Treasury reference to the same of the petition of John Swymer merchant shewing that in April last being at Morlaux [Morlaix] in France he bought a parcel of gumsticklack, redwood and alamodes and agreed with William Williams, master of the Margaret a small vessel of Swansea lying at Morlaux, to carry same to foreign parts, but Williams having lain out some time and made a bad voyage demanded satisfaction and so run the vessel into Carmarthen river where the ship and goods became forfeit to the King and are appraised at 654l. 2s. 1d.: therefore praying delivery of the ship and goods on payment of the appraised value. Treasury reference to the Transports Commissioners of the petition of Arthur Shallett of London merchant shewing that in Oct. 1697 he let to freight to the said Commissioners 900 tons of shipping to carry provisions for Newfoundland and fitted out the same and had part of the provision on board, but afterwards the King countermanded the [hiring of the] said ships and the Commissioners refuse to make him any satisfaction: therefore praying 2,137l. 10s. 0d. for his loss, inasmuch as there are many great sums due to him for like services. Same to Samuell Travers, Surveyor General of Crown Lands, of the petition of James Isaacson shewing that Charles II granted to Henry Calverley certain marshes in Cos. Denbigh and Flint and a waste called Wamoore with all mines and quarries therein in Cos. Worcester and Gloucester; which by mesne assignments came to Hen. Robinson who sold to petitioner for value; that none of the yearly rent of 10l. has been answered to the Crown: therefore praying that said arrear may be remitted, to encourage petitioner to improve the premises, which will be to the advantage of the neighbourhood and public. Same to the Attorney or Solicitor General for a great seal to determine the grant to Francis Dickens of the office of Woodward of New Forest and to grant same to Edward Pyle Esq. with the fee or salary of 150l. per an. as from Xmas next; the said fee to be in lieu of all fees, rewards, poundage or allowances formerly made to or claimed by the Woodward of said forest. Treasury reference to the Transports Commissioners of the petition of Francis Minshull et al shewing that in July 1697 they hired to the said Commissioners the ship Burlington to carry provisions and necessaries to the Forces in Newfoundland, the King by contract to bear the loss if the ship were burnt, sunk, taken or destroyed; that in her voyage she was taken by the French: therefore praying payment of 1,202l. for the value of the ship. Same to the Transports [sic for Pedlars] Commissioners of the petition of William Fergison and James Munnell pedlars, shewing that in accordance with the Act they applied for licences to 1698 June 24 but could not procure them and their dealings being far distant from town they went on in their trade by virtue of their old licences till they could get new ones, but their goods are seized for said offence: therefore praying consideration for their damage by the said seizure. Treasury warrant to the Surveyor General of Crown Lands for a particular of lands at Old and New Windsor ut supra p. 132 in order to a lease thereof to William Smith, for 99 years at the reduced rent of 2s. 6d. per an. and fine of 130l.: with covenant to surrender such land as may be necessary for his Majesty's services.
Prefixing: said Surveyor's report on said Smith's petition for same. Petitioner holds at 5l. 2s. 6d. per an. rent. This is valued at 17l. 10s. 0d. per an. above the rent, but thereout the King designs to take 7½ acres in Datchet Mead valued at 5l. 10s. 0d. per an. for enlargement of Windsor Little Park. I rate the remainder as above. "I am not to advise your Lordships concerning the petitioner's request for having this sum [130l.] allowed him in part of the debt due to his late brother Mr. Simon Smith supra p. 130 [as late Knight Harbinger] which seems to be a much greater sum; but presume your Lordships will not divert it from the use 'tis designed for; there being many other proprietors of lands at Windsor who must be satisfied by [sic for for] their respective interests, towards which this and the other fines of Mr. Michell, Mr. Aldworth and Mr. Powny may be appropriated." Dec. 7. Same to same for a same of the farm called Mustians &c. ut supra p. 147 in order to a lease thereof to John Powney for 99 years on a fine of 80l.: with a covenant to have granted to him and his heirs the rent of 16l. 13s. 4d. per an. payable out of the rectory of Old and New Windsor and further with a covenant to convey to the King the tithes of corn and hay arising out of about 300 acres of land designed to be laid into Windsor Little Park.
Prefixing: report ut supra. He claims the tithes by virtue of a grant 1613 April 28 of the Rectory of Old and New Windsor to Francis Maurice and Fra. Phillips. They average 37l. per an. and I value them at 740l. The farm was granted in 1677 to John Powney, petitioner's father, at 3l. 18s. 4d. per an. which lease passed in consideration of a release of all tithes of the Great Park and Mote Park at Windsor. The farm is now let at 50l. 10s. 0d. on the rack. I rate the renewal thereof at 300l.; 165l. for the scite of the manor of Old and New Windsor, being formerly a mean tenement surveyed at but 4l. per an. above the old rent of 8l. 6s. 8d. per an. which was leased to petitioner's father in 1673; for the purchase of the 16l. 13s. 4d. per an. rent now in charge to the Crown payable out of the said Rectory for ever I rate 355l., making altogether 820l.; leaving nett 80l. after deduction of the abovesaid 740l. Royal warrant under the King's sign manual, dated Kensington, to the Lords Justices of Ireland to allow 894l. 13s. 7¼d. to William Griffith upon his account as Collector of the port and district of Sligo; he having petitioned shewing that his closet in the Custom House there was broken open in July 1696 and 500l. of the King's money and 35l. of his own money stolen out of his chest: and it appearing from the report of the Revenue Commissioners, Ireland that he was really robbed of 894l. 13s. 7¼d. and has a very clear character for fidelity and integrity and a wife and nine small children and suffered great losses by the Irish. Braggar for the pay of the Regiment of D'Loches in Ducal and Milan money; 4,377l. 12s. 2d. paid to Reau for pay of the Regiment of Littlemaris in the same money; 7,584l. 10s. 2d. paid to the Regiment of Sacconay in the same money; 13,717l. 12s. 11d. paid to the four Battalions of Brandenburg in the same money; 774l. 9s. 0d. paid to the Company of gunners and bombardiers being 860½ Louis d'ors at 18s. each; 55l. 6s. 4d. to the sick of the four French Battalions in Milan money; 158l. 12s. 0d. paid for gratifications in Milan; 193l. 4s. 9d. paid for extraordinary charges of the Forces in Milan; 6,638l. 18s. 8d. paid to the Munitionaries for bread for the Forces for three months, in Milan money; 35l. paid to Bochet, engineer, in the same money; 100l. for the charges of keeping and making up these accounts; 80l. for Exchequer charges on the making up this accompt: the total discharge amounting to 67,394l. 18s. 7d.: all which the Earl of Ranelagh reports truly paid for account of the said Forces and the King thinks fit to allow although such formal warrants, receipts or other vouchers as are requisite by the strict rules of the Exchequer were not had or cannot be produced for the same or some of them.
