the twopences abated up to that date out of the wages of the Marine soldiers for service on board the Fleet in 1690 towards paying for their clothes amount to 2,124l. 0s. 4d., and that by estimate about 300l. more remained to be collected. My Lords are aware that the whole sum of 19,750l. 14s. 1d. for the clothing of that year is made good to their Majesties in the lately stated account of the pay of the said two [Marine] Regiments. They therefore direct you to pay the said 2,124l. 0s. 4d. forthwith to Mr. Balderston and Capt. Robt. Griffith, the two agents for the Marine Regiments, and that the rest be paid in like manner as it is deducted from the pay of the soldiers. The said Agents are to give you acquittances and are to pay the money to their respective officers of the said Regiments according to such directions as they shall receive from the Earl of Pembroke and Earl Torrington, the Colonels of said Regiments. On your report as to the business between the merchants of Bristol and Tyndal, the searcher there, and on hearing the same yesterday by counsel, my Lords do not think it reasonable that the officer should have Crown aid against the merchants unless they endeavour to hinder him by delays and unfair combination. Aug. 2. Treasury warrant to Thomas Lloyd, esq. [Paymaster of the Works] to pay as follows the 1,182l. 6s. 0d. which was paid into the Exchequer by Peter Hume as his receipts for the sale of several goods and chattels of John, late Earl of Melfort, delivered to him by Sir Edward Clarke and Sir Francis Child, sheriffs of London, in pursuance of Treasury warrant of Feb. 21 last, viz.: 118l. 4s. 0d. to Peter Hulme and Parry Walton for their expenses in receiving the said goods; 73l. 6s. 0d. to Richard Normansell, secondary to the said sheriffs, for his fees in realising the said goods; and the remaining 990l. 6s. 0d. to Abraham Jordan, carpenter, whereof 600l. is in full of a contract made with the said Earl for building the house of the Secretary for Scotland and 390l. 6s. 0d. is in part of 431l. 17s. 8d. for alterations done of late in order to the dividing the said house for the accommodation of two Secretaries with their offices and families as by Sir Christopher Wren's report thereon. Henry Guy to the Auditor of the Receipt to issue 218l. 10s. 4¼d. to Thomas Browne by way of advance out of the like sum which will be paid into the Exchequer by the Excise Commissioners on the Hereditary and Temporary Excise. Aug. 2. Henry Guy to the Earl of Ranelagh, enclosing a memorial [missing] of Sir Joseph Herne and partners for 2,451l. 16s. 9d. due to them for loss sustained in receiving 196,147 guineas at 22s. each on payments of money returned to Flanders for the use of the Army. You are to insert this on your next [weekly] memorial for money for the Army. Out Letters (General) XIV, p. 128.
Treasury warrant to the Commissioners of Excise and Hearthmoney Arrears to allow in account a further 50l. to Cha. Danvers as salary, he being for many years a collector of Hearthmoney, and having been appointed for the 1689, Lady day half year's collection of that revenue in cos. Berks., Bucks., Beds., Oxford and Hants., in place of Garret Cotter, Receiver General thereof, who had not cleared his accounts: for which service Danvers was only allowed 200l. for salary up to 1690, Lady day, whereas it was after Midsummer, 1690, before he could clear the said account, the collection proving much more troublesome than formerly by reason of the late Revolution and the people being of opinion that both the duty and the arrears were taken off by the Act of Parliament. Same to same to discharge Mathias Bisbie, late a collector of Hearthmoney, of the 80l. 5s. 1d. with which he stands charged in his account “and which stands charged amongst the arrears as desperate.” All process touching the same is to be discharged. Ibid.
Same to same to discharge Rivers Dickenson, for many years a maultster at Ware, of the debt of 952l. 12s. 0d. as follows on his paying 500l.: it appearing that he returned many great sums for the Excise collectors from Ware and other market towns; that Capt. Boreman, a brewer near Whitchapel, failed 1,000l. in his debt, which compelled Dickenson to take the management of that brewhouse in 1690, whereby he has lost a further 1,500l. from want of skill in the affairs of brewing and the failing of the victuallers he dealt with, who run away, so that he is unable to proceed in that trade or to meet his Excise debt of 952l. 12s. 0d., and is become disturbed in his mind and not fit for business. Aug. 4. Royal warrant, under the Queen's sign manual, to the Clerk of the Signet for a privy seal to authorise the Treasury to take in loans on the Review of the Poll not exceeding 293,692l. 17s. 10d. in the whole, in accordance with the terms of the Act [4 Wm. and Mary, c. 14] for the Review of the Quarterly Poll: with interest at 8 per cent. payable quarterly. Money warrant for 875l., being 125l. each to Sir Thomas Clarges, Sir Peter Colleton, Paul Foley, Sir Mathew Andrews, Sir Benj. Newland, Sir Sam. Barnardiston and Robert Harley for one quarter's allowance to July 25 last as Commissioners for Stating the Public Accounts of the Kingdom: to be satisfied by tallies on the Post Office revenue. Same to William Hely at Guernsey. I have read to my Lords yours of the 6th ult. relating to the tenths of prizes in Guernsey and Jersey claimed by Mr. Rainsford, who was commissioned from the Admiralty to receive the same before the making of the Act of Parliament [4 Wm. and Mary, c. 25] for encouraging of privateers. My Lords direct that from Nov. 4 last (being the day on which the last Session began in which the said Act was made) all prizes are to be disposed of according to the directions of said Act; but for the prizes taken before that day my Lords think the Agent for the Admiralty is to receive and answer for the tenths of same. Aug. 8. Same to the Customs Commissioners. The Spanish Ambassador's lady is lately dead and he intends to send her body to Flanders to be interred. You are to send an officer to his house in Great Queen Street to see the case made up in order to its export unopened on the ship St. Michaell to Flanders: “and you are desired to keep this as a secret, least the captain of the vessel knowing of it should scruple to carry over a dead corps.” Ibid.

Aug. 9. Henry Guy to the Auditor of the Receipt. My Lords have advised with counsel in the point concerning the money which comes into the Exchequer for the tax upon Joint Stocks and are satisfied by them that the said money is to be applied to the payment of the interest of the new loans not exceeding 500,000l. made upon the Act [4 Wm. and Mary, c. 15] for continuing certain Acts and for charging several Joint Stocks: which interest is after 8 per cent. per an. and payable every three months. You are to cause the said quarterly interest to be satisfied accordingly. Disposition Book XI, p. 198.
Same to the Excise Commissioners to pay 7,500l. to the Prince and Princess of Denmark for last June 24 quarter by 1,000l a week for the five ensuing weeks and thereafter by 500l. a week, “over and above the 5,000l. for that quarter directed to be paid by Act of Parliament.” Ibid, p. 199.

Henry Guy to the Auditor of the Receipt to issue 1,774l. 13s. 5d. to the Earl of Ranelagh on any unsatisfied order in his name as Paymaster of the Forces: to be issued out of loans to be made by said Earl on credit of the 4s. Same to same to report on the enclosed account [missing] of money received and paid by Mr. Israell Feilding for the use of the Troops under the Duke of Leinster in 1692. Ibid.

If not accepted they desire you not to accept same until first giving them an account thereof; or if already accepted [please inform them] for what value you have accepted bills from him [? the Treasurer of Barbados], so that they may take their measures accordingly. Appending: letter from Secretary the Earl of Nottingham, dated Whitehall, Aug. 12 inst., conveying the Queen's pleasure as above, made on a complaint of the Portugal Envoy that said ship is detained on pretence of some money expended in unlading her goods. The ship is to be allowed to proceed “without being obliged to pay that money.”

Aug. 14. Treasury instrument discharging George Morley, esq., one of the Masters of the High Court of Chancery, from his office as Master in Chancery attending the Alienation Office for taking oaths and signing writs of covenant and writ of entre: he having been thereto appointed by a Treasury instrument of 1690, May 6, and it being the King's pleasure that he be discharged from the execution of said office. Ibid.
Treasury letters patent appointing Thomas Dawson, esq. (one of the Masters of the High Court of Chancery) to attend in the abovesaid office in place of said Morley: with powers, profits etc. as amply as Nathaniel Crew, Richard Courthop, John Pottenger or the said George Morley. Ibid, p. 222.
Aug. 15. Henry Guy to the Auditor of the Receipt to order the Tellers to receive guineas at 1l. 2s. 0d. each from the citizens of London and such others as shall make loans on credit of the borrowing clauses in the Act for Review of the Quarterly Poll.
