Same to Mr. Blathwayte. The Duchess of Cleveland has applied to my Lords for a dormant warrant for her 4,700l. per an. settled on her by Charles 11, in 15 Car. II and confirmed in 22 & 23 Car. II "and for which a particular saving is contained in an Act of the last Session," and [praying] likewise that the arrears thereof may be paid by 150l. a week. Please take the King's pleasure herein and acquaint him that there is great importunity for this and other pensions and that at his Majesty's last departure from England he was pleased to take a list of pensions with intention to mark such of them as should be paid and then to return same for my Lord's guidance. My Lords apprehend that his Majesty's weighty affairs have occasioned his not remembering the said list. Please therefore take the King's pleasure in that matter also. Aug. 3. William Lowndes to Sir Leonard Robinson to attend my Lords tomorrow and to hasten the account which you were to send them of the payments made to you on the present 4s. Aid within the times limited for taking clipped money and how much was received within the several wards and parishes [of London] before May 4 last. Ibid., p. 142.
Same to the Customs Commissioners. I return your report on Peter Floyer's petition. Please review same and send my Lords your opinion thereupon as soon as may be. Ibid.
Same to Mr. Hoare [Comptroller of the Mint]. My Lords have approved of Mr. Vanburg, a person well known to them, to serve as Comptroller of the Mint at Bristol. They are since informed that you have laid him aside in favour of another. My Lords are unwilling to believe that report because it would give them just reason of resentment, for that Mr. Vanburge has instructed himself for that employment and has depended so long upon it. They therefore persuade themselves that upon due consideration you will not refuse to depute him. Ibid.

Aug. 4. Royal warrant under the King's sign manual dated "at our Camp at Attree [Attere]," to the Attorney or Solicitor General for a great seal to revoke the grant to Andrew Corbet of the office of Inspector, Examiner and Comptroller for the business of farthings and half-pence to be made of copper pursuant to indenture between the King and Sir Joseph Herne et al; and in place thereof to grant the said office to Phillip Shales: during pleasure: with the fee or salary of 200l. per an. to be payable by said Herne et al as from June 24 last. Same dated same to the Clerk of the Signet for a privy seal for taking off surcharges in the Plantation Duty account as follows. By the Act of 25 Car. II [c 7] there were imposed the Plantation Duties and regulations as to Plantation bonds for commodities as therein. Pursuant thereto Commissioners were appointed to manage the collection of the said Duty in the Leeward Islands, whose books of their receipt coming to be examined by the Comptroller of the Customs, England, he has surcharged them as follows, viz. 136l. 5s. 9d. upon the Antigua Book A from 1689, Dec. 24, to 1690, June 24; 234l. 6s. 6d. upon the Antigua Book B from 1690, June 24, to 1690–1, Jan. 1; 95l. 9s. 6d. upon the Antigua Book C from 1690–1, Jan. 1, to 1691, July 1; 406l. 3s. 2d. upon the St. Christopher Book No. G from 1688, Dec. 24, to 1689, June 24; 286l. 12s. 8d. upon the Montserrat Book B from 1690, June 24, to 1690–1, Jan. 1; 50l. 12s. 11d. upon the Nevis Book B for same period; all which surcharges amount to 1,209l. 10s. 6d. and arose by the said Commissioners not taking the Duties upon goods shipped from the other Leeward Islands to Nevis and partly for goods shipped from one Leeward Island to another and partly for goods shipped from the Leeward Islands to Barbados. But the executors of the said Commissioners (who are all dead) have produced in explanation an order of Sir Christopher Codrington of 1689–90, Feb. 27, ut supra, p. 217, reciting that "at the request of the Assemblies and Councils of the respective islands and also at the request of the other inhabitants, there being no ships to carry their commodities directly for England whereby to furnish themselves with necessaries and provisions for their families and plantations and especially with arms and ammunition for the defence of our said Islands and without which supplies he was sensible that our said Colonies must run a great risque of being utterly ruined, he having then certain information that the French intended a sudden assault upon some of those said islands" and under the conditions, detailed in full, of the said order the said executors pray discharge of the said surcharges, producing certificates that the Leeward Islands have always been esteemed one Plantation and sloops and boats carrying from one island to another have always been esteemed as no other than coasters and that the said Commissioners do usually reside at Nevis and all the collectors are responsible to them. It is therefore hereby directed that accounts of the said Commissioners be passed and allowance therein made for the surcharges as above amounting to 1,209l. 10s. 6d. William Lowndes to the Auditor of the Receipt to issue 20,000l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of money to be advanced by said Earl on credit of Exchequer Bills: to be forthwith paid over to Mr. Pereyra for bills of exchange which are to be sent by this night's post for the [corresponding] value to be furnished at Antwerp after the rate of 10 gilders per £ sterling towards subsisting the army in Flanders "but the said Mr. Pereyra hath undertaken to satisfy the same to the drawers of the bills as follows, to wit on the 18th of this instant 10,000l. and on the 25th 10,000l. more and not otherwise." Aug. 4. Treasury reference to the Excise Commissioners of the petition of Francis Johnson, collector of Excise, shewing that he delivered to William Somes some 776l. of his collection of his Majesty's money, to carry same to Hoggesdon [Hoddesdon] in county Herts but Soams was robbed in the highway in Stevenage in the Hundred of Broadwater and petitioner prosecuted an action of Hue and Cry against the said Hundred and obtained a verdict against it at the Lent Assizes before Chief Justice Treby, it appearing that he was robbed near the Hundred of Cashio though plainly within the said Hundred of Broadwater; but the inhabitants of Broadwater in Easter term moved the Common Pleas to set aside the verdict on pretence that the robbery was committed in divisis hundredorum, viz. between the said 2 hundreds, and the Lord Chief Justice, to petitioner's great surprizall [ordered] that the defendant Hundreds should pay 520l. part of said 776l. whereby petitioner is become indebted to the King for the remaining 256l., besides 169l. expended in the suit: therefore praying to be allowed the said 2 sums and 15l. for his horse which was killed. Treasury reference to Mr. Ryley of the petition of Francis Dorington praying the repair of the lodge and out buildings thereto called Hanger Lodge [being the Lodge of Hanger Walk] of which he is keeper. Ibid.
Same to the Master etc. of the Mint of the petition of Jonathan Ambrose, melter of the Mint in the Tower, shewing that he has made an agreement for melting and refining the silver proceeding from the clipped moneys, yet is at a loss [therein] by the plate brought into the Mint and coined since May 4 last: therefore praying an allowance for same. Treasury warrant to Sir Tho. Trevor, Attorney General, to consent to an amoveas manus for taking off his Majesty's hands from the estate of Edward, Viscount Preston, son and heir of Richard the late Viscount, being the estate which was seized into the King's hands on the said late Viscount's attainder "who being only tenant for life his Majesty's title to the same by virtue of the said attainder is determined": all on the petition of the said Edward and of Ann, the relict of the said Richard. Aug. 5. Same to Mr. Neale, Master and Worker of the Mint, to pay (out of the disposeable money that shall be found in the Pix at the Trial thereof on July 16 last) 30l. to Thomas Hall as a gratuity or reward for advancing at the Treasury Lords' request in June last 1,300l. for the service of the country Mints on condition of being repaid out of the said moneys of the Pix: he having already been repaid the said 1,300l. out of the said moneys. Same to the Earl of Ranelagh to report on the enclosed petition [missing] of William Knox praying 106l. 18s. 3d. due to his brother as a Captain in the Earl of Essex's Regiment of Dragoons as by an account stated by the Agent of the said Regiment. Out Letters (General) XV, p. 143.
Same to the [Principal] Commissioners of Prizes for their answer to the enclosed petition [missing] of Andrew Young complaining that he contracted with you for the ship Golden Boar of Dantzic and the appurtenances (condemned as prize) for 600l. which you refuse to receive or to give him possession of the said ship. Treasury warrant to the Customs Commissioners to grant a supplemental debenture for [half subsidy of] 3,000 poundweight of tobacco part of 34,800 poundweight exported by John Taylor of London, merchant: he having imported in April and June, 1694, several parcels of Virginia tobacco containing 34,800 lbs. and paid the subsidy inwards and entered same outwards for Rotterdam, 1694, Jan. 26, but on taking out his certificate (which is the foundation of the debenture) in order to pass his cocquet outwards the clerk omitted 3,000 in the certificate when in truth the whole was actually shipped: the Customs Commissioners having found from the books of the Collector Inwards that the said omitted 3,000 stands clear and not set off from the entry. Treasury reference to the Excise Commissioners of the petition of the salt refiners of the city of Bristol shewing that at the time of the making the first Act of Parliament that laid a Duty on salt [they] have ever since traded in rock salt and refined the same in fountain water and not in salt water so that no increase of salt was made thereby; and being informed that they were not chargeable with any Duty for the salt so refined and also upon several informations exhibited against them by the Excise officers for recovery of the said Duty, having had judgments given for them against the King; and they also sold the same salt without any consideration in the price for the said Duty: but there is a clause in the Act which passed the last session [7–8 Wm. III, c 31] whereby all refined salt is charged with 1½d. per gallon and they are now charged with the said Duty on all the salt they have so refined since the making of the said first Act, although they are ready to pay the growing Duty for salt refined since May 17 last: therefore praying to be discharged the Duty on the salt refined before that date in regard they are not capable to make out what salt has been [so] refined and in regard of their not taking a price for their salt according to the said Duty. Same to the Customs Commissioners of the petition of Simon Battersby et al shewing that he had authority from the Earl of Derby to buy cattle in the Isle of Man and that coming to Whitehaven they met with And. Huddleston collector of Customs there, who told them that the commodities of the said island might be imported customs free; that they entered into an open boat called the Patrick of Peel Town intending to go to the said island and the said Huddleston seized his money to the value of 248l. 10s. 0d. under colour that he exported it out of the kingdom. Aug. 7. William Lowndes to the Auditor of the Receipt to issue 10,000l. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy: 4,611l. 6s. 11d. thereof out of loans on the fourth 4s. Aid and 5,388l. 13s. 1d. out of loans on the Annuity Act: to be paid over to the Victualling Commissioners to enable them to put the ships now in Torbay, that are intended forthwith to cruize, into a condition to sail "by supplying the out-ports with provisions for that service." Treasury warrant to the Customs Commissioners to deliver at Whitehall for the Countess of Sunderland (on payment of Customs) the 3½ tuns and the quarter cask of Spanish wine on board the Ruby prize now lying at the Nore, which is directed to the said Countess. Out Letters (Customs) XIII, p. 278.

Money warrant for 50l. to Robert Shelmardine without account: for reward and for his charges for his service in coming over from Germany on purpose to make known the late hellish design of assasinating his Majesty. Treasury reference to Auditor Aldworth of the petition of Augustin Fish, vicar of Gedney, county Lincoln, shewing that there is a pension of 40s. a year payable to the Crown out of the vicarage there which is in arrear for 5 years: therefore praying to be forgiven the said arrear on [condition of] paying the said pension for the time to come. Aug. 8. The Treasury Lords to the Lords Justices, Ireland. The Earl of Scarborough has represented to us that such use has been made of the King's letter of April last, supra, pp. 112–3, to you in favour of Miss Charlotte Sarsfeild as to endeavour the taking off the King's hands from the forfeited estate of Patrick Sarsfeild before the said Earl's debt [charged] thereupon be satisfied as directed by the King's warrant of 1694, March 28, supra, Treasury Calendar, Vol. IX, p. 554. We cannot but apprehend it was the King's intention that the said Earl should be first satisfied out of the said estate, and we supposed that debt had been accordingly discharged. But finding it otherwise we desire that a stop may be put to the doing anything further on Mr. [sic? Mris.] Sarsfeild's letter till that debt be paid off. If you think it necessary to have the King's pleasure further signified herein we will take care to send into Flanders to obtain the same. Out Letters (Ireland) VII, p. 130.

Money warrant for 200l. to Sir Samuell Moreland son of Sir Samuell for one year to 1689, Sept. 29, on the annuity granted to the said father and son by Charles II, 1670, Sept. 17, for the longer liver of them, which annuity the father assigned to his said son by deed, 1686, Dec. 6: [which annuity has been paid] to 1688, Sept. 29, and no further. Treasury warrant to the Principal Commissioners of Prizes to pay or allow 600l. to Lambert Blackwell, his Majesty's Consul at Leghorn and Agent for Prizes there, for so much laid out by him for a vessel which he bought by order of the Duke of Shrewsbury for an advice boat to the Fleet in those parts; the repayment of which he has prayed out of two French prizes, ut supra, p. 198, and the King having by a royal sign manual of July 30 last inter alia directed 600l. to be paid or allowed to said Blackwell [out of said prizes which he is] "to sell and dispose of for his Majesty's best advantage."

Treasury reference to the Customs Commissioners of the petition of Peter Renew, Samuel Eyres et al shewing that they are interested in a parcel of Newfoundland fish and oil landed at Plymouth out of the Amity and in another parcel landed at Looe out of the S. Anthony both which vessels were taken and condemned and sold by the Commissioners of Prizes "in all which cases the officers of the Customs seem to insist on a Duty [on goods] which ought to go free": therefore praying that same may go free. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of the Countess of Dorchester with the accounts and certificates thereto annexed by which it appears that 1,259l. 5s. 2¾d. has been paid by divers collectors into the Treasury of Ireland on account of quit rents which are contained in the grant made to her in 1685; which sum she prays may be forthwith paid back to her according to said grant and that if any other arrears of the said quit rents be similarly paid in hereafter they may be likewise repaid her from time to time. Prefixing: the like order in Council of same date made upon reading the report of the Commissioners of Transportation upon the Customs Commissioners' presentment concerning the searching of ships and vessels, employed in the transport service, carrying stores and victuals for the Navy. Aug. 14. Warrant by the Lords Justices, England, to the Clerk of the Signet for a privy seal for taking in a further 300,000l. in loans on the Salt Act [7–8 Wm. III, c 31] at 7 per cent. interest, in continuation of the privy seal of April 30 last: the lenders to be at liberty up to Sept. 14 next to make such loans in clipt or diminished moneys or pieces of silver (of those which were lately current) by weight at the tale of 5s. 2d. per ounce. Further hereby 30,000l. is to be paid to Tho. Hall, Esq., upon account to pay such persons who shall so make their loans in clipped etc. moneys a reward of 6d. per ounce over and above the principal and interest as above: such reward to be paid to them at the time of making such loan: and also that the said Tho. Hall shall out of the money so to be imprested to him defray the whole charge of the recoining the clipt moneys [so to be lent] and replacing into the Exchequer 5s. 2d. in new money for every ounce Troy so lent as aforesaid. An exact account is hereby to be kept in the Exchequer of the deficiencies of the said clipt money, that is to say the difference between the tales thereof and the produce of the same at the said rate of 5s. 8d. per ounce. Such clipped money so lent is hereby to be melted and new coined into lawful moneys of the realm and to be placed in the Exchequer to the account of loans on the above Act and not to be diverted to any other use, intent or purpose whatsoever.
