Feb. 16. William Lowndes to the Auditor of the Receipt to issue 455l. to Geo. Stepney and 182l. to Mathew Prior out of loans in the Exchequer in General in Exchequer Bills. Disposition Book XIV, p. 178.
Same to the Navy Commissioners to imprest to the Colonels of the two Regiments (by equal proportions) the 2712l. directed ut supra pp. 247–8. Ibid.
Same to the Auditor of the Receipt to issue 618l. to the Earl of Orford on the unsatisfied order in his name as Navy Treasurer to be issued out of loans ut supra: to be to defray the charge of transporting the servants, horses, goods and other equipage of Ralph Gray Esq. who is going Governor to Barbados. Feb. 16. William Lowndes to Mr. Blathwayt to procure a warrant to be signed by the King to authorise the Paymasters of the Forces, Ireland to pay 3963l. 12s. 9d. to the Transports Commissioners on account for the transport service. Out Letters (General) XV, p. 414.
Same to the Customs Commissioners. Divers [Customs Duties] bonds have delivered by John Knight, late Customs Cashier to his successor Richard Hutchinson. You are to order the Customs Solicitor to prosecute all moneys due thereon to the King. Ibid.
Same to same to permit the landing, Customs free, of sundry of his Majesty's provisions from the ship Providence which is put into Plymouth; the same being to be used only in the victualling of the King's ships and there being a particular want thereof at Plymouth. Ibid.

Treasury warrant to the Excise Commissioners to allow in the accounts of the Collector of Excise for Co. Norfolk 160l. which he is to be by them directed to pay to the adventurers and fishermen of Great Yarmouth for the Excise of beer for the North Sea and Herring fishery: to be for one year to 1697 Sept. 29. William Lowndes to the Attorney General to prepare, and take to the King's use, an assignment from Thomas Bradford and William Burnett of their term in Fangrove, Knollgrove and Stubridge in Chertsey &c. Co. Surrey, for the consideration of 380l. Out Letters (General) XV, p. 414.
Treasury warrant to the Customs Commissioners to permit the shipping off, customs free, of such part of the goods as follow as is not intended to be sold here (instead of paying duty and drawing back by debenture on re-export); and to admit the remainder to entry on payment of duty and after allowance for damage; being goods saved out of the St. Christo cast away near Rye, which ship was taken by the French at Cartagena and retaken by the Dutch but driven on shore and cast away in Rye harbour in Dec. last where the goods were saved and stored in the King's warehouse consisting chiefly of Holland, Hamburg and other sorts of linen, and guns: the above liberty being granted in view of the distress and particular circumstances of this case. Treasury reference to Phillip Ryley Esq. Surveyor General of Woods, Trent South, of the petition of Francis Dickins, woodward of New Forest, shewing that by his office it properly belongs to him to pay the yearly wages to the keepers and other officers there, who having made their complaints for want thereof, he, by command of the Lord Warden and according to his duty, informs the Treasury Lords that there is an arrear due to them of 2½ years at Michaelmas 1697 at 300l. per an.; further that 300l. is already raised by the sale of casual woods: therefore praying that the remainder may be raised by the sale of dotard and decayed stubbs not fit for ship timber. Feb. 17. Same to the Agents for Taxes of the petition of Thomas Richards shewing that he was receiver General of Taxes for Co. Herts and being in arrear in some of his payments John Gape Esq., one of his sureties, sued out an extent against him and is seizing his estate; that by his stated accounts there only remains 1609l. 0s. 1½d. due to the King which sum he is willing to lodge in the Exchequer or in any hands my Lords may direct until he can pass his accounts: therefore praying a stay of the said extent. Same to same to issue 6000l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces; to be issued out of loans remaining in the Exchequer in milled money or Guineas: and is intended to be applied towards disbanding the Forces. Ibid, p. 180.
William Lowndes to the Customs Commissioners to deliver back to James Smith, customer of Chichester port, such papers as he presented to you in answer to your presentment against him. Out Letters (General) XV, p. 415.
Treasury warrant to same to employ George Warnford as riding surveyor upon the borders of Scotland between Berwick and Carlisle at 60l. per an.: the said Commissioners having by memorial of Jan. 18 last represented that divers frauds are practised on the said border by clandestine conveyance of prohibited and uncustomed goods for the obviating of which they have (besides the common Guard of Customs Officers) issued commissions to the Excise officers at the several towns on the borders near Carlisle and Berwick which has saved the establishment of new officers there; and have further proposed the establishment of the above riding officer to prevent the carrying out English wool and returning tobacco shipped off by certificate and to survey and inspect the several officers at their stations: and the said Warnford being well acquainted with the country and haveing been very "ingenious" with the Commissioners in explaining the manner how some frauds have been transacted.
Simon Symonds as waiter and searcher at Mumbles and Blackpill in Swansea Port: at 12l. per an.: the Commissioners having represented Dec. 17 last that for some years past one of the four tidesmen and boatmen in Swansea port went in turns monthly to Mumbles and Blackpill with an allowance of 4s. a week paid by way of incidents for their extraordinary charges; but Mr. Trotter, collector of Swansea port has advised keeping the said tidesmen and boatmen to their proper stations for rowing in the boat and attending on ships and that an officer be established at Mumbles and Blackpill for giving an account of all ships arriving in Mumbles Road and for attending the loading of coals at Blackpill.

Feb. 21. Certificate by William Lowndes that the late Farmers of the Revenue of Ireland have not been allowed or received satisfaction for the sum of 1124l. 3s. 35/8d. which is the difference between the 5489l. 2s. 63/8d. with which John Price charges himself in his final accompt as late Receiver General of Revenues, Ireland, as received by him of rents and effects from the said Farmers and the 4364l. 19s. 2¾d. which the said Farmers were allowed as so paid in their final account lately made up and passed in England. Treasury warrant to the Surveyor General of Crown Lands for a particular of the capital messuage of the manor of Laverton Co. Somerset parcel of the Duchy of Cornwall; in order to a new lease thereof to Joshua Baber upon surrender; for 31 years at the former rent of 10l. 10s. per an. and fine of 100l.
Prefixing: said Surveyor's report on said Baber's petition for same. The premises were granted in 1670 to Mr. Hopton Shuter for 31 years; in 1684 the petitioner Baber, being in possession by assignment from Katherine Shuter, daughter of said Hopton Shuter, obtained a new lease for three lives himself and Joshua and William his sons at rent as above and fine of 300l. The petitioner is about 60 years of age and the surviving younger son is about 22 years and lusty. I rate the fine as above. Warrants not Relating to Money XVI, pp. 11–12.

Pursuant to the King's commands as per yours of the 21st inst my Lords have inquired into the condition of the presents prepared some time since for the Governments of Algiers and Tripoly and have received an account from the Great Wardrobe that same have been opened there and two pieces of cloth were found spoiled but the rest little damaged; and that the Earl of Montagu [Master of the said Great Wardrobe] has supplied two other pieces of cloth and refreshed the rest of the thing. Same to the Navy Commissioners to report on the enclosed petition [missing] of Capt. Thomas Warren, Commander of his Majesty's ship Windsor, praying that out of the King's share of a prize which he took in 1696 he may be allowed the extraordinary charges he was at in that year for provisions to the Squadron then under his command which he furnished at Cadiz until such time as an advice of credit came from England. Prefixing (a) letter from John Grainger dated Jan. 26 last dated from Lord Fitzharding's [one of the Tellers] Office to William Lowndes. On the 17th inst. a parcel of [Exchequer] Bills to the sum of 1348l. 3s. 4¼d. were taken out of the fifth chest and delivered up amongst other Bills to be made Specie Bills but upon examination I found they were made specie before I received them: "and whereas there is an interest since accrued on the said Bills, which if delivered out from the Exchequer from the time that the said Bills were so dated as specie it will be an advantage to the person that shall receive them and a disadvantage to the King for so much as the interest since amounts to: for the better explanation of this matter be pleased to refer to the Bills." Ibid.
Feb. 25. Treasury warrant to Justice Rookesby to deliver to Arthur, Earl of Torrington some goods which belonged to Sir Edward Herbert, his lordship's brother, before his attainder, of the value of 20l. that were in the said Herbert's chambers in Sergeants Inn; which chambers are lately granted by the King to said Earl; the Treasury Lords being well satisfied it was the King's intention to grant the said goods as well as the chambers. Same to Sir Thomas Trevor, Attorney General, to enter a noli prosequi to the King's share of the fines and penalties recovered on the informations against Cha. Goreing Esq.; it being reported by Jno. Bridges, Solicitor of the Customs Dec. 12 last that 2 tuns of wine were brought on board a French prize for the use of the said Goreing and brought ashore at Spithead without paying Duty and carried to Sir Henry Goreing's house whereupon informations have been exhibited for the penalty of 500l. on the Act of 4 & 5 Wm. & Mary viz. against Sir Henry Goreing, Cha. Goreing, Jno. Middleton Esq., Thomas Mathook, and Walter Sturt, to wit against the first four by John Nash and against the last by Samuell Binks; all which informations have been compounded by licence out of the Exchequer on which Nash has received (besides 30l. for charges) 100l. for the two informers' part [his own and Binks's] and the King becomes entitled to 100l. more; and further that five other informations have been exhibited by Ambrose Wade against Phillip Page, Oliver Penfold, Thomas Holmer, John Cheney and William Peascot which have been similarly compounded for 35l. to the officer and the King is entitled to 35l.; all which compositions the said Cha. Goreing has borne the charge of, seven of the ten persons prosecuted being servants, carters and waggoners aiding in the conveyance. Ibid, pp. 12–13.

William Lowndes to the Customs Commissioners enclosing a letter and other papers [missing], which my Lords received from Secretary Vernon, relating to two vessels laden with wool, one at Shoreham, the other at Rye. Please enquire as to the said vessels as directed by the King and report to my Lords. Out Letters (General) XV, p. 417.
Same to Robert Butler. The King has commanded the Treasury Lords to signify to such of the bishops as have any moneys of First Fruits or Tenths in their hands to forthwith pay in and account for same, otherwise process will issue against them. Please certify my Lords what is due on First Fruits and Tenths to the end my Lords may write accordingly. Ibid.

Feb. 26. Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing: (a) order of the King in Council dated Kensington Feb. 24. to permit the Royal Africa Company to export 5000 lb. weight of Crewell; the said Company having petitioned shewing that the natives about Gambia in the north part of Guinea have a great esteem for the said commodity and many of them will not trade for other English goods unless they can have some of it; and that the said Company has several times had permission to export a like weight thereof which is exported in small quantities. Treasury reference to same of the petition of John De Senne shewing that he is sued in the Exchequer for 150l. the King's share of a forfeiture; which [sum] he is utterly unable to pay: therefore praying to be remitted same and to be discharged out of prison. Reference Book VII, p. 257.
Feb. 27. Treasury warrant dormant to the Customs Cashier to pay the salary of 62l. 13s. 4d. per an. to Charles Segar gent. as one of the Customers of Southampton port. Money Book XIV, p. 27.
Feb. 28. Treasury warrant to the Customs Commissioners to employ Jno. Dickenson as waiter in Southampton port loco Guilbert Poulson, a landwaiter ibid, who since the [beginning of the] war was removed to Portsmouth for saving of charge and is there lately established as surveyor loco John Mellish deceased; and the Commissioners now in time of peace think it necessary to fill the vacancy at Southampton.
