Sept. 4. Money warrant for 400l. to John Shales, one of the Auditors of the Revenue, for two years to 1693, Sept. 29, on his salary: to be satisfied by tallies on John Evelyn, Receiver of Crown Revenues in cos. Kent, Surrey and Sussex. Money Book XII, p. 266.
William Lowndes (in the absence of Henry Guy) to the Auditor of the Receipt to forthwith issue 250l. to Henry Guy on his money order for secret service, 50l. thereof out of the moneys of the Hereditary and Temporary Excise and 200l. thereof out of the duty on low wines next after satisfaction of the sums directed [thereout] to the Commissioners of Accounts. William Lowndes (in the absence of Henry Guy) to Mr. Fox to insert in his next [weekly] memorial [for money for services] 5l. for Mris. Shipton, widow of Tho. Treasury warrant to the King's Remembrancer to deliver to Henry, Lord Herbert, John Nash's surety bonds for the receipt of the Crown [land] revenues in cos. Pembroke, Carmarthen, Cardigan, Brecon, Radnor, Glamorgan, Monmouth and Haverford West for the year ended 1688, Sept. 29; on the account for which he was indebted 324l. 3s. 5d. to their Majesties; the King having by privy seal of 1693, April 13, granted same to H. Sept. 5. Money warrant dormant for 25,000l. per an. to the Governor and Company of the Bank of England and their successors for ever, being a fourth part of the 100,000l. per an. appropriated by the Act of Parliament for said Bank, but subject to the clause of redemption as in the said Act: all by reason that the Commissioners for taking subscriptions for the said Bank have paid into the Exchequer 300,000l., being a fourth part of the 1,200,000l. subscribed in pursuance of said Act. William Lowndes (in the absence of Henry Guy) to Mr. Stephens [Cashier to the Navy Treasurer] to apply 28,000l. of the tallies in your hands struck on the stamped paper duties, to pay the 1693, Sept. 29 quarter, due to the Yards: and to get money advanced thereon at any rate not exceeding 35s. per cent. discount. Same to the Earl of Ranelagh. It is the Treasury Lords' pleasure that the 1,600l. directed to you for Sir Henry Belasyse's Regiment in last week's letter of disposition, supra, pp. 751–2, be not issued by you till further order. Ibid.
Same to Sir Christopher Wren. The Act of Parliament for 1,000,000l. on salt and additional Excise has provided that one or more convenient rooms near the Receipt of the Exchequer be assigned for a distinct office for the purposes of said Act. Same to the Excise Commissioners for an account of the gross produce of the Excise for the years ending 1693, June 24, and 1694, June 24, distinctly in all its branches, with the number of barrels of beer and ale brewed in each collection and the increase or decrease thereof: and to give ray Lords such accounts henceforth quarterly, “the Comptroller having an officer allowed him for that purpose.” Ibid, p. 290.

Same to the agent to the Marquess of Carmarthen's Marine Regiment to report on the enclosed memorial [missing] of Richard Acton and Company touching 6,641l. 5s. 0d. due to them for clothes etc. furnished to the above Marine Regiment. Ibid.
Same to the Excise Commissioners. My Lords have considered the matters which appeared to them yesterday upon the hearing John Drysdell against John Newman and Edward Wintour, [Excise Office] officers of the distillery. It is evident that Newman and Wintour have been unfaithful to their trust. They are to be forthwith dismissed and prosecuted: and Drisdell, being a faithful and diligent officer, is to be restored to as good an employment in the business of the distillery as he is qualified for. Sept. 7. William Lowndes (in the absence of Henry Guy) to the Excise Commissioners to pay 3,052l. 8s.d. to the Queen Dowager for last June 24 quarter; 552l. 8s.d. thereof next week and the remainder by 500l. a week. Disposition Book XII, p. 134.
Same to same to pay 7,500l. to the Prince and Princess of Denmark for same quarter; by 1,000l. a week for five weeks and 500l. a week for the remainder: [this is to be] over and above the 5,000l. directed to be paid for that quarter by the Act of Parliament. Ibid.
Same to the Customs Commissioners. The Committee of Trade and Plantations have under consideration the settling of next year's [shipping and men quota] arrangement. Same to the Earl of Ranelagh to report on the enclosed petition of Thomas Morin, sutler, praying payment of 731l. 1s. 1d. remaining due on his contingent bill for fire and candle for the first Regiment of Foot Guards at Kensington, Whitehall and the Savoy for 1692 and 1693. Ibid.

Same to the Earl of Romney. My Lords desire to speak with the Board of Ordnance on Tuesday morning next concerning their estimate of the stores of war intended to be sent with the Forces intended for Jamaica. Ibid.
Same for Mr. Blathwaite, enclosing an abstract of the demands for clothing the Forces, “in which there are certain proportions intended to be first paid (by or out of the tallies which my Lords have put into the Earl of Ranelagh's hands for that purpose) amounting in the whole to 107,687l. 3s.d.” Please represent to the King that those tallies will go but a very little way towards discharging of the whole debt to the clothing, and that the charge thereof so far exceeds the offreckonings as [that] many of the Regiments are far indebted beyond what can be paid out of offreckonings of this year; and that the fund for the clothing will by such anticipations be rendered insufficient ever to clear the charge thereof “unless the same be lessened.” Ibid.

Same to the Excise Commissioners of the petition of the Captain of the Winchester “etc.” [and others of the ship], shewing that the ship going to be refitted at Chatham they put the brandy which remained in her into the King's warehouse at Rochester, but the Excise Commissioners have seized same “for that duty”; therefore praying that same may be delivered, “being the ship's stores.” Ibid, p. 64.

William Lowndes (in the absence of Henry Guy) to the Navy Commissioners. By an account adjusted up to 1692–3, Feb. 17, by Brook Bridges (one of the Auditors for Naval and other accounts) and myself, for the pay of the two Marine Regiments, excluding sea pay of the men, there appears 22,988l. 13s. 7d. as due to the officers and soldiers thereof after due deductions. In part thereof the Colonels thereof or their agents have since received 3,230l. 10s. 0d. from the Treasurer of the Navy, thus leaving 19,758l. 3s. 7d. still due. It is the Treasury Lords' pleasure that same be forthwith satisfied, 9,302l. 3s. 1d. thereof to the Marquess of Carmarthen, commander of the first Regiment, and 10,456l. 0s. 6d. to Henry Killegrew, late Colonel of the second Regiment. These sums are to be assigned on the tallies in the Navy Treasurer's hands, struck on the vellum duties to wit those which will remain after assigning the 28,000l. lately directed for the Yards. Treasury warrant to the King's Remembrancer for a particular of divers messuages, tenements, cottages, gardens and orchards in St. Giles without Cripplegate in the city of London, which are lately returned into the Exchequer Court by two inquisitions as unjustly detained and concealed from the Crown: all in order to such a grant thereof as their Majesties have directed. My Lords have perused your report on Mr. Murrey's memorial concerning the deductions from the Regiments lately encamped on Hounslow Heath, “proposing that the sorts of provisions delivered to them may be rated, viz. 6d. per week for oats, 12d. per truss for hay, 6d. per truss for straw and 1½d. per pound for bread.” As you have no objection thereto, but think it the most equal way of charging the Regiments, my Lords approve thereof. Please make the deductions from the said Regiments accordingly. Ibid.

Same to the Customs Commissioners of the petition of Margaret Wheeler, wife of John Wheeler of Bristol, shewing that her husband was unfortunately concerned with one Stancomb in shipping off a considerable quantity of tobacco for Ireland, but the vessel proving leaky and sinking in the Channel of Bristol, they procured a Welsh boat which carried the greater part on shore and landed it at Caldicot, where it was seized and condemned as a fraud intended to their Majesties and [her husband] is prosecuted for 225l. [duty] owing by him and Stancomb, but is unable to pay: therefore praying that he may be discharged on a composition of 40l. Ibid, p. 65.

Treasury reference to Mr. Twitty of the petition of Thomas Shirley and Benj. Gregg, two Serjeants at Arms, shewing that they have served a year and almost nine months, but have received no salary, only Shirley had a tally for 16l. for some few days' service to Christmas, 1692: therefore praying “such arrear of salary as their Lordships shall think fit.” Reference Book VII, p. 65.
