Aug. 21. Treasury reference to the Agents for Taxes of the petition of Thomas Richards, late Receiver General for Co. Herts, shewing that John Gape junr., one of his sureties, has seized all petitioner's estate into the King's hands and continues the prosecution of same and will not permit him to receive his rents which are in danger of being lost, notwithstanding that petitioner hath in the Exchequer and in said Gape's hands more than the 2400l. which appears due to the King according to the account stated by Auditor Aldworth; that petitioner is suing Mr. Gape's brother in law (whom this continued prosecution is to shelter) for money gotten of collectors and justly due to petitioner; and that he is not able to support his family without relief from my Lords. Treasury warrant to the Excise Commissioners to repay to Excise officers of not more than 100l. per an. salary their assessments to the [second] 3s. Aid [imposed by the Act 9 Wm. III, c. 10.] Money Book XIV, p. 154.
Same to same to allow in account to the several collectors of Excise the several sums mentioned "in the annexed paper" [missing] as deficient: the said Commissioners having represented by their memorial of June 20 last that in pursuance of the Treasury warrant of 1697 Sept. 9 the sum of 1746l. 4s. 10d. received by Excise collectors part by tale and part by weight at 5s. 8d. and 5s. 2d. per ounce not standard was melted down and made into sterling in presence of Sir Stephen Evance, one of the Excise Commissioners, and when coined by the mill and press did produce but 1276l. 17s. 6d. whereof 51l. 18s. 4d. was deducted for charges of the Mint and 1224l. 19s. 2d. was paid to Mr. Hall, Excise Cashier; thus producing a deficiency of 520l. 15s. 7d., which they prayed to be placed to the account of incidents or to be allowed to the respective collectors according to the proportions set down in the said paper. Same to same to allow to several collectors of Excise their loss by receiving gold money as follows: the said Commissioners having represented in their memorial of July 22 last that between Xmas 1694 and Lady day 1696 several such collectors received guineas and other species of gold coin at several rates then current which they could not put off at the same rates; and they have made affidavit that they made no advantage to themselves thereby; "a list of which collectors is hereto annexed" [missing] with the quantities of gold received; and the loss they sustained thereby is 506l. 3s. 9d. Same to the Receipt to apportion (distribute, issue and apply) to the Deficient funds as follows the sum of 26903l. 6s. 8½d. received as follows: all in accordance with the Act 8–9 Wm. III, c. 20 for making good the Deficiencies of several Funds.

Treasury reference to the Excise Commissioners of the petition of William Delarose shewing that the said Commissioners not allowing him anything for return of money, as his predecessor had, he is out of pocket 441l. by extraordinary expenses and losses and after 7 years hard labour and frugal expense is above 300l. worse than he was when he first entered the service and notwithstanding all the above he is discharged from his employment without any misdemeanour. Same to Henry Baker of the petition of Johanna Warner shewing that Sir Jno. Freind above a year before his attainder sent her ten pictures, a plate case and two looking glasses in consideration of a debt of 50l. owing to her by him; therefore praying that she may still keep them. Ibid.
Same to the Commissioners for Transportation of the petition of Thomas Everard in behalf of himself and others, owners of the Griffin frigate of Southampton, 56 tons, which in 1691, after the surrender of Limerick, was hired by General Ginkell for transporting the Irish Forces to France, and in her return by stress of weather she was lost at sea, the master and some of her men being taken up by a French man of war; and that 356l. 1s. 6d. was due to petitioners for freight and the value of the ship, which sum is included in a list of Transport Debts and is part of a sum mentioned in a late Act of Parliament [8–9 Wm. III, c. 25]: therefore praying directions to the Transport Commissioners to grant a debenture for said sum so that petitioners may be entitled to interest thereon. Ibid, p. 291.
Aug. 25. William Lowndes to the Auditor of the Receipt to issue 221,724l. 10s. 2d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of moneys to be contributed by said Earl for the purchase of annuities under the Act 9 Wm. III, c. 24: and is to be applied towards paying the offreckonings of the Army for the year 1697: and out of the same the persons concerned in clothing the Army for the said year are to be paid so much as is due to them for such clothing as is chargeable upon the offreckonings of the said year according to an account thereof stated by Mordecai Abbott. Followed by: Col. J. Gibsone's certificate dated Aug. 18 that " about the latter end of September 1697 I did agree with Mr. Harry Gibbs to go master of a small ship (I bought of Commander Norris) to Boston in New England for provisions, it being then so late in the year and no appearance of any from England. I did agree with him at the rate of 9l. sterling per month with his servant." I have perused the above account and think it reasonable. Money Book XIV, p. 151.
Same to the Excise Commissioners to pay 464l. 12s. 5d. to George Parry gent, late Solicitor for the revenues of Excise for his account of law charges expended in relation to the late revenue of Hearthmoney: to be paid out of unappropriated arrears of Hearthmoney or law charges arising for the same. Ibid, p. 152.
The Treasury Lords to the Receivers General of Taxes for London, Middlesex and Westminster. We are informed that great neglects have been in the Receivers General in not examining the produce and duplicates of the Duties on Marriages &c. and in failing to attend the receipts of the same as directed by the Act [9 Wm. III, c. 32] for preventing frauds in the Duties on Marriages &c. and on Houses; and that thereby the amount of said Duties has fallen considerably short of what might be reasonably expected. We strictly require you to observe the provisions of said Act and to pay in forthwith all your receipts.
We also expect that you hasten in the second payment of the 3s. Aid and the first payment on the Quarterly Poll. (The like letter to the Receivers of the remaining counties and places). Out Letters (General) XVI, pp. 17–18.
Aug. 26. Treasury warrant to the King's Remembrancer for a constat or particular of the estate which belonged to Sir Jno. Freind attainted and executed for treason and which is seized into the King's hands: all in order to such grant thereof as the King shall direct. Warrants not Relating to Money XVI, p. 120.
Report to the Lords Justices from the Treasury Lords on the annexed papers [missing] concerning Nicholas Green who was arrested at Dublin on an action against him in the King's name for fraudulently sending into France a ship laden with provisions on the King's account. Neither Green nor any one on his behalf has appeared before us. We have discoursed the matter with the Attorney General and the Victualling Commissioners who ordered the freighting of the ship with provisions and who directed the prosecution of Green. We are induced to think him a very ill man and that he with others contrived the carrying away the said ship and that he should be prosecuted effectually for the value of the provisions. Royal warrant, dated same, to the Attorney or Solicitor General for a great seal for a new Commission for the Stamp Duties: the Commissioners to be John Stanley, Edward Lloyd, Henry Cornish, Henry Harris, Jacob Vander Esch, James Isaacson and Thomas Farrington (in place of the commission dated 1694 May 21 which constituted Christopher Montague, and the said Stanley, Lloyd, Cornish, Harris, Vander Esch and Isaacson thereto): with 300l. per an. salary each: and William Bridges junr., to be continued as their Secretary at 200l. per an. salary.
