Aid) 3,965l. 17s. 9d. to the Bank of England, which the King is pleased to allow them in consideration of their loss by supplying you with bills for 200,278l. 3s. 3d. for the service of the Army in Flanders at 10 guilders 6 stivers [per £], by which they lost 4 stivers on every £. April 1. William Lowndes (in the absence of Henry Guy) to the Victualling Commissioners to report on the enclosed petition [missing] of Capt. Robert Dorrell for 1,015l. 6s. 3d. due to him on bills drawn on you for the supply of the Tyger and Mermaid frigates at Barbados. Out Letters (General) XIV, p. 366.
Same to Sir Christopher Wren. The Archbishop of Canterbury has desired on behalf of himself and the rest of the Bishops that some convenient apartment may be provided and fitted up near the House of Peers for them to robe and unrobe themselves and for other uses. You are to view some place which may be proper for the said service and report to the Treasury an estimate for fitting same up. Ibid.
Treasury order to the Customs Commissioners to observe an Order in Council dated 1694, Nov. 29, for permission to the Greenland Company to send out seven ships with 150 English seamen, besides landmen and foreigners. Out Letters (Customs) XIII, p. 156.

Prefixing: Order of the King in Council, dated Kensington, March 31 last, referring to the Treasury the extract [missing] of a letter from Capt. Fonlis, commander of the ship Gloucester, dated Hungroad, 1694–5, March 22, concerning a merchant ship called the Potomache Merchant, bound for Nevis, which would have sailed notwithstanding the embargo, but was stopped by said Capt. Fonlis from proceeding.
April 1. Treasury reference to Sir Christopher Wren of the petition of Lieut. Col. Farwell, Deputy Governor of the Tower, shewing that the King pays 40l. per an. rent for the house petitioner now lives in, which is very incommodious to his business in respect of its situation and being very far from the Guards: that there is an old house nearer the Guards and now belonging to the Chief Governor [of the Tower] which will mend his condition and save the King 40l. a year: therefore praying that said house may be viewed and repaired for him. Same to Charles Fox of the petition of Godfrey Webster, John Hay and William Sincler, shewing that they clothed Lord Strathnaver's and Sir James Moncreif's Regiment in 1692 and had letters of attorney to receive the offreckonings: that six months' offreckonings remain still due [to the Regiment], viz. from 1692–3, Feb. 1, to 1693, Aug. 1: therefore praying an order for the said offreckonings. Establishment under the King's sign manual for the officers appointed for the Hospitals in the Low Countries during the ensuing campaign: to continue in force for 200 days and no longer (three Comptrollers, 7 guilders each daily; four clerks, 4 guilders each; four physicians, 10 guilders 10 stivers each; four chirurgeons, 7 guilders each; twenty-four chirurgeon's mates, 3 guilders 3 stivers each; three master apothecaries, one at 7 guilders, the other two at 4 guilders each; nine apothecary's mates, 3 guilders 3 stivers each; three chaplains, 5 guilders 10 stivers each; Patrick Lamb in full for keeping and maintaining three butlers with their assistants and a sufficient number of washers according to his contract: total establishment, 284 guilders 9 stivers daily). William Lowndes to the Auditor of the Receipt to issue 126,510l. 0s. 7d. to the Earl of Ranelagh, on the unsatisfied order in his name, for the service of the Forces: to be issued out of loans to be made by said Earl on the 300,000l. of the Customs. The said sum is to be reserved in said Earl's hands to be applied to such uses of the war as the Treasury Lords shall particularly appoint. Disposition Book XII, p. 225.
Same to same to issue 98,800l. to same upon his order for the Forces: to be issued out of loans to be made by the Bank of England on the 300,000l. per an. credit of the Customs. This sum is intended to be paid over to said Bank for 373,417⅓ pieces of Eight which they have undertaken to pay at Leghorn, Genoa or Turin; to wit 96,000l. worth thereof for a year's subsidy to the Duke of Savoy to be reckoned from Oct. 10 last and the remaining 2,800l. towards the exchange thereof at the rate of 63½d. for every piece of Eight. Ryley, Surveyor General of Woods, Trent South, to raise 30l. in money and 10 ton of timber out of decayed timber in New Forest for Phillip Newman, repairer of the bridges and passages in said forest, viz. to make a serviceable bridge and causeway in Ashley Walk over the bog to Godshell Wood, to make a bridge by Denny Lodge, a foot bridge over Aven water, mending the causeway near said lodge, repairs about Caverly Bridge, the causeway by the Slethwood, locking the bridge to Baitly and mending the causeway at Holmhill. The Treasury Lords to the Lords Justices, Ireland, returning papers [all missing], viz. your letter of the 12th Oct. last with the several petitions of Col. John Forward and John Kirwan and the reports from the Solicitor General, Ireland, thereon, which we have laid before the King. You represent Forward as a very deserving man and Kirwan's case as very compassionate. The King desires you to give a more positive opinion what may be fit for him to do therein. Treasury warrant to the Customs Commissioners to deliver to Sir Christopher Wren a chest containing 600 tiles painted according to a pattern sent to Holland by the late Queen's directions, to supply such as were fallen from the borders (“Boarders”) under the hangings in the Palace at Greenwich; the same being now arrived in the river. Treasury warrant to the Surveyor General of Crown Lands for a particular and ratal of the lighthouses ut supra, p. 952, in order to an extension of lease thereof to Ralph Grey, to make up to 60 years the term now in being to Sir Edward Turner: at 20l. per an. rent for the new term and a fine of 750l. only and in consideration of said Grey's good services. Prefixing: report by S. Travers, Surveyor General, on said Grey's petition for same. Charles II in 1661, Oct. 15, granted to Sir Edward Turner, kt., licence and power to erect and maintain certain lighthouses in Wintertonness in Norfolk and Orfordness in Suffolk for the benefit of navigation on that coast, with all privileges and profits thereto belonging and 1d. per ton of every ship or vessel that should pass there: the grant to be at 20l. per an. rent and for 60 years if a grant made to Gerard Gore 1637, April 13, for 50 years were then void, or otherwise for 33 years from the termination thereof: the rent to be paid from date of such voidance or termination. The first payment of rent in said Turner's name was for 1½ years ending 1688, Sept. 29, and the payment has continued ever since, “by which it seems to me that the grant to Gore, which expired 1687, April 13, was allowed to be good.” Turner's term has therefore only 25 years to run. “I have no account of the profits of these lighthouses in my office, nor do I find any proceedings there towards passing the last grant; but I have enquired into the value thereof and am very credibly informed that the same yields communibus annis 1,200l. a year above all charges and deductions”; at which rate I value the desired reversion at 3,000l.
Report to the King from the Treasury Lords, on the petition of Elizabeth, Countess of Clancarty, concerning her legal demands for 6,280l. and 5,700l. [see supra, pp. 280–1], which [on her previous petition] the King directed should by patent be payable out of her son's estate except for Sir — Trevor's 1,800l. part; but the Lords Justices did not proceed on the said royal direction because same had not been referred to them: whereupon it was so referred and examination was taken upon oath of Morltagh Dowling and other witnesses that said debts and demands are justly due to petitioner, but nevertheless Sir Cyril Witch and Mr. Duncomb, two of the Lords Justices, Ireland, reported 1694, May 22, proposing to delay her satisfaction and meantime the profits of the estates have been received by another person and applied to other debts and incumbrances and the estate is now offered to be let at 800l. per an., though of a far better value. Hereupon the Treasury Lords report that petitioner's husband died suddenly of an apoplexy in Nov., 1676; she prosecuted her writ of dower in 1682 and recovered the third part of his estate and has a judgment at law for 6,280l. damagesand hoped to be permitted not only to receive said debt but also to raise portions for her four daughters, who are Protestants, and two of them unmarried, but has of late been greatly threatened by Col. Hastings and others on the pretence of the outlawry of her son, the Earl of Clancarty. She therefore petitioned for a custodiam of the estate, which petition was referred 1691–2, March 21, to Sir John Temple, Attorney General of Ireland, who reported, ut supra, Calendar of Treasury Books, Vol. IX, p. 1634, which report was referred to the Treasury Lords 1692, May 10, who reported thereon 1692, Oct. 14, ut ibid.: upon reading which report the Queen 1693, July 11, directed a grant ut ibid., Vol. X, pp. 280–1: whereupon the Lords Justices, Ireland, referred the Queen's letter to the Solicitor General of Ireland, who reported thereon that there was no mention of any examination of the particulars of the Countess's claims and that he had directed her agent to submit proof of her receipts out of the estate, as it was believed she had received enough thereout to satisfy her claims, having been in possession of the whole for the same time for which she recovered the damages and until 1688, when she went out of Ireland, if not till 1690, when the present Earl came of age, and that the usual method with petitions relating to Irish matters was for the Treasury to refer same to the Lords Justices or Chief Governor for report: whereupon the Lords Justices reported 1692, May 22, desiring an account of the profits of the estate for the “12 or 14 years” during which she was in possession.

Prefixing: said Surveyor's report on said Preston's petition for same. In 1678 Preston petitioned for lands in Furness, co. Lancs, belonging to Sir Tho. Preston as settled to superstitious uses. After a trial at bar and two hearings in the Exchequer Chamber the premises were 1682, May 30, declared forfeit to the Crown. In 1683, June 28, petitioner was granted a seven years' lease at 400l. per an. rent. James II granted 1687, June 3, the premises and said rent to Francis Plowden: which grant was (by inquisition taken at Lancaster 1689, Sept. 2) found to be in trust for superstitious uses and was vacated in Michaelmas term, 1689, in Chancery. In 1689, June 7, petitioner obtained a fresh lease at 200l. per an. rent, which rent by privy seal is now appropriated to four itinerant preachers in co. Lancs. The premises comprise the scite of the late monastery of Furness etc., and petitioner values them at 600l. per an. By Mr. Graham's and Barton's report dated 1682, June 23, they are valued at 577l. 15s. 4d. per an. clear of the fee farm rent of 190l. 13s. 4d. There is a good old seat and a park walled in, well stocked with deer. “Neither do I find that the iron mills are likely to be brought to any considerable value again, it being alleged that the ore is near if not altogether wrought out.” I rate the desired renewal at 1,000l.

Petitioner obtained a renewal in 1684 on a fine of 400l. I value the desired further term at 600l. under the said former rent. The stewardship of the manor has been constantly granted to the lessee.
