William Lowndes (in the absence of Henry Guy) [to the Customs Commissioners, England] to direct the Solicitor of the Customs to forbear prosecuting Richard Gotley of Bristol, merchant, for the 855l. 10s. 0d. due from him on tobacco bonds in accordance with your report on his petition: it appearing that there is upwards of 3,000l. due to him for the service of transport ships in the reducing of Ireland. Same to the Earl of Ranelagh. In accordance with your report on the memorial of the officers of the Foot Regiment lately under Col. Godfrey Lloyd in the West Indies, you are to state the said Regiment's account according to the establishment without muster rolls; charging them thereon not only with all recruit money paid them since the date of their last clearing, but also with the charge of their provision at sea, as you have proposed. They are to produce to you authentic certificates of all money paid and provisions delivered to them in the West Indies. Ibid, p. 237.

Treasury warrant to the Surveyor General of Crown Lands for a particular of a tenement and garden in the north west corner of Scotland Yard with a view to a lease thereof to Joseph Craigg for 99 years at 6s. 8d. per an. rent and fine of 300l. Warrants not Relating to Money XIV, pp. 294–6.
Prefixing: (a) said Craigg (Cragg's) petition for same; (b) said Surveyor General's report thereon. The premises were granted in 1611 to Simon Bassele, esq., Surveyor of the Works, for 60 years, and in 1631 by Charles I to Thomas Carey, a Groom of the Bedchamber, for 41 years in reversion. The tenement contains 70 feet by 13 and abuts west on High Street, east on Scotland Yard, north on a tenement of Sir Richard Cox, kt., and south on Scotland Yard; the [garden] ground enclosed with a pale, part of Scotland Yard, lies on the east of the tenement, is 70 feet north to south by 80 east to west, and is part of the palace of Whitehall and manor of Westminster. By mesne assignments they were vested in Thomas Cole and others, who by indenture of 1660–1, March 12, conveyed part to Edward Vaughan, gent., at 10l. per an. rent, who in Dec., 1669, assigned to George Jackson, gent., and 1673, July 8, his relict, Elizabeth, assigned to Leeson, whose widow Mary assigned to petitioner 1693, Sept. 28, for 664l. consideration and the rent of 40l. per an. to be continued. The premises are therein described as two tenements in the tenure of Anthony Man and Edward Pussey, the garden lying behind them, a tenement built by said Vaughan formerly in the possession of Sir Joseph Williamson, and another enjoyed by Thomas Williams, which last is now a small alehouse called the “Hole in the Wall.” The ground on which the alehouse stands was formerly a stable belonging to the Surveyor of the Works and this ground, together with that on which Sir Joseph Williamson's house was built and also a small court or garden between them, are not included in either of these leases, “and therefore I conceive ought to be in their Majesties' immediate possession, but it appears have been enjoyed for many years past as an appurtenant supposed to have been included in the general words expressed in the said Basile's lease, who being Surveyor General of the Works and his son Clerk of the Works, I conceive it was not difficult for them to keep the possession of this slip of ground which lies behind the Coach House and other buildings and stables on the north side of Scotland Yard. I am the rather induced to believe that this was the first occasion of the said encroachment, because I observe that the late Clerks of the Works for the time being have received a rent of 60s. per an. for the said garden lying between the two last mentioned tenements. The petitioner alleges that when he bought the said Leeson's title in Sept. last he believed it extended to the said two houses and garden, and encouraged thereby he has pulled down the house formerly Sir Joseph Williamson's and began to erect some brick buildings thereon, intending them for an addition to his other new buildings near thereto (which have an open court before them), but upon perusal of his title and comparing the assignments with the original leases 'tis discovered to be other wise. I find that all [which] was granted to Basile and Carey is passed away by name in the grant of the manor of Westminster to John Hall,” so that petitioner cannot have the reversion, but may have a term of years in the ground whereon the last mentioned two houses were built and the garden held by lease or permission from the Clerk of the Works. The assignee of Mr. Hall, who has the reversion of the houses adjoining, may give the petitioner trouble after he has been at the expense of erecting buildings thereon, the premises having for so long time been accounted part of said Basele's and Carey's leases.

Newland, repairer of bridges and passages in [New Forest in] Hampshire, praying payment of 5l. 16s. 6d. for new making bridges and passages in said forest and for an allowance of six tons of timber and 30l. charges for repairing several bridges and for allowance of timber to maintain the bridges for the time to come. Same to Aaron Smith, enclosing a paper [missing] which was delivered to my Lords touching the estate of Eliz. Lovejoy, of Canterbury, widow, who died intestate without heirs, whereby same is escheated. Take the Attorney General's advice as to the best way of obtaining the real estate for the Crown. Ibid.

Treasury reference to the Customs Commissioners of the petition of Thomas Wolstenholme, son of Sir Thomas Wolstenholme, bart., shewing that his father had an annual rent of 561l, 15s. 8d. out of the Hereditary Excise as in lieu of a debt of 9,555l. 10s. 4d. [part of the Bankers' Debt], on which there is an arrear of 6,000l.: that petitioner is indebted 200l. to Mr. Michaell Weeks, Receiver of the Plantation Duty, and said Weeks is greatly indebted to the Crown on the receipt of said duty, whereon a scire facias is issued against petitioner: therefore praying a discharge of said debt of 200l. on account of the money due to him as above. You have represented to my Lords that the merchants ask so high prices for hemp at this time that you were apprehensive they were under some combination in that matter and therefore you think it advisable to endeavour with some person to provide that commodity by way of commission. My Lords thereon desired you to send Mr. Taylour or some others to treat with them accordingly. Mr. Taylour has attended them this afternoon and delivered them the enclosed proposal. to be obliged with the best of his skill to employ his Majesty's money in a merchantable way for the importation of such quantities of hemp as the Navy Board shall direct this summer and to deliver same to the respective storehouses in such proportions as shall be so directed: and to be upon his Majesty's account:
to issue and pay all moneys relating to this service directly from the Pay Office in Broad Street and not to trust any part thereof in the hands of goldsmiths or bankers:
to give the Navy Board from time to time the charter-parties of affreightment of all vessels hired for this service:
to require his agents or factors beyond seas to transmit by post bills of loading of the hemp shipped, the same to be immediately given to the Navy Board.
to make insurance upon the adventures in this service as the Navy Board shall direct and to lodge there the policies for same:
to give to the Navy Board a particular account of this management in a merchantable manner upon completing the service, and that to be before Christmas next with such vouchers as he is capable of giving according to the usual methods of that trade: and the whole to be upon oath.

Mr. Taylor has represented to my Lords that he has made contracts with the Navy Board for masts from New England and planks from Dantzic before he could foresee that the Tunnage Duty would be imposed by Parliament. Being informed that these contracts with him are beneficial to their Majesties, my Lords direct that on his producing the Customs officers' receipts for payment of said duty bills be made forth for the payment of same to him: the said bills to be registered [in the Navy Office] and paid in course [with other Navy bills].
