William Lowndes to Mr. Blathwaite to prepare a royal warrant to authorise the Earl of Ranelagh to pay Paul Bawens, postmaster at Ostend, 360l. for intelligence and other services performed to the King: to be placed to the account of Army Contingencies see supra p. 399. Same to the Revenue Commissioners, Ireland. My Lords have read the petition of Robert Aleway, Esq., praying that such arrears of rent as are due from him for certain forfeited lands which he holds in Co. Louth may be allowed him in part of 672l. 12s. 3d. owing to him from the Crown. My Lords direct you to continue the respite of the said arrears or of so much of them as are not granted to Thomas Knightley, Esq., or any other, until signification of the King's pleasure in this matter. Feb. 18. William Lowndes to the Auditor of the Receipt to issue 1,730l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of the new moneys brought back from the Mint as the produce of loans on the late Vote of Credit in old money at 5s. 8d. per ounce: and to be reserved in said Ranelagh's hands for such uses of the war as my Lords shall appoint. Feb. 19. Treasury allowance of Charles Duncombe's allowances as CashierGeneral of the Excise for the charge of carrying money to the Receipt and striking tallies for payments there on account of the Excise revenue from 1688, Nov. 14 to 1696, Aug. 5; and for striking the Queen Dowager's tallies for her quarterly payments; and for brass and short money taken in his office during the said time.
Appending: said account in detail (total, 2,333l. 2s. 2d.) as certified by Sa. Story of the Excise Office. Money Book XIII, p. 253.
[The like allowance of] the said Duncombe's bill of incident charges and disbursements for money paid into the Exchequer during the above period together with other allowances and defalcations by him desired: as certified by Geo. Bruere, Deputy Auditor [of Excise]. (This account partly duplicates with the preceding account, making the allowances for the above period to be 1,335l. 10s. 2d.; and adding thereto an item of 1,881l. 16s. 0d. for similar allowances for the period 1680, Lady day, to 1688, Nov. 14, being 759l. 16s. 0d. for 4s. 6d. per 1,000l. on 3,376,937l. 13s. 3d. by him paid into the Exchequer during that time; 272l. for striking the Queen Dowager's quarterly tallies at the rate of 32l. per an.; 850l. for loss by brass money and short tale of money at the rate of 100l. per an.) Feb. 19. Same to the Auditor of the Receipt to issue 4,000l. to the Navy Treasurer out of the new moneys proceeding from the loan on the late Vote of Credit in hammered money at 5s. 8d. an ounce: to be for the service of the Victualling.
And 1,000l. to Charles Fox and Lord Coningsby out of the same on the unsatisfied order in their names as Paymasters of the Forces, Ireland: and to be paid over to the Commissioners of the Transports on account of the Transport service. Ibid.
Same to same to cause the officers of the Receipt not to give preference in paying of annuities: all by reason that the Treasury Lords are informed that certain persons do receive payments at the Exchequer (on the annuities payable by Act of Parliament) further than others can get theirs to be satisfied. No persons are to be paid on the said annuities for the quarter or half year due at Michaelmas last till the preceding quarterly or half yearly payment be satisfied to all the proprietors of the said annuities: and the payment of the Xmas quarter is not to be begun until they all be satisfied for Michaelmas last. Same to the Officers of the Mint at Exeter to attend Mr. Alderman Cook and Mr. Turner and take a survey and valuation of the work done at the [said] Mint so that the King may not be imposed on by the workmen: all by reason that the [Principal] Officers of the Mint [at the Tower in London] have moved my Lords for money to pay for building the country Mints. Feb. 19. William Lowndes to the Earl of Ranelagh to report on the enclosed petition [missing] of Isaac Teale and others, apothecaries, praying payment of 5,888l. 2s. 2d. for drugs and medicines supplied by them to his Majesty's Forces and Hospitals in Flanders in 1696. Ibid.
Same to the Customs Commissioners enclosing an account of wines imported for his Majesty's particular use and service and now on board a shallop in London port. Please deliver same to Mr. Lowman or bearer for the King on payment of the Duties. Ibid., p. 190.
Treasury reference to Mr. Travers, Surveyor-General of Crown Lands, of the petition of Henry Chubb for a fresh lease on surrender of a small tenement and a cornmill in the manor of Bucklawren parcel of the Duchy of Cornwall and for a reversionary grant of a small tenement in the manor of Bonialva parcel of said Duchy, at the old rent: all in consideration of his losses and services for the Crown. Feb. 22. William Lowndes to the Auditor of the Receipt to issue 40l. to the Sergeant at Arms attending the House of Commons for the housekeepers, messengers and doorkeepers belonging to the said House: to be issued out of any disposeable money. Disposition Book XIII, p. 228.
Same to same to issue 2,488l. 0s. 11d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of the new money proceeding from the loans on the Exchequer in general at 5s. 8d. an ounce transferred to the 3d. Aid: and to be applied towards satisfying bills of exchange or for subsistence [of the Forces] in Flanders. Ibid.
Same to the Attorney-General to give warrant to the Clerk of the Petty Bag for commissions to John Fenwick et al., detailed, to enquire of the estates of Arthur Mangey, Robert Child and John Hurst, who were convicted at the assizes held for Co. Treasury warrant to the Customs Commissioners to employ William Foord as collector of Scarborough in Hull port loco Tristram Fish, deceased. Out Letters (Customs) XIII, p. 329.
Feb. 22. Treasury fiat for royal letters patent to constitute Marmaduke Deane and Simon Marshall as Comptrollers of Chester port loco James Varey and James Mainwaring and as amply, etc., as Oliver Lyme and Thomas Lyme formerly held same. Ibid.
Treasury subscription for the execution of a warrant dated Feb. 1 from the Earl of Dorset, Lord Chamberlain, to the Honble. Heneage Montague, Master and Treasurer of the Jewel House, to deliver to the Earl of Pembroke (Lord Privy Seal and an Ambassador Extraordinary and Plenipotentiary for the Treaty of a General Peace) 5,893 ounces of silver plate and 1,066 ounces of gilt plate "which was the allowance heretofore given on the like occasion" [of such an embassy]. "The Ambassadors are to make choice of what particulars of plate they desire to have their allowances made into." Warrants not Relating to Money XV, p. 233.
The like subscription of a like warrant for the like quantities of plate each respectively to Lord Villiers, Lord Lexinton and Sir Joseph Williamson as like ambassadors. Ibid.
The like subscription of a like Lord Chamberlain's warrant dated Feb. 10 to the said Master of the Jewel House to issue plate as follows to Mathew Prior as Secretary to the above Ambassadors, viz., one silver standish, 6 silver candlesticks, a pair of snuffers and snuff pan, containing in all 300 ounces. Ibid.
The Treasury Lords to the Lords Justices, Ireland, enclosing the petition of Bryan Mortagh setting forth that in May, 1696, he took a lease from Lord Rosse of several lands in Co. Longford at 10l. per an. rent from the expiry of a lease thereof to Col. James Dempsey, deceased, of which last named lease 2 lives are deceased and the third is a forfeiting person; wherefore said Mortagh prays a lease of the premises from the King for 21 years or for the term of the said third life at rents of 3l. to the Crown and 10l. to Lord Rosse. It is the King's pleasure that you forthwith pass a lease thereof to the petitioner if you have no objections thereto. Out Letters (Ireland) VII, p. 162.
Same to the Lords Justices, Ireland, to report on the enclosed petition [missing] of Maurice Birchfeild for a grant of lands as in a list [missing] thereto for 21 years in consideration of his having served in one of the Secretaries' offices in Ireland for several years without salary. Entry of a Treasury caveat in behalf of Edward Blanchveile that no grant pass of his estate or lands called Blanchvillestown, Co. Kilkenny, or other his lands in Ireland to Brigadier Offarell or any other till he the said Blanchveile be first heard, he being comprised within the articles of Limerick. Notice to be given to Mr. Edward Cadden in the King's Court, Russell Street, near Covent Garden. Caveat Book, p. 46.
The like in favour of Capt. Connor O'Brien that no grant or custodiam of the estate of the late Lord of Clare in Ireland or any part thereof do pass until said O'Brien be heard. Notice to be given to the said Captain belonging to their Royal Highnesses [the Prince of Denmark's suite] at St. James's. Ibid., p. 47.
Feb. 23. Treasury warrant to the Excise Commissioners to make good to the Queen Dowager the sum of 3,052l. 8s. 9½d. which was directed to her, 1695–6, Feb. 10, out of the Excise for her 1695 Xmas quarter's payment "but the money at that time paid into the Excise being clipped and not current" the Queen's treasurer refused to receive the same so that the said sum was paid (amongst other moneys of the Excise) into the Exchequer in order to be re-coined and a doubt has arisen as to whether same can be repaid to her out of the re-coined moneys issued back to the Excise from the Exchequer. It is hereby to be satisfied out of such new moneys. Money Book XIII, p. 256.
Same to same to imprest 1,000l. to Charles Duncombe, Cashier of Excise, for such incident occasions of the Excise as the said Commissioners shall appoint. It is to be repaid when the Excise incidents bill is allowed. Ibid.
William Lowndes to Mr. Blathwayte to procure a royal warrant to be signed by the king to authorise the Earl of Ranelagh to pay 500l. to Samuel Eyles of London, merchant, in consideration of his services in remittances for the subsistence of the Forces in Flanders and of the loss he sustained for want of a due compliance in the payment of his bills. (Same to the Earl of Ranelagh to pay said 500l. out of loans remaining in your hands on the 3s. Aid and to place same to the account of Contingencies). Disposition Book XIII, p. 228.
Same to the Attorney-General to give warrant to the Clerk of the Petty Bag for a commission to Thomas Aldersey et al., detailed, to enquire into the estate of Thomas Barlow, whose ancestors had a grant from the Crown of a tenement in Upton, Co. Feb. 23. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed list of the lands of Roger O'Shaunasy forfeited in Ireland, which the King is inclinable to grant to Capt. Thomas Prendergrass: said list having been transmitted to the Treasury by Secretary Trumbull.

Feb. 23. Same to the Revenue Commissioners, Ireland. In your memorial of Oct. 24 last you represented to the Lords Justices, Ireland, that all the forfeited lands and interests belonging to the King in Ireland will be out of lease March 25 next, 1697, and you pray directions for letting the same. We are of opinion that it will be for his Majesty's service to let same for one year from the expiration of the said former leases at the best rents you can get for the same. We hereby authorise you to do so. Ibid.
Same to the Lords Justices, Ireland, to report on the enclosed petition [missing] of Sir Charles Meredith shewing that he granted to one Chamberlain a piece of land in Oxmontown on which ground the Jesuits in the late King James's time builded a chapel and that same is [thereby] become forfeit to the King and let at 5s. a year: therefore praying a custodiam "thereof" at the present rent "to be used as a place of holy worship for the French Protestants." Same to same to report on the enclosed petition [missing] of John Walker, son to Dr. George Walker, late Governor of Londonderry, praying that upon surrender of his patent for the office of clerk of the market, packer and gauger in Ireland, the King may grant him 200l. per an. of forfeited lands in Ireland and to allow him some yearly pension out of the revenue of Ireland until he be put in actual possession of such lands. William Lowndes to the Attorney-General to give warrant to the Clerk of the Petty Bag for a Commission to John Winston et al., detailed, to enquire into the estate of Edward, Lord Griffin who stands outlawed for high treason; whereby his estate both real and personal is forfeited. They have since thought fit (in regard the services for which the said money became due does relate particularly to the war) to direct same to be paid by the Earl of Ranelagh out of loans in his hands on the 3s. Aid. Please take care that entries or memoranda be made on the said order and in the entry thereof in your books in order to prevent double payment. Ibid., p. 231.

Treasury warrant to the Customs Commissioners to employ Isaac Savery as a tide surveyor in Exeter port loco Ralph Merson, deceased, at 60l. per an. only.
Ellis Cox to be established as waiter and searcher at Otter River with a salary of 10l. per an. which is to be saved from the salary of the tide surveyor at Exeter as above; there being a need for a preventive officer for the guard of said river which is a place very convenient for running of goods both inwards and outwards.
10l. a year to be inserted on the establishment as additional to the 40l. per an. salary of Thomas Trenwith as surveyor of Falmouth and Penryn: as from Xmas last.

William Keley as riding surveyor at Titchfield, Co. Treasury reference to the Principal Commissioners of Prizes of the petition of John De Grave of London, merchant, shewing that the ship Chasseur was exposed to sale and he bought her for 542l. and fitted her out at a cost of 208l. 7s. 0d. "besides the discount of Bank for the said sum being 48l. 10s. 0d." and has manned her out at Plymouth but the Admiralty Lords have taken her into custody alleging that she was formerly taken from the French: therefore praying repayment of all his expenses and cost in her. Feb. 26. Treasury warrant to the Clerk of the Pipe for a lease to Richard Topham of premises ut supra, p. 273, to hold the King Henry Inn at Windsor, etc., for 12 years from 1715, or other sooner determination of the term of Mary Helhouse, widow, at the ancient rent of 4l. 5s. 4d.; and to hold the parcel of land called Cock Close and acre of land in Southfield at Eton for 26 years from 1701, June 10, at the yearly rents of 4s. for Cock Close and 6d. for the acre; and fine of 7l. 8s. 4d. to be paid to the Receiver of the Honor of Windsor and 48l. 11s. 8d. allowed him as already paid by him to the Dean and Canons of Windsor in the King's behalf for lands sold by the said Topham's father to Charles II, "which being held by 2 lives from the church the lessee is to assign them to his Majesty's use." Royal warrant to the Lords Justices, Ireland, to direct the Revenue Commissioners, Ireland, to order their officers to levy and collect the arrears of forfeitures standing out on 1st May, 1692, by accepting from the debtors the value of their arrears in bills certified by the Commissioners for Stating the Accounts of the Army and signed by the officers of such Regiments only as have accounted with the King and which [bills] shall be proved by affidavit to have been given for the profits of the lands in arrear; and thereupon the revenue officers to give acquittances to the person delivering such bills for so much of the said arrears as shall be discounted by them as if they [such officers] had actually received the same in money: and the ReceiverGeneral of Revenue there is to give credit to such collectors for all bills so by them taken as aforesaid: all by reason that the said Revenue Commissioners have represented to the Treasury Lords that since they have been entrusted with the management of the forfeiture [arrears] they have used their utmost diligence to get in the forfeitures, which amount to about 10,000l. at All Saints, 1691, and that the debtors owing said arrears do offer certificates from the Commissioners of [Army] Accounts for allowed army bills grounded on the King's letter of 1692, Nov. 9, ut supra Treasury Calendar, Vol. IX, p. 1894, in discount for the same; but that they the said Revenue Commissioners do find that many of the tenants on the forfeited lands received the full rents due to them from their under tenants to All Saints, 1691, without paying what they themselves owed to the Crown but have since bought up bills at small rates from other persons or have received them on other accounts and do now offer those bills for what they owe to that time; which the said Commissioners conceive not reasonable to be admitted or to be within the intent of the said King's letter and are therefore of opinion that no bills should be allowed but such only as were given for the profits of the land in arrear and are so proved by affidavit and that it will be for the credit of the public faith (given in several Proclamations formerly issued by the Government there [which were issued] for the encouraging of the tenants on forfeited lands to subsist the Army) that the time for allowing the said bills should be enlarged to cover arrears of forfeited rents due to 1st May, 1692, which was as long as the body of the Army continued in Ireland. Feb. 27. William Lowndes to the Agents for Taxes enclosing several letters [missing] sent to the Treasury Lords concerning the putting into execution of the Act for the 3s. Aid [8–9 Wm. III, c. 6]: to wit (1) from Mr. Newsham, Receiver for Co. Warwick, concerning assessing of mortgaged lands: (2) from three of the Assessment Commissioners for Poole intimating that there are but four of them appointed for [the assessing of] that place and one of them is misnamed and another of them is [also] appointed for the County; whereby the King's service may suffer "if a fourth Commissioner be not added": (3) from Mr. Sedgwick signifying that only two more of the Commissioners besides himself met at the day appointed [for the first general meeting] and that they think the putting the Act in execution too great a burthen for them to undertake. Treasury reference to Samuell Travers, Surveyor-General of Crown Lands of the petition of William Arthur, shewing that he hath discovered that James I in the 9th year of his reign granted the manor and castle of Guildford, Co. Surrey, to Francis Carter for 61 years at 1l. 6s. 8d. per an. rent which lease is expired 14 years since and the premises ever since have been concealed from the Crown: therefore praying a grant of same under the said rent. Feb. 28. Treasury warrant to the Customs Commissioners for payment of sums not exceeding 300l. in all for keeping a more than ordinary watch on the coasts of Kent and Sussex, which said Commissioners think necessary to prevent the communication and passage of intelligence to and from France; upon which occasion [cause] by the King's express commands Mr. Isaac Manley and others have been employed at an extraordinary charge which is not properly chargeable to the account of the Customs without special [Treasury] authority. By this guard is not only intended the prevention of correspondence and passengers to and from France but also the conveyance of uncustomed and prohibited goods. Out Letters (Customs) XIII, p. 331.

Treasury warrant to the Excise Commissioners to imprest 500l. to Charles Duncombe, Cashier of Excise, for such incidents of the Excise as the said Commissioners shall appoint: to be repaid to the said Cashier [as part of the Excise moneys] when the Excise Office incidents shall be allowed by the Treasury Lords. William Lowndes to the Earl of Ranelagh to assign (out of the tallies and orders put into your hands for the service of the Forces) 4,500l. to Francis Eyles to make good a discount of 15 per cent. on 30,000l. accepted from you by him for 330,000 guilders paid, upon his bills, to Richard Hill of Antwerp for the subsistence of his Majesty's Forces in Flanders. Same to the Auditor of the Receipt to issue 7,000l. to the Earl of Ranelagh on the unsatisfied order in his name for the service of the Forces: to be issued out of new money coming in from the loans in hammered money upon the Vote of Credit transferred to the 3s. Aid: and is intended to pay bills to Monsieur Schylenburgh or his order for money furnished for the subsistence of the Forces in Flanders. Ibid.
Same to the Navy Commissioners. Pursuant to my Lords' directions the Navy Treasurer has discounted several Bank Notes as follows, viz., 8,460l. at 17¼ per cent. and 600l. at 20 per cent. making 1,579l. 7s. 0d. discount; which notes were part of the money for the wear and tear of the Navy. You are to make out a bill to him for the allowance of this discount to be assigned on such money as he has received on account of that part of wear and tear which he charges as a voluntary charge in the front of his ledger. By the King's command my Lords have directed 655l. 4s. 0d. to the Treasurer of the Chamber which is to be paid over to you for so much due upon several bills for goods furnished by you for private lodgings in his Majesty's Houses "but his Majesty taking notice that those provisions are extraordinary and exceed what you are to furnish by the duty of your office for his Majesty's service was pleased to declare his pleasure that no such exceedings shall be made for the future."
