Same to the Surveyor General of Crown Lands for a particular of lands, ut supra, p. 677, in order to a lease thereof to John Webster, junr., gent., for 31 years at 10l. per an. rent and fine of 15l. Ibid, p. 349.
Prefixing: said Surveyor's report on said Webster's petition for same. In 1663 John Webster, petitioner's uncle, petitioned Treasurer Southampton for a lease of the lands now desired, called Salthill Hayes, near Clitherow, co. Lancs, which were sold in the then late times to William Stockhouse, gent., and by him conveyed in 1657 to said John, who in 1660 submitted his pretended title from said Stockhouse, and became tenant [to the Crown] and was continued in possession by Sir Charles Harbord's warrant [as then Surveyor General of Crown Lands] and continually paid said 10l. rent, but without any lease or other authority till 1663, when Katherine Holland, pretending the greatest part thereof to be her inheritance, disturbed him, and thereupon the lease in being was directed (but not passed till 1666, Aug. 13). The premises came to the Crown by exchange with Queen Elizabeth and contained 32 acres of meadow and pasture, and in the late Parliament's Survey is valued but at 10l. 7s. 0d. per an. The Crown's title to the premises has been cleared by the present petitioner against the said Katherine Holland at considerable charge to himself.
Oct. 26. Treasury warrant to the Surveyor General of Crown Lands for a particular of premises, ut supra, p. 608, in order to a lease thereof to John Rayner, esq., for 31 years at the old rent of 5l. 6s. 8d. per an. and fine of 200l. Warrants not Relating to Money XIV, pp. 351–2.
Prefixing: Surveyor General's report. Petitioner is farmer of the profits of courts within the Lordship and Soke of Kirton in Lindsey, co. Lincoln, belonging to the Duchy of Cornwall, together with the custody of all escheat lands there. For seven years past the premises have not produced sufficient to pay the Crown's reserved rent of 12l. per an.; also petitioner has been at loss in asserting the Crown's title to a parcel of escheat lands. What petitioner now desires is a parcel of 13 acres of arable land in three pieces in Weston and 24 acres in 12 parcels in Cowbitt, lying within the common fields there, and in the parish of Spalding, certain tolls of fair and market at Kirton, with a windmill and water-mill and three acres of land there, all which were passed to Ellen Izod, widow, in 1662 at 5l. 16s. 8d. per an. without fine. The lands in Spalding are surveyed at 12l. 6s. 8d. per an. and the mills in Kirton at 12l. per an., but these are now certified by the steward of the Lordship to be much in decay and untenanted. The tolls have been surveyed at 8l. per an. and the three acres at Kirton are worth 20s. So the whole value amounts to 38l. 6s. 8d. I estimate a fine at 200l. as above with the old rent of 5l. 6s. 8d.
Royal warrant, under the Queen's sign manual, appointing William Knight to be Paymaster and William Lowndes Comptroller of the Million Adventure under the Act for the duties on salt [5 Wm. and Mary, c. 7]: it being provided in the said Act that there should be in the Receipt of the Exchequer a distinct Office for paying the annuities or benefits under the said Act and that the moneys of the fund as thereunder be issued without further warrant from time to time to the officers of said Office as imprest and upon account for the payment of the said annuities or benefits: the said officers being thereto appointed by the Treasury instrument of 1694, Oct. 25, under the powers conferred by said Act; which instrument is hereby approved: Knight to have 500l. per an. and Lowndes 200l. per an. as from Lady day last.
