Same to Mr. Povey. My Lords have read yours of the 14th June last and 9th inst., written by order of the Committee for Trade and Plantations, with the copy of the memorial relating to the revenue in Virginia and an estimate of gunners' stores necessary to be sent thither to a charge of 807l. 4s. 10d. My Lords are of opinion that these stores ought properly to be furnished by the Office of Ordnance and that same may be paid for out of the revenue of the quit rents in Virginia [viz. by that sum to be remitted to the Treasurer of the Ordnance here. Please represent this to the Committee for Trade and plantations Out Letters (General) XIV, p. 352.
Feb. 18. Memorandum of the swearing before the Treasury Lords of an affidavit by Noah Lawrence of London, merchant, of the entry 1692–3, March 8, in London port of six dozen beavers and casters and 18 dozen men's worsted stockings which were carried from London in the ship Victoria, Laurenzo Carnback master, for the Straits: and on the 3rd June, 1693, similarly 68 dozen men's worsted hose in the Jerusalem, Nicho. Regis master, for the Straits, being said merchant's proper goods and duty thereon all properly paid; both which ships in their voyage were taken by the French as prizes and the goods in them were made prize: and said merchant has not received or is likely to receive any benefit by the proceed of the said goods or any part thereof. [This affidavit is made with a view to obtaining a Treasury warrant for an allowance of duty free export of goods to an equivalent amount.] Out Letters (Customs) XIII, p. 142.
Treasury reference to the Customs Commissioners of the petition of Michael Sumerson for a coastwaiter's or tidewaiter's place in the Customs. He is to be presented if fit. Reference Book VII, p. 78.
Treasury warrant to the Commissioners of Excise and arrears of Hearthmoney to grant to Hesketh Hobman, on his paying 30l., the benefit and advantage of the extent on the estate of Marmaduke Jenkinson until he be satisfied the said 30l., it appearing that said Jenkinson, one of the securities of Thomas Vawser, late a collector of Hearthmoney, did petition the Treasury representing that said Vawser being indebted 116l. 15s. 10d. to the King, said Jenkinson's estate near Beverley, co. Yorks, to the value of 13l. 10s. 0d. [per an.] was seized into the King's hands and the sheriff of co. Yorks has answered to the King 27l. for two years' value thereof and has two years more of the same value in his hands: whereupon a Treasury warrant was granted 1694, June 13, supra, pp. 653–4, to discharge his said estate on his paying a further 30l.: but before the issue of said process the said Jenkinson had mortgaged his said estate to said Hobman for 200l., who has proposed to pay said 30l. so as [provided that] he may be secured same and his mortgage money and interest as above. Feb. 19. Same to John Knight [Customs Cashier] to pay to Goorge Booth, esq., Sir Richard Temple, Bart. and Kt. of the Bath, and Sir John Werden, Bart., late three of the Commissioners of the Customs, so much as their salary therein comes to from 1694, June 24, to the date of the present Commission of the Customs. William Lowndes (in the absence of Henry Guy) to the Treasurer of the Navy to apply towards the payment of imprests and bills of exchange 10,000l. out of the money remaining in your hands which was procured to be advanced on tallies struck April 8 last on the additional imposition on merchandise imported. Feb. 19. William Lowndes (in the absence of Henry Guy) to Mr. Blathwaite to procure a royal warrant to authorise the Paymasters of the Forces, Ireland, to pay 5,000l. to the Commissioners of Transports on account. Out Letters (General) XIV, p. 352.
Same to the Auditor of the Receipt to direct the Tellers to take in what money any persons will lend on credit of the Hereditary and Temporary Excise, levying tallies of pro for repayment of same, pursuant to the Treasury Lords' dormant warrant. Ibid.
Same to the Postmaster General. My Lords are informed that the Act for the 4s. Aid cannot be printed and dispersed into the several counties of England and Wales in the ordinary method so as to be put in execution on the 28th inst., as directed by the Act for same.[7 and 8 Wm., c. 5]. They have ordered the Agents for bringing in of Taxes to send by next Saturday night's post one [copy] of the said Act to each sheriff and also to the mayors and bailiffs of the several Corporations and places in the counties. The packets which the said Agents shall so send to the [Post] Office are to be carefully sent away by the Saturday night's post and you are to direct the Deputy Postmaster in the several counties and places to despatch same forthwith and to the addressees. Treasury reference to same of the petition of Dean Monteage of London, merchant, and John Monteage, his brother, praying that said Dean's bonds for 500l. to the Crown [for Custom's duties], for which said John is surety, may be delivered up; said merchant being unable to pay same by reason of several losses. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of Brigadier Stewart concerning an ejectment brought against him for some lands in Ireland for which he is tenant to his Majesty, being late the leasehold estate of one Edmund Nugent, outlawed for treason, who claims the benefit of the Articles of Limerick. Feb. 20. Royal warrant, under the King's sign manual, to the Attorney or Solicitor General for a great seal for a commission to George, Prince of Denmark, the Archbishop of Canterbury and 175 others, detailed, as follows for Greenwich Hospital. The King being desirous to promote the trade, navigation and naval strength of England, whereon the safety and flourishing state thereof doth so much depend; and being persuaded that nothing will more effectually contribute thereto than the increasing the number of English seamen; and the seafaring men of this kingdom having for a long time distinguished themselves throughout the world by their industry and skilfulness in their employments, courage and constancy in engagements and hazards and nothing is more likely to continue this their ancient reputation and invite increase of numbers than the making provision for aged and wounded, for children of disabled and for widows and children of the slain: the King reflecting thereon frequently since his accession did, with his late Queen, by patent under the great seal 1694, Oct. 25, grant to Sir John Somers and 14 others, detailed, the piece of ground of 8 acres 2 rods 32 square perches in East Greenwich and the capital messuage lately built or in building thereon by Charles II and still remaining unfinished, commonly called Greenwich Palace, as in trust to be a Hospital for such as above: therefore now the King constitutes the abovesaid Prince George et al. to be Commissioners with power to appoint sub-committees for the better carrying on of the King's said intention: to consider how far the present buildings will be unfit for the Hospital hereby intended to be erected and how far to alter such as shall be thought fit to stand: to prepare plans for the erection of the said intended Hospital for the King's approbation: to prepare a charter of foundation for it and statutes, constitutions, orders and ordinances for its perpetual management, order and good government. Further, the King hereby declares that from henceforth he will yearly cause to be issued out of his treasure 2,000l. towards perfecting and endowing the said Hospital, which is hereby to be so done by the Treasury Lords without further warrant to them: and hereby authorises seven of the said Commissioners to receive public, voluntary contributions and subscriptions towards the erecting, furnishing and endowing the said Hospital, notifying the Treasury from time to time the names of such contributors: of which contributions John Evelyn, senr., esq., is hereby appointed Treasurer and Receiver General in regard the King doth very much confide in his ability and faithfulness: power is hereby further given to the said Commissioners to take down, demolish or alter the present buildings as above and after the King's approval of the plan of the new buildings, to carry on and finish the same with such speed as the nature of things and the moneys in hand will admit: during his continuance in this trust as Treasurer, Evelyn is authorised to retain out of the moneys in his hands 200l. per an. as his salary or allowance. Royal warrant to the Lords Justices, Ireland, to grant a three years' custodiam to “our trusty and well beloved counceler” William Woseley esq., of so much of the forfeited estates as follows as shall by the improved rent thereof amount to the clear yearly sum of 1,000l. above charges and reprizes. Feb. 20. Royal warrant to the Lords Justices, Ireland, for a patent to pass the great seal of Ireland for remitting and releasing to Henry, Visct. Galway, his heirs etc., so much of the several rents reserved to the Crown by two leases or custodiams under the seal of the Exchequer Court, Ireland, as at the end of each of the said three years' custodiams shall remain payable to the Crown after deduction as well of the ancient quit rents and Crown rents (of 81l. 13s. 7d. per an.) and arrears (amounting to 53l. 5s. 22/4; d.) thereof as of the 69l. 2s. 4d. per an. reserved as payable to Edmund Power, esq., out of the said custodiams: together with a clause for exonerating and discharging Francis Cuffe, esq. (since deceased) from two recognizances entered into by him, one of 1,000l., the other of 1,300l., for the due payment [by said Visct.] of the rents reserved on the said leases; but the said Cuffe (or other surety of said Visct.) is hereby to enter into fresh recognizances for the said Viscount's answering the said quit rents or Crown rents to the Crown and for the paying the said 69l. 2s. 4d. to said Power during the said term of three years. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Laurence Braddon of the office or place of Agent and Solicitor for the affairs of the revenue arising by the grant of licences to retail wines (Solicitor to the Wine Licences) loco William Blackaller, gent., lately deceased: with the fee or salary of 100l. per an. from Christmas last: he to observe Treasury directions in the exercise of his said office. Charles Pembruge as warehousekeeper in Bristol port loco John Furlong, dismissed.
Same to same to remit to John Morton the King's part of a seizure of 20 pieces of Persian silk; he having for several years maintained his family in a plentiful condition until about a year since, being upon the sea homeward bound with a good cargo, he was met by French privateers and spoiled of all he had; and having afterwards sold his household goods for a second venture he bought [therewith] the said silks in Holland, not knowing they were prohibited goods. Overton, esq., Warden of the Mint, of the petition of George Macy, shewing that he is in disburse 631l. 14s.6d. in apprehending and prosecuting clippers and coiners from 1691, Sept. 1, to 1694, June 6, which money he was forced to borrow, and was arrested for 200l. part thereof; therefore praying payment of same and of 60l to defray the charges of his journey in the Home Circuit. Treasury warrant to Brook Bridges, one of the Auditors of Imprests, to prepare for declaration the account of the Earl of Montagu for the year ended 1689, Sept. 29, as Master of the Great Wardrobe, giving allowance therein for so much only of the surplusage, liveries and salaries therein as by the return of the Clerk of the Wardrobe do yet remain unsatisfied: it appearing by said Bridges' report that in said account 36,471l. 3s. 11¾d. (being the surplusage due to several tradesmen, artificers and others upon the said Earl's accompt ended at Christmas, 1684) as also the fees and salaries due to his Lordship during the time of his suspension [from his said office] were brought over and charged to this accompt “which for ought [that] did appear to you might in great measure be discharged by those who during that time did execute the said office of Master of the Great Wardrobe”; wherefore said Auditor thought it proper that the Clerk of the Wardrobe should certify whether any and what part of the said surplusage had been discharged since and whether said Earl or others had received any part of what is herein demanded on account of their liveries or salaries during the said period of suspension. Please make forth bills and do such other matters as may be necessary for the satisfying the said moneys to the use of the said officers; observing my Lords' direction as above as to deductions. Same to Sir Robert Clayton. My Lords are moved to direct payment out of the rent of the Post Fines of Visct. Grandison's annuity. Please send them a statement of the payments of the said rent and the defalcations out of same up to the present so that they may see whether there is money due [to come in] and applicable to that annuity. It is represented that Hester, Lady Eland, deceased, “who was an alien born made a denizen but [afterwards] naturalized was entitled to the reversion in fee (to take effect after the death of her Majesty the Queen Dowager) of and in a fee farm or rent of 550l. issuing or reserved out of the manors of Bradbury and Hilton in co. Durham and which by the original reversion thereof was to be paid into the Receipt of the Exchequer or [to] the Receiver of the said county,” and that as she died intestate with no other kindred than are aliens the said reversion accrues to the Crown. Please give warrant to the Clerk of the Petty Bag for a commission to William Dolbins and five others, detailed, to inquire as to same. Ibid, p. 355.
Entry of the Treasury decision upon the petition of the minister, Justices of the Peace and other inhabitants of St. Margaret's, Westminster, said petition setting forth the great number of the poor within the said parish and the debt contracted by petitioners for relief thereof and therefore praying that they may take for the use of the poor all boards, nails, cloth and other things as shall be set up or laid in the streets within said parish at the public charge for the conveniency of her Majesty's funeral. Reference Book VII, p. 79.
Hereon the Treasury Lords declare that the said boards and other things mentioned should after the solemnity performed go to the poor of St. Margaret, Westminster.
Entry of the swearing before the Treasury Lords of the affidavit of John Loddington, junr., of London, merchant, of his entering at the Custom House 1693, May 18, of 27 sayes “containing” 297l. and 54 perpetuanos “containing” 864l. to be laden in the ship Sta. Clara, Domingo Ferera master, for the Straits, which was taken prize by the French. Warrants not Relating to Money XIV, pp. 380–1.
Likewise of the entry in the Custom House of Truro port 1693, Oct. 30, in the name of Peter Hill, junr., of 25 barrels of tin to be laden in the Princesse of Tuscany, Barnabas Pissine then master, for the Straits and similarly captured: being all, the goods of this deponent and company, Englishmen, and for which all Custom etc. was duly paid and no value received [all with a view to the obtaining of Customs free export of goods to the like Customs value].
Feb. 23. Treasury warrant to Phillip Ryley, Surveyor General of Woods, Trent South, to forthwith make new gates at the entering of Hyde Park next St. James's, the charge whereof with walling next the Lodge and about three rod of brickwork more at the other extreme will amount to 94l.: all by reason that the present gates are so very ruinous that they are almost inserviceable. The said expense is to be met out of moneys of wood sales not otherwise appropriated. Warrants not Relating to Money XIV, p. 381.
Same to the [Principal] Commissioners of Prizes to appoint Heneage Fetherston and Thomas Ayles, merchants, to be jointly constituted Agents for Prizes in the port of Alicante and places adjacent in the kingdom of Spain; to be rewarded according to the merit of their services without any standing salary.
