Mar. 1. Treasury reference to the Agents for Taxes of the petition of William Green, shewing that he was joint Receiver of Taxes with Mr. Samuell Foden for co. Stafford; that they separately received the first 4s. Aid in several [or separate] divisions; that he has truly paid all his moneys into the Exchequer, but Mr. Foden has 2,000l. in his hands: therefore praying that Mr. Foden may be directed to pay in his moneys before he be admitted to a new receipt. Same to the Attorney General of the petition of John Hill and Eleanor his wife, late widow and executor of Col. Archibald Douglas, shewing that James II granted in June, 1688, to the said Colonel the forest or chace of Arkingarthdale and New Forest in York[shire] for 51 years under a proviso that such part of the premises as should not be recovered in seven years should be void; that the said Colonel prosecuted against Theodore Bathurst, esq., in possession of the premises and almost brought it to a trial, which petitioner cannot now do by reason of the privilege of Parliament; therefore praying a new grant of the premises with enlargement of the said seven years' term. Same to Samuel Travers, Surveyor General of Crown Lands, of the petition of William Blathwaite for a reversionary grant of the manors of Hornsea, Rosedale and Leven in co. Yorks; petitioner shewing that he formerly prayed a grant of the reversion of the manor of Egham, worth 4,000l., as in lieu of the sum of 3,300l. due [to him], on the usual allowances made to Secretaries of State, for 18 months' attendance on his Majesty in that station; that the said manor proved to be not worth half the estimated value; therefore prays a grant of such other reversions as will make up the said deficiency. The said petition being referred by the King to the Treasury Lords Feb. 17 last, the Surveyor General is hereby to report a value of the reversion of the manor or lordship of Hornsea, co. Yorks, demised to Thomas Ellyott, esq., 1673, July 2, for 66 years, of the annual value of 81l. 13s. 5d.; the manor of Rosedale, co. Yorks, demised to several tenants 1674, June 27, for 60 years, of the annual value of 133l. 6s. 3d.; the manor of Leven, co. Yorks, demised 1676, Dec. 16, to Joseph Micklethwaite for 60 years, of the annual value of 54l. 13s. 9¼d.: total annual value, 269l. 13s. 5¼d. Ibid, p. 35.
Same to the Navy Commissioners of the petition of the owners of the ship William and Mary, Geo. Cooke commander, shewing that they let their ship to the Victualling Commissioners to carry provisions to Barbados only, but she was there imprested by the Governor of Barbados to go with Sir Francis Wheeler to Martinico and North America and so back to England, to the damage of at least 4,000l. to petitioners: therefore praying that she may be paid according to the Governor of Barbados' imprest warrant. Treasury warrant to Mr. Richards, “Treasurer of their Majesties' Chamber,” to pay 14l. to Mathias Short, esq., the King's Serjeant Trumpeter, for one pair of kettle drums by him provided for the Third Troop of Horse Guards under Visct. Henry Guy to the Customs Commissioners, enclosing an Order in Council on the petition of Jeremy Johnson, William Crouch et al., owners and freighters of the ship European, John Foy commander, praying leave to sail to New England with 30 men all belonging to that place, with stores for shipping which petitioners are building there. The Treasury Lords to the Lords Justices, Ireland. There was a mistake in the computation in our letter of Feb. 16 last as to the four months' pay to be advanced to the officers of the six Regiments which are coming from Ireland, which is to be repaid by your order in Ireland for furnishing levy money for the Regiments that are to be raised in Ireland. The said pay is placed to the account of the arrears to said six Regiments due from 1691–2, Jan. 1, and must be computed according to the Irish establishment which commences then. The amounts are therefore as follows, viz. 1,385l. 4s. 2d. for Col. James Wynn's Regiment of Dragoons; 1,465l. 0s. 4d. each to the Foot Regiments of Brigadier Stewart, Sir Henry Bellasis, Colonels Henry Rowe, Richard Coote and John Michelburne: total, 8,710l. 5s. 10d.: which sum being advanced here is to be repaid as above. Mar. 7. Royal warrant to the Attorney or Solicitor General for a grant for a commission to John Vaughan and 27 others, detailed, to be Commissioners for the [second] 4s. Aid in co. Carnarvon: all by reason there is not a sufficient number of persons nominated in the Act to be Commissioners for said county that are qualified and capable of acting. Treasury reference to the Surveyor General of Crown Lands of the Duke of Ormonde's petition to the King, shewing that the whole of the bailiwick of St. James's being in the Crown, Charles II granted leases thereof to the Earl of St. Albans and his trustees, of which there remain about 40 years to come; that the present King has also granted parts of the premises to Admiral Russell. Col. Hastings, Mr. Lowndes and Mr. Pulteney and others for several estates in reversion of the Earl of St. Albans' grant: therefore praying a reversionary grant of the residue of the bailiwick for 99 years. Treasury warrant to same for a particular of premises ut supra, p. 405, in order to grants thereof to Sir Thomas Clarges and Mr. Guy at yearly rents of 12l. 16s. 0d. per an. in all and fine of 2,498l. 6s. 0d., the King being pleased to remit a half of the fine proposed by the said Surveyor General: except that part leased to Abbott Newell and William Dean: the lessees to convey their interest in the ground designed for a burying place to St. James's parish. Same to the Excise Commissioners to pay William Hall the salary of 50l. per an. from Christmas last, he having executed the place of housekeeper and deputy housekeeper of the Excise Office for above 30 years, and during the time that the said office was held by grant at 400l. he was paid by the person who enjoyed that salary, and during the vacancy of that office was paid 50l. per an. by the King, and the said office being now granted to Mr. Lassell with 200l. per an. salary Lassell conceives it is not expected he should pay said 50l. per an. out of the said 200l. per an., he [Lassell] being to maintain a porter and yard keeper. Mar. 8. Report to the King from the Treasury Lords on the report of the Committee of Trade and Plantations concerning the place of clerk of the Naval Office in Barbados; said report being referred to my Lords by Order in Council dated Jan. 18 last. Warrants not Relating to Money XIV, p. 274.
We have referred same to the Customs Commissioners and the Attorney General and are of opinion that the Governor is not liable to any of the penalties mentioned in the said report when the officer is put in by your Majesty. We agree with the Customs Commissioners that it will be most for your service that Mr. Cranfeild be appointed to that employment.
Mar. 9. William Lowndes (in the absence of Henry Guy) to the Navy Commissioners. By the royal sign manual of Feb. 21 last you were to pay Arthur Owen, late Capt. in one of the Marine Regiments then under the Earl of Pembroke, 379l. 15s. 2d. for so much due to him for subsisting his Company in 1690. In accordance therewith you are to make forth bills to the Treasurer of the Navy for paying same to said Owen: and to cause same to be registered in course on the Register for bills kept in the Navy Office.
