Feb. 16. Same to the Clerk of the Signet for a privy seal to require the Treasury Lords etc. to call to account all receivers and collectors of Crown revenues within the survey of the Exchequer and within the Principality of Wales and within the Duchy and County Palatine of Lancaster for all arrears of fee farm and other rents and also of the rents of the estate of Richard, late Visct. Preston before 1698 Sept. 29: and to cause same to be paid to Christopher Tilson gent. who is hereby appointed Reciver General of the said moneys: to be disbursed as the King shall direct by his sign manual countersigned by the Treasury Lords: schedules of said debts to be made out and the said Tilson's nominees are hereby to be empowered to collect same by distress or otherwise with such fees and riding charges for that service as any messengers heretofore have been used to receive: for which purpose such persons are hereby to be admitted and sworn as messengers of the Chamber and of the said Duchy and County Palatine: with full power to the said Tilson by consent of the Treasury Lords to agree reasonable compositions with the tenants, fee farmers, collectors or receivers of the premises. Treasury warrant to the Receipt to issue 13,700l. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be by tallies on the 6th payment due in May next on the Two Millions: and is to be applied for 2 weeks' subsistence of the Forces to March 5 next. The Treasury Lords to the Lords Justices of Ireland. We have laid before the King yours of Jan. 7 last concerning points in the adjusting the accounts of the Forces in Ireland. The King's pleasure thereon is as follows:—
(1) As to the subsistence of the Foot from 1 Jan. 1691–2 to 1692 March 31 (which is alleged to have been paid for that time by the Cols. for 3 serjeants 2 drums and 60 private soldiers in each Company because the Establishment which reduced same to 2 sergeants 1 drum and 50 men per Company did not arrive in Ireland till 1692 April), as timely notice was given of that Establishment the King will only allow according to the actual muster rolls, "his Majesty judging it a very great neglect that those muster rolls are not at hand and very unlikely that they should be all lost, since by the rules for mustering the Forces there ought to have been 3 authentic muster rolls of each Company signed at each muster, one for the Paymaster, one for the Commissary and [one] to remain with each Company in the army.
(2) You are to give warrant to the Treasurer or Paymaster of the Army to make good to the Forces one day's pay more than is allowed upon the establishment for 1692 and 1696 to answer the 29th day of February in those years as Leap years.
(3) As to the clearing the four Regiments raised in 1694 the King gave order Jan. 18 last as to that of Col. George Villiers raised by Sir Richard Atkins. The same order is to apply to the other 3 Regiments raised by Lord Mountjoy, Lord Charlemont and Col. Courthop so far as they shall appear by proper vouchers to have been raised and subsisted in England.
(4) The Regiments lately disbanded are to be paid for the days on which they were broke. The Ordnance charge against each Regiment is to be laid before the King who will decide what part thereof shall be borne by the Regiment.
(5) As to the additional sergeant, drum and 10 men to each Company of Col. Mitchelburn's late Regiment alleged to have been transported to Chester when the Regiment was ordered for England and to have remained there some time upon English subsistence until countermanded, English subsistence is to be allowed upon sufficient vouchers being produced.
(6) The Forces are to be charged with provisions furnished for them on board ship during their passage to and from Ireland at the usual rates viz., 12d. a day for each Trooper and his horse; 9d. a day for each Dragoon and his horse; 4d. a day for each foot soldier and proportionably for the officers' horses and servants. You are to receive an account hereof from the Transports Commissioners. Out Letters (Ireland) VII, pp. 482–3.
Feb. 16. Treasury warrant to Lord Coningsby [Paymaster General, Ireland] to pay forthwith to Lawrence Stanyon 1,124l. 3s. 3d. as directed by the King's letter of 1698 June 8: which letter has not been obeyed, whereby Stanyon has suffered great disappointments and inconveniences. The present warrant is by the King's express command. Ibid, p. 485.
Feb. 17. Money warrant for 370l. 10s. 0d. to the Treasurer of Christ's Hospital for one year to Xmas last on the annuity to the Mayor etc. of London for the better support of the children of that foundation. Money Book XIV, p. 313.
William Lowndes to the Navy Commissioners. The 1,000l. for Culliford and Evernden ut supra p. 269 is intended as imprest for 1,000 bolts of sailcloth for which they are now to make a contract with you in accordance with your report of Jan. 25 last. Disposition Book XIV, p. 303.
Same to the Auditor of the Receipt to issue 172l. 0s. 4d. to Thomas Lloyd on the unsatisfied order in his name as Paymaster of the Works: to be paid over to Mr. Brienne, Housekeeper at Kensington, for repairs of the stables there from 1697 July 17 to 1698 April 30 and building an office for his Majesty's bitt-maker: according to Sir Christopher Wren's estimates. Same to the Agents for Taxes enclosing a letter [missing] from several Commissioners of the Land Tax in the North Riding, Yorks., touching a deficiency in the assessment there. Take the opinion of the Attorney and Solicitor General how such deficiencies may be raised. Ibid.
The Treasury Lords to the Vice Chamberlain. It is the King's pleasure that you forthwith dismiss Richard Poyke and Thomas Smith, clerks of the cheque to the Messengers of the Chamber for frauds and misdemeanours. Ibid.
Feb. 17. Treasury reference to Richard Taylor of the petitions of Eliz. Freke, spinster (shewing that she adventured 50l. in the Million Lottery and received for the same 80 tickets of 20s. each whereof 5 were to be paid yearly and that 75 thereof were burnt at the fire at St. James's); and of Bridget Adams (shewing that 28 of her tickets in the said Lottery being part of a set from No. 74,705 to 74,709 were burnt in the said fire). Same to the Attorney General of the petition of the clothiers who clothed the army for the year 1697 showing that although in the last session of Parliament provision was made for satisfying them and Treasury [money] orders were issued pursuant thereto, yet they are afraid of being deprived of the interest thereof by former debts for clothing [ranking before them]; and whereas Mr. Abbott proposes to divide and deliver to each Regiment a copy of the names of those persons who have annuities for life and have not purchased any further estate therein, until the tallies and orders can be got ready, therefore petitioners pray that said names may be delivered to them proportionable to their respective debts so that they may claim the said tallies and orders when ready: which being referred to Mr. Abbott he reported that the reversionary annuities were granted to the clothiers as a fund to pay the offreckonings from 1696–7 Jan. 1 to 1697–8 Jan. 1 and that he is of opinion that the remainder of such [arrear] assignments as are yet unsatisfied are chargeable on the year 1697 as well as those that are given for the [clothing] service of that year [1697] without any breach of the Act. Same to the Surveyor General [of Crown Lands] of the petition of Eliz. Countess Dowager of Winchilsea for a lease of the King's house at Richmond and of an old ruined house adjoining thereto, at the old rent of 16l. per an. Ibid.
Same to the Agents for Taxes of the petition of Thomas D'Oyley, Receiver of Co. Monmouth, praying that 800l. or 900l. [in old silver] which is remaining in the Exchequer and which he received by tale [for taxes] in Co. Monmouth may be told [counted by tale] and re-coined and the deficiency allowed him; and that process may be stopped till same be adjusted. Ibid.
Entry of a Treasury caveat in favour of Mr. Noland on behalf of the Earl of Clanricarde against any grant of the manors of Portumnay, Leitrim, Shrowle, Clairmein, Athlegue, Kilguane and several other manors and lands in Cos. Galway, Mayo and Roscommon belonging to said Earl but claimed as forfeited by Ulick, late Visct. Galway and John Bourk Esq. commonly called Lord Buffin. Notice to be given to Col. Warrant to Sir Thomas Trevor, Attorney General, to enter a noli prosequi on fines as below to the informations against John Belchier, Nathan Gregory and James Scofield brought by William Hely and William Vickars, Customs officers, for arms sold by private persons in Flanders and bought up in Holland in 1697 by order of the Board of Ordnance and delivered into the stores, by reason that some of the arms so bought being Dutch arms and not having the King's mark they are liable to the penalties of the Act of Parliament I James II, c. 8: the said officers being willing to compound for their share of the forfeiture for 125l. Treasury warrant to the Auditors of Imprests to allow 263l. 7s. 8d. to Thomas Hall upon his account of imprests out of the subscription of the Two Millions for paying of tallies on the Excise and Post Office: the said sum having been paid by him to the Receivers of the said Two Millions to enable them to pay divers items of interest to divers subscribers, 15 in all.

Same to the Receipt for a payment and for a cancellation of Exchequer Bills as follows: viz.: on 1696–7 Feb. 24 there was paid into the office of Guy Palmes, one of the four Tellers of the Receipt, 1,730l. to satisfy Bills of Credit in the hands of private persons issued on the Salt Duties of 7 and 8 Wm. III and the said sum was applied to cancel the said Bills to the principal value of 1,660l. and 70l. of interest thereon; by reason whereof there will remain unsatisfied 70l. principal value in the said Bills with 4l. 1s. 7d. of interest thereon to Jan. 31 last; towards which there remains in the Exchequer 10l. 2s. 4¼d. A money warrant is hereby to be drawn for payment of 75l. to William Clayton, one of the clerks in the office of the Auditor of the Receipt to be applied to the discharge of said Bills, which, when so discharged, Clayton is to deliver to the said Auditor for cancellation: the said 75l. being hereby to be paid out of the abovesaid 10l. 2s. 4¼d. and out of 64l. 17s. 7¾d. out of any Civil List moneys. Feb. 28. Treasury reference to the Customs Commissioners of the petition of Randolph Knipe et al on behalf of the owners of the ship Fortune of Narva shewing that John Russell, her master, contracted with Mr. Riggs to go to Dram [Drammen] in Norway for masts etc. to be delivered at Portsmouth, whereupon she is seized etc. ut supra, p. 286 and on a petition for a non pros as to the King's part the owners had a writ of delivery out of the Exchequer to put them in possession of said ship, but Russell having privately entered a claim to the said ship moved to be admitted to his said claim alleging same to be long to English owners whereon the Court ordered him to be admitted to his claim and the right of the seizure to be tried last term. Whereupon a verdict was obtained for the King and the seizing officer, whereby the King is entitled to a moiety of the said forfeiture notwithstanding the former favour granted to them the owners: therefore praying a further direction to the Attorney General to non pros for the said King's moiety.
